1 INTRODUCTION

1.1 Background

1.1.1 RGP is commissioned by The Park Lane Group to provide highways and transport planning advice in respect to the proposed development of land at Strand Meadow, Burwash.

1.1.2 This Transport Report has been prepared to support a full planning application for residential development of 30 dwellings on land to the south-west of Strand Meadow. Vehicular access to the site would be provided via a continuation of Strand Meadow. The proposed site layout is attached at Appendix A.

1.1.3 Strand Meadow forms a cul-de-sac that takes access from Shrub Lane, a local distributor road providing links between Burwash, Ticehurst and Stonegate. Strand Meadow directly serves around 133 residential dwellings off Shrub Lane and also provides access to two further culs-de-sac including Beechwood Close and Hornbeam. Strand Meadow currently terminates at the entrance to the site by way of a gated field access and turning area.

1.1.4 At a Planning Committee meeting on 15th December 2011, Rother District Council resolved to grant planning permission (application no. RR/2011/2205/P) for residential development on the land, comprising 17 dwellings.

1.1.5 A further application for 32 dwellings (subsequently reduced to 30 dwellings) on the site (application no. RR/2017/582/P), accessed via the south-western end of Strand Meadow, was approved by Rother District Council in March 2018. The application was accompanied by a Transport Report, prepared by RGP, that both the Planning Authority and Highway Authority deemed to be acceptable in relation to the proposed means of access from Strand Meadow, the amount of traffic likely to be generated and other transport and highway matters.

1.2 Report Scope

1.2.1 This report has been prepared in accordance with ESCC’s “Transport Assessments, Transport Statements and Transport Reports – Guidance for Development Proposals in East ” (October 2009), with consideration also given to the Government’s “Planning Practice Guidance: Transport evidence bases in plan making” (October 2014).

1.2.2 ESCC’s guidance note states that all planning applications within should include a document specifically addressing transport issues and dealing with:

(i) Transport consequences of the development;

(ii) Details of measures and/or initiatives proposes to provide for the transport demands arising from the development and to mitigate its transport impacts.

1.2.3 Table 1 of ESCC’s guidance confirms the type of document required to support a development based on the size of residential scheme proposed. For housing developments (C3 land use) of between 5 and 35 residential dwellings, a ‘Transport Report’ is required and considered to be appropriate in this instance and covers all required aspects.

1.2.4 In 2006, RGP entered into pre-application discussions with East Sussex County Council (ESCC), as highway authority, with respect to a planning application for residential development, although no formal application was progressed at that time.

1.2.5 As part of those discussions, ESCC confirmed that an assessment could be undertaken in respect to housing numbers served by Strand Meadow and a traffic survey undertaken to confirm local trip rates. A survey was subsequently undertaken on Tuesday 25th April 2006 by an independent survey company (Modal Data).

1.2.6 This traffic data forms the basis of the assessment of trip generation for the proposed development. Although this survey data is now 12 years old, no significant development has taken place along Strand Meadow since, and therefore it is still considered to have some relevance in determining existing traffic generation characteristics of residential properties on Strand Meadow.

1.2.7 In order to validate the results of the survey, a further TRICS assessment is summarised within this Transport Report.

1.3 Report Structure

1.3.1 This Transport Report gives particular consideration to the accessibility credentials, access arrangements, parking requirement and trip generation impact of the proposals. The remainder of this report comprises the following sections:

(i) Section 2: Policy Review – A summary of relevant national, regional and local transport policy relevant to the proposals;

(ii) Section 3: Baseline Conditions – Review of the site’s location relative to the highway network, public transport services and a review of accident data;

(iii) Section 4: Trip Generation Impact – An assessment of the likely vehicle movements which would be generated at the site;

(iv) Section 5: Parking – Consideration of appropriate car parking provision in accordance with local standards;

(v) Section 6: Access Arrangements and Highway Works – Review of the access layout with consideration to the anticipated vehicle types and swept path analysis;

2 POLICY

2.1 National Planning Policy Framework (March 2012)

2.1.1 The National Planning Policy Framework (NPPF) came into effect in March 2012 and replaces all previous government planning policy guidance. The NPPF broadly covers all aspects of planning policy and the extracts below detail those relevant to this site and transport.

2.1.2 Paragraph 32 outlines the basic transport requirements for developments to provide, and states that all developments that generate significant amounts of movement should be supported by a Transport Statement or Transport Assessment. As detailed in Section 1, this report has been prepared in accordance with guidance provided by ESCC and is considered to be sufficient for the level of development proposed. Paragraph 32 goes on to state that:

(i) Plans and decisions should take account of whether the opportunities for sustainable transport modes have been taken up depending on the nature and location of the site, to reduce the need for major transport infrastructure;

(ii) safe and suitable access to the site can be achieved for all people; and

(iii) improvements can be undertaken within the transport network that cost effectively limit the significant impacts of the development. Development should only be prevented or refused on transport grounds where the residual cumulative impacts of development are severe.

