KIRMINGTON & CROXTON PARISH COUNCIL

Minutes of the Meeting of the Kirmington & Croxton Parish Council, held on Tuesday, 4th October, 2011, at Kirmington Bowls Club. Present – Cllr Wells, Cllr Hannigan, Cllr Page, Cllr Bridges, Cllr Marsden and Clerk ------01.10.11 - To note Apologies for Absence Cllr Clark, Cllr Gallimore, Cllr Walton, Cllr Whincop

02.10.11 - Declarations of Interest need to be remade and recorded in the minutes even if an interest has been declared in the register Cllr Wells declared a personal interest in any item on the agenda in connection with North Council, as he is a Representative. Cllr Marsden declared a personal interest in any Airport or Aviation issues, as he works in the Aviation Industry.

03.10.11 – To confirm the minutes of the Previous Meeting held on 06.09.11 These were confirmed as a true and accurate record. Proposed by Cllr Hannigan and seconded by Cllr Bridges.

04.10.11 – Public Participation None

05.10.11 - To receive the Chairmans Report - an update on decisions taken at previous meetings All items are covered on the agenda. Cllr Marsden commented that all people present at the HMS Brocklesby Football Match on the playing field enjoyed themselves and it was a very friendly match. After the match the Royal Navy Personnel visited the RAF 166sqn memorial gardens to pay their respects. Residents and RAF Members all thought that the playing field was looking good. Cllr Walton cut the grass for the match, as it had grown recently during the hot weather and it was in good condition. The work Cllr Walton has carried out and all the comments received regarding his hardwork were excellent. Cllr Marsden expressed his thanks to the residents who arranged the football team to play in the match. Thanks were also expressed to the residents for planting of the daffodil bulbs in the village.

06.10.11 – To receive an update from the Airport Consultative Committee

meeting Cllr Marsden advised that the latest Noise Monitoring figures to date on the Airport website are June 2011. Clerk to chase up Airport for more up to date figures to be available. The Humberside Police Helicopter will be forming part of the ‘National Police Air Support Unit’. will be one of 10 bases in the UK. The South Yorkshire Helicopter may also be based at Humberside Airport, instead of Sheffield Heliport by January 2013.

07.10.11 – To receive any updates from NATS and discuss any items to be raised at the next NATS meeting and any further Police Matters and any updates on Country & Wildlife Crime Cllr Page could not attend the last meeting, although he has gone through the minutes and there was not much activity within Kirmington and Croxton. There was one report of violence in Kirmington and two reports of cars broken into in Croxton. Cllrs Wells will check with Cllr Clark to see if he has any further details of the crimes. The next NATS meeting is scheduled for 24.11.11 at Goxhill Public Library Rooms. Cllr Marsden advised that not many farms are aware of the Humberside Farmwatch Scheme in . There have been a number of farm thefts recently, at East Halton, Searby and Wrawby. The message needs to be put over to local farmers. Clerk to contact Craig Marriott and ask how they are informing Farmers and how they actually join the scheme, as a number of Farmers that Cllr Marsden has spoken to have no knowledge of the Scheme.

08.10.11 - To receive a report from Local Councillors updating the Parish Council on activities within North Lincolnshire Council Cllr Wells advised that 2 hours free car parking has been introduced at .

09.10.11 – To receive an update on the Singleton Birch Gassification Plant and determine further action No updates

10.10.11 – (A) To consider Highways matters within the Parish for the Clerk to take up with North Lincolnshire Council North Lincolnshire Council have found the dog bin from Croxton. They will relocate once a location has been decided. Clerk to request they contact Cllr Gallimore to arrange the relocation.

Cllr Page advised that the kerbs in Kirmington have muck built up in many locations, that needs shoveling, but particularly at the end of Post Office Lane, where it meets East End Lane and Gypsy Hill, towards Brocklesby and Limber. At Forty Foot Lane the water gullies need emptying, they are full of rubbish and dirt. Clerk to write to Wayne Hill to advise. Cllr Bridges advised that the speeding problem through Croxton is getting worse, particularly when people are coming home from work. Cllr Wells will report to North Lincolnshire Council to see if Police can attend. Two cars have crashed through the fence on the A18, no further details available at present. Cllr Wells will try to obtain details from North Lincolnshire Council.

(B) To consider Appointing Parish Snow Wardens, and Extra Supplies of Salt and Additional Salt Bins Snow Wardens were agreed as Cllr Bridges for Croxton. Cllr Hannigan and Cllr Page for Kirmington. Additional Salt Bins to be requested for Gravel Pit Lane, East End Lane in Kirmington and at the road behind the Church in Croxton. Clerk to inform North Lincolnshire to contact Cllr Page to confirm the exact locations. Cllr Page will contact Mr Lancaster to see if salt can be stored at his farmyard, Clerk to contact Cllr Gallimore to see if salt can be stored at her residence.

11.10.11 - To receive Planning decisions made by North Lincolnshire Council and consider any planning applications received where comments have to be submitted before the next meeting PA/2011/0949 – Brocklesby Estate – Planning Permission Granted

12.10.11 – To discuss progress on the Playing Field grants and work to date No further updates, still awaiting a decision regarding planning application.

13.10.11 – To consider a Parish Council Website and consider quotations received As not all members were present, this was agreed to put discussed and put on the next meetings agenda in order for all to discuss and vote.

14.10.11 – To consider a Street Party or Gala to celebrate the Queen’s Jubilee Cllr Hannigan suggested a Street Party or Gala in June 2012 to celebrate the Queen’s Jubilee. She advised initially this would need a working party.

The preferred location would be at East End Lane. Cllr Wells to check with Highways regarding any road closures. Keep on agenda for next meeting.

15.10.11 – To consider any amendments to update the Current Emergency Plan There is a few minor amendments needed, including Snow Warden contacts, salt storage details. Keep on agenda for next month.

16.10.11 – Correspondence Letter from Boundary Commission – Clerk to send to all members to make comments direct – Read out and Noted North Lincolnshire Council Development Plan Document – Read out and Noted – No further comments/problems foreseen from Members. Proposed by Cllr Wells, seconded by Cllr Page.

17.10.11 - Accounts a. To approve the September Accounts - see financial sheet These were true as a true and accurate record. Proposed by Cllr Wells and seconded by Cllr Page.

18.10.11 - Minor Items a. To take any points from members and to note items of interest. None

19.10.11 - Agenda Items for the next meeting - To consider a Parish Council Website and consider quotations received. - To set the precept for 2012 – 2013 and to consider purchasing grass cutting equipment - Further updates on the Street Party to celebrate the Queen’s Jubilee - To consider any amendments to update the Current Emergency Plan - To consider the arrangements for Remembrance Day on 11 th November, 2011
