SEMI-ANNUAL SOCIAL SAFEGUARD MONITORING REPORT

1 INTRODUCTION AND PROJECTBACKGROUND Asian Development Bank (ADB) assistance under Madhya Pradesh District Connectivity Sector Project (MPDCSP) project loan 3189-IND has identified, 07 stretches of existing Major District Roads (MDRs) with total length of 380.580 kms for widening and reconstruction in the state of Madhya Pradesh. The 7 identified MDRs are scattered across in the districts of the , , Shivpuri, Rewa, Singrauli and Sidhi.

In addition, the project road will enhance and improve the connectivity & speed up the flow of regional and inter-regional traffic and trade there by strengthening regional economic integration and development. With improved road traffic worthiness, accident reductions lower road user costs, the project road will also facilitate easier access to the local farmers, communities and traders opening vistas for harnessing local resources and development in general; upgrading social and economic avenues to markets within the corridor that will help generate more income to augment the Government's effort in achieving social development and poverty reduction in the region.

The proposed program for widening and reconstruction of MDRs, from single lane/intermediate lane/two lane carriageway to two lane road, the MPRDC aimed at improving the major district roads to provide reliable road transport services in the state of Madhya Pradesh. An Index map showing the project roads is provided in Figure 1.

2 BRIEF DESCRIPTION OF SUB-PROJECTS All the sub projects have been assessed to be of Social Safeguard Category „C‟ as per ADB‟s Safeguard Policy Statement 2009. Civil work of Package-A and Package-D has been completed by December 2015, Package-B and Package-G completed by June and July 2016, Package-F and Package-C by January and March 2017 respectively and all the social safeguard issues have been addressed in previous report. Social Safeguard Monitoring Report is concerned with the one subproject road (Package-E) for the period from July to October 2018. The details of all 7 nos. subprojects are as under in Table 1.

The Supervision Consultancy Contract under Projects Package-1 (Bhopal) is awarded to ICT Pvt Ltd, New Delhi. The details are as under:

3 RESETTLEMENT IMPACTS IN THE SUBPROJECTS No land acquisition will be required under any subproject; however, there would be temporary disruption of livelihood on roadside vendors during construction period as indicated in the Due Diligence Report (DDR).Accordingly, the Consultant has conducted ground verification in the light of DDR and found that the subproject does not involve any land acquisition and resettlement impact. All road construction work is being undertaken within the available RoW. Also, Contractor was clearly instructed to construct the road without affecting any built up private/public property/house boundary etc. Moreover, the Contractor has provided adequate access without any disruption of their livelihoods as people have revealed during public consultations with local communities. The summary of socio-economic and resettlement impacts is presented in Table 2.

4 SOCIAL SAFEGUARD ACTIVITIES DURING THE REPORTING PERIOD Social Issues: In order to identify any social impact due to the project implementation, the Client and the Consultants have carried out several site visits and consultations in the project areas during the reporting period of this document. Based on site visit and discussions held with the local residents in the project areas, it has been confirmed that the implementation of the concerned subproject will not have any negative impact on people and properties.

Impact on Land, Structure and Livelihood: It has been stated earlier in the DDRs that these subprojects are classified as category „C‟ for involuntary resettlement in consideration of the ADB‟s Safeguards Policy Statement. The social safeguard monitoring has been done periodically which has revealed that there is no land acquisition and resettlement impact; all construction activities has been taken up within the available RoW of subproject road. No land acquisition will be required under any subproject. There will be no loss of people‟s livelihood. However, the Consultant has conducted ground verification in the light of DDR and found that the project does not involve any land acquisition and involuntary resettlement. All road construction work has been taken up within the available RoW. Also, the Contractor has provided adequate access without any disruption of their livelihoods as people have revealed during community consultations.

Verification of Community Properties (CPRs): Impact on CPRs is critical from the point of view of community. In terms of CPRs, only Govt. hand pumps will be impacted. A list of handpumps as documented in the DDR has been verified on ground in the light of detailed design. Also, efforts have been made to avoid impact on handpumps along the subproject road and accordingly a revised list was prepared. The provision of shifting hand pumps that were incorporated in the civil contract and accordingly the hand pumps have been shifted/relocated in consultation with the community and Sarpanch of the concerned village. A list of shifted/relocated handpumps is presented in Table 3 and the details of the same are provided in Annexure 1.

