Mission SEMCOG’s mission is solving regional planning problems — improving the efficiency and effectiveness of the region’s local governments as well as the quality of life in Southeast Michigan. Membership is open to all counties, cities, villages, townships, intermediate school districts, and community colleges in Livingston, Macomb, Monroe, Oakland, St. Clair, Washtenaw, and Wayne Counties. Responsibilities SEMCOG’s principal activities support local planning through use of SEMCOG’s technical, data, and intergovernmental resources. In collaboration with local governments, SEMCOG has responsibility for adopting regionwide plans and policies for community and economic development, water and air quality, land use, and transportation, including approval of state and federal transportation projects. Funding for SEMCOG is provided by federal and state grants, contracts, and membership fees. Policy decision making All SEMCOG policy decisions are made by local elected officials, ensuring that regional policies reflect the interests of member communities. Participants serve on one or both of the policymaking bodies — the General Assembly and the Executive Committee. Prior to policy adoption, technical advisory councils provide the structure for gaining input on transportation, environment, community and economic development, data analysis, and education. This deliberative process includes broad-based representation from local governments, the business community, environmental organizations, and other special interest citizen groups. Abstract This report documents nonresidential development projects 10,000 square feet in floorspace and over, occurring in Southeast Michigan in 2001. It covers newly constructed buildings and additions/expansions to existing facilities for various types of projects such as industrial, warehouse, retail, institutional, and office developments.

This report documents the amount of nonresidential construction that occurred throughout Southeast Michigan in 2001. Nonresidential development data that are collected and reported include the following project types: industrial/research/hi-tech, retail, office, warehouse, entertainment/recreational, institutional, transportation/ utility, medical facilities, and hotels.

Projects are either newly constructed buildings or additions/expansions to existing buildings and must be at least 10,000 square feet of gross floorspace. The build status of each project in this report is as the project stood as of December 31, 2001. Data may change as the project progresses. Renovations to existing buildings are documented in Appendix C, but are not included in total floorspace calculations. The Southeast Michigan region comprises the seven counties of Livingston, Macomb, Monroe, Oakland, St. Clair, Washtenaw, and Wayne.

Regional Summary

In 2001, nonresidential development remained fairly steady for the Southeast Michigan region compared to 2000, reporting over 52 million square feet of floorspace completed and/or under construction (Table 1). Completed projects accounted for 21 million square feet of space, and under-construction projects added another 31 million square feet. Although the region experienced a challenging year with a declining economy and an unstable stock market, the effect on nonresidential development was an overall decrease of just seven percent from 2000.

Industrial/research/hi-tech projects were the top project type for 2001, accounting for 17.4 million square feet of floorspace, or 33 percent (Figure 1). Build-to-suit and speculative industrial buildings were a major component in this project type and, although the automotive industry was tight, many new facilities for automotive suppliers, such as JAC Products in Saline and Dow Automotive in Auburn Hills, still factored in. Projects from the Big-Three automakers — DaimlerChrysler, Ford Motor Company, and General Motors Corporation contributed over three million square feet of space (18 percent) in this category.

Development of office space in the region was the second largest type with 8.4 million square feet of floorspace (16 percent). Significant projects in this category include Compuware Headquarters under construction in Detroit at 1.1 million square feet, and the new 110,000-square-foot Barton Malow Headquarters in Southfield. New, multi- tenant office space was still notable in 2001, with projects such as the Brighton Town Place in Brighton, with Atwell-Hicks occupying almost half the building.

Retail projects recorded eight million square feet of new floorspace in 2001, with two major redevelopment projects topping the list. The Tel-Twelve Mall in Southfield and The Village of Rochester Hills (formerly known as Meadowbrook Mall) both demolished existing structures to make way for new space. Numerous new shopping centers anchored by “big-box” and “discount” retailers, such as The Home Depot and Wal-Mart, were also significant contributors.

For the second straight year, institutional facilities significantly contributed nonresidential development space to the region with 6.3 million square feet of floorspace (12 percent). Over 100 institutional projects were completed or under construction in 2001. Top school projects include the new 286,000-square-foot Dexter High School under construction in Scio Township, and 314,000-square-foot Plymouth High School under construction in the Plymouth-Canton school district. The region had 21 new schools completed or underway during the year. Other project types in this category include new libraries, churches, and municipal buildings.

Warehouse facilities added 3.8 million square feet of development space, or seven percent of the region’s total development. Bulk warehouse/distribution space remained high in this category, including large projects such as the two Van Buren Commerce Center buildings in Van Buren Township, both at 235,000 square feet. Large self-storage facilities were also dominant, with projects such as the 138,000-square-foot Public Storage™ facility in Troy.

