B. INSTRUCTIONS TO STUDENTS 1. First Steps of a Call When a member of expresses a call to full time ministry, their pastor will be the primary guide as the candidate seeks to understand the implications of God’s call for their life. As soon as the pastor feels the candidate is ready for local ministry, she or he shall guide the candidate through the process of obtaining and serving under a local license as described in Manual 503. Before issuing a local license, all churches must follow the guidelines shown at usacanadaregion.org/local-license. As part of this process, the student should be enrolled in the course of study with the district. A candidate must have held a local license for one full year and have completed one-fourth of the course of study before a local church can recommend them for a district license. Until that time, the local license may be renewed annually by the local church as provided in Manual 529. 2. Courses and Modes of Study The recommended mode of preparation for full-time Christian service is by attending a Nazarene liberal arts college or university and, if possible, Nazarene Theological Seminary. Additionally, three other modes of education are pre- approved and recognized by the district. 1.) Graduation from an approved course of study via Online courses with Southern Nazarene University, Northwest Nazarene, or Nazarene Bible College. 2.) ENTE Program (Specialized Nazarene Theological Education): Spanish Language through Nazarene Bible College, and 3.) the Oklahoma District School of Ministry. Contact information for all of these programs is available on the district website. Any other mode or source of education will be subject to pre-approval by the Dallas District Board of Ministry. Candidates taking courses from other institutions or teachers without prior approval are not guaranteed credit for any such courses taken. Any such approval requests should be directed to Chris Galloway, Chairman of the Board of Ministry via [email protected]. All students preparing for the ministry, whether by the college-seminary route or other modes, should be enrolled in the district program and keep in touch with the assigned advisers by reporting annually. 3. Local Church Licensing Critical areas that the Church Board and the Minister in Training (MIT) need to address. 1. Granting a local license: Before granting a local license, the church board must certify completion of both the denominational clearance process and a nationwide criminal background check. The pastor and local church board must annually interview a MIT and determine whether or not he/she will be granted a local preacher’s license. 2. A formal agreement: A formal agreement between the MIT and pastor/board will be established and reviewed annually. It should be reviewed annually and should include: a. Ministry Description – This should clearly detail ministry roles and expectations. b. Accountability –Who will oversee the implementation and hold the MIT accountable for this agreement? How will the licensee report to the board? c. Hours – What number of hours of service will be the weekly average over the next year? d. Role Code – What role code will be recommended to the district? e. Full/Part Time Assignment: If the assignment is full-time, the agreement should demonstrate a compensation of over 50% of their income, have a requirement of over 30 hours per week and the ministry description should reflect duties sufficient for the hours. Otherwise, the local church should designate the position as part time. 30

Recommendation for District License: When the church and pastor feels the candidate is ready and a candidate has held a local license for at least one year they should contact the Board of Ministry Chair and ask for a district license application link to be sent to the candidate. 4. District License, Commission, and Ordination Items 1. District Interviews: All candidates and their spouse are required to meet with the board each spring in order to renew their license and/or seek Ordination. a. The initial interview needs to be done in person with the Board of Ministry. After the initial interview, if a student is attending a Nazarene educational institution or is serving in a world area that makes travel difficult, other interview methods via electronic means may be allowed. b. Candidates for license or ordination should bring with them their formal agreement between themselves and the pastor/local board as well as a time log of ministry activities for the year. 2. Special Training from the Dallas District a. Discovery Weekend: Attendance at the Discovery Weekend is required for ministers who receive their district license at the most recent District Assembly and most transferring a license from another district. Discovery Weekend will help each candidate and their spouse ways to explore their ministerial gifts and graces and understand the credentialing process. b. Ministry Spouse Training is designed to help new pastoral spouses in preparing for ministry alongside their wife/husband. All spouses are expected to have completed this training before a third district license is issued to the candidate. This event is typically held in the spring. c. Ordination Symposium is a required overnight event for candidates who are planning to be ordained within the next two upcoming assemblies. It is held in the spring. It offers a chance for candidates to demonstrate their theological and practical understanding in a variety of open conversation formats. 5. College and Seminary Students College or seminary students are responsible to submit to the board annually documentary evidence of academic progress and standings in harmony with Manual 527.1. College students are reminded to plan their curriculum in harmony with Manual 527.1-6. The final transcript at graduation will be examined and evaluated by the district. Minutes of the Joint Session of the Dallas District Church of the Nazarene Assembly Dallas District Sunday School/Discipleship Ministries International Convention Dallas District Nazarene Youth International Convention and Dallas District Nazarene Missions International Convention Sunday, July 9, 2017 at 6:00pm at Richardson Church of the Nazarene in Richardson, Texas

At 6:00 p.m. Rev. Katie Bennett led the congregation in congregational singing, followed by greetings from and prayer by District Superintendent, Dr. Keven Wentworth. Dr. Wentworth introduced the General Superintendent in jurisdiction, Dr. David Busic and District Secretary, Rev. Larry Williams.

Dr. Wentworth said the purpose of our assembly is threefold: 1) to come together to be encouraged that we are not alone but part of a larger fellowship, 2) to hold each other accountable to the mission, and 3) to hear what God has to say to the church.

Dr. Busic called the meeting to order and asked Rev. Williams to come to the pulpit to organize the assembly and conventions. Rev. Williams recommended the following:  that Rev. Rodney Durr be appointed recording secretary, and Rev. Ed Schauer as Page Coordinator;  that the designated balloting area to be the Teen Center (2nd floor of church), with the casting of ballots to be in the designated areas Sunday evening until 8:30 p.m., and 7:30-8:45 a.m. on Monday; and on Monday 12 Noon to 1:00pm;  that the times for the District Assembly sessions and services be set as: Combined Service and Assembly session for Sunday July 9 (until approximately 7:30 p.m.; NMI, NYI and SDMI Conventions and reports be on Monday from 8:30-11:30 a.m.; District Assembly be in session 1:30 p.m. to 5:00 p.m. or adjournment on Monday, and that the ordination service take place Monday night at 7:00 p.m. to adjournment.  Rev. Williams also presented the Special Orders of the Day: a) Report of the district superintendent on Monday at 2:45 p.m., b) Ordination service to be Monday at 7:00 p.m., and c) Report from the president of Southern Nazarene University on Monday afternoon. Rev. Williams moved that the aforementioned items be approved. Dr. Busic asked that all in favor say, “Praise the Lord!” There were no objections. The motion carried.

Rev. Williams asked that delegates refer in their delegate booklets to Partial Report #1 of the District Board of Ministry Report. It was moved and seconded that it be adopted, and it passed unanimously. 32

Rev. Williams then asked the assembly to review the Nominating Committee’s report in their delegate booklets and pointed out that the Nominating Committee was careful to nominate only persons whose churches had met 100% of their allocations. Rev. Williams asked that the assembly approve the report and that elections be by plurality. The motion was seconded and passed.

Rev. Williams asked that all NYI delegates stand and asked them to review the NYI Nominating Committee’s report and the NYI election ballot. Rev. Williams moved its adoption. It was seconded and approved.

Rev. Williams asked that all NMI delegates stand and review the NMI Nominating Committee’s report and the NMI election ballot. He moved its adoption. It was seconded and approved.

Rev. Williams asked that all SDMI delegates stand and review the SDMI Nominating Committee’s report and the SDMI ballot. He moved its adoption. It was seconded and approved.

Rev. Williams that all District Assembly delegates stand and review the Nominating Committee’s report and the District Advisory Board and District Camp Board ballot. He moved its adoption. It was seconded and approved

Rev. Williams informed delegates that they could cast ballots in the Teen Center after the service on Sunday night (7:30pm to 8:30pm,) or prior to the Monday morning opening session of the auxiliaries’ conventions (7:30am to 8:45am,) or on Monday mid-day (12 Noon to 1:00pm.)