5 CONSULTATION WITH THE STAKEHOLDERS Public consultations were organized with local communities including local residents, road side vendors, shop owners, women groups as well as construction

The responses that emerged during consultations with local people/communities are outlined below:  Local communities have appreciated the project road construction work;  Improved project road has provided accessibility to markets and agriculture operations;  Upgraded road has generated employment and business opportunities;  Reduction in travel time, traffic congestion and vehicle operating cost;  Better access to health care, education, market and other social services; and  Better quality of life and living standards. The Public consultation were conducted to comprehend expectation from proposed project and also to understand the need and concerns of the local people including vulnerable groups and elderly population. A list of participants documented and photographs during consultation are attached in Annexure 2. 6 STATUS OF CONTRACTOR SOCIAL ASPECT COMPLIANCE

Contractor’s Safeguard Compliance: Contractors are maintaining compliance by following the social safeguard norms set by the Project. Contractors have been instructed to avoid loss of assets, livelihood of the people and safety of construction workers. The supervision consultant is responsible for ensuring the same.

HIV/AIDS Awareness and Prevention Program: In order to make the people aware about the diseases, the HIV/AIDS awareness and prevention programs have been organized at different locations on subproject road. Awareness programs have been organized for construction workers to provide counseling/advisory on HIV/AIDS and provision of free condoms. Additionally, to promote and ensure healthy living, workers have been made aware about cleanliness, garbage disposal etc. The details of HIV/AIDS awareness programs along with photographs and a list of participants is attached as Annexure 3.

7 GRIEVANCE REDRESS MECHANISM

It would be pertinent here to refer the Asian Development Bank‟s policy, which requires proper mechanisms for resolution of disputes that may arise from any aspect

The mechanisms should be affordable and accessible, and third parties independent of the implementers should be available at the appropriate point in the process. The grievance procedure need to be simple, administered in the first instance at the local level to facilitate access, flexibility and open to various proofs taking into account the need for speedy, just and fair resolution of their grievances.

Grievances Redress Mechanism (GRM) of the subproject is an integral part of Resettlement Framework. Resettlement Framework insists forming of a Grievance Redress Committee (GRC) at the PIU level to deal with the disputes, complaints, receiving suggestions and facilitate timely implementation of the subproject. GRM has been established in two levels firstly GRC (State Level) at MPRDC, Bhopal and secondly GRC (Divisional Level) in each Division set up to monitor project implementation. The Details of State level and divisional level GRCs are attached in Annexure 4.

A complaint register is maintained at each division and contractor camps for recording of complaints of local public and other stakeholders. During this reporting period, the Consultant asked most of the people during public consultation and no grievances were received from any of the community. When asked, most of the people told that they are not having any serious grievances against the project, while few grievances demure in nature were settled by supervision consultant and Divisional Manager in the beginning itself like providing access to dwellings, water pumps and cattle/pedestrian movement.

8 COMPLIANCE STATUS WITH RESPECT TO LOAN COVENANT The compliance status with respect to loan covenant is presented in the Table 5 below: Table 5: Compliance Status S. 9 CONCLUSION

The project does not involve any land acquisition and resettlement impact. All road construction work has been taken up within the available RoW. Also, Contractors were clearly instructed to construct the road without affecting any boundary/ fencing of built up property. In event of any conflict, the contractors were instructed to get such incidents to the knowledge of supervision consultant and the local MPRDC office well in advance to find out alternate solutions. In case any complaints

Semi Annual Social Safeguard Monitoring Report 9 | P a g e Madhya Pradesh District Connectivity Sector Projects (MPDCSP), Loan No. 3189-IND are submitted, an effective and efficient GRC mechanism is already in place for timely and sensible hearings and facilitates solutions.

Additionally, the Contractor was advised time to time to improve safety, environment and social safeguard measures by providing personal protective equipment such as protective clothing, safety gear and safety shoes, helmets, first aid kits at all working sites and also to install traffic control measures to limit disruption to traffic and ensure safety of pedestrians including sprinkling of water in built up areas and also organize HIV/AIDS awareness program periodically. In overall, the Contractor has attended most of the contractual obligations as briefly discussed in this report.

