SOMÉ Roger Maître de conférences, Université de Strasbourg 2 Sangi MANSITA Objectifs du Millénaire pour le Développement : regard critique sur leur mise œuvre par les Eglises anglicanes de deux pays du Sud : Angola et RD.CONGO Résumé en Français δ’attention se focalise dans notre thèse sur la question de savoir comment la Communion anglicane en général, et l’Eglise anglicane de la RDC et celle d’Angola, en particulier, s’approprient des résolutions et des recommandations qui résultent de la TEAM Conference. Les bonnes intentions exprimées dans les textes ont-elles un impact réel sur le terrain ς C’est ce à quoi nous avons tenté de répondre dans le développement de notre thèse, laquelle comprend cinq chapitres. δe premier chapitre porte sur l’aperçu historique des OMD et leur conception par la TEAM Conference, tenue en mars 2007 à Johannesburg, laquelle constitue un cadre directeur et référentiel quant aux questions qui traitent des OMD au sein de la Communion anglicane. δes OεD constituent, jusqu’à nos jours, la feuille de route de tous les Etats du monde. δ’Eglise, étant l’un des partenaires indispensables de l’Etat, en a également fait son cahier des charges. δe second chapitre porte sur la mise en œuvre des OεD par l’Eglise anglicane dans un pays spécifique : l’Angola. Ce chapitre se propose de faire une analyse critique et objective de la mise en œuvre des OεD par l’Eglise anglicane d’Angola, s’appropriant des résolutions et des recommandations de la TEAM conference en rapport aux O.M.D. Le troisième chapitre porte sur la mise en œuvre des OεD par l’Eglise anglicane dans un autre pays du Sud: la RDC.Attirée par l’amour qui suscite de la compassion pour les personnes en difficultés, la Province de l’Eglise anglicane du Congo et le Diocèse anglican d’Angola se consacrent, subséquemment au mandat de l’Eglise, au service de la population locale afin de promouvoir leur bien-être social, corps et âme, et celui de leur environnement. Ce souci engendre, à côté des programmes d’évangélisation, des projets concrets d’aide et de développement communautaire, entrepris, de nos jours, dans la mouvance des OMD. Le quatrième chapitre est consacré au diagnostic du contexte de pauvreté et son impact dans la mission en Angola et en RDC, ce qui donne accès à la possibilité d’envisager des propositions théologiques pour la mission dans ces deux pays, au niveau du cinquième chapitre. δe concept de la pauvreté se trouve au cœur de tous les maux qui ruinent la société et les Eglises dans le Sud. De nos jours, un certain nombre d’initiatives missionnaires qui exhibent des signes de piété contiennent toujours une motivation sous- jante liée à l’argent. δ’accent a toujours été placé sur la croissance économique comme facteur indispensable pouvant servir de relèvement du niveau de vie de la population pauvre dans le Sud. Cependant, il y a beaucoup de pays qui ont atteint une croissance économique considérable, à l’instar d’Angola, mais les retombées de cette croissance ne bénéficient à l’ensemble de la population, et le revenu de la population pauvre croit de manière peu significative. δa croissance économique n’est pas nécessairement synonyme du développement. εais ce dernier s’accompagne automatiquement d’une croissance économique. δe développement n’est pas inséparable de la promotion des droits et des libertés fondamentales. « La manière dont les peuples exerces leur liberté par la participation aux chois sociaux et aux décisions publiques qui améliorent ces opportunités »(A.SEN,2003,p.17), sont des éléments essentiels et constitutifs du développement. Ce qui n’est pas le cas avec des démocraties de facette mises sur pied dans la plupart des pays du Sud, incluant la République Démocratique du Congo. Les OMD érigent la pauvreté dans toutes ses dimensions comme un défi majeur, auquel doit faire face l’humanité, un rideau de fer à briser pour le développement des nations du Sud. Cependant, les causes de la pauvreté « ont été analysées et critiquées durant les phases du développement de la théologie africaine, mais les Eglises n’ont pas réellement montré les résultats concrets d’un Evangile qui change les individus, les communautés et les situations » (A.KARAMAGA, 2006, p.10). Vu l’ampleur de la 3 pauvreté qui, en dépit de multiple mesures et solutions envisagées, continue de croire, nous nous rendons vite compte que c’est l’Africain lui-même, selon notre avis, qui est l’origine de la misère de son pays et de son continent. On peut en arriver à la prise de nombreuses mesures et à faire l’économie de différents facteurs pour la sortie de crise, mais le tout premier réside dans l’Homme africain lui-même. Le Sud est un peuple qui est, avant tout, à la merci des puissants internes. On assiste à la déroute de l’intelligence, à la perte de la raison et de l’autonomie de la part d’un certain nombre de politiques africains, mettant sur pied des institutions amputées de toute capacité de faire des choix libres et judicieux, œuvrant, en priorité, pour la « politique du ventre ». On note, bien évidement, l’achat des consciences à tous les niveaux, la répression politique et une cécité mentale donnant accès au manque de perspicacité et de clairvoyance. Il y a « une médiocrité généralisée, une déchéance qui paralyse les énergies et casse les ressorts de la performance et de la compétitivité des institutions et des nations »(Cf.KÄ MANA, 2005, p.37-38). Ainsi, la pauvreté exerce un effet destructif sur les communautés et les réalités sociales, dans l’Etat, entre les Etats, dans les villes et villages et entre eux, dans les paroisses et entre elles. Ceci fait crier vers un besoin JUSTICE, de SOδIDARITE et d’UNITE. Ce qui mérite une série de thérapies appropriées et adaptées, notamment la narration et la médiation pouvant aboutir à la recomposition des identités flottantes et fragilisées, en intégrant le sens de la spiritualité à la totalité de l’œuvre de la libération, et ce, à travers de la pastorale du dialogue ( ια- λγ). Résumé en Anglais The attention is focused in our thesis on the question of how the Anglican communion in general, and the Anglican Churches of Angola and RDC in particular, have appropriated resolutions and recommendations resulting from the TEAM Conference. Are the good intentions expressed in the texts having a real impact on the ground? This is what we have tried to address in the development of our thesis, which consists of five chapters. The first chapter focuses on the historical background of the MDGs and their design by the TEAM Conference held in March 2007 in Johannesburg, which provided a framework of guidance and reference for issues dealing with the MDGs within the Anglican Communion. The second chapter focuses on the implementation of the MDGs by the Anglican Church in a specific country: Angola. This chapter aims to make a critical and objective analysis of the implementation of the MDGs by the Anglican Church of Angola, appropriating the resolutions and recommendations of the TEAM conference in relation to the MDGs. The third chapter focuses on the implementation of the MDGs by the Anglican Church in another country of Southern Africa: the DRC. Drawn by the love that arouses compassion for people in difficulties and following the mandate of the Church, the Anglican Province of Congo and the Anglican Diocese of Angola devote themselves to the service of local people to promote their well-being, body and soul, and that of their environment. As well as evangelization programs, this concern engenders specific projects of aid and community development undertaken at the present time in the wake of the MDGs. The fourth chapter is devoted to the diagnostic of the context of poverty and its impact to the mission in Angola and RDC. This enables us to suggest some theological propositions at the fifth chapter. The concept of "poverty" in the broad sense is the root of all the problems plaguing societies and the churches of the South. Nowadays, a certain number of missionary and pastoral initiatives which appear to be based purely on piety, always have unexpressed motives which have to do with the pursuit of personal material interests. The emphasis has always been placed on economic growth as a necessary factor which can be used for raising the standard of living of the poor in the South. However, there are many States that have experienced considerable economic growth, like Angola, but the income of the poor class increases so unbalanced and uneven, and still is, for many families, unsatisfactory. The benefits of growth do not affect people 4 the same way. Economic growth is not necessarily synonymous with development. But the development is automatically accompanied with economic growth. The development is not inseparable from the promotion of human rights and fundamental civil liberties. « The way people exercise their liberty, through their participation in social choice and public decisions that enhance these opportunities are constitutive and essential elements of development» ( A.SEN, 2003, p.17).

