Welcoming Remarks The Chairman welcomed all Members and the representatives of government departments to the meeting.

Item 1: Confirmation of the Minutes of the 2nd Meeting of the District Facilities Management Committee (DFMC) in 2016 2. Members unanimously endorsed the above meeting minutes.

Item 2: Progress Report on District Minor Works (“DMW”) Programme (Projects Proposed by District Council Members) (DFMC Paper No. 18/2016) 3. Besides the standing department representatives, the Chairman welcomed the following persons to the meeting:

4. Comments and responses of the Chairman, members and representatives of the relevant departments on the following projects were summarised as follows:

(1) “Construction of Sitting-Out Area at Shan Ha Tsuen” (YL-DMW209) - Proponents enquired about the progress of the project and hoped that the project would be implemented as soon as possible; - Mr LEUNG Ting-pong, Roger said that the Leisure and Cultural Services Department (LCSD) was closely following up with the Lands Department on the matters relating to land grant and conduct the preliminary planning work, hoping to implement construction works as soon as financial resources permitted.

(2) “Construction of Covered Walkway from Tin Wah Estate to near Shui Sing House at Tin Shui Road, ” (YL-DMW212), “Construction of Covered Walkway from Bus Stop near Yat Tam House to Grandeur Terrace Multi-storey Carpark, Tin Shui Wai” (YL-DMW213) and “Construction of Covered Walkway from Tin Yuet Estate to Tin Yuet Light Rail Station, Tin Shui Wai”(YL-DMW214) - Proponents enquired about the progress of works and hoped that the projects would be implemented as soon as possible; - Proponents enquired about the role of consultation with “Advisory Committee on the Appearance of Bridges and Associated Structures (ACABAS)” in implementing the above-mentioned projects; - Ms LAW Mei-sze, Michelle said that the ACABAS, chaired by Assistant Director of the Highways Department, would only comment on the appearance and structure of covered walkways. After that, consultant companies could provide detailed designs and relevant departments could continue with the tendering process; she continued to say that carrying out the above three covered walkway projects would incur huge expenses. To ease the pressure of allocating resourcesusing

4 District Minor Works Funding, the projects YL-DMW212, YL-DMW213 and YL-DMW214 would be implemented by stages.

(3) “Ma Tin Road - Tai Yuk Road Civic Green Corridor (Phase II)” - Proponents enquired about the actual construction schedule.

(4) “Provision of a children’s playground and sitting-out area in Mai Po Tsuen, ” - Proponents understood that the implementation of the above project would be considered only after the completion of “Construction of a Children's Playground at Shek Wui Wai, Yuen Long” (YL-DMW169), and suggested that the LCSD could prepare for preliminary planning in the meantime, such as conducting the consultation work of the implementation of the project, with a view to implementing the project as soon as possible.

(5) “Construction of a Covered Walkway on Yuen Lung Street footpath (near YOHO Town) to Connect the Footbridge” - Proponents hoped that the Committee would arrange on-site inspections as soon as possible to examine the feasibility of the above project.

Item 3: Minor Environmental Improvement Programme of DFMC (1) Progress Report on DFMC Minor Environmental Improvement for 2015-2016 (DFMC Paper No. 19/2016) 5. Mr CHAN Sai-hung briefly introduced the paper.

12. Members reported that the signage of Tin Fai Road Community Hall failed to facilitate the public in identifying its location, and hoped that the Yuen Long District Office would reflect views to the Architectural Services Department (ArchSD) and follow up as soon as possible.

Item 5: Progress of the Development of Leisure and Cultural Facilities in Yuen Long District (DFMC Paper No.22/2016) and Item 7: Issues Raised by Members: Mr WONG Wai-shun, Mr CHAN Sze-ching and Mr WONG Cheuk-kin Proposed to Discuss the Progress of the Indoor Recreation Centre Project in Area 12 as well as the Development of Adjacent Land (DFMC Paper No. 24/2016) 13. Members agreed to combine the above two agenda items for discussion.