10 INTRODUCTION AND PROJECTBACKGROUND Asian Development Bank (ADB) assistance under Madhya Pradesh District Connectivity Sector Project (MPDCSP) project loan 3189-IND has identified, 12 stretches of existing Major District Roads (MDRs)with total length of 375.430kms for widening and reconstruction in the state of Madhya Pradesh. The 12 identified MDRs are scattered across in the districts of the Rewa, Sidhi, , Katni, Sagar, Damoh, Tikamgarh, Panna and Chhatarpur. The proposed program for widening and reconstruction of MDRs, from single lane/ intermediate lane/ two lane carriageway to two lane road. The MPRDC aimed at improving the major district roads to provide reliable road transport services in the state of Madhya Pradesh. 11 BRIEF DESCRIPTION OF SUB-PROJECTS All the sub projects have been assessed to be of Social Safeguard Category „C‟ as per ADB‟s Safeguard Policy Statement 2009. Civil work of Package-K completed in September-2016, Package-H completed in April-2017, Package-I completed in October-2017 and Package-J completed in November-2017.Social Safeguard Monitoring Report is concerned with the 04 Packages (Package-H to Package-K) for the period from July-2018 to October-2018. 12 RESETTLEMENT IMPACTS IN THE SUB-PROJECTS No involuntary land acquisition required under any subproject; however, there was temporary disruption of livelihood on roadside vendors during construction period. The affected households have willingly signed MOUs during the DPR stage that they are willingly forgo small assistance in favor of better roads and based on that their business and income will increase. However, the Consultant had conducted ground verification in the light of DDR and found that the project does not involve any land acquisition and involuntary resettlement. All road construction work has been undertaken within the available RoW. Also, Contractor clearly instructed to construct the road without affecting any built up private/public property/house boundary etc. Also, the Contractor provided adequate access without any disruption of their livelihoods as people have revealed during consultations and group discussions with local communities. 13 SOCIAL SAFEGUARD ACTIVITIES DURING THE REPORTING PERIOD 13.1 Social Issues

In order to identify any social impact, due to the project implementations, the client and the consultants have carried out several site visits and consultations in the project areas. Based on site visit and discussions held with the local residents in the project areas, it has been confirmed that the implementation of the concerned project have no any negative social impact. 13.2 Impact on Land, Structure and Livelihood

It has been stated earlier in the Due Diligence Report that these subprojects are classified as category „C‟ for involuntary resettlement in considerations of the ADB‟s Safeguards Policy Statement. As the subproject road completed and no activities has been done during this reporting period. The resettlement monitoring review has been done periodically and it has found that there was no negative impact, which required mitigation measures as the construction activities done within the available RoW of subproject roads. No additional land acquisition required under any subproject and there was no loss of livelihood. 13.3 Verification and Relocation of Community Structures (CPRs)

Impact on CPRs is critical from the point of view of community. In terms of CPR, only handpumps affected by the subprojects. The handpump list recorded in the SDDR has been verified on ground in accordance with the detailed design. Also, efforts have been made to avoid impact on the hand pumps along the road. Summary of affected Hand pumps are provided in Table-3. The provision of shifting of hand pumps have been incorporated in the civil contract and the handpumps relocated in consultation with the community and Sarpanch of the concerned village. However, no construction/ implementation activities done during this reporting period and handpumps are shifted/ relocated before December-2017. The mechanisms should be “affordable and accessible,” and third parties independent of the implementers should be available at the appropriate point in the process. The grievance procedure need to be simple, administered in the first instance at the local level to facilitate access, flexibility and open to various proofs taking into account the need for speedy, just and fair resolution of their grievances. Grievances Redress Mechanism of the subproject is an integral part of Resettlement Framework. Resettlement Framework insists forming of a Grievance Redressal Committee (GRC) at the PIU level to deal with the disputes, complaints, receiving suggestions and facilitate timely implementation of the sub-project. Grievance Redress Mechanism has been established in two levels firstly Grievance Redress Committee (State Level) at MPRDC, Bhopal and secondly Grievance Redress Committee (Divisional Level) in each Division set up to monitor project implementation. The Details of State level and divisional level GRCs are attached in Annexure-2. A complaint register is maintaining at each divisions and contractor camp for recording of complaints of local public and other stakeholders. During this reporting period no any grievances were received from the community. 15 COMPLIANCE STATUS WITH RESPECT TO LOAN COVENANT The compliance status with respect to loan covenant is presented in the Table-4 below: Table-4: Compliance Status

