Position: Regional Disaster Preparedness Delegate (specialized in Early Warning and Early Action)

Technical reporting: FbF project manager, IFRC Regional FbF Coordinator

Duration: 12 months (with possible extension), starting from February 2021 or as agreed

Purpose:

The (FRC) is committed to supporting the advancement of the Red Cross/Red Crescent Movement’s anticipatory/forecast-based action agenda in the Asia Pacific region, as well as in other regions worldwide. The FRC’s initial efforts in this field started in the Philippines in 2017 as part of a joint engagement with the Philippine Red Cross (PRC) and the German Red Cross (GRC) to develop Forecast-based Action systems within the PRC, and in coordination with national authorities and other relevant humanitarian actors, e.g. World Food Programme (WFP).

The role of the Regional Disaster Preparedness (DP) Delegate is to provide technical support to the FRC and its partners in early warning/action across Asia, with a particular focus on the ongoing initiatives in the Philippines. This involves support to ongoing projects, participation in the development of new initiatives, and mainstreaming of early warning/early action1 as concept and practice in the FRC’s long-term development cooperation in the region. A key aspect is to identify possibilities and ensure that the FRC is an added value partner to consortia and programmes under anticipation agenda and FbF, e.g. within climate financing sector together with Red Cross Movement and external partners. The delegate will also support the IFRC Asia Pacific Regional Office (APRO) in regional anticipatory action initiatives as agreed between the IFRC APRO and the FRC.

The Philippines Forecast-based Financing (FbF) project -phase 2- started in August 2020 and will run until December 2022. The Regional DP Delegate will contribute part-time (50%) to the project. An important aspect of the work is to gain experience in operationalizing FbF, for the benefit of future FbF-streamlining into the FRC programmes regionally and globally. In activation of FbF Early Action Protocols (EAP), the delegate is expected to deploy with PRC to the field to support anticipatory actions, assessments and response.

As the FRC’s only bilateral delegate based in the Philippines, the Regional DP Delegate will support other bilateral cooperation between FRC and PRC, including – but not limited to - the

Disaster Management and Learning Partnership. The delegate may also support, as requested by the Regional Representative, other aspects of FRC’s wider strategic cooperation with PRC.

Duties, responsibilities and lateral relationships applicable to all Delegates: Code for Good Partnership: Act in the spirit of the Movement Code for Good Partnership. Team work: Actively work towards the achievement of the partnership goals between the FRC and partner National Societies (NSs) through effective managerial and lateral relations and teamwork. Establish and ensure effective working relationships with the national staff. Work as a team builder and ensure maximum management and programming integration between the projects concerned and Organisational Development/Capacity Building as well as other programmes. Co-ordination and co-operation: Ensure effective working relationships with the NSs counterparts and leadership. Ensure effective working relationships with the Programme Officers, Advisers and technical units at the International Operations and Programmes of the Finnish Red Cross, both Headquarters and field, as well as with the FRC Regional Representative. Cross-cutting themes: Apply Minimum standard commitments to gender and diversity in emergency programming. Apply other cross-cutting themes including community engagement and accountability as applicable defined in various Federation General Assembly decisions and strategies, such as capacity- building of National Society, non-discrimination and respect for diversity, volunteering, youth, advocacy and environment in the work. Capacity building: Identify, together with NSs, opportunities to incorporate appropriate capacity- building activities for NSs into the programme components. Coaching: Coach or facilitate the coaching of the NS staff and volunteers as appropriate. Reporting: Reporting on monthly basis according to reporting lines.

Main Responsibilities:

Anticipatory / Forecast-based Action

Under the guidance of the FRC Regional Representative:

• Explore opportunities for the FRC involvement in Anticipatory Action/Forecast-based Financing (AA/FbF) initiatives in Asia including identifying new funding sources, consortia, partnerships etc. and writing funding proposals and concepts. Conduct assessments, feasibility studies etc. • Participate in the development of new AA/FbF initiatives in the Asia Pacific Region. • Support other FRC delegates to mainstream early warning/early action concepts and practice into longer-term development projects and other relevant initiatives. • Support in exploring opportunities for cooperation with new and existing partners, especially with the Finnish Meteorological Institute with whom the FRC has partnership in early warning/early action. • Promote synergies between early warning/early action and wider institutional disaster preparedness (preparedness for effective response) efforts supported by the FRC.

Under the guidance of the German Red Cross FbF project manager:

• Production of an FbF Manual2 adapted to the needs of the PRC to support the expansion, sustainability and ownership of the EAPs, after the project ends. • Creation of training packages for different audiences such as PRC NHQ, PRC Chapters, Local Government Units, and other stakeholders (PAGASA, else). • Readjusting and updating existing training materials and integration of new hazards into the training packages. Facilitation of the delivery of trainings in target regions, collect lessons learned for batch 3 Chapters and creation & update of further online training materials. • Contribute to production and collection of communication materials and documents that help further advocate FbF and early actions to external stakeholders. • Support in organizing National Dialogue Platforms in the Philippines.

Under the guidance of the IFRC Regional FbF Coordinator (as agreed with FRC):

• Support in production of FbF knowledge and communication products. • In coordination with the FbF regional Coordinator and IFRC APRO, identify needs in FbF technical support in the region • Preparation and provision of FbF-related trainings or workshops, including tabletop simulations and virtual trainings, for FbF countries and ASEAN. • Contribute to establish a regional repository for FbF training material. • Support cross-country sharing of knowledge when needed. • Support and engage in organizing the Regional Dialogue Platforms.

Organizational Development and Partnership Building:

Under the guidance of the FRC Regional Representative:

• Assess and identify possible gaps/needs for technical assistance in PRC that could be supported by FRC or other Movement Partners; • Support PRC in developing the systems and procedure for the timely participation in international operations with FRC, and other possible partners. • As requested by the Regional Representative, participate in discussions with PRC and RCRC partners on new possibilities for cooperation in the Philippines. • Support the FRC, including other regions and headquarters in training of staff and partners on FbF, EWEA, and development of new initiatives, etc.

Target Profile

1. Education and Experience

• University or college degree in the relevant field; • IMPACT training required (can be done after selection), additional DM/ERU etc. trainings preferred including cash (CaLP level 2); • Experience within the Red Cross context in planning, reporting, implementation and coordination/supervision of RCRC initiatives; • Previous experience and knowhow in disaster preparedness. Knowledge on early warning/early action is a strong advantage; • Previous experience as a trainer preferred; • Previous experience in response, ERU mission or similar, within Red Cross programme or operation preferred.

2. Skills and knowledge

• Training, online-training and facilitation skills; • Resource mobilization, reporting and proposal writing skills; • Capacity and skills to do assessments, analysis, evaluations etc.; • Strong communication, negotiation, and interpersonal skills; • Self-supporting in computers.

4. Languages

• Fluent written and spoken English.