Dr. Wentworth introduced Hispanic Ministries Coordinator, Rev. Giovanni Monterosso, who asked the ushers to come forward and then prayed, with interpretation by Robiel Fernandez. The band played the offertory of “When We All Get to Heaven,” followed by the congregational singing of “Brothers, Let Us Come Together.”

General Superintendent Dr. David Busic brought the evening message. Dr. Busic had those stand who had attended the Dallas District Assembly for 40 years or more, followed by having those 16-30 years old stand and stated that this group is the age of Jesus’ disciples during his ministry on earth. He said that a study conducted in the US of when people became Christians revealed that 1% were converted from ages 4 year old and under, 85% 5-14 years old, 10% 15-30 years old, and 4% over 30 years old.

Dr. Busic asked, “How far will God go to reach new people?” He said in Acts 8, 9 and 10 we have three stories that answer that question. In Acts 8 as a result of Philip’s instant obedience the Holy Spirit arranged to have him encounter an Ethiopian eunuch. In Acts 9 we see the length to which the Lord went to reach a terrorist by the name of Saul. In Acts 10 we see the length to which the Lord went to work in the heart of Peter to be an agent of prevenient grace in the life of Cornelius and the opening of the church to Gentiles. Dr. Busic stated that God’s prevenient grace is the common element in all three stories.

Dr. Busic reported that the church is growing exponentially in Indonesia, even though it is illegal to witness to a Muslim. The pastors in the area and other Muslim countries report many conversions due to the resurrected Christ coming to them in their dreams and then inquiring further of believers about Jesus.

He reported the continued success utilizing the Jesus Film in many areas where it is not uncommon to have entire tribes convert at a single showing. 33

He expressed concern that we have so many churches in the US that have not had a single person saved for years. He said when we start focusing on evangelism we will have some divine appointments like Philip and Peter and we will see the Spirit active in our midst. He stated that God wants to use each of us in the lives of our neighbors. Dr. Busic asked each person to discern who God was placing on their heart and to ask the Lord to see how we can reach them.

After a time of prayer Dr. Wentworth introduced the new pastors on the Dallas District (Rev. Sean & Teri O’Connor, Rev. Mitchell & Caroline Powell, Rev.Philip and Kim Anderson, Rev. Chad & Jacy Townsley) and Rob North from Africa Nazarene University in Nairobi, Kenya.

Delegates were dismissed to go to the Teen Center to cast their ballots. Dr. Wentworth then prayed a closing prayer and the Assembly and Conventions stood in recess until tomorrow at 8:30 a.m.

Minutes of the Business Session of the Dallas District Church of the Nazarene Assembly Monday, July 10 at 1:30pm at Richardson Church of the Nazarene in Richardson, Texas

The service began with congregational singing, led by Rev. Katie Bennett. Dr. Keven Wentworth welcomed the delegates and guests.

General Superintendent, Dr. David Busic reconvened the assembly on July 10, 2017 at 1:36 p.m. He asked that District Secretary, Larry Williams be recognized to send special greetings to retired District Superintendent, Dr. David Nixon, and to Nazarene missionaries serving in creative access areas.

Rev. Larry Williams was recognized and drew the attention of delegates to Board of Ministry, Partial Reports #2 and # 3 in the delegate handbook. Its adoption was moved, seconded and approved.

He also pointed out the Partial Report #3 of the Board of Ministry, which notes the placement of licensed ministers on various levels. The motion was made and seconded to approve the report, and it passed.

Dr. Busic introduced Dr. Loren Gresham, president of Southern Nazarene University to give his report following the showing of a video of the Gresham’s retirement Gala at the Cowboy Hall of Fame. Dr. Gresham is completing his 29th year as president. It is his 27th report to the Dallas District Assembly.

Dr. Gresham expressed his appreciation and gratitude to Dr. Terry Toler, Vice President of Church Relations.

He reported that SNU was ranked by Money magazine as the best college or university in the state, according to their own categories. The Wall Street Journal ranked SNU in the first tier of their national rankings. He reported graduating over 800 students out of the total student body of over 2,000.

Dr. Gresham noted that Southern Plaza is expanding and now includes independent living, assisted living and memory care. The land purchase of QERC (Quetzal Education Research Center) was completed in September, 2016 in Costa Rica. It consists of 4.5 acres and makes it SNU’s first international campus.

He also reported that SNU started a marching band. Several long-serving faculty members retired, whose years of experience total 240 years of experience at the university. In addition to acquiring a new president, the new chairman of the School of Theology and Ministry, Dr. Jim Fitzgerald, comes to SNU from the Dallas District’s Duncanville Trinity Church.

Dr. Gresham reported that the Dallas District sent 22 students to SNU last year and gave over $149,000 last assembly year. There are currently 25 Dallas District students who have paid deposits for fall.

Rev. Williams announced the results of the various district ballots: of the 255 ballots cast, votes received for the various positions were as follows:

Rev. Larry Williams drew the attention of delegates to the Report of the District Advisory Board contained in the delegate handbook, and discussed the work of the Advisory Board. He moved that it be accepted, and the motion was seconded. There were no questions and the motion passed.

Rev. Williams invited Charles Randall, District Finance Committee Chair, to present that committee’s report. He highlighted several items on the printed report supplied in the delegate handbook package. He moved that it be accepted, and the motion was seconded. There were no questions and the motion passed.

Dr. Busic said that he and the Board of General Superintendents recognize the many sacrifices that are made by local churches and congregants in contributing to the World Evangelism Fund to benefit the global church. A video was then shown that highlighted the impact of Nazarene’s giving to WEF during the past assembly year.

Rev. Williams introduced the District Treasurer, Rev. Jerry Wilson, to give his report, which was included in the delegate handbook package. The report was a motion from the District Treasurer, and it was seconded. The report was received.

Rev. Williams pointed out the Memoirs Report (in the delegate handbook) listing those who had joined the Church Triumphant during the past assembly year. Recording Secretary, Rev. Rodney Durr led in a prayer of thanksgiving for those who have gone before us.

Dr. Busic introduced Pam Wentworth and their daughter Clarissa. He then introduced Dr. Keven Wentworth to give his first report as Superintendent of the Dallas District. He entitled his report “My Rookie Season: Observations and Dreams.” He said that his life verse is John 14:31, which says, “I will do what my Father requires of me, so that the world will know I love my Father. Let’s get going.”

Mrs. Wentworth was escorted to the platform after his report, and Larry Williams expressed love and appreciation to the Wentworths on behalf of the District Advisory Board and the District Family and presented them a gift.

Dr. Wentworth referred delegates to the Special Proposal on District Name Change in the delegate handbook, and spoke briefly about the purpose and rationale for such a change. He then called the board of tellers to come to receive the ballots to be distributed to vote on the following motion:

Motion: To approve the name change of the Dallas District to the “North/ District,” as recommended by the District Advisory Board. Movimiento: Aprobar el cambio de nombre del Distrito de Dallas al “norte/este Distrito de Texas,” segun lo recomendado por el Consejo Asesor del Distrito.” The motion was seconded and ballots were distributed.

Rev. Williams pointed out that if the assembly approves the motion, it will go to the General Boundaries Committee and then the Board of General Superintendents for approval. Dr. Busic led in prayer for guidance, after which ballots were distributed to delegates, marked and given to tellers for counting.

Dr. Busic then shared some good news from around the globe. Singapore, Curacao and Mongolia now are numbered among the 162 world areas in which the Church of the Nazarene has a presence, in addition to the areas designated as Creative Access Areas. The General Board commissioned 15 new missionaries in February, of which almost half are from outside the United States. He reported that the largest denomination in Cape Verde is the Church of the Nazarene, which is where we had some of our earliest missionaries. The nation just commissioned a coin to commemorate the first Nazarene mission boat that came to the country.