16 CONCLUSIONS The project not involved any land acquisition and involuntary resettlement. All road construction work has been undertaken within the available RoW. Also, Contractors have been clearly instructed to construct the road without affecting any boundary/fencing of built up property. In event of any conflict, the contractors advised to get such incidents to the knowledge of supervision consultant and the local MPRDC office well in advance to find out alternate solutions. In case any complaints are submitted, an effective and efficient Grievance Redress Mechanism is already in place for timely and sensible hearings and facilitates solutions. The report confirms that all the subprojects have been completed before December-2017 and no further construction activities is required and does not involved social impacts associated with land acquisition and resettlement (LAR) and all the subprojects are in category 'C' and the project benefited entire population along the project road.

17 INTRODUCTION AND PROJECTBACKGROUND The Government of Madhya Pradesh (GoMP) has proposed to improve the major highway roads through the Madhya Pradesh District Connectivity Sector Project (MPDCSP) financed by Asian Development Bank (ADB). Madhya Pradesh Road Development Corporation Ltd. (MPRDC), fully owned by the GoMP has been designated as the Executing Agency for the Project. Under the ADB assistance loan No. 3189-IND, the project MPDCSP has identified 07 locations of existing Major District Roads (MDRs) with total length of 774.103 km for widening and reconstruction in the state of Madhya Pradesh. The proposed program for widening and reconstruction of MDRs, from single lane/ intermediate lane/ two lane carriageway to two lane road.

Additionally, the improved project road will enhance the flow of regional and inter- regional traffic and trade, accident reductions due to improved road and also reduce road user costs, thereby strengthening regional economic integration. In addition, the project road will also facilitate easier access by farmers, local communities and traders to social services and markets within the corridor that will help generate more income to augment the Government's effort in achieving social development and poverty reduction in the region.

The MPRDC aimed at improving the major district roads to provide reliable road transport services in the state of Madhya Pradesh and awarded the work of consultancy services for the supervision and quality control of the Civil Works Contracts for MPDCSP (Package3, Bhopal-2), comprising widening and reconstruction of 22 road corridors (MDRs). The 22 identified MDRs are scattered across in the districts of the Bhopal, Hoshangabad, , Ujjain, Gwalior, Guna and Shivpuri. An Index map showing the project roads is provided in Figure 1.

18 BRIEF DESCRIPTION OF SUB-PROJECTS All the sub projects have been assessed to be of Social Safeguard Category „C‟ as per ADB‟s Safeguard Policy Statement 2009. Civil work of Package-L, Package-M, Package-N, Package-O, Package-P, Package-Q and Package-R had been completed in October 2018, August 2017, June 2017, December 2017, March 2018, May 2017 and January 2018 respectively, and all the social safeguard issues have been addressed in previous report. 20 SOCIAL SAFEGUARD ACTIVITIES DURING THE REPORTING PERIOD Social issues: In order to identify any social impact, due to the project implementation, the client and the Consultants have carried out several site visits and consultations in the project areas during the reporting period of this document. Based on site visit and discussions held with the local residents and representatives of Nagar Palika and Gram Panchayat in the project areas, it has been confirmed that the implementation of the concerned project will not have any negative social impact. Also a complaint register is also maintained at respective sites/ camps to note any of the grievance registered at site. Till date there is no such complaint was raised during the reporting period. However, social expert of consultant also arranged public consultation throughout the project to ensure that no social/ resettlement issues remain unaddressed during the reporting period.

Impact on Land, Structure and Livelihood: It has been stated earlier in the DDRs that these subprojects are classified as category „C‟ for involuntary resettlement in consideration of the ADB‟s Safeguards Policy Statement. The resettlement monitoring review is being done periodically and it has been found that there is no resettlement impact; all construction activities are being undertaken within the available ROW of roads. No land acquisition will be required under any subproject. There will be no loss of livelihood permanently but there will be temporarily disruption of livelihood of mainly roadside vendors/shop keepers during civil work

Accordingly, the Consultant has conducted ground verification in the light of DDR and found that the project does not involve any land acquisition and involuntary resettlement. Also, the Contractor has provided adequate access and proper diversions, without any disruption of their livelihoods as people have revealed during community consultation.

Based on the signed MoUs during DPR, again verified and consulted with the vendors/shop keepers after the construction of the project road for their willingness about the project, they stated their assistance for the better roads and based on that their business and income have increased and again obtained signed consent after completion of the construction work of few shop keepers.

