No. Item 1. Representations from the Public. Members of the public are reminded that in line with Council Meetings, a maximum of 3 minutes will be allowed to speak.

6. Matters Arising. 6.1 Register of land between the Parish Hall and the DCC highway maintained road. To receive details of a meeting held on 15 March 2018.

6.2 Blocked Drains. To note the current situation in the Parish with a view to reporting any problems.

Road from East Worlington Cross to Boundys Cross. The Clerk is waiting for a reply from Highways in respect of the jetter attending which it was advised on 9/1/18 that the next available date was not until February, which had been booked.

To also note that the Clerk reported the blocked drains on the road between Little Witheridge and Horse Hill Cross. Initially, DCC Highways recorded this at an incorrect location, and it was necessary for the Clerk to point this out. The error has been corrected and the location noted on the system. An email was received from the Neighbourhood Highways Technician on 6/3/18 who advised as follows: “I have requested that a jetter/jcb attends when one is next available. The culvert and ditch is blocked which would be a highway issue”.

6.3 North Devon Council Parish Grant. Following Worlington PCC and East Worlington Parish Hall being advised of the reduction in the 2018/19 grant and the effect this may have on a donation to the organisations, representations are to be received from Worlington PCC in this connection. However, it should be noted that a letter has been received from North Devon Council advising that at a meeting of the full Council, Councillors did not approve that the Parish Grant should be halved in 2019/20 and withdrawn completely in 2020/21. Therefore the Parish Council will continue to receive the Parish Grant of £392.00 as it has in the past.

6.4 Witheridge Parish Council. Letter of support sent in respect of a TAP (Town and Parish) Fund application the Council was making in respect of a replacement notice board at Drayford.

6.5 Local Government Boundary Commission for . To note that the response from this Parish Council was submitted and an acknowledgement received.

6.6 Nomination of a person to attend Buckingham Palace Garden Party. To note that following the nomination of Councillor T Wall, the Clerk contacted him asking if he was willing for his name to be put forward but did not receive a response.

6.7 Empty Properties in the Parish. The Clerk is in dialogue with Councillor Risdon on this item.

6.8 Annual Parish Magazine. Councillor Brown to advise the present position and whether Mr D Lines has agreed to do the artwork again this year, with the cost involved.

6.9 Dates of future meetings. It has been suggested that meetings are held on either Mondays or Wednesdays so as not to clash with the bellringers on Tuesdays.

7. Planning and Planning Correspondence. 7.1 To consider Planning Application 64502 – erection of one agricultural building for livestock & storage – Hensley Farm, East Worlington.

7.2 Planning Correspondence. 7.2.1 To note the following North Devon Council Decision Notice: APPROVAL for Application 64246 – Siting of 3 stationary caravans for seasonal staff accommodation at Yeatheridge Farm Caravan Park, East Worlington.

7.2.2 Application 63901 – Conversion of outbuildings to form additional living accommodation together with two storey extension to dwelling at Thorndon Villa, East Worlington. To note that the Application has been withdrawn.

7.2.3 North Devon Council. Email from the Enforcement Department advising that two of the three enforcement officers will be leaving the Council. Replacements are to be recruited and will need training and in the meantime, Councils are asked to bear with the Enforcement Department as the workload is likely to experience a delay in investigating cases.

7.2.4 North Devon and Torridge Local Plan. Email advising there is a further consultation running from 1 March to 13 April. The documentation associated with the consultation can be viewed via the following link: http://consult.torridge.gov.uk/

8. Finance. 8.1 Balances. To be circulated to Councillors ahead of the meeting together with budgetary figures to the end of February 2017.

8.2 Income. To note that the sum of £550.00 has been credited to the current account from North Devon Council in respect of a TAP application grant towards kitchen refurbishment at the Parish Hall of £450.00 together with a Community Councillor Grant from District Councillor Mrs S Croft of £100.00 as a grant towards a dishwasher. A cheque for this is included under 8.2 below.

9. Correspondence & Notices / Publications Received (these will be placed on the table & available to read). 9.1 North Devon Council Monitoring Officer – Community Governance Review. Email received asking for Parishes thoughts on any changes to suggest. A Community Governance Review is carried out by the District Council and can review all issues relating to particular Parishes. It should lead to improved local democracy, greater community engagement and better local service delivery and can look at issues such as the size of the Council or the boundaries of the Parish. The review can be limited to specific Parishes or can be carried out more strategically across the whole District. If the District Council were to conduct a review, any affected Council would of course be involved in the process and consultation would take place with the electorate. The purpose of contacting Parish Councils at this stage is to ascertain whether your particular Parish has any issues that it feels ought to be reviewed.
