KILLAMARSH PARISH COUNCIL MINUTES OF MEETING HELD ON MONDAY 27th June 16 AT 7.00PM IN THE PARISH SUITE, KILLAMARSH SPORTS CENTRE

Present: Councillors D Charles, A Crossley, S Crossley, S Cullabine, A Garrett, B Jones, H Laws, R Phillips, B Rice, L Robinson, G Shaw, J Windle and 1 member of the public

Non – attendance: none

FPC 2016/64 Apologies Apologies were received by the Clerk from Cllr P Howarth The apologies were noted and accepted by the Council.

FPC 2016/65 Declaration of Members Interests All District Councillors declared an interest in Planning due to being substitutes on the Planning Committee. Cllr Charles declared an interest in Planning from County Council.

FPC 2016/66 Chairman’s Announcements The Chairman thanked the public for attending.

3.1 Application to become a Councillor Tony Fenwick gave a verbal account to the public as to why he wished to re-join the Council. Cllr Laws moved to accept the application to co-opt Tony Fenwick. Cllr Windle seconded. A vote was held. All Councillors were in favour except for Cllr A Crossley who was against and Cllr S Crossley who abstained. Cllr Fenwick took a seat at the table.

FPC 2016/67 Public Questions 4.1 Police matters PCSO Cattell and PCSO Matt Adcock were in attendance at the meeting and gave a verbal update of the crime figures for the public. Crime overall is up by 19.6%. It was explained that this is due to a new process of logging calls by “telephone resolution” where crime numbers are given even if no one actually attends the scene of the crime. The figures should begin to show a decrease from next year when the system “resets”

Cllr Rice advised of an abandoned vehicle on the corner of Baker Drive. The Officers advised they would drive by this after the meeting.

It was also noted that, despite the actual figure being unknown, there had been a reduction in ASB.

4.2 General matters There were no issues raised by the public.

4.3 Planning matters There were no comments from members of the public with regards to planning matters.

5. FPC 2016/68 To approve and sign the minutes of the meetings With the exception of the wording of “to reduce incidences of crime” in minute FPC 2016/51, the accuracy of the minutes of the monthly meeting of the Parish Council held on 23rd May 16 was approved. Cllr Laws moved and Cllr Rice seconded.

6. FPC 2016/69 Determination of any items from the agenda to be taken with the public excluded In view of the confidential nature of items 14 it is necessary to discuss these with the Public and Press excluded in accordance with the Public Bodies (Admission to Meetings) Act 1960, S1. Cllr Jones moved and Cllr Rice seconded.

7. FPC 2016/70 Sports Centre Managers’ report The minutes of the Sports Centre Committee meeting held 16th June 16 were agreed as a true reflection. Cllr Robinson moved and Cllr Windle seconded.

8.1 FPC 2016/71 Parish Clerk’s report a) Confirmation of members of sub-committees The information relating to members of sub-committees was noted by Councillors. It was advised that Cllr Fenwick will become a member of the Personnel Committee as well as be a representative of Veolia and Bread Charities.

b) Youth shelter and diversionary activities for young people It was RESOLVED for the Clerk to send an email to each of the listed parties this week to ask for a representative to attend a working party. Cllr Windle moved and Cllr Robinson seconded.

c) Councillor training feedback The feedback given by the Chairman was noted.

8.2 FPC 2016/72 Responsible Finance Officer’s Report a) Financial position as at end of May 16 This will be circulated to Councillors in the weekly correspondence this week.

b) Annual accounts year ending March 16 The annual accounts for the 2015/16 financial year were approved. Cllr Windle moved and Cllr Rice seconded.

c) Annual return 2015-16 The annual return for the 2015/16 financial year was approved. Cllr Windle moved and Cllr Rice seconded.

d) All payments made since the last FPC meeting The list of payments made was noted by Councillors.

e) Payments made by petty cash May 16 The payments made by petty cash were noted.

f) Payments made by credit card May 16 The payments made by credit card were noted.

g) Bank reconciliation for May 16 The signed bank reconciliation for May was noted by Councillors.

FPC 2016/73 Update from lead member for Village/community 9.1 Report from the Lead Member of the Village Cllr Laws advised of a free litter bin from the District Council which would be placed at the junction of Upperthorpe Road and Road.

Cllr Charles passed on her thanks for the grass cutting at Memorial Gardens and the War Memorials.

It was RESOLVED for the Clerk to write to DCC to request that the overgrowth at the junction of Green Lane and Spinkhill Road be cut back as it is obscuring the view of the road and the Killamarsh Sign.

Cllr Laws will liaise with the Handypersons with regards to replacing a bench at Delves Road and Cherry Tree Drive as well as arranging for the strimming of overgrowth at Church Lane and Westfield Road.

Cllr Laws will liaise with the Clerk with regards to seeking reimbursement of monies paid for 12 cuts at Linear Park as, to date, only 1 had been carried out.

FPC 2016/74 Association of Local Councils Councillors noted the circulars which were included in the weekly correspondence.

The above planning applications and decisions were noted. Cllr Laws is to notify the Clerk of objections with regards to NED/16/00546/FL

FPC 2016/76 Reports from Representatives on Outside Bodies Veolia – There has been no meeting. Bread charities – there has been no meeting. NED Community Safety Partnership – Cllr Robinson no longer sits on this committee but has requested that the minutes be sent to the Clerk. The Clerk will circulate these when they are received. Trust – Nothing to report. KCT(A) – 60’s night was a success. Cllr Phillips reminded everyone about the Picnic in the Park to take place on 3rd July which is free to attend. The Administration Officer is to check that the grass will be cut on the field.

FPC 2016/77 Bar/Catering Manager/Health and Safety Officer Reports There are some concerns regarding safety on the Skate Park. There had been an incident where a child had cut his head this evening. The Clerk advised that a risk assessment would be completed and she would check the last inspection report conducted by RSS Playmakers. Councillors advised that, if necessary, the skate park should be closed until the issues are rectified.

FPC 2016/78 Personnel Report 14.0 Personnel report It was advised that the Personnel meeting scheduled for 7th July 16 would be quorate, though some Councillors would arrive slightly later than 5pm due to work commitments.

14.1 Budget amount of cover for Handypersons It was agreed for Councillor Laws to meet with the Handypersons to discuss their duties so that the Clerk can compile a report for the Personnel committee.

14.2 Parish Office working Bank Holidays It was RESOLVED that, should a member of the Parish Office team choose to work on a bank holiday when the Centre is open, they can, but, if they choose to have these days taken as annual leave, that is quite acceptable. Cllr Rice moved and Cllr Laws seconded.

14.3 Taxi fares for staff It was noted that an account had now been set up with City Taxis and invoices would be received instead of paying employees out of petty cash.

14.4 Other personnel matters The list of matters to be taken to the Personnel meeting was noted by Councillors. The Clerk advised that the date of commencement of Maternity Leave of the Assistant Clerk was now expected to be 12th August 16.

FPC 2016/79 Time and date of next meeting The next meeting of the Parish Council will take place on Monday 25th July 16 at 7pm