He reported that in the last four years the Church of the Nazarene started 650 new churches in USA/Canada, and that those new churches reported 7,144 conversions, 7,479 new Nazarenes, 10,084 full members, 15,978 in worship attendance, $28,486,352 raised, and over $1.6 million given to WEF.

Dr. Busic then opened the floor to questions about the Church of the Nazarene and comments. It was asked about how we can ensure all of our delegates make it to General Assembly. Dr. Busic said that the General Church subsidizes a large amount to help with international delegate expenses. He entertained several other questions from delegates.

Rev. Williams announced the results of the ballot on a District name-change: a total of 218 ballots were cast with 212 for the motion to change the district name and 6 voted against. The chair declared the motion passed. Dr. Wentworth commented on the positive aspects of the District name-change and then unveiled the new district logo.

Dr. Wentworth announced that the Ordinands will be having dinner with the retiring pastors, and encouraged all delegates to attend the Monday evening ordination service.

Dr. Busic expressed his appreciation to the district and time he served in jurisdiction. Rev. Williams moved that the Journal Editing Committee be authorized to finalize the minutes.

Dr. Wentworth asked Rev. Giovanni Monterroso to report on the new Hispanic church plants on the district, and Rev. Monterroso spoke on the scope and success of these projects.

Dr. Wentworth asked all pastors to come to the front of the worship center to allow the delegates to show their appreciation for them by applause. He then asked Rev. Debra White Smith to pray.

Dr. Wentworth declared the assembly in recess until the ordination service later on Monday. 36

Minutes of the Ordination Service of the Dallas District Church of the Nazarene Assembly Monday, July 10 at 7:00pm At Richardson Church of the Nazarene in Richardson, Texas

District Superintendent, Dr. Keven Wentworth opened the service with words of welcome and a few announcements. Dr. Karl Payton prayed the invocation, after which an offering was received.

The Ordinands processed into the service while the congregation sang “Holiness Unto the Lord.” General Superintendent, Dr. David Busic reviewed the Statement of Purpose, followed by Rev. Victor Jackson reading Ephesians 4:1-7, 11-16.

Dr. Wentworth led the congregation in the recitation of the Apostle’s Creed, the Challenge to District- Licensed Ministers litany and prayer.

Rev. Sigrid Blandon, Rev. Charky Marquis and Rev. Brandon Powell read Manual paragraphs 502.1-502.6.

Dr. Wentworth recognized those Pastors who were retiring: Rev. Ronald L. Bush, Rev. Richard A. Devendorf, Rev. W. Edward Messersmith, III, and Rev. Al Gary Pettigrew. Rev. Gary Blowers was recognized as taking retired status.

Rev. Giovanni Monterroso read I Peter 5:1-4, followed by the Minister’s Choir rendition of “And Can It Be,” led by Keith Sims.

District Secretary, Rev. Larry Williams presented the Ordinands: Rev. Kathryn H. Bennett (Elder), Rev. Rufus Charles Rhodes (Elder), and Rev. Christel J. Burnes Stokely (Deacon). The ordination credentials (from another denomination) of Rev. Charles Wells were recognized and accepted in the Church of the Nazarene. Dr. Busic then posed several questions during the Examination of the Ordinands. Mary Sims sang a solo of “I Will Not Forget Thee” by Charles H. Gabriel.

Dr. David Busic preached the message on Luke 7:29ff. The Pharisees considered it an insult to call someone “a friend of sinners.” The priestly tradition viewed sin as something that is contagious. The prophetic tradition was primarily concerned about justice. While the priestly tradition viewed holiness as being mainly about purity, the prophetic tradition viewed holiness as primarily about activism. For Jesus holiness was not one or the other but both purity and justice. While the Pharisees viewed sin and being contagious, Jesus viewed holiness and affect the impurity with which it comes in contact.

Dr. Busic pointed out that Matthew 8 tells us about the man with leprosy where the Holy One touches the unclean and makes him whole and holy, instead of the opposite as the Pharisees thought. In Simon’s house the harlot commits the unthinkable by washing Jesus’ feet with her tears and anointing them. True holiness contaminates sin. True compassion is never distant but always incarnational.

After the sermon Dr. Busic invited the other ministers to join him in the laying-on of hands to the Ordinands. Dr. Loren Gresham then presented to the Ordinands a bust of John Wesley. Dr. Busic offered the benediction. The assembly was adjourned following by a singing of “The Doxology.”

DISTRICT SUPERINTENDENT REPORT DALLAS DISTRICT ASSEMBLY – JULY 10, 2017

Dr. Busic, delegates of our various conventions and assembly, and friends of our district family,

It is a real joy to present my report to the district family of this region within the great state of Texas. I’ve titled this report, “My Rookie Season: Observations and Dreams” and am excited to share it with you as we work together to further the Kingdom of God.

As I walked onto the field for this, my rookie, season, I admit there was fear and a sense of wondering if I’d fit on the team. Within no time, my wife, Pam, and I were welcomed with an overall acceptance as the new kid and an enthusiasm for what I would bring to the game. For year’s I kept telling myself, and trying to convince our omniscient God, that this assignment was not one that I would ever be graced with. But, over the course of this year, each of my new teammates have rallied around me and helped me realize that this is, in fact, exactly where I am to be for such a time as this – not just for the awesome people I serve alongside of but for the journey He and I have shared together for over 42 years. My heart has been stirred and my life has been radically changed.

In this new assignment, He confirmed to me my life verse: John 14:31, “I will do what my Father requires of me, so that the world will know I love my Father. Let’s get going.” There are certain things that happen with all rookies when they first enter the clubhouse. They observe the veterans they are walking among and the wealth of skill and wisdom that they have brought to the team before the rookie. Veterans are vital to a rookie’s transitioning onto a new team. Sometimes the seasoned veterans play jokes on the new rookie – as some of you have done very well – to help him to relax. They also come alongside the rookie to show him the ropes and welcome him to the team.

The seasoned veterans on my new team are the DAB, Trustees to SNU, BOM team, SDMI Council (David Pettigrew), NYI Council (Jon Livengood/Chip Lee) and NMI Council (Cheryl Adams) and my dear brother Giovanni (Oscar). Along with the above mentioned there has always been one veteran who has taken this rookie under his wings to show him the ropes. That individual has been Montie Brown, along with his wife, Sheri. They have sat patiently as I rambled on and on about things. They have shown me where to go, when to go, and what I might encounter when I get there. This district family is extremely fortunate to have an amazing team and this team has made my start here very special. Thank you to all of you.

My Observations in My Rookie Season 1) Small Church Mentality: Throughout my many miles across this district, in a majority of conversations, churches and their leaders have alluded to the big church in the community that has so much to offer and how they are not capable of competing with those ministries. This made me think of a group of 12 spies who were sent by Moses into the land God promised to His people.

When they came back to report, 10 of the spies reported that the inhabitants of that land were giants and they didn’t believe there was any way they could live in that land because they were just too big. But Joshua and Caleb believed that their God had a purpose for them to inhabit that land and, if He promised them the land, He would help them find their place in it. Numbers 13:27-28, “27 This was their report to Moses: “We entered the land you sent us to explore, and it is indeed a bountiful country—a land flowing

with milk and honey. Here is the kind of fruit it produces. 28 But the people living there are powerful, and their towns are large and fortified. We even saw giants there, the descendants of Anak! I believe God has placed each of our district churches precisely where they are to have an impact on the communities they serve. God called us into that land to bring the message of holiness and God’s love to that place. We should not let the giant churches scare us from the task we were called to do. Let’s find our ministry in the land of the giants and trust God to allow us the awesome privilege of showing our communities we are God’s people called to seek and save that which was lost.