Transportation/utility projects provided 2.7 million square feet (five percent) of space. The new Edward H. McNamara Terminal/Northwest World Gateway at Detroit Metropolitan Airport was the main project in this category at two million square feet. The $1.2-billion terminal opened in February 2002 with 97 gates, 106 counter check-in spots, 24 curbside check-in spots, and 21 security checkpoints. Other projects included multiple department of public works facilities.

Entertainment/recreational facilities reported in with five percent of the region’s total development (2.7 million square feet). The continuing construction of the new Detroit Lion’s football stadium in Detroit, Ford Field, topped this category at 1.2 million square feet. New community recreational centers, ice rinks, and fitness centers were among the other types of projects in this category.

New medical facilities supplied the region with 1.7 million square feet of nonresidential development space. Major projects in this category were additions to existing hospitals, such as the seven- story, 624,000-square-foot South Hospital addition to William Beaumont Hospital in Royal Oak.

Hotel development in 2001 added 1.4 million square feet of space to Southeast Michigan. There were 21 new hotels built in the region, with 2,072 rooms, and five hotels expanded their current buildings.

3 – Nonresidential Development Activity, 2001 County Comparisons

Wayne County led the region in nonresidential development for 2001 with 18.8 million square feet of floorspace completed and/or under construction, or 36 percent of total development for Southeast Michigan (Figure 2). Industrial/research/hi-tech buildings, warehouse space, and entertainment facilities were the top project types for the county, constituting 52 percent of the development. Wayne County is also home to the three largest projects in the region.

Oakland County followed in a close second with 18.2 million square feet of space (35 percent). Oakland County had five of the top 10 projects for 2001. The major project types for the county were industrial, office, and retail development. These three categories recorded 78 percent of the development space in the county.

4 – Nonresidential Development Activity, 2001 Macomb County came in third in the region with 7.2 million square feet of new nonresidential development floorspace (14 percent). Industrial buildings and retail developments were the top project types for Macomb County, with 72 percent of all development for the county. Macomb County also had the fourth largest project for the region.

With just under five million square feet of space (9 percent), Washtenaw County was fourth out of the seven counties. The dominant project types for Washtenaw County were industrial/research/hi-tech with 40 percent, and institutional facilities at 27 percent of total development in the county.

Livingston County accounted for 1.2 million square feet of development space (two percent), with new industrial, office, and retail buildings contributing the most space for the county. One of the county’s largest projects was a new retail development in Hartland Township, the 90,000-square-foot Shops at Walden Woods. The center will feature speciality shops and a Farmer Jack store.

St. Clair County came in sixth in the region for 2001 with just over one million square feet of new space (two percent), with institutional and industrial projects topping the project list. Institutional projects accounted for almost half the new floorspace in the county, including the new Anchor Bay High School under construction at 400,000 square feet.

Finally, Monroe County reported over 900,000 square feet of development (two percent). The county’s largest project was a Kroger Shopping Plaza in Bedford Township at 125,000 square feet. The main type of new space, though, was industrial with 46 percent. (See Appendix D for a summary of development by county and year for the past 12 years).

5 – Nonresidential Development Activity, 2001 Community and Project Highlights

For the seven-county region, 127 of the 233 communities had at least one nonresidential development project completed or underway in 2001. The City of Romulus led the region with 5.4 million square feet of total floorspace, followed by the City of Detroit with 4.5 million, and the City of Troy with just under three million. The top 10 communities contributed 26.5 million square feet of floorspace, or 51 percent of total development (Table 2).

The largest project in 2001 was the Edward H. McNamara Terminal/Northwest World Gateway at Detroit Metropolitan Airport (Table 3). This project finished construction in 2002. Ford Field, the new stadium for the Detroit Lions, was the second-largest project at 1.2 million square feet. The stadium will have 65,000 seats, a giant glass wall revealing the Detroit skyline, restaurants, food courts, lounge areas, banquet facilities, and retail and office space. The construction of Compuware’s new headquarters at the intersection of Woodward Ave. and Monroe St. in Detroit continued in 2001. The $350 million facility will have 15 floors, a 12-story parking structure, on-site daycare, and fitness facilities, and will have approximately 3,000 employees. Fountain Walk, a new shopping center located in Novi, was the fifth largest project in the region. The new center boasts a Sears Great Indoors, Galyan’s sporting goods store, and will also offer specialty shops, eateries, and entertainment venues, open-air courtyards, and fountains. (See Appendix B for complete project listings and locations.)

Additional 2001 development highlights are: • Four industrial/research/technology parks opened, totaling 802 acres (Table 4). The region now has over 30,000 acres of land in these parks.

• Investment in renovations of existing buildings amounted to $1.9 billion for the region, with 10.8 million square feet of newly renovated nonresidential floorspace (Appendix C).
