REPORT OF THE COMMITTEE ON STATUTORY AFFAIRS IN MADRID

Summary and recommendations

The City of Madrid, at the invitation of Mayor Manuela Carmena, and the Spanish Federation of Municipalities and Provinces (FEMP) hosted the UCLG Executive Bureau meetings on 18-19 April 2017, in parallel with the World Forum on Urban Violence and Education for Coexistence and Peace.

The Committee on Statutory Affairs met on Tuesday 18 April at the headquarters of FEMP. This document provides a report on the main decisions taken during the meeting.

The Committee on Statutory Affairs is invited to:

1. Adopt the report of the meeting.

1. The UCLG President chaired the session and thanked FEMP for hosting the meeting at their headquarters. On behalf of the Presidency, the Committee and the full membership, he expressed gratitude, not only for the warm welcome received, but also for their continued commitment to UCLG, to the European Section and to promoting solidarity among local governments around the world.

2. The UCLG Vice-President for Europe and Mayor of Soria, Carlos Martínez Mínguez, expressed the great satisfaction of the Federation in hosting the UCLG leadership and confirmed the commitment of his organization to continue active participation in UCLG.

Outcomes of the Committee on Statutory Affairs in Bogotá and the UCLG Presidency meeting related to Statutory Affairs

3. The Committee revised the progress on decisions and measures to be undertaken in relation to statutory affairs, following the Bogotá meetings and the consultations of the President with different parts of the membership.

4. Following discussions in Bogotá about the eligibility to participate in the Governing Bodies of UCLG, the Committee agreed that UCLG Treasurer, Berry Vrbanovic, on behalf of the Presidency, will lead discussions with representatives from relevant Sections to understand the different arguments and challenges.

5. It was proposed to undertake research of the national context in countries where there is significant UCLG membership, in partnership with the relevant regional secretariat. Furthermore, an information campaign for members will be put in place to avoid confusion for the next Congress, with special emphasis on the most affected regions.

2 6. It was agreed that deliberations would need to take place at political level with representatives of the concerned Sections and in particular UCLG-ASPAC and MEWA. The context of the World Council was identified as an adequate context to start these deliberations.

7. The Presidency further proposed to enhance the Basic Guide for Active Participation in UCLG’s Governing Bodies with Guidelines of Good Conduct during decision-making processes. The World Secretariat, in consultation with the Presidency would propose wording for these amendments.

8. The General Assembly and World Council agreed to mandate the Standing Committee on Gender Equality to nominate a Global Women’s Caucus in close coordination with the Committee on Statutory Affairs.

9. The Committee noted that the process to gather expressions of interest has started and that an additional circular would be sent. The Secretary General of CEMR expressed that consultations among European members had already begun.

10. It was recalled that the Global Caucus would include representatives from all world regions. Members will be invited to attend and participate in the deliberations of the World Council without voting rights.

11. The Committee also noted the process proposed by members of the Presidency to lead mediation processes in the cases of representation from Lebanon and Ukraine, which are still unresolved, and called for a report to be brought to the 2017 World Council.

Renewal of UCLG Policy Development and Consultation Mechanisms

12. Consultations among the membership have demonstrated that political leadership needs to be strengthened and that efforts should be focused to make optimal use of the limited resources that the organization has available. There is a clear need to rethink the links of the work of the different groups within the work plan of the organization. Throughout the past year, options have been explored to expand work and enhance relations between the World Secretariat and specific strategic committees.

13. In order to renew the involvement of a broader group of political leaders in the active life of the organization, beyond the Presidency, the World Council agreed to set up Policy Councils around the key issues to be developed by the organization.

14. There would further be a limited number of Committees, UCLG Fora and Communities of Practice. The World Secretariat was mandated to operationalize these decisions with the aim of taking concrete recommendations to the Executive Bureau.

15. The Committee proposed to ratify the nominations proposed and circulated among the members. It further called members to present expressions of interest until the next World Council. This would allow for a transitional period to start, during which preparations can be made for fully-functioning mechanisms next year.

Statutory meetings 2017-2018

16. Following the recommendation of the Committee in Bogotá, a call for proposals to host the World Council in 2017 was published in December. All candidatures were to be referred to the Committee on Statutory Affairs to make recommendations to the Executive Bureau for decision during the meetings in Madrid. Candidatures were to be submitted to the World Secretariat in writing before 31 March 2017. Three

3 formal candidatures were received: Hangzhou (China), Nanning (China) and Zhengzhou (China).