2.2 Local Planning Policy

2.2.1 The Rother Local Plan Core Strategy was adopted in September 2014 and sets out the Council’s vision and objectives that will guide future development in the district up until 2028. The Core Strategy replaces a number of policies from the Rother District Local Plan, however some have been saved and remain applicable.

2.2.2 This site is allocated for residential development as part of saved policy VL1 of the July 2006 Rother District Local Plan, along with access gained from Strand Meadow.

2.2.3 Although the Local Plan allocation of the site states that no more than 17 dwellings should be provided, this was based solely on the number of dwellings already served, as opposed to any shortcomings in the design, capacity or highway safety of Strand Meadow.

2.2.4 This figure was however based on out-dated information adopted previously within the replaced ESCC design guidance. This stated that the existing Strand Meadow, classed as a Feeder Road, should serve a maximum of 150 units under its classification. Previous discussions with the Highway Authority have confirmed that a greater number of dwellings could be accommodated at the site, and indeed planning permission for 30 dwellings on the site was granted in March 2018 (application no. RR/2017/582/P).

3 BASELINE CONDITIONS

3.1 Site Location

3.1.1 Plan 01 attached hereto illustrates the location of the site in relation to the local highway network, as well as its proximity to local amenities and public transport.

3.1.2 The site is located approximately 700 metres from Burwash village centre and its associated facilities.

3.2 Local Highway Network

3.2.1 As identified above, the site lies to the north-west of Shrub Lane, a local distributor road which provides links to the north towards Stonegate, Ticehurst and onwards to the B2099 which in turn provides links towards . To the south of the site Shrub Lane provides access to the A265 which is a main county distributor road, providing links between Heathfield and Etchingham, through the main village centre of Burwash.

3.2.2 As illustrated by the photographs below, Strand Meadow is a lightly trafficked residential cul-de-sac comprising primarily of semi-detached properties with a typical carriageway width of 4.8 metres and footways on both sides. The majority of properties served by Strand Meadow are provided with either a driveway or a garage, although given its residential nature, on-street parking does occur along its length.

3.2.3 Strand Meadow forms a priority junction with Shrub Lane at its south-east end. Shrub Lane is an unclassified road subject to a 30mph speed limit in the vicinity of the junction with Strand Meadow. The further photograph below illustrates the existing junction arrangement.

3.2.4 An existing good level of visibility is provided along Shrub Lane in either direction for vehicles emerging from Strand Meadow, which benefits from a wide, open frontage. Drawing 2018/4357/003 attached hereto illustrates the existing good level of visibility from a 2.4 metre setback.

3.3 Accessibility Credentials

3.3.1 Plan 01, attached hereto, illustrates the site location in the context of local public transport, public footpath links and facilities within close proximity to the site.

3.3.2 Burwash village centre is located within approximately 700 metres (or a 9-minute walk) from the site. The village centre provides key local services, including a public house, convenience store, several church’s, community centre, primary school, doctor’s surgery and village hall. It is therefore considered that the local centre would cater for the majority of the day-to-day needs of prospective residents of the proposed development.

Walking and Cycling

3.3.3 Wide footways are available along both sides of Strand Meadow to Shrub Lane. Footways continue along Shrub Lane, providing a convenient link into the village centre to the south.

3.3.4 Additionally, as illustrated within Plan 01, a public footpath runs along the site’s north- eastern boundary, providing a direct link south-east to Shrub Lane and continuing north-west of the site.

Public Transport

3.3.5 The 231 bus service is accessible on Shrub Lane within 400m (or a 5-minute walk) from the proposed development. As illustrated by the photograph below the bus stop benefits from sheltered waiting facilities, as well as a footway linking towards the site.

3.3.6 Heathfield, as well as and Etchingham are served by the 231 service which operates with a typical frequency of 1 service every 2 hours between approximately 08:00 and 18:30 Monday to Friday. This service is therefore likely to be attractive to existing and future residents, offering a convenient link to further leisure, retail and employment opportunities away from Burwash.

3.3.7 For local shopping trips, beyond that offered by the local convenience store within Burwash, as well as further leisure and employment opportunities, the town of Heathfield offers the closest and most accessible major food retail units.

3.3.8 The closest railway station is Etchingham, which is located approximately 4.6km from the site and provides services towards Hastings and London Charing Cross. Services from Etchingham operate with a typical off peak frequency of one train per hour, and up to 5 trains per hour during the AM and PM peak periods in both directions. Etchingham Station benefits from secure and sheltered cycle parking.