14. Mr LEUNG Ting-pong, Roger briefly introduced the paper.

15. Members indicated that the to the venue for holding the “Open Space in Area 107, Tin Shui Wai (Remaining Portion) Value Management Workshop” at United Services Recreation Club, Jordan selected by ArchSD was not suitable, leading to insufficient participation by Members and ineffective opinion collection, and recommended that the ArchSD organise a similar workshop at a location convenient for Members of the Yuen Long District Council so that more Members

6 could participate and voice their opinions; Members recognised the value and effectiveness of this workshop and participating Members could express their opinions and views could be collected, but the choice of venue could be improved.

(Post-meeting note: The LCSD had referred Members' views to the ArchSD. ArchSD said that members’ views would be considered when organising similar workshops in the future. However, due to resource constraints, no similar workshop could be held for this project. The LCSD and the ArchSD would continue to carry out the planning and design work for the project, and consult Members about the project design in due time.)

16. Supplementary information, comments and responses from the Chairman, Members and representatives of the relevant departments on the following projects were summarised as follows:

(1) “Public Library and Sports Centre in Area 3, Yuen Long” - Members said that the above-mentioned projects were progressing slowly, and enquired about the actual time for interior decoration, removal and official opening. Considering the time gap between the required construction time of building Tin Shui Wai Sports Centre and Public Library respectively, Members were concerned that the above project would face a similar situation; - Members enquired about the feasibility of arranging parking spaces near the library; - Members were concerned whether the Yuen Long Public Library located on the first floor of Yuen Long Government Offices at Kiu Lok Square would be closed and used as offices of the Immigration Department after the opening of the new library; - Members suggested that the LCSD should provide enough mats for use in organising large-scale events; and - Mr LEUNG Ting-pong, Roger replied that electrical installations and testing must be carried out upon completion of the main works of the above-mentioned project. It was expected to take four to six months and eight to nine months respectively for the sports centre and the public library. The LCSD would simultaneously carry out preparatory work, with a view to launching the facilities as soon as possible.

7 (2) “Redevelopment of Tung Tau Industrial Area Playground” - Membered enquired whether the above-mentioned project would continue to be implemented, and said that the LCSD should make a preliminary rough estimate about the proposed facilities that had been approved and their preliminary design plan; - Members hoped to minimize the construction time, and were concerned about the arrangements for the Lunar New Year Fair after completion of the project; - Members expected the LCSD to submit a detailed design for the consideration of DFMC as soon as possible; - Mr LEUNG Ting-pong, Roger replied that the LCSD had no plans to suspend the project for the moment. In response to the different views previously received from stakeholders, the LCSD would plan to carry out a local consultation LCSD would seek the views of Members after obtaining the results of the consultation and then map out the direction of the project.

(3) “Open Space in Area 107 (Remaining portion) , Tin Shui Wai” - Members enquired about the depth of the outdoor main pool, hoping that the new swimming pool would be used for competition purposes; - Member enquired of the LCSD when to submit a funding application to the Public Works Subcommittee and Finance Committee under the Legislative Council for approval; - Members enquired whether the LCSD had conducted consultation through Yuen Long District Office on the draft layout plan of the swimming pool indicated in the above-mentioned project; - Members enquired whether the project had entered the stage of detailed design and would be completed within this year; also suggested setting up “Working Group to Follow up on the Construction Progress of the Swimming Pool in Area 107 Tin Shui Wai” again and holding a meeting to discuss the design proposal, so that the project would be completed as soon as possible; and - Mr LEUNG Ting-pong, Roger responded that the depth of the outdoor main pool was made reference to the standard main pool, which is within the range of 1.4 to 1.9 metres; the ArchSD was currently working on the preliminary design, and had arranged for exploratory works on the construction site.

8 Mr Leung said that the LCSD had, as required by the Lands Department, consulted local residents on relevant land allocation arrangements, so what Members had received should be a drawing indicating the range of the land allocation, rather than the draft layout plan of the project. The LCSD and the ArchSD currently planned to consult the DFMC about the preliminary design late this year.