17. Following careful consideration of the candidatures, the Committee decided to recommend that Hangzhou host the 2017 World Council.

18. It was further agreed that remaining candidates would be invited to present candidatures for the World Congress.

19. Strasbourg and Chefchaouen, which had presented their interest in hosting the Executive Bureau in 2018, were invited to discuss possibilities to reach an understanding.

Membership issues

20. According to the Terms of Reference of the Committee on Statutory Affairs, membership requests and related information are presented to the Committee for recommendation to the Executive Bureau.

21. The Committee agreed to recommend the Executive Bureau approve the membership requests as presented, with the exception of the list of new Lebanese members, which would be part of the ongoing discussions between the MEWA Section and the Lebanon Office.

Group of Observers on Local Democracy

22. In view of the increasing situations in which the integrity of local government and its representatives are undermined around the world, it was proposed to set up a group that would monitor and propose recommendations in relation to these cases.

23. It was agreed that the group would seek partnership with international institutions. It was further agreed that the World Secretariat, in coordination with the Deputy Mayor of Paris and CEMR spokesperson Patrick Klugman, would develop Terms of Reference that would clearly set out the mission of the group.

24. The Committee further recalled the incarceration of Khalifa Sall, Mayor of Dakar, and Gultan Kisanak, Mayor of Diyarbakir, along with numerous other Kurdish mayors. It called for statements of concern and support to be continued for all mayors around the world in similar situations.

Recruitment process of the Secretary General

25. Political representatives met in a closed meeting to discuss the recruitment process of the Secretary General. The outcomes of that meeting were reported by the UCLG Presidency during the Executive Bureau meeting and are included in the Executive Bureau Report.

RECRUITMENT OF THE UCLG SECRETARY GENERAL

Summary and recommendations

In view of the retirement of the current Secretary General, Mr Josep Roig, at the end of 2017 a process of recruitment for a new Secretary General was launched.

The UCLG leadership discussed the recruitment process, as well as the job profile, person specification and application pack during the UCLG Retreat in February of this year. The package was disseminated among members of the Committee on Statutory Affairs and Secretaries General of Sections in February and March for feedback.

Further discussions were held among political representatives gathered on the occasion of the meeting of the Committee on Statutory Affairs the day before the Executive Bureau in Madrid. Members agreed to hold a process that would respond to the following criteria:

- a global process, advertised internationally. - a selection process led by an independent recruitment firm based on the capacity of the candidate to fulfil the requirements of the post.

The Executive Bureau was updated on progress in September. The final shortlisted candidates were interviewed on 4 November in Barcelona by the designated Selection Panel.

The Committee on Statutory Affairs is invited to:

Application pack

1. Members agreed that the ideal candidate should have demonstrated experience in the field of local governments and experience in engagement with international organizations and donor institutions. The candidate would further have a demonstrated skills to manage international teams, while taking into account the importance of the sections and optimizing work at global level, in coordination with the regions. He/she should further have the academic background and skills to manage a complex matrix-based organization, as well as experience in multilingual environments.

2. The matters of diversity and equality were also deemed critical to the organization as a whole and were to be taken into account in the recruitment process.

5 Recruitment process

3. The World Secretariat was mandated to open the call: the post was advertised on the UCLG Website and a circular was sent to the broad membership on 4 May 2017, with the deadline for the submission of candidatures established for the end of June.

4. Following the agreements reached by political representatives in Madrid, the President set up a Selection Panel that would include the Presidency and would reflect the composition of the Committee on Statutory Affairs. Upon the request of the Executive Bureau, the panel would include representation from all sections. To that end, a representative of Eurasia was included in the process.

5. An external recruitment agency was commissioned to ensure the shortlisting of candidates.

6. A file on each of the shortlisted candidates was prepared by the recruitment firm. Three candidates were shortlisted.

7. The three shortlisted candidates were interviewed by the Selection Panel in Barcelona on 4 November.

8. Candidates were invited to make a presentation followed by a 60-minute interview.

9. Following the round of interviews, the Panel reached an agreement by [sufficient] consensus to recommend to the Executive Bureau the appointment of Emilia Saiz for the post of UCLG Secretary General.