3.3.9 Residents of the proposed development could conveniently cycle to Etchingham railway station, and continue their journey onwards by train. In addition, Etchingham railway station is also served by the 231 bus route which provides services throughout the day.

3.3.10 Parking is also available for onward commuting trips, with residents of the site able to drive to the station and travel further afield towards London or Hastings for example, as part of their daily commute. This is considered to be a sustainable mode of travel, allowing a shorter driving distance to a local station rather than travelling the full distance to work by car.

3.3.11 In summary, it is considered that the public transport provision in the vicinity of the site is good, with residents of the proposed development able to reach employment and leisure facilities with relative ease. Rail services from Etchingham provide regular trains to destinations further afield such as London, and Hastings which would be attractive for commuters, for example.

3.4 Accident History

3.4.1 Collision data in East Sussex can be obtained from Sussex Safer Roads Partnership (SSRP). The interactive map on the SSRP website provides plots identifying the locations of all collisions recorded since March 2013 (i.e. the most recent 5 years).

3.4.2 A review of the accident data locally was conducted as part of the consented Transport Report in 2017, which confirmed that no accidents have occurred within the immediate vicinity of the site.

3.4.3 An up-to-date review of the interactive map confirms that there have been no additional accidents on Strand Meadow or in the vicinity of the site junction between Strand Meadow and Shrub Lane over the most recent 5-year period. It is therefore considered that there are no underlying road safety concerns associated with this junction that could be exacerbated as a result of the development proposals. A copy of the information contained on the interactive map is attached at Appendix B.

4 TRIP GENERATION

4.1 Traffic Survey Data

4.1.1 The traffic generation characteristics of the proposed development have been previously established through the undertaking of a traffic survey of the existing residential dwellings accessible from Strand Meadow.

4.1.2 The survey was undertaken by an independent survey company and recorded all vehicle turning movements between Strand Meadow and Shrub Lane, enabling the existing trip rates of the 133 dwellings accessed off Strand Meadow to be calculated. This survey was undertaken during April 2006 during school term-time and is considered representative of a neutral working weekday.

4.1.3 Figure 4.1, below provides a summary of the observed traffic generation and trip rate during the conventional highway peak hours and typical weekday. The full survey results are attached at Appendix C.

4.1.4 The existing site does not currently generate any vehicular traffic. Based on the above surveyed trip rates, the proposed development of 30 residential units would generate the following daily and peak hour vehicle movements, as summarised within Figure 4.2, below.

4.1.5 As summarised above, the proposals would likely generate a maximum of 20 two-way vehicle movements during the AM peak hour, 16 two-way vehicle movements during the PM peak hour and a total of 139 two-way vehicle movements over the course of a typical weekday.

4.2 TRICS Assessment

4.2.1 Although this survey data is site-specific and hence particularly comparable, the survey was undertaken in April 2006 and therefore may be considered out of date. In order to provide further validity, a TRICS assessment has been undertaken to further consider traffic generation.

4.2.2 The TRICS database is the industry standard tool in establishing trip rates and comprises survey data from a range of sites across the UK of varying use classes. The TRICS sites chosen are comparably located residential (C3) land uses in semi-rural locations.

4.2.3 Figure 4.3, below, provides a summary of the trip rates and the corresponding trip generation for the proposed 30 residential dwellings. The full TRICS outputs are attached hereto at Appendix D.

4.2.4 As summarised above, based on TRICS data the proposed 30 dwelling development would generate 15 two-way vehicle movements during each of the AM and PM peak hours and 137 two-way vehicle movements over the course of a typical weekday, consistent with the consented scheme.

4.2.5 This is particularly comparable to the survey data presented within Figure 4.1 and Figure 4.2 of this report which was previously captured at the site in April 2006. The April 2006 survey did in fact record marginally higher trip rates during each of the peak hours and over the course of a day, and hence is considered to be a robust assessment of the site’s trip generation credentials.

5 PARKING PROVISION

5.1 Car Parking

5.1.1 ESCC uses a car parking demand calculator to establish the likely parking demand and subsequent parking requirements for new residential developments. This takes into account a range of factors including local car ownership levels and the number of habitable rooms within each dwelling to calculate a suitable parking provision for residents and visitors.

5.1.2 The development proposals would comprise the following unit mix, as indicated on the site layout plan at Appendix A.

(i) 2 x 1 bed flats;

(ii) 2 x 2 bed flats;

(iii) 26 x 3 bed houses.

5.1.3 Under the development proposals car parking would be provided in line with the parking demand calculator, which is attached at Appendix E. This identifies a requirement for 58 parking spaces in total.