Bishop Stephen had a busy May speaking at conferences in both Vancouver and Boston with Dr Ka Lun Leung, president of the Alliance Bible Seminary in Hong Kong. The Boston meetings included a session for men, a general session of leadership, as well as a revival meeting.

I am writing to you to share with you the great concern of the House of Bishops of the Anglican Church of Congo about the voluntarily involvement of our three bishops, namely Bishop Bahemuka William of Boga diocese, Bishop Bahati Bali-Busane Sylvestre of Bukavu diocese and Bishop Masimango Katanda Zacharie of Kindu diocese in carrying out a joint missionary work in their respective dioceses with the new bishops who will very soon be consecrated (in May 2015) by Bishop Philip Jones, the “Apostolic Vicar” from Anglican Mission in America (AMiA) currently called “Anglican Society for Mission and Apostolic Works” (ASMAW) and sent out to their respective dioceses. This decision indeed taken on their own behalf, for the hope to get financial support to run their dioceses, under the influence of the retired Archbishop of Rwanda, the Most Reverend Emmanuel Mbona Kolini, and the lawyer of ASMAW, Canon Kevin Donlon, has raised a serious question of how we shall continue operating as a Province after the infiltration of bishops from AMiA since we do not recognize them as legitimate bishops nor do we know their intentions/objectives in their mission among us.

    ACC15/2012/18/2 Report to ACC-15 on Anglican responses to gender based violence, following the Primates’ Letter to the Churches from their meeting in Dublin, January 2011 When the Primates of the Anglican Communion met in Dublin in January 2011 they listened to accounts from the Great Lakes region of Africa and from the UK describing the prevalence of violence based on gender, most of which is perpetrated against women and girls. They went on to discuss gender based violence in their own areas and agreed that ‘Our churches must accept responsibility for our own part in perpetuating oppressive attitudes towards women. In penitence and faith we must move forward in such a way that our churches truly become a living witness to our belief that both women and men are made in the image of God.’ The Primates celebrated the work already being undertaken across the Communion in raising awareness; engaging in advocacy; changing attitudes and behaviours that lead to violence; the care and reintegration into society of victims/survivors of violence; and work with perpetrators of violence, and committed themselves to strengthening Anglican mission and ministry in these areas. From their meeting, they wrote a Letter to the Churches setting out this commitment. This report on behalf of the Secretary General of the Anglican Communion is a summary of just some of the initiatives pursued by Anglican churches since January 2011. Whilst the report is brief and can only offer a glimpse of what is happening, I hope its content will serve: - to reassure that through God’s grace and trusting in the Holy Spirit, Anglicans can make a strong and effective contribution towards ending gender based violence - to inspire further mission and ministry that empowers women, men, girls and boys to live in right relationship with each other and with God, and - to emphasise the urgency of building on, and extending, the work already being done.