OUTCOMES OF THE UCLG PRESIDENCY MEETING RELATED TO STATUTORY AFFAIRS

Summary and recommendations

The Committee on Statutory Affairs was in informed in Madrid of proposals to be undertaken in relation to statutory issues to be addressed following the Bogotá Congress. This document summarizes the decisions taken.

The Committee on Statutory Affairs is invited to:

1. Take note of the progress made and engage in follow up.

Governing bodies

Political representation in the governing bodies

1. The Asia-Pacific Section was the most vocal in identifying the challenges that the ASPAC membership faces with respect to the definition of political representation.

2. Members in Bogotá agreed that further conversations about the definition of eligibility might be envisaged for the next mandate, as the political landscape may differ according to national regulations. They recalled that the success of the organization and recent progress can specifically be attributed to its political representatives’ thorough work, extensive research and foresight.

3. A general consensus to differentiate between the participation of members through representatives without a political mandate and voting rights, has emerged.

 It was agreed that Berry Vrbanobic, on behalf of the Presidency, would lead discussions with representatives from relevant Sections to understand the different arguments and challenges. A meeting will be scheduled in the framework of the World Council and follow up will be carried out during the Retreat.  It was proposed to undertake research of the national context in countries where there is significant UCLG membership, in partnership with the relevant regional secretariat.  An information campaign for members will be put in place to avoid confusion for the next Congress, with special emphasis on the most affected regions.  It is further proposed that an additional revision of rules be initiated in 2018.

4. Following conversations with members, the President proposes to enhance the Basic Guide for Active Participation in UCLG’s Governing Bodies with Guidelines of Good Conduct during decision-making processes.

7  The World Secretariat will present a proposal at the 2018 retreat following consultations with the leadership.

Unresolved nominations to the World Council

Lebanon 5. The Committee on Statutory Affairs called for the nominations related to Lebanon to be chosen by the Lebanon Country Office, respecting the spirit of the agreement reached by the founding organizations to acknowledge the autonomy of the Lebanon Country Office.

6. Temporary agreements were reached in Bogotá, but no consensus was reached among all parties. It was agreed to set up a mediation group to establish a political dialogue between the Secretariat of the MEWA Section and the Lebanon Country Office.

 An initial meeting was held in Madrid by President Ries and an oral report will be brought to the meeting in Hangzhou.

Ukraine 7. The Committee on Statutory Affairs requested that the nominations of Ukrainian members be put on hold until an agreement can be reached among the two Sections (Europe and Eurasia) and members in Ukraine. The Committee agreed to set up a specific meeting on these issues led by the Membership Consultation Group.

 Consultations between the presidencies of both Sections are to be carried out in 2018 and if possible within the framework of the World Council.

Formal agreements with the regional sections

8. The honorary auditors and Resource Mobilization Group have recommended that individual agreements be signed with the Sections. This constitutional requirement was postponed during the so-called transitional period to ensure the development of broad ownership by the membership in the different regions. This requirement is becoming more urgent in view of the upcoming resource mobilization within the framework of the European Union Partnership.

 Two drafts of the agreements were discussed so far. However, signature is on hold until discussions on the renewal of the membership fee scheme are finalized.  It is recommended that the agreements are finalized in the Strasbourg Executive Bureau.

Renewal of the membership fee scheme

9. The UCLG membership fee scheme was approved in 2007 for a 10-year period and will need to be revised in 2017. Following the recommendations of the Resource Mobilization Group, and consultations with the Sections, the Financial Management Committee was presented with different proposals in Bogotá.

10. The Committee mandated a group of three members, composed of the Honorary Auditor, a representative from the City of Lisbon and the Treasurer, supported by the World Secretariat, to finalize and reach a unified proposal, taking into account the specificities of Sections.

8  The work of the Membership Consultation Group has led to agreements with MEWA, ASPAC and LATAM. No other modifications have been requested.  Correspondence with the European Section needs to be clarified in light of discussions at the Financial Management Committee.

UPDATES ON REPRESENTATION IN UCLG GOVERNING BODIES

Summary and recommendations

The lists of members of the UCLG Governing Bodies continue to suffer changes since their renewal on the occasion of the 5th UCLG World Congress in Bogotá in 2016. These changes are due to diverse factors such as local elections, national changes and regional elections within the Sections.

Since some changes have occurred since the last meeting of the Committee in Madrid. Members are requested to consider the following information that has reached the Secretariat and to inform of any further changes to the Governing Bodies.