2) Our view of the Harvest Field is too small: We have, in the church, so many who have a narrow view of the harvest field and who we are called to reach. Many want the field to be us or like us and we’ll let others into our field if they get their acts together. We need to realize that our church address is not the harvest field alone. Outside the walls of our addresses there are more fields that need our attention and our passion. There are people looking for a place to belong. Luke 10:2, “These are His instructions to them: “The harvest field is great, but the workers are few. So pray to the Lord who is in charge of the harvest; ask Him to send more workers into the field.”

We must always remember that God has placed us in a harvest field for the purpose of seeking and gathering the harvest. We must go out into the fields because they are ripe for harvest. This is the time for the church to step out of our addresses and be the “church on mission” called into God’s Kingdom. It is not enough to only put forth monetary resources into our communities, we must also be personally involved. Actively involved. Uncomfortably involved.

When I reflect on the life of Jesus, I am oftentimes reminded that the people He came into contact with didn’t seem to have their act together. He didn’t have many encounters with them where the people were behaving in a righteous manner. He didn’t expect people to be behaving so that they could believe then belong. He turned the whole concept of His Kingdom around. He encountered people so they felt like they belonged. After creating this feeling of belonging, many of them followed Him to know more and they believed in Him. And the ultimate result was that these people changed their behavior.

3) Lack of vision: It didn’t take me long before I realized that many of our district churches are struggling with vision and direction. Without a clear vision and/or direction, churches simply go through the motions of the weekly gatherings without actively pursuing and achieving the mission they – we are all – called to do. I experienced this same lack of vision during my years leading the local church. It was not until my spiritual renewal of 60 days that I clearly understood what the church needed me to do. I had pastored the church. I had been as good of a shepherd as I could be. But my vision/direction for leading the church was extremely weak and almost non-existent. Proverbs 29: 18, “Without a vision the people perish.” Luke 19:10, “For the Son of man is come to seek and to save those who are lost.”

The Lord has given a clear vision of what the Church’s mission is to be. That mission is for Him to build the Church and for the Church to follow Him as it “seeks to save that which was lost.” The Church is US. We are called to that mission – to engage in our communities with our time and effort and hearts and not just our financial resources. The Lord dealt with me very directly when He called me to get out of my comfort zone of “feel good” activities and gave me strict orders to BE the resource in my community. He challenged me to take the sheep I was shepherding into a field and be involved. He didn’t call me to try to copy the larger churches in my community but, rather, to find the place where the church was placed and be an impact for His Kingdom. The vision was more than for Beavercreek Church of the Nazarene. God’s vision for me/us was Beavercreek, Ohio. I had to retrain my sheep to not just leave church and head home but to leave 1850 N. Fairfield Rd., Beavercreek, OH, to enter the mission field—the harvest field.

If a team doesn’t have a vision/direction, it is just a bunch of people and not a team working for the same goal. 39

4) Lack of Unity: There is unity in comm-unity. Now before you wrinkle your brow with that initial point let me explain what I mean. If the whole team is going to be affective, we must do our best to be the best we can be at the place where we serve. The church in Sherman needs to do its part for the Kingdom as well as the church in Center. Now you might be saying “we are.” I understand, but here is the picture of unity that brings me to this point: Psalm 133:1 “Behold, how good and how pleasant it is, for brethren to dwell together in unity!”

John 17:23 “I am in them and you are in me. May they experience such perfect unity that the world will know that you sent me and that you love them as much as you love me.”

 Unity in Mission is taking each individual church in its setting and finding that place in your community. Yes each community is different. Dallas is not North Texas. North Texas is not East Texas. The Cowboy Church is not the Richardson Church. Each church must have a unity of vision for its place in North/East Texas, not just their building. It WILL look different but the results will be similar: seeking to save that which was lost. When we take on our community as a mission, God will provide the results of that mission. It might not look like the other churches on the district but it will look like a Kingdom church rather than a denominational church. The Church of the Nazarene may be a denomination but it also has been called to be the church in a community for the sake of reaching souls for His kingdom not ours.

 Unity in Participation: Just like you, I’d like for the all people who call our church their home to show up on the same Sunday. Wouldn’t that be great? But my particular point here is for our churches to come together at the occasional events provided to participate with the whole family that comprise the North/East Texas family. We need each other.

I was looking at the calendar and found that the district superintendent’s office is asking for the district leadership, both pastor’s and/or church leaders, to participate in 8 days out of 365 days of events to provide information, communication, training, and fellowship. We need each other. The largest conversational topic I have been involved with for the vast majority of you is: We feel like we’re all alone out here We have no one to talk with We wonder if the district cares about us.

I realize that you can say to me “that ain’t gonna happen,” but I can tell you that in most cases if this can become a hallmark of our North/East Texas family we would see a huge impact of the mission happening among our district church families. The purpose I feel for my new assignment is to provide avenues where we can share life together. I believed in it at the local church level and believe it is even more crucial at the district level.

 Unity in Generosity: I’m a pastor at heart so you knew this would come up in some way in my report: money! But the one item I have learned over the course of being a pastor is that it is very important that I bring to my family the financial situation in a way that is positive and practical.

So here it is. We raised $330.513 in district mission funding. That represents 93% of the total monies anticipated being raised if everyone would have united to fund the district mission. That means if we would have collected 100% of this mission funding, which totals $408,745 we would have had $78,000 additional monies so that could have been used to start new churches and/or helped struggling churches to provide monies for certain ministries they were trying to engage in for their community. If we would be unified in our mission giving, the Church would be able to support more missionaries and world mission tools for the benefit of the Kingdom.

We raised $146,163, 90% of the total of $161,701 we could have provided if we united to support this 40

endeavor at the 100% level. SNU would have received $15,000 more monies. SNU would have more finances to assist students in their pursuit of a Christian education at SNU. I believe whole heartedly in our university system and believe we should do everything we can to make it affordable and accessible to as many young adults in our region. (Give same stats here)

If each church were involved in funding missional giving in Pensions and Benefits, our pastors would have received $500 in their retirement account an additional amount of up to $250 to that account if the SNU giving was 100%. Goal $161,701, received $145,410. Difference of $16,291

Last, but definitely not least, if we could unite in our generosity to WEF we would have had an additional $38,000 to give to our global missional giving. We entered three additional countries where the gospel is going out from our church family. If we could begin the year making this a priority, many individuals would benefit by each of us stepping up to plate to fund the mission. Goal $390,767, received $378,00. Difference of $12,000.

I want to encourage each church to pursue funding the mission—not for the sake of a report, but for the sake of the team that depends on you. The pastor. The young adult. The worldwide mission of the church. The opportunity to strengthen the team here on our own turf. I believe in taking seriously the team concept of support. In doing so, we will have enough local monies to do what you want to do in your own neighborhood. I’m a believer of the 2 fish/5 loaves concept. You be obedient to what the Lord asks you to give and the thousands needing the Bread of Life will be filled with leftovers available.

 Unity in Diversity: This North/East corner of Texas is very diverse. There are many different expressions and styles of worship. But we know within this diversity is a God who uses all peoples to reach into His Kingdom. In our diversity, I challenge us to be inclusive in the name of our district. A name change will not turn us into a unified body but changing our mindset of who we are as a district family will! In that same breath, I hope a name change will embrace our diversity and bring the idea of oneness into our branding. So, at the end of my report, we are going to propose a vote on a possible name change to the delegates of this assembly. I wanted each auxiliary department—representing young and old alike—to be part of this process. From the first day I stepped into this clubhouse and onto this team my heart has been nudged that this should happen.

Things I would like to accomplish this next year:

I would love to have a time where every pastor will come together with the DAB and talk about where we need to focus. A dialogue time where you can have input into how we can be better as a team. This is so important to me because when we cancelled our year-end celebration I assumed that you were voting that this is not something you thought was needed. I was excited about the celebration but obviously it was not something you felt had value.