(4) “Sports Centre at Pak Heung” - Members said the project had been planned by the former Regional Services Department, and expected the LCSD to carry out the project as soon as possible; - Members expected the LCSD to balance urban and rural development under the planning; - Members suggested the project should be developed together with “Kam Tin Swimming Pool Complex”; and - Mr LEUNG Ting-pong, Roger replied that the LCSD had invited other departments to study the feasibility of the arrangement of joint use; or, as proposed by Members, would consider reducing the land area to meet the basic principle of making the best use of land requested by the Planning Department.

(5) “Redevelopment of Yuen Long Stadium” - Members indicated that relevant parking arrangements listed in the paper were insufficiently detailed and comprehensive, and expected the LCSD to provide a rough estimate and detailed design; - Members expected the LCSD to implement the construction project as soon as possible, with a view to providing local residents with a standard jogging trail; and - Mr LEUNG Ting-pong, Roger said in response, the LCSD was seeking resources to implement the above project and could not provide a project estimate and detailed design in the current stage of preliminary planning.

(6) “Sports Centre in Area 12, Yuen Long” - Members said that the project had been planned for more than a decade. With a growing number of local residents, Fung Kam Street Sports Centre would be falling behind the public

9 demand for sports facilities, so Members expected the LCSD to speed up the project; - Members said that at present, the ratio of the number of indoor sports centres to the population was far behind the standard specified in the Planning Standards and Guidelines formulated by the Planning Department; - Members urged the LCSD to study the development of recreational open space and major sports facilities in Yuen Long in order to achieve the above recommended standards and submit related reports; - Members were dissatisfied with the LCSD's plan to build a public transport interchange geared to the development of Yuen Long South thus reducing the size of the stadium, as well as its failure to consult the DFMC on the relevant changes and develop a comprehensive plan; - Members pointed out that the population of Yuen Long District had reached 607,000 and recommended that the LCSD actively develop and properly plan on the land adjacent to the above project site, keeping the facilities proportional to the growth of population; - Mr LEUNG Ting-pong, Roger responded that the LCSD indicated the originally proposed facilities of the project would not be affected by the development plan for Yuen Long South, and the LCSD would also refer Members’ opinions on the proposal to build a public transport interchange for the development of Yuen Long South to the Planning Department and the Civil Engineering and Development Department for consideration, believing the departments responsible would conduct a consultation exercise in due course; he added that the land adjacent to the said project had been planned for “government, institution or community” purposes, instead of being reserved for long-term development by the LCSD; the LCSD suggested conducting planning for the Sports Centre in Area 12, Yuen Long first and carrying out preliminary planning for the said land according to the priorities set by DFMC later.

(7) “ Town Square”, “Hung Shui Kiu Complex”, “Local Open Space Hung Shui Kiu Phase I”, and “Local Open Space Hung Shui Kiu Phase II”

10 - Members noted that Hung Shui Kiu had no large-scale cultural and recreational facilities, and hoped that the LCSD would implement the above projects as soon as possible; and - Mr LEUNG Ting-pong, Roger responded that the LCSD would closely monitor the impact of Hung Shui Kiu New Development Area, Planning and Engineering Study to the cultural and recreational facilities within the area, and continue to actively carry out preliminary planning for the above-mentioned projects in the order of priorities set by the DFMC.

(8) “Local Open Space Kau Hui, Yuen Long” - Members indicated that the project site was currently to be determined, while many residents were keeping pets in the area, so they expected the LCSD to consider building facilities such as pet gardens when building sitting-out areas.

(9) “Addition of Leisure Facilities on Both Sides of the Pavilion in Ha Wan Fisherman Tsuen” - Members were concerned that this project was not listed as a priority project, and the LCSD had not provided relevant development plans; and - Mr LEUNG Ting-pong, Roger said in response that the DFMC had not discussed the above-mentioned projects and the LCSD would consider the relevant proposals when reviewing facilities within the district in the future.