The Committee on Statutory Affairs is invited to:

1. Take note and consider info provided; 2. Provide information on changes that might not have reached the Secretariat.

1. Changes in the following Sections have been informed:

a. Changes in Africa: The following associations have informed of changes to their presidencies: Association of Local Authorities of Namibia (ALAN), Association of Mayors of Congo (AMC), National Association of Local Authorities of Ghana (NALAG) and the Uganda Local Government Association (UGLA). The city of Blantyre has also advised of a change of mayor due to elections. The new Mayor is Mr Wild Ndipo, former Deputy Mayor, and the new Deputy Mayor is Mr Joseph Makwinja. The South Africa Local Government Association (SALGA) also communicated a change in the substitute for President Parks Tau.

b. Changes in ASPAC: The city of Beijing has seen the resignation of the Mayor and the subsequent appointment of the Vice Mayor, Chen Jining, as the new acting Mayor. There has also been a change in the presidency of the Local Government New Zealand (LGNZ); the new President is Dave Cull, Mayor of Dunedin. The President of GAOK has also changed, and is now Mr. KIM Kwan Yong, Governor of Gyeongsangbuk-do Province.

c. Changes in Eurasia: Several changes in the Russian Federation were communicated by the Secretariat of UCLG Eurasia due to elections in Arzamas, Buinsk, Cheboksary, Khabarovsk and Perm.

d. Changes in Europe: Several changes were communicated by the Secretariat of CEMR in the following countries: Austria, Belgium, Estonia, France, Portugal, Spain, the Netherlands and the United Kingdom.

e. Changes in the World Council and Executive Bureau representatives for Lebanon were also communicated by the Lebanon Office (see letter in annex). The MEWA region also saw the resignation of Mr Kadir Topbaş and the appointment of the new Mayor, Mr Mevlüt Uysal.

f. Changes in NORAM: The change in the FCM President from Clark Somerville to Jenny Gerbasi and the passing of Pam McConnell, Deputy Mayor of Toronto, were communicated by the Secretariat of FCM. There has also been a change in the Mayor of Montreal due to local elections, from Denis Coderre to Valérie Plante.

g. Changes in Metropolis: Due to local elections, changes of the mayors of Mashhad, from Solat Mortazavi to Ghasem Taghizadeh Khamesi, and Montreal, from Denis Coderre to Valérie Plante, were informed.

2. The documents provided in annex show the aforementioned changes in the composition of the governing bodies in detail, organized per Section.

3. The issues that require the attention of the Committee are as follows:

a. There is a change in the Vice-President for UCLG NORAM. b. There is a change in the Vice-President for Metropolis. c. Some substitutes of the European Section are not directly linked to representatives, in particular with relation to France. d. In the European list, the distribution of seats among countries has changed, which are not changes due to electoral procedures. e. Due to these changes, CEMR now has six unoccupied seats (67 instead of 73). f. UCLG Eurasia has one unoccupied seat (35 instead of 36), however this has been the case since the ratification of nominations in Bogotá. g. UCLG NORAM has twelve unoccupied seats (14 instead of 26), however this has been the case since the ratification of nominations in Bogotá. h. MEWA has two extra seats (35 instead of 33), however this has been the case since the ratification of nominations in Bogotá.

APPOINTMENT OF THE GLOBAL WOMEN’S CAUCUS

Summary and recommendations

During the electoral process of the last World Congress in Bogotá, particular attention was paid to the participation of elected women. In light of the remaining unbalance between genders and as informed by the Committee on Statutory Affairs, the World Council agreed to the appointment of a Women’s Caucus, with representation from all Sections. This caucus will be invited to follow the work of the World Council.

A call for nominations to the Global Women’s Caucus was launched in April. It was proposed that around 10 names be put forward, to ensure representation of female local political representatives that are not already in the governing bodies but that are active in our networks at regional or national level.

Several proposals were received and are presented to the Committee on Statutory Affairs in this document. Discussions will be held with Sections before the Committee meeting to consider additional nominations if needed.

A draft Terms of Reference for the Women Caucus is included.

TERMS OF REFERENCE FOR THE GLOBAL WOMEN’S CAUCUS

Background

The UCLG Standing Committee on Gender Equality is composed of representatives from women’s caucuses in each of the Sections of UCLG. It aims to promote gender equality within the World Organization’s governing bodies and to ensure that the gender equality perspective is included in UCLG policy and activities.

