Chamber Desk Arrangements during the Summer Recess

During the summer recess from 28 June to 3 August 2014, the Chamber Desk will be open from 10.00 am to 4.00 pm, Monday to Thursday and 10.00 am to 3.30 pm on a Friday. Normal opening arrangements will resume on Monday 4 August.

During the summer recess, Business Bulletins will be published once a week on each Monday, commencing from Monday 30 June until Monday 4 August 2014, when the normal publication schedule will resume. *S4M-10498 Jackie Baillie: Pamis’ Bereavement and Loss Learning Resource Pack—That the Parliament understands that the voluntary charity organisation, PAMIS, established in 1992 at the University of Dundee, is the only organisation providing support for people with profound and multiple learning disabilities and their families and carers; understands that people with these conditions have a range of complex needs, are often life-long wheelchair users, that many will have complex healthcare issues, including epilepsy, and that family carers routinely carry out intensive 24-hour care programmes to provide support and a good quality of life for their relatives; welcomes the recent PAMIS publication of a Bereavement and Loss Learning Resource Pack, which provides practical advice on supporting bereaved people with profound and multiple learning disabilities and their parents; understands that people with these conditions and their families and carers need special support when dealing with bereavement and that the resource pack is equally beneficial to paid carers, teachers and other professionals; notes that PAMIS will run training allowing carers to share their experiences of bereavement and will support a better understanding of the unique needs of families who are dealing with profound and multiple learning disabilities; congratulates PAMIS on its campaign for fully accessible Changing Places toilets, which has recently been shortlisted at the 2014 international Zero Project Conference on Accessibility in Vienna; wishes PAMIS well in its efforts, and commends it for its Bereavement and Loss Learning Resource Pack.

*S4M-10497 Margaret Mitchell: National Referral Service for Former Military Personnel—That the Parliament welcomes the national referral service to support serving and former military personnel; notes that the service is the result of collaboration between Police Scotland, Poppyscotland, the Armed Services Advice Project and the Citizens Advice Service; understands that the service is targeted at military personnel whose behaviour gives rise to concerns and that its primary aim is to reduce the risk of behaviour escalating into criminality or victimisation; notes that, since 1 April 2014, police officers have been able to refer individuals who need assistance to support groups through a single point of contact, and welcomes this initiative to help former military personnel adjust to life outwith the armed services.

*S4M-10496 Patricia Ferguson: Click & Connect Opens in Maryhill—That the Parliament welcomes the opening of the new Click & Connect area at the Maryhill Hub in Glasgow, a state-of-the-art digital learning centre that provides free computer and internet facilities as well as learning support and advice on accessing job sites and creating CVs to local people; understands that the centre has opened thanks to a partnership between the Wheatley Group and Glasgow Kelvin College and is hosted by Glasgow Community and Safety Services, which will continue to upgrade or create new Click & Connect centres over the next five years in the communities in which the Wheatley Group operates; notes that the Cube Housing Association is part of the Wheatley Group and that this is the first of these facilities to be opened in a Cube housing area, and applauds those involved in setting up these centres, which

will provide free internet access and advice to more than 8,500 people in the next five years.

*S4M-10495 Mark McDonald: Donside Schools Dominate City-wide Science Fair—That the Parliament congratulates Franzi Petermann and Deryn Florence from Scotstown Primary School on winning first place in the 2014 Intertek Primary School Science Fair, which was held at Aberdeen University’s zoology premises, with their project, "An investigation into the DNA extraction from an onion"; notes that fellow Scotstown pupils, Kennedi Corsor, Abeerah Sarwar and Toni-Leigh Henry, took second place and that Abbey Esson from Brimmond School took third place and offers its congratulations to them also; understands that teams and individuals from 12 schools took part in the competition; notes that pupils started developing their projects at the beginning of the term and had to investigate and present their work under the main headings of aim, hypothesis, method, results, conclusion and evaluation; understands that the two top teams from each school were put forward for the city final by external judges; believes that the science fair is now in its third year and that the largest number of schools so far were involved this year; commends all of the pupils who participated for their excellent work, and hopes that those who participated will continue their interest in science throughout their education and beyond.

Proposals for Members’ Bills

A member seeking to introduce a Member’s Bill must first lodge a draft proposal, together with a consultation document (or a statement of reasons why consultation is not considered necessary). Subsequently, the member may lodge a final proposal, in broadly similar terms to the draft, accompanied by a summary of consultation responses (or the statement of reasons). The member secures the right to introduce a Bill to give effect to the proposal if the final proposal secures, within one month, the support of at least 18 other members from at least half the political parties or groups represented in the Parliamentary Bureau, and provided no indication is given that the Scottish Government or UK Government is planning equivalent legislation.

For each Bill, the date of the next (or most recent) event in the Bill’s passage is given. Other relevant information, e.g. about lodging amendments, is given in italics.

As soon as a Public Bill (i.e. a Government, Committee or Member’s Bill) has completed Stage 1, amendments for consideration at Stage 2 may be lodged; and as soon as Stage 2 is completed, amendments for Stage 3 consideration may be lodged. The last lodging day for amendments at Stage 2 is three sitting days before the meeting at which those amendments will be considered (e.g. Thursday for a meeting on Tuesday); at Stage 3 it is four days before. Amendments may be lodged until 4.30 pm on any sitting day, except on the last lodging day for Stage 2, when the deadline is 12 noon.

A Hybrid Bill is subject to the same rules except in the case of Stage 2 where amendments for consideration may be lodged no earlier than the completion of any consideration of evidence at Stage 2.