17. The Chairman summarised that the LCSD was expected to follow the proposed timetable to keep up with the project schedule, and urged the LCSD to strengthen communication and coordination with relevant members.

Item 6: Proposals on DMW Projects Submitted by Members for the Consideration of DFMC (DFMC Paper No. 23/2016) 18. The comments of Members and the department representative on various proposals and the Chairman's summary were listed as follows:

(1) “Provision of sitting-out area near the junction of Fung Cheung Road and Kong Yau Road”

11 - Proponents understood that the above-mentioned project site was partly private land and leisure facilities could not be added, but the relevant departments could actively study the feasibility of optimising the rest of government land; - The Chairman said that the Committee had proposed to carry out on-site inspections on the same project in 2014 and had urged the Highways Department to cut grass in the above-mentioned place; - Mr CHAN Sai-hung said that the Yuen Long District Office was discussing with the proponents about the feasibility of setting up seating facilities on the above-mentioned site.

(2) “Addition of Sitting-out Area to Kam Sheung Road Near the Genuine Court” - Proponents said that there was a lack of leisure facilities around Genuine Court. Coupled with the serious mosquito problem, Proponents suggested setting up a platform and converting it into sitting-out area within the proposed area.

(3) “Addition of Fitness Equipment at Shui Wah Sitting-Out Area” - Proponents noted that the above-mentioned sitting-out area was managed by the Yuen Long District Office, but the District Office was not good at building fitness facilities. It was therefore recommended that the LCSD could consider installing fitness equipment suitable for all age groups within the feasible scope.

(4) “Construction of covered walkways from Yuen Long South to ” - Proponents said that as the number of residents in Yuen Long South continued to grow and had currently reached the range of 20,000 to 30,000. To support the Yuen Long South development plan and considering that the plan of constructing an elevated walkway from Yuen Long South to Long Ping West Railway Station had not been extended to areas around Ma Tong Road, constructing covered walkways at the above-mentioned sites would ease the travelling inconvenience of local residents.

(5) “Addition of Cover to the Terminus of Green Minibus Route No. 39 at Fung Cheung Road, Yuen Long”

12 - Proponents said that only the waiting area for Route No.39 in the minibus terminus at Fung Cheung Road had no cover, exposing the public to the rain and sunshine, and therefore hoped that the project would be launched as soon as possible; - Members expected the District Office to assist relevant departments to actively study the feasibility of the project; - Mr WONG Chi-wah, Steve responded that the above project was located at the public transport interchange managed by the Transport Department, while the Committee had conducted field visits with regards to the same project proposal and sent letters to the Department for consideration in 2013 and 2014 respectively, but the Transport Department said the construction of the relevant cover should be decided by the relevant green minibus operator, who had replied to the Transport Department that it had no intentions of constructing the cover due to operational and financial reasons; - Members enquired whether the Transport Department would consider withdrawing the right of operation from the green minibus operator for protecting the benefit of the public; - Regarding the project proposed this time, it was suggested that the District Office consult the Transport Department again, in hopes that the District Office could assist in discussing relevant matters with the green minibus operator; - The Chairman hoped to follow up on the said suggestions with the help and support from the Chairman of the Traffic and Transport Committee.

(6) “Construction of a Children's Playground Next to Ha Tsuen Soccer Pitch” - Proponents said that the population was growing rapidly at Ha Tsuen over recent years and hoped the project would be implemented as soon as possible.

(7) “Addition of Recreational and Sports Facilities Next to Tin Shui Wai Nullah (Tin Heng Section)” - Proponents said residents at Tin Heng Estate had a strong demand for recreational and sports facilities. Given that Tin Heng Estate did not have enough space for recreational and

13 sports facilities, it was recommended that the above project should be carried out at Tin Shui Wai Nullah near Tin Heng Estate.