As per the amendments to Article 58 of the UCLG Constitution during the Rabat Congress in 2013, the presidency of the Standing Committee is an ex officio member of the UCLG Presidency with full rights and carries important weight in the political representation of the organization.

Despite the efforts to ensure gender equality in the UCLG Governing Bodies, the General Assembly in Bogotá agreed that the situation was not satisfactory and agreed to mandate the Standing Committee on Gender Equality to nominate a Global Women’s Caucus in close coordination with the Committee on Statutory Affairs and in consultation with the Sections.

The Global Women’s Caucus should ensure the inclusion of women’s perspective in deliberations and policies. It should enhance the participation of women in all areas of work of the organization and should promote initiatives that will help the World Organization enhance gender equality.

Candidatures and posts

1. The candidatures are personal and individual.

2. Candidates should be members of UCLG but should not be existing members of the World Council.

3. Candidates should express interest in actively participating in the annual meetings of the Council.

4. Candidates should come to an agreement in the case of several candidatures existing in the same region.

Announcement and dissemination

5. The call for candidatures will be carried out through an open mailing to the Standing Committee on Gender Equality and to Sections, to be proposed by the Standing Committee to the Committee on Statutory Affairs.

Duration of mandate

6. In order to ensure good coordination with the overall work of the governing bodies of UCLG, the mandate will preferably coincide with that of the Presidency, i.e. one renewable term.

TERMS OF REFERENCE

Minimum participation in the business of the organization

1. The members of the Global Women’s Caucus will ensure a gender perspective is included in the policies of the World Organization but inputs in other areas of work are also welcome.

2. Members of the Global Women’s Caucus will attend the meetings of the World Council without voting rights.

3. They are allowed to participate in the debates of the World Council and make proposals in coordination with the Standing Committee leadership.

4. They should further attend one session of the Section in their respective world region.

Expanding the network

5. The Global Women’s Caucus members will establish contact with the women’s caucuses in the different Sections and should actively campaign to increase the participation of women in the work of the World Organization.

6. The Global Women’s Caucus will be involved in informing women elected leaders in UCLG and beyond about UCLG’s work and policies.

UCLG MEETINGS 2017-2019

Summary and recommendations

The annual statutory meetings of UCLG are key gatherings for the organization’s membership. Usually taking place between April and June for the first session of the Executive Bureau, and between October and December for the World Council, these moments are when local elected officials and the leadership of local government associations, as well as UCLG Committees and Working Groups, come together to exchange their experiences, and to examine and debate key issues concerning international policies as well as internal affairs of the organization.

The hosting of UCLG annual statutory meetings is a crucial contribution to the network by UCLG members, and provides remarkable international visibility. Statutory meetings costs are financed by the host.

This paper summarizes the expressions of interest and envisaged hosts for 2018 and 2019.

The Committee on Statutory Affairs is invited to:

1. Make recommendations to the Executive Bureau.

Annual Retreat 2018

1. The annual UCLG Retreat provides an opportunity for political leaders and technical staff from every part of the network to come together to reflect on their priorities and define and coordinate their work plans for the rest of the year. The Retreat provides an opportunity to foster a sense of ownership and cohesion in the network, boosting the connections among the different parts of the complex UCLG ecosystem.

2. Due to an intensive calendar in February, it is proposed to organize the fourth edition of the Retreat from 22 to 26 January 2018 in Barcelona.

Executive Bureau 2018

3. The cities of Strasbourg (France) and Chefchaouen (Morocco) had both expressed interest in hosting the first session of the Executive Bureau in 2018. During the Executive Bureau in Madrid, they were invited to discuss possibilities to reach and understanding.

4. After deliberations, Strasbourg was proposed to host of the Executive Bureau in the first quarter of 2018. The proposed dates are 23-26 May 2018.

37 5. Chefchaouen was proposed as host of the First UCLG Global Intermediary Cities Forum to be held in July 2018.

World Council 2018

6. After the success of the first edition of the World Forum on Urban Violence and Education for Coexistence and Peace, held in parallel to the Executive Bureau in April 2017, the city of Madrid is planning to organize the second edition of the Forum in 2018. Madrid also proposes to organize an edition of the Iberoamerican Local Forum.

7. In this context, Madrid expressed its interest to be the host of the World Council in 2018 and proposed to organize it in conjunction with the meetings mentioned above.

