( Dr Christina Pollard has the metrics articulated in interim report.) - Issues around safe, healthy and nutritious food - Health regulations e.g. re food storage and handling - Potential use of hospital kitchens as community kitchens in rural and regional areas - Health costs associated with food relief’s inadequately responsive system- people’s health conditions being aggravated by poor quality food relief. - Longer term health costs due to poor nutritional education and access Hon Sue ELLERY Minister for Education and Training - School breakfast clubs, school recesses and lunches increase school attendance and engagement yet is a massive gap in terms of food relief, there is data to evidence this. - Workforce capacity and capability Hon Stephen DAWSON Minister for Environment; Disability Services - Aligning framework with National Food Waste Strategy Hon Michelle ROBERTS Minister for Police; Road Safety - Providers all over the state tell us that people are committing crime due to hunger - School breakfasts, recesses and lunches increase education and school engagement, decreasing risks of disengagement and interaction with police and justice systems Hon Alannah MacTIERNAN Minister for Regional Development; Agriculture and Food; Minister assisting the Minister for State Development, Jobs and Trade - Primary producers, (Influence with Ausveg and WA Farmers peak bodies for growers) - Impact on regional and remote communities ( Development Commission Partnerships as possible hosts for coordination) Hon Francis LOGAN Minister for Emergency Services; Corrective Services - Link to disaster relief (State Emergency Management Committee, Western Australia Natural Disaster Relief and Recovery Arrangements (WANDRRA). Hon John QUIGLEY Attorney General - Fair fine default / reform, impact currently disproportionate on low income people and households Hon Mick MURRAY Minister for Seniors and Ageing; Volunteering; Sport and Recreation - Role of volunteers in providing food relief Hon Ben WYATT: Treasurer; Minister for Finance; Energy; Aboriginal Affairs - Financial implications of Food Relief Framework, growing need for food relief - Link between food relief and energy use (people need to choose between heating or eating) Bring back the most effective Home Efficiency programs for sustainable changes in use by those with the least funds - Aboriginal people are significant client base of food relief agencies - Role of Aboriginal Community Stores - Particular issue for Aboriginal communities who experience large influx of people travelling for funerals. ER funding paying for funerals the over representation of Aboriginal funerals deserves its own coordinated response instead of being covered by an under resourced charity sector, which is further complicated by often inadequate cultural capacity to respond. Social enterprise? - There is also the issue of the lack of CaLD appropriate foods which is evidence to increase the likeliness of CaLD people making unhealthy food choices. Hon Rita SAFFIOTI Minister for Transport; Planning; Lands - Logistics and transport of food especially in to rural, regional and remote areas Hon Peter TINLEY Minister for Housing; Veterans Issues; Youth - Link between public housing tenants and need for food relief - Young people a particularly vulnerable group Hon Simone McGURK Minister for Child Protection; Women's Interests; Prevention of Family and Domestic Violence; Community Services - Structural and systemic causes of food insecurity / people in need / social disadvantage intersects with FDV, child protection etc - Food relief agencies and related services - Sector capacity building - Food relief can be an early intervention point - response needs to be professionalized in some respects to ensure referral pathways and linkages are made between food, consumer and services.
