SUBJECT: PLACE PLANS FOR NEW AND DALRYMPLE, HOLLYBUSH AND SKELDON

PURPOSE OF REPORT

1. This report provides proposed statutory supplementary guidance for the Local Development Plan 2017 (EALDP) relating to Place Plans for and Dalrymple, Hollybush and Skeldon. It also seeks authorisation from Cabinet to advertise and invite representations on the documents.

RECOMMENDATIONS

2. It is recommended that Cabinet agrees:

(i) To approve the statutory supplementary guidance on Placemaking in relation to New Cumnock and Dalrymple, Hollybush and Skeldon for consultation purposes;

(ii) To note that the final draft of the guidance incorporating any amendments arising from the consultation will be submitted to a future Cabinet for approval; and

(iii)To otherwise note the contents of this report.

BACKGROUND

3. The EALDP was formally adopted on the 3rd April 2017. The EALDP focuses on a vision, spatial strategy and key policies, while more detailed matters are contained in supplementary guidance. Supplementary guidance and non- statutory planning guidance can be prepared alongside a Local Development Plan or can be prepared and published subsequently. The Plan as approved indicates that the Council proposes to publish supplementary guidance and non-statutory guidance within the lifetime of the EALDP. An extract is reproduced for information in Annex 1. All supplementary guidance has now been adopted with the exception of some of the placemaking maps.

4. The LDP introduced a section on placemaking and when published incorporated five placemaking maps for , Cumnock, Galston, and with a view to preparing placemaking maps for all of East Ayrshire’s settlements which would become supplementary guidance in due course. A proposed timetable for the preparation of the placemaking maps forms part of the Action Programme which was approved by Cabinet on the 28th June 2017; an update paper was approved on the 18th September 2019 and has been published on the Councils website.

5. It should be noted that whilst this programme represents the desired order, the actual order is dependent on the community being willing and able to get involved at the appropriate time. The initiation of placemaking follows on from the development of Community Action Plans. These are only progressed if a request is received by the Council from the community for assistance to develop one. Therefore, it is expected that some deviation from the agreed Action Programme will occur.

The placemaking maps are a realistic assessment of which land use or development based projects can make most impact in achieving the Scottish Government’s six qualities of successful places, that is; distinctive, safe and pleasant, easy to move around, welcoming, adaptable and sustainable. The idea is that the place making maps will guide future development and assist the Council and local communities in future funding bids. The programme for producing the maps has been tied with the programme for the production / updating of the Community Action Plans where these exist.

PLACEMAKING PROCESS

7. The procedure flowchart for developing a placemaking map is shown in Annex 2. All placemaking activities follow the same basic steps -

• Identification of Community Priorities for improvement

• Verification and logging of placemaking features and actions

• Mapping and validation of placemaking features and actions

• Informal consultation events and online survey

The main output from the placemaking process is a Place Plan consisting of a map and an action programme.

8 Wherever possible Place Plans are derived from the priorities identified in existing community engagement information. In this case the Community Led Action Plan (CAP) for Dalrymple, Hollybush and Skeldon. Typically CAP’s are developed by a community steering group following a request for support in forming one being made to Vibrant Communities. The Communities Team then facilitate an extensive community engagement process and provide support via a Community Worker to bring together all the information required to publish the Community Action Plan. 92

For New Cumnock the New Cumnock Regeneration Masterplan was the main source of data. This was produced by the New Cumnock Development Trust in 2018 supported by Scottish Governments Making Places Fund.

PLACEMAKING ENGAGEMENT ACTIVITIES

9. Placemaking involves a range of different engagement activities made to fit the requirements of each specific community including use of the Place Standard Tool. The first exercise, “The Walkabout” is a guided walk or a number of guided walks, with a small number of community representatives. The purpose of the walkabout is to identify the location and nature of the main priorities for improvement. Once identified, photographs are taken and used as the focus for a “Talking Pictures” meeting. This is an oral, self-guided exercise involving a wider group of community representative’s and a record is made group’s comments whilst viewing over 70 slides of the main priority areas.

10. In Dalrymple, Hollybush and Skeldon the comments from both exercises were used to inform further engagement with internal Council stakeholders, East Ayrshire Leisure Trust and Ayrshire Roads Alliance.

11. For New Cumnock, initial draft maps were simply developed from the detailed information identified in the New Cumnock Masterplan. Additional survey work, drop-in and pop-up events and online consultation were undertaken to enhance the engagement activity which took place for the New Cumnock Regeneration Masterplan as it was felt there was insufficient community validation for the priorities identified in that plan. Internal engagement again took place with Council stakeholders, East Ayrshire Leisure Trust and Ayrshire Roads Alliance.

12. The draft place plans developed from the engagement process were tested via an online consultation. The proposals were rated depending on how much of an improvement members of the community felt would be made by the proposal. The results from the online consultation contribute to the mapping and validation desktop exercise which was further adjusted and improved by members of the local groups in each community until an agreed final draft was established. The results of the online consultations can be seen in Annex 5.

13. Comments from internal engagement and feedback from the online consultation, was fed into a series of meetings with the board of the New Cumnock Development Trust and the Dalrymple, Skeldon and Hollybush CAP steering group to inform the final draft Place Plans.

PLACE PLAN – DALRYMPLE, HOLLYBUSH AND SKELDON

14. Whilst the consultation area for the Community Action Plan that informs this report includes the settlement of Skeldon, there are no proposals identified for 93

Skeldon itself. The Dalrymple and Hollybush Place Plan (Annex 3) has a significant focus on green spaces including the further development of the community garden in Dalrymple. There is also a focus on the development of walking and cycling routes and better connecting local communities. Key buildings identified in Dalrymple are the church and the Kirkton Inn. The pavilion at the sports field was also viewed as key and is being considered currently for asset transfer. In Hollybush, the creation of a footpath between the Hollybush Estate entrance and the information point and car park for the Hollybush Estate walk is identified as a priority. The walk is a circular route around the estate and along the banks of the River Doon. In both communities speeding was highlighted as an issue both on the B742 into Dalrymple and the A713 through Hollybush.

