Selecting Your Next Business Partners on November 3Rd Selecting Your Next Business Partners On November 3rd You will be selecting your next three* to six* business partners (state legislators who will decide the laws and taxes you must comply with and pay) on November 3rd; the 2020 General Election is when voters select the legislators that are elected. The 2021 Legislative Session begins right now with the election of our state’s legislators, the people who will decide the issues affecting you and your business. There are241 candidates running for 122 legislative offices in Washington State. Electing the right legislative candidates is a critical decision for YOU to make, NOW! IBA is here to help you make the best decision for you and your small business. How do you select the right business partners for you and your small business? How do you know which candidates are running in your area? How do you identify the pro-small business candidates running in your area? IBA prepared a list of the candidates running in your area and provides you important information about those candidates and their small business voting record. That information is available to you by legislative district at: www.ibaw.net/2020vote.pdf You need to support the candidates who support you and your small business best. IBA does not know all of the candidates, we only know the legislators who are now in office. IBA has prepared an IBA Special Report that contains who are running, their small business voting record at: www.ibaw.net/2020voterecord.pdf and those with no small business voting record. You need to support the pro-small-business candidates identified by IBA in your area. 1. They need you to contribute to their election campaign. 2. Volunteer! Every candidate needs volunteers 3. Endorse the candidate for election. Many voters look to see who is endorsing a candidate. You need to interview the candidates running in your area against the current legislators who don’t have a good pro-small-business- voting-record and the other candidates in your area. You must first identify your Legislative District via the Internet at: https://app.leg.wa.gov/DistrictFinder/ Or call 1-800-562-6000. Use your street address to identify your Legislative District (a number between 1 and 49). Candidate information by legislative district follows below. 2. Your business may be in a different Legislative District than you home, so check both. You can only vote for candidates running in the legislative district where you live, not where your business is located, but you can help a pro-small business legislative candidate in the legislative district where your business is located. 3. Use this IBA Special Report and look for your Legislative District number in the left hand column to identify the candidates running for the legislature from your home and business District s.     2020 State Legislative Elections Update and 2021 Session Context November 12, 2020 By Emily Murphy Strategies Budget Update: While the revenue forecast has improved since the most dire projections this Spring – shrinking the projected revenue shortfall from approximately $9 billion to now $2.7 billion for the 2021- 2023 biennium – by no means are we out of the woods. Due to the pandemic, state revenue collections are expected to fall nearly $4 billion short of the amount needed to sustain existing commitments to schools, health care, child care, and other essential investments for the next three years1. Revenue experts are also quick to note they are not epidemiologists, and there is no precedent in the modern era to account for a global pandemic on the economic forecasts, especially as we experience spikes in new COVID cases in the winter months, and some nations enter more restrictive lockdowns. The Office of Financial Management projects an estimated $2.4 billion in the Budget Stabilization Account (“Rainy Day Fund”) over the next 3 years. In June, the Office of Financial Management directed state agencies to propose 15% cuts as part of their budget reduction exercise, which amounted to nearly $2 billion in proposed cuts and elimination to services impacting hundreds of thousands of Washingtonians, ranging from maternity support, hospice care, nursing homes, higher education, early learning, housing, and many other programs. While state agencies and lawmakers are clear the budget reduction exercise was simply an exercise (cuts take an act of the legislature), it is a testament to the severity of the economic realities facing our state.

For the constituents and citizens of Pierce County, the passage of the Connecting Washington package offered the promise of accomplishing a 40-year dream—the completion of State Route 167. Yet, weeks before a key stage of the project was to go out to bid, you unilaterally decided to freeze it. We are writing to express our extreme disappointment and frustration with what we believe to be a short-sighted decision. We are confident you are fully aware that the Puget Sound Gateway package was the keystone project in Connecting Washington, drawing support for the overall package from over 165 business, labor, agriculture, maritime, and local government organizations from around the state. They all recognized the central importance this project plays in supporting the competitiveness of our ports and their labor partners, growers, shippers, and manufacturers who seek access to the global marketplace. In fact, you led the cutting of the ribbon to start this project. Delaying it threatens the state’s economic recovery, serves as a complete disregard to that coalition of project advocates, and does a disservice to all the working families that will benefit from this project. We are very disappointed in your decision. The last year has highlighted the importance of a well-functioning supply chain. While there has been a reduction in transportation revenue across many categories of funding because of remote work and social distancing, diesel tax revenue has remained relatively stable.