Executive Bureau 2019

8. No expressions of interest have been received for this meeting. A call will be issued in January.

Committee and other UCLG meetings

9. The CIB Working Group is convening annual meetings for its membership. For the 2018 edition, options are being explored to organize it with the support of the Swedish Association of Local Authorities and Regions (SALAR).

10. In the framework of the renewed consultation mechanisms, the Forum on Intermediary Cities will organize the First UCLG Global Intermediary Cities Forum in Chefchaouen in July 2018.

World Congress and World Council 2019

11. The 2019 Congress will provide the opportunity to present progress in the implementation of the SDGs and their impacts at local level. It should also be the occasion to show the evolution of our World Organization within the framework of its 15th anniversary.

12. A call for candidatures was launched in the first quarter of 2016. As a result, several expressions of interest were sent to the World Secretariat but no formal candidacy was presented.

13. The Committee on Statutory Affairs, during its extraordinary session in Barcelona in September 2016, discussed the need to evaluate the format and dimension of the Congress in view of the experience in Bogotá, and recommended the extension of the deadline to submit candidacies to host the 2019 World Congress until March 2017, in order to allow more deliberations with potential hosts and to ensure fine-tuning with the new UCLG strategy to be adopted this year.

14. The Executive Bureau in Madrid took note of the potential candidatures received for the next Congress and agreed to receive candidatures until September 2017 in order to take a decision at the World Council in Hangzhou.

15. One candidature was received:

16. Following the success of the first and second UCLG Culture Summits, respectively held in Bilbao and Jeju, and considering the growing importance of culture in the framework of sustainable cities, the Executive Bureau of UCLG decided to convene a third UCLG Culture Summit in 2019.

17. The Summit is a global event and a meeting point of cities, local governments, national governments, civil society organizations and international organizations to discuss the current position of culture in the global agendas. It sends strong messages on the role of culture in development and provides remarkable international visibility to the host.

18. The call for candidacies was open in August 2017 and candidacies were to be received by 31 October 2017.

19. After assessing the candidacies received, the UCLG Culture Committee recommends that the Government of the Autonomous City of Buenos Aires be selected as the host for the third UCLG Culture Summit in 2019.

SELECTION OF THE VENUE FOR THE THIRD UCLG CULTURE SUMMIT

Report submitted by the UCLG Committee on Culture

Background

1. Approved in May 2004, the Agenda 21 for culture is the first document promoting policies and actions by cities and local governments on culture and sustainable development. This document has been at the heart of UCLG’s policies and programmes since the founding Congress of Paris (May 2004).

2. The activities of the UCLG Committee on Culture are based on the Agenda 21 for culture. The mission of the Committee is “to promote culture as the fourth pillar of sustainable development through the international dissemination and the local implementation of Agenda 21 for culture”. The Committee has also established a set of learning programmes (Leading cities, Pilot cities and Culture 21 Lab) to facilitate peer learning related to “Culture 21: Actions” between cities from different continents. Since 2013, the Committee and the City of Mexico have managed a biennial International Award entitled ‘UCLG – Mexico City – Culture 21’, which recognizes significant cities and individuals in the field of culture and sustainable development.

3. The first UCLG Culture Summit took place in the City of Bilbao on 18-20 March 2015 with the title “Culture and sustainable cities”. It gathered almost 300 participants, including representatives of 75 cities and 69 local, national and international organizations from every continent. The Summit demonstrated how cities are taking the lead in recognizing the necessity of culture in sustainable development. The first Summit adopted “Culture 21: Actions”.

4. The second UCLG Culture Summit was hosted by the Jeju Special Self-Governing Province on 10-13 May 2017 with the title “Commitments and Actions for Culture in Sustainable Cities”. The Summit gathered more than 700 participants from 66 countries from every continent.

5. Following the success of the first and second UCLG Culture Summits, and considering the growing importance of culture in the framework of sustainable cities, the UCLG Executive Bureau has decided to convene a third Culture Summit in 2019. A Call for Candidacies was published by the World Secretariat on 17 August 2017. The deadline for the presentation of candidacies was 31 October 2017.

The third Summit

6. The third UCLG Culture Summit will respond to the growing importance of culture in local development, a fact that is being evidenced in all continents since the beginning of the 21st century.