(8) “Renovation Works for Concrete Planters Near Sai Ching Street, Chung Sing Path, Yuen Fat Path, and Tai Pei Tau Path in Yuen Long” - Proponents recommended that the relevant departments include the renovation of concrete planters into a routine maintenance programme; and - Mr CHAN Sai-hung said that the District Office provided non-recurring maintenance services for planters and would follow up with the respective District Council Members on relevant matters.

(9) “Addition of Rain Cover to the Walkway from Yuen Long East Bus Terminus Near the Mall in the Residential Lobby of the to the Entrance of Yuen Long Light Rail Station” - Proponents said the proposed road area was the only way for residents to transfer to and West Railway, but lacked covered facilities, and hoped that the project would benefit the public. He said the proposed road area would be converted from government land to private land for public use, and recommended that the Committee explore whether its terms of reference could apply to the above project proposal; - Members supported the above proposal and said that a large number of pigeons gathered in the area from time to time, resulting in an accumulation of pigeon droppings affecting public health, and hoped that the construction of the cover could reduce the space for pigeons to stay; - Members were concerned that the project financed by DMW funds would cause unclear division of powers and responsibilities in future infrastructure management between owners and other stakeholders, for example, the responsibility for daily management expenses relating to the project such as maintenance and insurance costs; and - The Chairman said that the proposed section had been incorporated into the “Yuen Long West Rail Station Above-station Property Development Programme”, and suggested first writing to MTR Corporation Limited, urging the company to consider this project.

19. The Chairman summed up the discussions and instructed the Secretariat to prepare for site visits, to explore the feasibility of the project.

Item 8: Consolidated Report on the Recreation and Sports Activities to be Held in Yuen Long District and the Management of Facilities by LCSD (May 2016 Issue) (DFMC Paper No. 25/2016) 20. Ms CHEUNG Wai-ying, Olivia briefly introduced the paper.

21. Members’ views on the agenda item were summarised as follows:

(i) Member enquired why the construction cost for “Replacement of Basketball Goal Posts in the Main Hall of Tin Shui Wai Sports Centre” was high; (ii) Members considered that using the District Minor Works funding to conduction renovation works for venues owned by LCSD failed to properly utilise resources of the DFMC; (iii) Members enquired about the size of the replacement project, including whether the lifting platform for the entire basketball goal post should also be replaced at the same time.

22. Ms CHEUNG said that this project was to replace a pair of basketball goal post sets and the construction cost was determined by awarding the project to the most suitable contractor who could fully comply with engineering standards and requirements; Ms CHEUNG added that the LCSD had used district minor works funding to cover the expenses of improving LCSD venues since the District Council set up the DFMC in 2008.

23. Members endorsed the allocation of $500,000 of district minor works funding for the replacement of basketball goal posts in the main hall of Tin Shui Wai Sports Centre;

Ms CHEUNG Wai-ying, Olivia said that Mr WONG Wai-yin, Zachary had told her he had the intention of serving as a “Sports Ambassador” for Yuen Long District. Considering that the appointment of “Sports Ambassadors” must have the support of the district council, she consulted all Members.

29. In order to let all District Council Members to express their intentions fairly, the Chairman instructed the Secretariat to send letters on behalf of the DFMC to all Members of the Yuen Long District Council after the meeting inviting them to serve as “Sports Ambassadors” for Yuen Long District, and record the dates and times of responses from Members in order, and present the applications received to the LCSD for consideration.

30. Ms CHEUNG Wai-ying, Oliviag indicated that the list of names accepted and recommended by the District Council would be submitted to the LCSD Headquarter for consideration.

(Post-meeting note: The secretariat wrote to all Members of the Yuen Long District Council on 6 May 2016, and submitted the received list of applicants to the LCSD on 18 May 2016. On 6 June 2016, the LCSD also sent confirmation letters to the appointed members, including Ms LAU Kwai-yung, Mr LEUNG Ming-kin, Ms Ma Shuk-yin, Mr TANG Cheuk-him, Mr TANG Yung-yiu, Ronnie, Ms WONG Wai-ling, Mr WONG Wai-yin, Zachary, Mr WONG Wai-shun, and Mr YIU Kwok-wai.)