I am not here to fill your calendar up. I believe my mission is to make this the best team it can be. That is done by connection! Do we need to put anything on the calendar? Let’s talk and hear what it is we can value together.

I’d like each of you to do what it is I did for years as a pastor. I would always ask my leadership team to address this thought: If I were the pastor I would…

So I would like to bring that to this assignment as well but worded obviously different: If I were the DS I would… 41

I want to strengthen the communication piece among our church families. The internet is a great tool and my desire is to make a huge use of this media technology. In order to do this, each leader here today needs to shore up our internet connection with each other.

I want to bring us together for a pastor and spouse retreat within this church year. It’s been awhile since this happened and I believe the time is now to come together like this.

In conclusion, I so appreciate the confidence that each local congregation, the district leaders, and the general leaders (Dr. Busic) have shown since I was selected to be your pastor. You have made this year a very special and rewarding year in the ministry God called me to 42 years ago May 27th 1975.

But there is one special person in this family today that has come alongside of me on this Genesis 12 journey. I can only imagine, or maybe I have experienced, how Sarai felt when Abram announced the words of the Lord to him. Well this assignment has taken Pam away from a perfect 4-point sermon: her family, her familiarity, her friends, and her flowers to follow the path of the unknown that God called us to. We are still adjusting to our new normal. She has always been a great support wherever God has called me.

My desire for my sophomore year is not to follow in the footsteps of many professional athletes that have experienced the sophomore jinx. My desire is for each of us to go back into our called places and take inventory of ways we can reach into our communities with our unique resources – not just monetary, but people! Find a mission to get involved in in personal, relational evangelism. That is how we will grow within ourselves, within our community, and within churches.

I’m excited about the upcoming year and full of faith and confidence that God who began a good work in us will be faithful to complete it in His time for His Kingdom!

NORTHEAST TEXAS DISTRICT SUNDAY SCHOOL AND DISCIPLESHIP MINISTRIES 2017 CONVENTION – CHAIR’S CHALLENGE

Dr. Busic, Dr. Wentworth, Delegates, Members, and Friends: Thank you all for the privilege of serving as your SDMI Chair for another year. I want to especially thank our SDMI council and ministry directors for this year of faithful service. Thanks to our district leadership and office staff for their support. A very special thank you to each local SDMI chair, ministry director, local SDMI council member, and especially our Sunday school teachers and small group leaders. We started our last year with something different. We conducted our convention a month after district assembly on Saturday, July 30th at Richardson Church of the Nazarene. Our chair challenge for the year was tracking and reporting. Thanks so much to the churches that have consistently reported their monthly statistics. It really helps! We also created a district SDMI Facebook group. Please join us at https://www.facebook.com/groups/dallas.sdmi/ to keep up with the latest Northeast Texas SDMI news and events. CHAIR CHALLENGE Many of you know by now that I’m drawn to the stories of the kings of Israel and Judah. Two years ago I used the story of Hezekiah to challenge us to go home and start new classes and groups so the message of holiness would not die with us. Last year we used the example of King David to talk about the importance of tracking our faithfulness and fruitfulness. This year, let’s remember the boy king Josiah. Josiah’s story is found in 2 Kings 22. Josiah was one of the good ones. He wanted to please God and he wanted the declining kingdom to turn around. So he did what we often do. He started by throwing money at the problem. God’s temple had fallen into disrepair, so the king opened the treasury to have things updated and remodeled. Something unexpected happened in the process of renovations. They accidentally found the Scriptures! Josiah cleaned the cobwebs off, blew the dust away, opened up God’s word, and actually read it. The whole thing, in one sitting. The king heard God’s law with fresh ears, and it changed him. What followed was the last great national repentance and revival in the nation’s history before the Exile.

THIS YEAR – COMMUNITY BIBLE EXPERIENCE Those of us who have grown up in Sunday school are at somewhat of a disadvantage. We have heard the Bible so much that we take it for granted. If we are to reverse declines, repair God’s church, see national repentance, and see great revival one more time before our Lord returns, we cannot simply renovate, relocate, or do yet another update. We must hear God’s word for the first time again! Beginning February 5th, 2018, we will engage the scriptures together in a fresh, new way. We will do this by reading the entire New Testament over eight weeks. We will use The Books of the Bible New Testament from Biblica.com, which has no chapter divisions or verse demarcations. The books are grouped according to the community they influenced rather than in the traditional order. Please turn your attention to a video presentation which gives a good introduction to the Community Bible Experience. If we can have one person from each church stand, we have available for you resources to get you started. I challenge every church on our district to participate in this emphasis. I have personally gone through the Community Bible Experience twice now, and both times it was like I was reading the Bible for the first time. It impacted my life and my church. My prayer is that God will use the scriptures to change your life this year.

3. Dallas District NMI President’s Report

District Superintendent Dr. Keven Wentworth, distinguished guests, delegates and friends of the Dallas District, it is an honor to present my 11th annual report as District NMI President of the Dallas District. I am so thankful to be a part of the Church of the Nazarene – a church that lives out the missionary call of God on our lives!!

We have had an exciting year in the North/East Texas area, as our local congregations have PRAYED, DISCIPLED, EDUCATED & GIVEN!

All of the objectives of NMI are met through the efforts of our local churches, and I want to recognize the churches that have excelled in doing so at this time.

 Mission Priority One churches have met achievement goals based on the four objectives of NMI, including giving 5.5% of their income to WEF. The 23 MPO churches are: Athens, Carrollton, Cornerstone Community, Denison, Faith Community, Faith Fellowship, Gilmer, Gladewater, Grand Prairie, Gun Barrel City, Irving First, Kilgore, Living Hope, Maranata, Martin’s Chapel, McKinney New Life, North Dallas, Palestine, Pittsburg, Richardson, Sherman, The Shepherd’s House, and Tyler First.

 World Evangelism Churches of Excellence gave at least 5.7% of their income to WEF. In order by percentage given, the 34 (up from 27 last year) World Evangelism Churches of Excellence are: North Dallas Connections (CTM), Pottsboro New Start (CTM), Center, Dallas Primera, Jacksonville, Gun Barrel City, Martin’s Chapel, Faith Fellowship, Kilgore, Sherman, Richardson, Ovilla Road, Mt Pleasant Journey, North Dallas, Maranata, Mt. Enterprise, McKinney New Life, Carrollton, Casa de Oracion, Irving First, Gladewater, Commerce Bread of Life, Lakeview, McKinney Connections (CTM), NewStart-Frisco, Gilmer, Denison, Faith Community, Nexus Community, Pittsburg, Palestine, Longview First, The Shepherd’s House, and Dallas First.

 World Evangelism Churches were not MPO, but did give 5.5% of their income to WEF. We had one church in this category: Bruton Terrace

Our churches also contributed very generously to Approved Mission Specials such as Missionary Healthcare, Alabaster, and Deputation.

Our district World Evangelism Fund (WEF) goal is $392,784.87, and we have given $374,790, 95.42% of our goal ($ 17,950 lacking). I believe that 100% of our goal is still attainable. Even when finances are tight, we are blessed if we give something away……so, to those you who have not given to WEF, I encourage you to do so – God will bless you!

This past year, our district hosted 3 missionaries on tour – Ronald & Shelly Miller from South Africa, Dr. Floyd Cunningham from the Philippines, and Steve & Tamara Fairbanks (Creative Access) We have already hosted 2 missionary families this year, and have 2 more coming in July & August – and one who came in May is returning in September. We are indeed blessed!