PLACE PLAN – NEW CUMNOCK

15. The New Cumnock Place Plan and Action Programme (Annex 4) focuses on key buildings and development sites in the which are notable eyesores. The New Cumnock Development Trust has already acquired the former Castle Hotel, and is developing plans for this. There is also an ambition to develop a sustainable energy project for the town and develop tourism based on the extensive assets in terms of walking routes in the surrounding area, the and the town’s role as a gateway to Ayrshire from the South. Housing provision is also an issue which the community seeks to address through the opportunities that exist in Greenhill area of the town where excess provision of social housing was extensively demolished. It is hoped by the community that new private, social and self-build housing can be encouraged there.

PRE-CABINET CONSULTATION

16. Informal consultation has taken place and is ongoing via a Placemaking Notification Letter circulated mainly to land owners where proposals directly affect their property. Online surveys can be seen in Annex 5 along with written responses and feedback from the drop-in event held in New Cumnock.

NEXT STEPS

17. Subject to Cabinet approval, the supplementary guidance shall be published for a six week consultation period commencing on 27th January 2020 and ending on 2nd March 2020. Thereafter, the documents will be reviewed and if appropriate amended taking into account all relevant representations received. This process to finalise the Place Plan will include representatives from the community groups involved in there development. The final version will be submitted to a future Cabinet for approval to start the adoption process which involves a formal advertisement. 94

18. Subject to future Cabinet approval, it is intended that the supplementary guidance that it is proposed to be adopted will be submitted to Scottish Ministers who will consider the supplementary guidance and representations received. After 28 days have elapsed, the Council may adopt the supplementary guidance unless Ministers direct otherwise.

19. It should be noted that the content of the aforementioned supplementary guidance does not need to be scrutinised at Examination given that the principle of the placemaking policy or proposal has been examined and subsequently included in the East Ayrshire Local Development Plan. The supplementary guidance is limited to providing further detail based on the parameters set out in the LDP. On adoption, the aforementioned supplementary guidance will have the same weight as the Local Development Plan as it will form part of the plan.

PERSONNEL IMPLICATIONS

16. There are no personnel implications directly arising from this report.

FINANCIAL IMPLICATIONS

17. There are no financial implications directly arising from this report that cannot be met by existing departmental balances. Funds to implement specific or priority proposals will be sourced by community groups with assistance of Council employees as appropriate.

LEGAL/POLICY IMPLICATIONS

18. Once adopted, the supplementary guidance will formally be part of the Local Development Plan and be used to support the implementation of the Plan and in the determination of planning applications.

19. Placemaking in conjunction with Community Action Plans is complementary to the emerging community empowerment measures contained within the Planning () Act 2019, which received royal assent in July 2019. The detail of how the new Act’s provisions will work in practice will be contained within secondary legislation and guidance, which will be developed over the coming months and will be implemented by 2021. It is, however, considered that the work the Council is currently taking forward in relation to placemaking will ensure it is well positioned to take on board the requirements of the new Planning Act.

COMMUNITY PLAN IMPLICATIONS

20. Placemaking is a key way of implementing Community Led Regeneration, a strategic priority of the Community Plan 2015 – 2030. The development of the 95

New Cumnock and Dalrymple, Hollybush and Skeldon Place Plans will therefore help meet the aims of the Community Plan.

RISK MANAGEMENT IMPLICATIONS

21. There are no risk management implications directly arising from this report.

TRANSFORMATION IMPLICATIONS

22. The development of Place Plans for our communities contributes to a number of work streams within the transformation strategy including empowering our communities to allow them to have more influence and control, and supporting communities to regenerate our town centres.

EQUALITIES IMPLICATIONS

23. There are no equalities implications directly arising from this report.

CONCLUSIONS

24. The draft Place Plans for New Cumnock and Dalrymple, Hollybush and Skeldon is the latest in a programme of placemaking plans that is being rolled out to support the East Ayrshire Local Development Plan 2017. The formal consultation phase will ensure as many people as possible have the opportunity to contribute to the plan and is a necessary step in the process of making it statutory supplementary guidance.

ID: 129851104 cycling in the area. A Footpath from hollybush to the hollybush Inn would be fantastic. Also a footpath from hollybush right out as far as Auchendoon estate would be helpful to residents. There are many new houses along this road now and it is dangerous to walk on the road. The speed restriction on this road should be much lower due to the number of houses and number of families living in the area. A safe footpath leading to bus stops are much needed.

It is also the standard collecting site for discarded litter. Similarly the bridge over the Primpton Burn in Burnton Road is used as a dumping ground, the rubbish enter the burn and eventually ends up in the River Doon.

Creating a footway between the Hollybush Inn and the B7034 junction cannot be considered at this time without significant justification and a high pedestrian demand. There are very few residential frontages along this stretch or other community facilities such as a school, playground, bus stop or Council building for the community to access or connect to. The only advantage such a footway would yield is to connect a private business to the community. Creating a footway along this section also has several engineering difficulties such as the crash barrier behind the verge, the significant level differences which would require major earthworks to create a path wide enough, extend driveways, fell trees and acquire private land. Hopefully some real positive changes for new Cumnock, a lot of Noted great ideas here and a few positive changes to be had keep up the good work In general positive suggestions in the plan, however I feel key to noted this is the prioritisation of the areas contained within the plan as New Cumnock moves towards implementation of these actions is required first and foremost.