7. It will be the meeting point for cities, local governments and other stakeholders committed to the successful implementation of policies and programmes on culture and sustainability, and will send strong messages on the role of culture in development. 8. The third Summit will also respond to the growing importance granted to culture by international organizations and frameworks, and will address the place of cultural aspects within the global agendas on sustainable development, as well as how to 40 strengthen the position of culture in their implementation. In late 2017, the UCLG Committee on Culture will adopt a document entitled “Culture in the SDGs: a Guide for Local Action”, which will provide guidance in this area.

9. The third Summit will also consider the implementation of the Bogotá Commitment and Action Plan, approved at the 5th UCLG Congress (Bogotá, October 2016), as well as the Statement of the 2nd World Assembly of Local and Regional Governments (Quito, October 2017).

10. It is expected that some sessions of the Summit will be devoted to successful cultural policies and programmes, while other sessions will discuss the international context, providing the occasion to exchange with the international community, UN agencies and civil society organizations. Live and open debates are expected.

11. The Summit will emphasize that culture is an integral part of sustainable cities, with a programme based on “Culture 21: Actions”, the global framework on “culture in sustainable cities” adopted in Bilbao, and on “Culture in the SDGs: a Guide for Local Action”, a guide for local policies in the framework of the global agendas and international context. The programme will provide evidence that the values of culture (diversity, knowledge, heritage, creativity) have a strong connection with other dimensions of sustainability (governance, urban planning, social inclusion, economy and other).

12. The third UCLG Culture Summit will take place between March and June 2019, over 2.5 days. It may have 3 plenary sessions, approximately 10-12 workshops and at least 2 visits to relevant cultural venues, sites or organizations. It will also have 1 restricted session (UCLG members only). The final programme of the Summit will be jointly developed between the host and UCLG.

Terms of reference

13. The Call stated that “the candidatures must be referred to the Committee on Statutory Affairs that will make a direct recommendation to the UCLG Presidency”.

14. The Call included a link to the Terms of Reference for the organization of the “Culture Summit of UCLG”, which include 55 criteria grouped in the categories listed below (the paragraphs indicated in brackets refer to the criteria).

15. These following criteria have been used to evaluate the candidatures:

41 Candidacies

16. The UCLG World Secretariat and the UCLG Committee on Culture have received numerous expressions of interest, which have led to formal candidatures from the two following cities and local governments (in alphabetical order):

a) The Government of the Autonomous City of Buenos Aires, in the Republic of Argentina b) he City Municipality of Cheboksary, in the Chuvash Republic of the Russian Federation

17. The following evaluation has been undertaken by the Secretariat of the Committee.

18. The Government of the City of Buenos Aires has submitted an outstanding proposal. The proposal includes a letter signed by the Minister for culture of the City, Mr Angel Mahler, a bid book of 18 pages and a budget. The bid book fully responds to all the requirements specified in the Terms of Reference. It adapts the Terms of Reference to local circumstances and provides extensive examples of existing policies, programmes and projects that relate culture to sustainable development. Buenos Aires is a founding member of the UCLG Committee on Culture, and has extensively contributed to the work programmes of the Committee. It is the current Co-President of the Committee, and has been present at both UCLG Culture Summits. The budget (455,000 EUR) is detailed and expresses the readiness of Buenos Aires to support the Committee in 2018 (45,000 EUR) and 2019 (55,000 EUR), as well as to guarantee the necessary financial and human resources. It also shows the willingness of Buenos Aires to sponsor participation and to mobilize press, media and social networks.

19. The city municipality of Cheboksary has submitted a letter expressing their interest to host the third UCLG Culture Summit. The letter is signed by the head of Cheboksary, Mr E Kadishev. Situated in the Volga region, Cheboksary is one of its largest historic, scientific and cultural centres. It has a good background in the implementation of cultural policies and is the host of large cultural organizations and institutions. The city has a proven capacity to organize large events, including the WHO International Cities Conference on Healthy Tourism. Cheboksary is also a key member in the Eurasia region. The City will celebrate its 550th anniversary and is ready to demonstrate how culture has become a resource for modernization and a driver of change and sustainable development.

20. Following the above assessment of the two proposals, the Committee on Culture recommends that the Government of the Autonomous City of Buenos Aires be selected as the host for the third UCLG Culture Summit in 2019. 42 21. Due to the interesting candidature of Cheboksary, the Committee on Culture is also looking at possible events that the city could organize.