4. Dallas NYI President’s Report

I have been the interim NYI District President for the last few months. I previously served as Vice President under Jon Livengood. Before I go any further with this report I would like to pause and give Jon Livengood the respect and honor that he deserves for what he accomplished while serving as NYI President for the Dallas District. His leadership far exceeded any expectations. It was through this leadership that we had a successful year. I would like to say thank you to Jon Livengood and wish him the best during his service at Flint Central Church of the Nazarene. I would also like to thank the amazing NYI council that has served us this year. We have spent many hours in discussion and prayer to help lead the youth of Dallas NYI in the direction that God wants us. The NYI council members were Terry Willett our treasurer, Julia Willis our secretary, Keila Bechtold our teen quizzing director, Tim Peal our mission director, Mandy Mullins our parent representative, Lori Ely our adult representative, Madison Mullins and Alyssa Baker our senior youth representatives, and Sara Zeigler and Katelyn McElroy our junior student representatives. Thank you to each of you for your dedication and your hard work this past year.

Autumn Awesomeness This past year we felt there was a need for a fall event that helped maintain fellowship and growth within Dallas NYI. Once camp was over we would not be back together as a district until after the start of the year. So, even with knowing that the fall would be busy with football, band, and other activities we decided to launch our Autumn Awesomeness event. This past year it was held at the Colin County YMCA camp grounds on October 29th. We had several teens and sponsors come for a day filled with adventure and fun. We were able to fellowship together through climbing rock walls, shooting targets with BB guns and bow and arrows, and zipping through the tree tops on the zip line. I would like to say that no pumpkins were harmed during this event, but that was simply not case. The camp ground treated our group to some pumpkin chunkin before we ended the day. In the end, this event was successful - and served its purpose of bringing the district together for a few hours in between camp and the Rally. Planning for this year’s Autumn Awesomeness is already underway. The Rally This past February we participated in our second district extravaganza Rally lock in. We are thankful to the Fieldhouse USA in Frisco, Texas for hosting us once again. We had over 100 teens and sponsors present at this event. The teens showcased their talents with vocal and instrumental solos, duets, and ensembles; art; and sporting events. The night was long but, we all had a great time playing basketball, flag football, volleyball, watching movies, and being together as a district. This year’s Rally plans are underway as well. We plan to have a third lock in at Fieldhouse USA. Extravaganza – Video

In March, we all loaded up and headed up to Southern Nazarene University for Extravaganza ’17. We had 109 participants at this event, which is the largest we have had in the last 4 years. We had a flag football team place third, countless superior ratings with art and talent, and our top 10 quiz teams finished just outside of the top three. One highlight was watching Richardson Silver quiz against Grand Prairie Family Church for third place. The quiz came down to the last question where RCN out jumped GPFC and answered the question correctly for the win. Each year I am left amazed at the level of commitment from these teens. Not only the commitment to playing hard or practicing for their solo, quiz, or ensemble. But, their level of commitment to being present at the services. They are always ready and on time for services and once service begins, they are engaged with the music and speaker the whole time. I could not be prouder of our teens with how they conducted themselves at this event.

Quizzing – Keila Bechtold - Quiz Director Ladies and Gentlemen, I apologize for not being here in person to deliver this report. Due to work constraints, I was unable to attend the Monday portion of District Assembly. I truly believe Teen Bible quizzing is one of the greatest ministry tools we have to get God’s word into our teens’ lives in a fun, competitive way. Here in the Dallas District, we have an amazing group of teenagers who are learning God’s word and building lifelong relationships with adults and peers who will encourage them in their Christian walks. I will briefly touch on some of the major highlights from this year. During the 2016/2017 quiz year, we were very excited to have two new churches join our program. We had seven churches who regularly participated in our six-monthly quiz meets. Over the course of those six monthly quizzes, the average number of students who participated each month was 38. We had two travel meets that our top 10 quizzers were able to participate in. The first of these was a quiz in St. Louis, Missouri where our top quizzers competed against the top 10 quizzers from many other districts across the United States. Our teens enjoyed a trip to the St. Louis City Museum before the quizzing began and had fun meeting and competing against other quizzers from across the country. The second of these travel meets took place during Extravaganza at SNU. Our top 10 quizzers competed against the top 10 from other districts on the SNU field. While we did not place in the top 3, our teens had a wonderful time and performed very well. We have one quizzer, Shalom Alem, who will continue on to represent the top 10 quizzers from the SNU field at the final tournament of the year during General Assembly in Indianapolis. The Dallas District also hosts an invitational every year. This year we hosted the invitational in February and had 93 quizzers from 18 different churches attend. It was a wonderful time of fellowship for many of our teens who have friends on different districts across the SNU field. I believe this ministry has the potential to change lives because it did just that for me as a teenager and I am constantly seeing God’s hand at work in our teens on the district. If you would like to start a Bible Quizzing program at your church, please do not hesitate to contact me with any questions you may have. We are also hosting a Quiz Camp this August. Quiz Camp is designed with new quizzers in mind, with workshops specifically for new quizzers, coaches, and parents to learn what Bible Quizzing is about and how to start the ministry at your church. Thank you for the opportunity to serve your teens through this incredible ministry! I am blessed to play a small part in the awesome things God is doing in the lives of our Dallas district teens! One Heart Many Hands – Tim Peal - Missions director This past June the Dallas District had 45 students and adults travel to Indianapolis for one heart many hands. Tim peal are missions director put together a great trip that these kids will remember for a very long time. We were divided up into three teams throughout the week all with a specific task at hand. We had one team who went to the inner city and help beautify the neighborhoods by cleaning up and painting abandoned houses. Our second team was tasked with helping one of the local homeowners with various things that need to be fixed around her house. This group did yard work, tile work, painting, and window replacement along with other various items they helped her with. The third team also helped with a local homeowner who needed assistance. They spent the week fixing up the house and installing a chain link fence around her property. These students and adults did some amazing work this week I could not be prouder of them that I am right now because of how they work hard and represented the Dallas District. There were plenty of fun times outside of the work time like going to Kings Island amusement park and duckpin bowling, however after speaking with several of them the thing that they are taking back within the most is being able to be the hands and feet of God and be the light to those who may not know Jesus.

Camp – Chip Lee - Camp Director This year we decided to give Teen camp a name that we will continue to use in the coming years. The camp name is now FUSE, and this year our emphasis is “Coming Together in Unity”. To call this past week at camp may not be giving it its full credit. This past week you can't felt more like a Revival then it did a week at camp. From the get-go is very evident that God had something big planned for us. I'm a very first night of worship we see God working through speaking to and through the teens that were in attendance. There was no lack of prayer through this week from our prayer meetings before service, to praying through service, and praying together at the altar. Are Monday night service did not even get out of this song service before we had groups around the altar praying for each other in a service that lasted just under 3 hours and left teens not wanting to leave and want a more of what God had for them. Through this week we learned that God is calling many of our teens to the ministry, on the last day of camp we gathered them up prayed for them and I'm happy to say that we have 13 of our teens who are accepting the call into dull time Ministry from the Dallas District. Again, I would love to be able to paint a picture of what happened at camp but in the end I am left simply speechless and in all with what God did with our camp and our teens this year. I am not sure that words can fully Express the magnitude of what happened at FUSE teen camp. I encourage each of you to go up to a teen that was at camp and have them share their experiences and stories with you.