5.2 Cycle Parking

5.2.1 Local cycle parking standards are contained within ESCC’s Guidance for Parking at New Residential Development document (adopted November 2003) sets the minimum cycle parking standards for residential developments, as summarised below:

5.2.2 The proposed development would provide sufficient cycle parking in line with the above standards. These would be provided in the form of internal storage space within each dwelling, providing covered and secure parking facilities.

6 ACCESS ARRANGEMENTS AND HIGHWAY WORKS

6.1 Background Discussions

6.1.1 During pre-application discussions for the previous application, a number of highway works have been identified by ESCC as being necessary to facilitate the development. In summary these comprise the following:

(i) The construction of the new access;

(ii) The existing turning head at the end of Strand Meadow formalised and retained for turning;

(iii) The footway on the northern side of Strand Meadow to be narrowed to provide additional on-street resident parking for a length of approximately 50m;

6.1.2 Drawing 2018/4357/001, attached hereto, shows the proposed highway works, which has been prepared in accordance with the advice above.

6.2 Proposed Access Arrangements

6.2.1 The access road into the site would form a continuation of Strand Meadow, with the connection illustrated within drawing 2018/4357/001. As illustrated a 5.5m carriageway width would be provided, sufficient to facilitate two-way vehicle flows through the site.

6.2.2 A 1.8m pedestrian footway would continue into the site along the eastern side of the access road for approximately 21m. A raised table would be provided upon entry to the site and beyond this the 5.0m wide carriageway would be retained as a shared surface which is considered suitable in lightly trafficked locations such as this.

6.2.3 An uncontrolled pedestrian crossing would also be provided by way of a dropped kerb and tactile paving to maintain a link between the public footpaths crossing the end of Strand Meadow. Additionally, a footpath link would be provided south of the site which would pass through the playing field and then connect to Ham Lane to the south.

6.2.4 As illustrated within the proposed site layout (Appendix A) a turning head would be provided near the south-western extent of the access road to facilitate refuse vehicle turning as well as any light goods vehicles such as supermarket deliveries. Drawing 2018/4357/002, attached hereto, demonstrates that this area would be suitable and would allow sufficient manoeuvring space for a large refuse vehicle, delivery vehicle and fire tender. The availability of this turning head would ensure that all vehicles would access and egress the site in a forward gear.

6.3 Off-Site Highway Works

6.3.1 As illustrated on drawing 2018/4357/001, the existing turning head on Strand Meadow would be retained and formalised and would be separated from the main through- route by carriageway markings. This facility would allow for turning by cars and delivery vehicles not associated with the development site.

6.3.2 Along the northern side of Strand Meadow the existing footway would be removed for a section of approximately 50m, allowing the carriageway to be widened to provide an additional area of on-street parking. The photograph below provides an indication of this section of road at present.

6.3.3 In order to retain a 4.8m carriageway width along this section, the carriageway would also be widened slightly to the south. The footway along the southern side of Strand Meadow would therefore be marginally narrowed to a width of approximately 2.7m, which is considered to be a generous width considering the relatively low levels of pedestrian activity anticipated.

6.3.4 The highway works outside of the application site would be secured through a Planning Obligation and S278 Agreement (subject to further detailed design at that stage).

7 SUMMARY AND CONCLUSIONS

7.1.1 This report considers the transport planning related aspects associated with the proposed residential development at Strand Meadow, Burwash, comprising 30 new residential dwellings. The following conclusions are made from this report:

(i) The majority of the site is allocated for housing development within local planning policy and the principle has been agreed by the Planning Authority through the grant of Planning Permission for 30 dwellings on the site in March 2018 (Planning Application number RR/2017/582/P);

(ii) The site is well located with convenient access to Burwash village centre for journeys on foot or by bicycle, while public transport services can serve journeys further afield;

(iii) A review of collision data confirms that there is no recent history of personal injury accidents on the local highway network;

(iv) The proposals would generate a total of 139 two-way vehicle movements over the course of a typical weekday, comprising a maximum of 20 two-way vehicle movements during the AM peak hour, consistent with the consented scheme;

(v) The development would provide suitable levels of car parking and cycle storage in accordance with ESCC’s current parking standards;

(vi) The proposed access arrangements would be suitable to serve the development, accommodating two-way vehicle flows and providing sufficient space for refuse vehicle manoeuvring;

(vii) A number of off-site highway works would be secured through a Section 278 agreement, providing additional on-street parking and the retention of a turning head in accordance with ESCC’s requirements.

7.1.2 Based on the findings of this report, as with the outline planning approval for 30 dwellings on the site, the details now submitted as part of a full planning application for the same number of dwellings remains acceptable from a transport planning and highway perspective.
