10万人挤热龙年新春庙会 4年内口碑愈办愈出色 6 时事2012年1月刊 “请发给我公民权, 好吗?” 在投入服务民众的这段时间,我发现,前来求助的民众越来越多,什 么奇难杂症都有,其中最叫笔者头痛及为难的非登记局部门莫属,尤其 是公民权问题。 由于申请程序困难,我们唯有依照当局的指示,见招拆招,相信要获 得公民权的人,还是有希望的。 在我的记录当中,成功协助申请获得公民权的华裔少之又少,尽管这 几年来不断为他们到登记局查问,不过成功的比率,与其他的种族相 比,还是属于偏低的。 究竟问题出在那里?难道那些要申请公民权的人真的有那么难吗? 记得,在2010年,我曾经到访一名75岁年迈老人的住家,为她收集资 料申请公民权。不过,遗憾的是,至今她仍未获得内政部批准,成为大 马公民。 理由很简单,因为她不会说国语,所以面试不被通过。 根据联邦宪法的规定,申请公民权者必须掌握国语及通过内政部的面试。 通常,在面试过程中,申请者必须以国语回答内政部所发问的问题, 其中对国旗的意义、唱国歌或念国家原则、国家元首的名字以及国家的 政治概况等问题。 据这位老人家透露,就因为她听不懂国语,无法回答上述问题,所 以,当面试进行时,她很快的就被当局“请”出来。 为了不让这位老人家失望,我还是为她重新向内政部提出申请。 另外,若面試成功的申請者,他們将在1年内收到由内政部所发出的 信件,以通知他们前往登记局办理大马卡的消息。 而对于一些刚刚向登记局提呈申请公民权表格的人士,必须确保自己 获得当局给予的查询编号(Nombor Rujukan),以作为跟进用途。 如果申请者无法顺利通过面试,国民登记局将会发信通知其申请失 败,而他们就必须在30天内提出上诉。如果申请上诉已超过2年至5年都 没有下文,则应该重新提出申请。

如何向国民登记局申请大马公民权? 民众常常向我抱怨,当他们前往国民登记局向服务柜台官员索取申请 大马公民权的表格时,往往都会遭到官员们的刁难。尤其官员都会故意 要求他们出示各种文件,以索取申请表格。 若申请者缺少其中一项文件,或者文件不齐全时,当局则会要求他 们“下次再来”。 针对上述问题,我曾向当局官员反映,并要求他们给予关注。不过, 根据当局的解释,其官员这么做,是有原因的。 他说,登记局之所以要求申请者出示各种文件,主要是因为官员必须 确定,他们该给予申请者那一种的申请表格。 官员继续向我解释说,由于申请大马公民权的表格和种类繁多,若申 请者没有出示各种文件,当局就无法依据申请者的个案,给予正确表 格。 他说,在我国,公民权的申请共分为以下几种,其中:- 槟州行政议员林峰成特别助理叶晋仰新书:《光大52,助理一笔之力》