Looking Ahead As we look forward to this coming year we want to continue one with the theme that we started at camp and that is unity. To do this we need to be able to come together and dedicate our time efforts and prayer to any event that Nazarene youth International may have within the Dallas District. I encourage any youth leader youth pastor or youth sponsor two attend the workshops that are coming this fall. It'll be a good time for us to come together and share vision share knowledge and create the unity that we are so longing for. There are many events that are already on the calendar that need to be prayed for, and you'll be other events that will be added to it as the course of this year unfolds but we can come together and cast vision together and to allow unity to reign within our district. It has been a great year for us and I know that God has many more wonderful blessings in store for us in the coming year. I want to thank all of those who played a part in making this past year successful, we could not have done it without all of you. As we look forward to this coming year we will continue to strengthen the unity that we already have and bond together to do what God is calling the youth of our district to do. The Dallas District Advisory Board reports the following actions and recommendations: 1. Interim ministerial transfers have been processed and referred to the Ministerial Credentials Board in accordance with Manual paragraphs 223,228.9, 228.10, 434. 2. The following licensed ministers serving as pastors are recommended for granting or renewal of district licenses: Larry Eastman (Round Up Cowboy Church), Saul Garcia (Mount Ararat Church), Kevin Harris (Mount Pleasant Church), and Charlie Rhodes (Faith Fellowship Church.). 3. The District Advisory Board declared the following churches as inactive: Bonham 4. The District Advisory Board approved the disorganization of Crossroads Church of the Nazarene (declared inactive in 2014), and the dropping of the church-type mission Camino Nuevo. 5. The District Advisory Board approved, and recommends to the District Assembly, the Change of Name (“doing business as”) from Sherman First Church of the Nazarene to Heritage Nazarene Church: A Church of the Nazarene. 6. The District Advisory Board approved, and recommends to the District Assembly, the Change of Name (“doing business as”) from Emanuel Church of the Nazarene (in McKinney) to Renovacion Iglesia del Nazareno (Church of the Nazarene). 7. The District Advisory Board appointed Don Carter to fill a lay-member vacancy on the Advisory Board; and appointed the following as non-voting members of the Advisory Board: Sue Sweeney, Charky Marquis, and Ron Adams. 8. The District Advisory Board held seven regularly scheduled meetings during the 2016-2017 church year and 2 specially called conference call meetings as requested by the district superintendent. 9. The District Advisory Board recommends to the District Assembly (for a ballot vote) that the name of the Dallas District be changed to “North/East Texas District”. 10. The recorded minutes of all District Advisory Board meetings are on file at the district office. 11. The District Advisory Board approved, and recommends to the Assembly, the merger of Mesquite First Church into the Dallas Central Church; and approved & recommends the Change of Name for the Dallas Central Church (the new merged congregation) to Journey Community Church: A Church of the Nazarene. (This merger action has been reviewed & pre-approved by GS Dr. David Busic in 2016.) 12. The District Advisory Board appointed the members of the District Board of Ministry, and designated 1/2 of that group to serve two-year terms (though 2019) and the other 1/2 to serve 4- year terms (through 2010).

1. Finance We, your District Finance Committee, submit the following report:

A. General Information 1. We recommend that the District Treasurer arrange for an annual audit or review of the district treasurer's books by a CPA with approval of the District Superintendent and the District Advisory Board. 2. We recommend that mileage to and from all official district meetings of boards and committees be reimbursed at the current standard mileage rate for business purposes set by the IRS. 3. We recommend that all local churches contribute annually to Nazarene Bible College, Nazarene Theological Seminary and International Literature Fund on the designated special dates or at some other suitable time. 4. We recommend that the local church pay all expenses of all its official representatives to district functions. 5. We recommend that each church promote stewardship and that the materials available from the Nazarene Publishing House be used. 6. We recommend that the local church consider methods of assistance for retired elders and spouses to specific local, district, and general church functions. 7. We encourage every church to utilize the Church of the Nazarene Foundation to facilitate planned and deferred gifts from their members to any Nazarene ministry, if that organization does not have its own endowment program, including gifts to the local church, and to use the Foundation to manage investment accounts, endowments, or charitable trusts. B. District Superintendent 1. We recommend that the District Superintendent be reimbursed in full for his Social Security payment from the District Unified Funds by the District Treasurer. 2. We recommend that the cost of the District Superintendent’s family health insurance be paid from the District Superintendent’s compensation package. 3. We recommend that the District Superintendent take a one-month vacation at his discretion.

C. Ministerial Support

1. We recommend that each local church reimburse its pastor for the entire amount of his/her self- employment (i.e. Social Security) tax, including parsonage, rental allowance, and utilities; that this reimbursement be made regularly; and that in case of pastoral change during the year, Social Security tax shall be brought up to date on the basis of months of service rendered. 2. We recommend that the local church board or appropriate committee take time once a year to give full consideration to all aspects of the pastor's financial situation--salary, fringe benefits, expenses, etc.; that adjustments be made on the basis of rising costs of living; and that raises in salary be given. Also, consideration shall be given to providing car and professional expenses required in the church work, since these are the obligations of the local church. 3. We recommend that each local church provide a minimum paid vacation each year (including paying guest minister) of two weeks for its pastor; that consideration be given for longer vacations commensurate with completed years of service rendered in the ministry on the following basis: 1 to 5 years, two weeks; 6 to 15 years, three weeks; 16 to 25 years, four weeks; and over 25 years, five weeks. Time used for attending district and general functions should not be counted as vacation time. A provision for a love gift at Christmas of at least one week's salary and benefits should be made. We recommend that a pastor’s years of service be considered in the provision of a sabbatical during the pastor’s 7th year of service to the local congregation and that the District Superintendent be available for consultation if necessary. 4. We recommend that each local church consider setting aside monthly in a savings fund a predetermined amount, looking forward to paying the pastor's expenses in attending the General Assembly. 5. We recommend that each local church give financial assistance to its pastor to attend district, college, and general church functions where they are expected to be in attendance and where their attendance may bring benefit to the local church. 6. We recommend that each local church board provide the pastor funding for a retirement plan. 7. We recommend that each local church pay the premiums for the term life insurance offered by the general church and accidental death and dismemberment and long-term disability insurance offered by the general church. 8. We recommend that each local church consider the cost of the pastor and dependents' health insurance coverage, as well as eligible staff and dependents' insurance coverage, in setting the annual compensation packages, in accordance with the then applicable law. 9. We recommend that each local church give careful consideration to paying a minimum to an evangelist twice the weekly salary of the pastor, plus travel expenses one way. 10. We recommend that each local church that calls a commissioned, registered or tenured evangelist pay Social Security to him or her on the same basis as is recommended for the pastor in proportion to the remuneration paid. 11. We recommend that each local church remember the evangelists who have served them during the year with a Christmas check of appreciation. 12. We recommend that Sections “A,” “C,” and “E” of this Finance Committee report be sent to the secretary of each church board to be distributed to each board member. This letter will be sent from the District Finance Committee Chairperson. The District Office will also send a copy to each local church treasurer.

VI. Minutes of the Conventions

A. SDMI Convention

Monday Morning, July 10, 2017

1) Rev. David Pettigrew opened the meeting at 11:23 AM. a. David referenced the multiple reports in the packets given to district assembly delegates. i. The audit committee also submitted reports. b. David made mention of several upcoming district events. i. Each mission area will host a “think tank” which will take place this fall. ii. October 28 and November 4 will be the dates for SDMI training. iii. A new effort to connect those within the generations x, y, and z will be centered around a Facebook group called “Texas NXYZ.”

2) For the upcoming year (2017-2018), Rev. David will be traveling to every mission area to discuss three things: a. The best practices for discipleship. b. What is not working in terms of discipleship and the district efforts to support the local church. c. What the district SDMI can do to help equip local churches.

3) David then skipped forward in his report to the challenge portion of his report. a. He referenced King Josiah from 2 Kings 2. b. Josiah’s finding of the scriptures led to a national revival. c. David then segued into the Community Bible Experience using a video and personal stories regarding the benefit of reading the Bible together as a church.

B. NMI CONVENTION Monday Morning, July 10, 2017

District President Cheryl Adams welcomed convention delegates and guests, and recognized the Armstrongs, missionaries from Asia Pacific Nazarene Theological Seminary in Manila, Philippines.

