AMTRAK POLICE DEPARTMENT | 2017 ANNUAL REPORT | PAGE 3 I am honored to present the Amtrak Police Department (APD) 2017 Annual Report. The men and women of the APD, both sworn and civilian, provide professional public safety services to all employees and customers of “America’s Railroad.” This report highlights the department’s activities throughout the year including many important achievements. APD participated in numerous important events and initiatives throughout the year. Through intensive planning and preparation, the APD successfully supported the 58th Inauguration of the President of the during all related activities and the Women’s March on Washington, which had over one million participants. Vast numbers of peaceful protesters moved through , while every division saw an increase in ridership and activity, based on concurrent local demonstrations. Amtrak, Operation Lifesaver, the Federal Railroad Administration (FRA) and other railroads raised awareness about railroad safety through participation in the inaugural U.S. Rail Safety Week. During Rail Safety Week, APD launched the first Operation Clear Track, which mobilized more than 200 police and sheriff’s departments across 48 states to enforce grade crossing laws. A “Grand Opening” ceremony was held at the new National Communications Center (NCC) facility in Wilmington, DE. This state of the art center vastly improves communications and dispatch capabilities for the department. Training is another key to providing for the safety of our customers and our officers. Courses included Fair & Impartial Policing® (FIP), Integrating Communications Assessment and Training, Law Enforcement Control Tactics, and FBI-LEEDA training. NED Deploys Mobile Fingerprint Scanner A pilot project that began with the NED in September 2015 was rolled out with a mobile biometric fingerprint scanner being deployed to APD members in the field in 2017. APD began work on the project with the FBI, the Massachusetts State Police Identifi- cation Section, the Massachusetts Executive Office of Public Safety and Security (EOPSS), and the Amtrak IT Department. After many months of planning and work with the outside agencies and contractors, the first four mobile fingerprint scanners were deployed to APD, Massachusetts State Police, and the Boston Police Department Gang Unit. The devices will allow officers in the field to identify subjects through two fingerprint scans, which will be checked by the Massachusetts Automated Fingerprint Identification System (AFIS) and FBI databases. Prints are matched in less than two minutes to identify wanted and missing persons, sex offenders and certain individuals on watch lists. The devices can also be utilized to identify a deceased person or an individual in a medical emergency. Additional devices will be added to the system in the future and it is anticipated that the technology will be eventually be utilized nationwide.