District Superintendent Dr. Keven Wentworth introduced President Adams who then presented her 11th annual report as NMI President of the Dallas District. In that report, she recognized 23 Mission Priority One churches and 1 World Evangelism Church that was not an MPO but gave 5.5% of their income to WEF. She also recognized 34 World Evangelism Churches of Excellence, which is up from 27 last year.

President Adams presented the 2016/17 Distinguished Service Award to Pete and Valerie Farris from Sherman for their work on the District NMI Flag project.

Elections results were announced by Dr. Wentworth and President Adams, and the following elected: for the positions of President Cheryl Adams; Secretary Christel Stokely; and Treasurer Cathy Copeland.

Dr. Wentworth announced a plan for NMI to travel to two areas on the Dallas District for workshops in late October and early November. These workshops will involve all areas of NMI and will get more people from the local churches involved, basically bringing the mission of NMI, (and SDMI, etc.) to the local church, not just the delegates that attend district convention.

The Treasurer’s Report was presented by President Adams, and the Internal Audit report was read, after which a motion was made/seconded to adopt the report of the Internal Audit committee.

The NMI video One People – We Are NMI was shown, after which President Adams and helpers presented “Chairs and the Future of NMI” and shared the five key areas of Impact in which every church could participate regardless of size, location or language.

Local presidents and council came forward and faced the congregation, and a prayer was raised for the coming year.

President Adams shared closing remarks and transition was made to the next convention.

C. NYI CONVENTION Monday Morning, July 10, 2017

Chip gave his NYI report, beginning with a moment to give Jon Livengood the honor and respect he greatly deserved by being the former NYI President of the 2016-1017 year. Chip recognized the Council by their standing and sharing what their roles were before the entire assembly. The assembly saw snap shot of Autumn Awesomeness, The Rally, Extravaganza; a video was included with these reports. Chip gave an understanding to the District what each event was and why we are involved.

Terry Willett the NYI Treasurer was not able to be at the District Assembly due to work so in his place Chip gave the new budget of the year for NYI.

Keila Bechtold was also not able to attend because of work, Chip gave her report on the Quizzing that went on throughout the year with a testimony about one of the latest at Extravaganza

Tim Peal is the Missions Director and was also not able to attend District Assembly, Chip shared the adventures of One Heart Many Hands. Sharing a testimony of one group and their homeowner, how lives were touched for both parties. Chip also had everyone in attendance to stand up that went on this mission trip allowing the District to see that they were still involved . Camp just finished that following week, Chip shared how this camp was different from any camp that has been for NYI. There was a prayer revival among the adults and the teens, sharing that one service lasted three hours. Chip was also blessed with the opportunity to present a check to our African Nazarene University, $103 was raised by the teens at camp. An offering for the light bulb mission going on down there. The teens now have a light in another country.

Chip concluded his report with a snapshot of looking ahead with the theme of unity. No longer wanting to stay separated but come together as was happening throughout this past year.

Rogers – Certified Public Accountant, conducted a review of the District’s finances. This review determined that the accompanying financial statements are in conformity with generally accepted accounting principles.

This report consists of the Review letter, Statement of Financial Position, Statement of Activities, Statement of Equity, Statement of Cash Flows, and Notes A-H.

In summary: The Dallas District Church of the Nazarene has: Current Assets of $ 1,257,596 Net Land, Buildings, and Equipment $ 3,940,134 Total Assets $ 5,197,730

Total Liabilities $ 1,993,028

Total receipts for Fiscal Year 2016-17 amounted to $2,011,407. These receipts include Account Receivables of $38,190 in District Funds. Total expenses for Fiscal Year 2016-17 amounted to $1,712,563. These expenses include $52,184 for depreciation. Financial activities resulted in an increase in net assets of $298,844.

This year we have received temporarily restricted funds in the amount of: $528,116. We have released restricted funds in the amount of: $563,703.

The District has total investments of $981,884; Notes Payable of $1,723,357; and Notes Receivable of $37,797.

This year has seen an addition of $662,650 in capitalized assets. Contingent liabilities total $2,010,314.

Note A - Nature of Organization

Dallas District Church of the Nazarene (the district) is organized as a not-for-profit organization, affiliated with the International Church of the Nazarene. Accordingly, the district is not subject to federal income tax.

Note B - Summary of Significant Accounting Policies

Accounting Method and Financial Statement Presentation The financial statements of the district have been prepared on the accrual basis of accounting. The district has adopted Statement of Financial Accounting Standards (SFAS) No. 117, Financial Statements of Not-for-Profit Organizations. Under SFAS No. 117, the district is required to report information regarding its financial position and activities according to three classes of net assets: unrestricted, temporarily restricted, and permanently restricted. Since charitable contributions to the district are minimal, and because restrictions are generally met in the same accounting year as when the contributions are received, those received and paid in the same year are recognized as unrestricted support on the statement of activities. Land Buildings and Equipment Property and equipment are stated at cost. Expenditures for maintenance and repairs are charged against operations. Renewals and betterments that materially extend the life of the assets are capitalized. Depreciation is computed using the straight-line method for financial reporting purposes and amounted to $52,184 for the year ending April 30, 2017. Accounts Receivable The district does not record as accounts receivables the budget allocations from member churches since such allocated amounts are conditional promises to pay and are not enforceable obligations. However, known current year budget allocations collected in subsequent periods after year end are considered unconditional promises to pay and are therefore recorded as accounts receivable in the current period. Known collections of current year budget allocations through May 31, 2017 equaled $38,190. Additional accounts receivable includes United Ministries Fund for Others and other accounts receivables of $49,498. Functional Allocation of Expenses The cost of providing the various programs and other activities of the district have been summarized in the statement of activities. All costs not directly identifiable with programs are included in the operating section of the statement. Donated Services No amounts have been reflected in the statements for donated services; however, a substantial number of members of district have donated a significant amount of their time in the district's programs.

Cash Equivalents For purposes of the statement of financial position and cash flows, the district considers all highly liquid debt instruments purchased with maturity of 3 months or less to be cash equivalents.

Investments Investments are stated at fair value.

Reserves The District has reserved $4,000 in fiscal year ending April 30, 2017 for travel and lodging expenses to send delegates to the General Assembly. The balance of this reserve at year end is $11,000.

The committee reviewed the financial statements, which comprise the statement of assets, liabilities, and net assets – cash basis as of April 30, 2017; the related statements of support, revenue and expenses – cash basis for the year then ended, and any additional notes to the financial statements.

It is the responsibility of the Internal Audit Committee to express and opinion on those financial statements, based on our review. We believe that the audit evidence that was obtained is sufficient and appropriate to provide a basis for our audit opinion.

NOTE 1. SUMMARY OF SIGNIFICIANT ACCOUNT POLICIES

The Dallas District Sunday School and Discipleship Ministries International (the SDMI) is an auxiliary organization of the Dallas District Church of the Nazarene (the District). It is governed by a council comprised of pastors and laypersons from the District.

A. REPORTING ENTITY The SDMI is the organizational representative for Sunday School, Christian Education and Discipleship for the Church of the Nazarene on the regional, district, and local level.

B. BASIS OF PRESENTATION The accompanying financial statements include assets, liabilities and operations for the SDMI under the administration of the District. These financial statements do not include results of operations from any other organization or the District.

C. BASIS OF ACCOUNTING The Dallas District SDMI financial statements are prepared on the cash basis, which is a comprehensive basis of accounting other than generally accepted accounting principles.

D. BUDGETARY DATA Formal budgetary accounting is employed by the Dallas District Church of the Nazarene. The official budget is prepared for adoption and approved the by the District Council. Annual budgets are adopted on a basis consistent with the cash basis. Amendments can be made with the Council’s approval.