Verification of Community Structures (CPRs): Impact on CPRs is critical from the point of view of community. In terms of CPR, only hand pumps and pipe lines were impacted. The list of hand pump and pipe lines recorded in the DDR has been verified on ground in accordance with the detailed design. Also, efforts have been made to avoid impact on the hand pumps along the road and a revised list has been prepared. The provision of shifting of hand pumps have been incorporated in the civil contract and the hand pumps were relocated in consultation with the community and Sarpanch of the concerned village. List of Hindrances affected are provided in Table 3 and the details of the same are attached in Annexure 1.

21 CONSULTATION WITH THE STAKEHOLDERS Public consultations were organized with local communities including local residents, road side vendors, shop owners, women groups as well as construction workers where people were seen satisfied and appreciated the project. Location/village wise, a list of participants is presented in subsequent section. The responses that emerged during consultations with local people/communities are outlined below:

 There is an increase in child birth rate due to better connectivity of roads to the hospitals.  The percentage of women in local vendors like, Sabjiwalas, Pheriwalas increases.  Better connectivity to the day to day amenities and villages to towns.  Farmers have easy access to the markets and obtained good prices for their crops. The chances of broker‟s fraud and black marketing have nil as farmers have direct access to the markets and consumers.  Easy access to the road accident survivors from the highways to the hospitals. Quick pick up and drop through the ambulance. Hence increased the rate of survivals.  The majority of the people have appreciated the project road construction work;  Reduction in travel time, traffic congestion and vehicle operating cost;  Better access to health care, education, market and other social services;  Positive impact of improved project road in terms of better quality of life and living standards;  Literacy rate of females increases due to better connectivity to the schools.  Better conditions of roads reflect the better socio-economic living of the population lives around the areas.  Gender equality increases between male and female workers, as the safety for female increases due to better connectivity of roads.  Traffic flow on these roads increase due to better conditions, hence turned increase the income of the local vendors having their shops at the roadside.

The Public consultation were conducted to comprehend expectation from proposed project and also to understand the need and concerns of the local people including vulnerable groups and elderly population. The list of the participants were documented and photographed during consultation are attached in Annexure 2. 22 STATUS OF CONTRACTOR SOCIAL ASPECT COMPLIANCE

Contractors are maintaining compliance by following the social safeguard norms set by the funding agency. Contractors have been instructed to avoid loss of assets, livelihood and health of the people and safety of construction workers and local resident at the work site.

HIV/AIDS Awareness and Prevention Program and medical camps have also been arranged at regular intervals in order to make the people aware about the diseases like HIV/AIDS and other physically transmitted diseases and their preventions at different locations on sub-project of the packages. Awareness programs have been organized for construction workers‟ to provide counseling/advisory on HIV/AIDS and provision of free condoms. Approximately anonymous number of condoms and other medicines has been distributed during the programs arranged at labour camp sites. Additionally, to promote and ensure healthy living, workers have been made aware about cleanliness, garbage disposal, Proper sanitation etc along with maintaining proper balance between health and safety during construction works. The details of HIV/AIDS awareness programs, distributing free condoms and medicines with photographs are attached as Annexure 3.

23 GRIEVANCE REDRESS MECHANISM It would be pertinent here to refer the Asian Development Bank‟s policy, which requires proper mechanisms for resolution of disputes that may arise from any aspect of the compensation and development process. The mechanisms should be affordable and accessible, and third parties independent of the implementers should be available at the appropriate point in the process. The grievance procedure need to be simple, administered in the first instance at the local level to facilitate access,

Grievances Redress Mechanism of the subproject is an integral part of Resettlement Framework. Resettlement Framework insists forming of a Grievance Redress Committee (GRC) at the PIU level to deal with the disputes, complaints, receiving suggestions and facilitate timely implementation of the sub-project. Grievance Redress Mechanism has been established in two levels firstly Grievance Redress Committee (State Level) at MPRDC, Bhopal and secondly Grievance Redress Committee (Divisional Level) in each Division set up to monitor project implementation. The Details of State level and divisional level GRCs are attached in Annexure 4.

A complaint register is maintaining at each contractor active camp site for recording of complaints of local public and other stakeholders. During this reporting period, asked most of the people during public consultation and no any other grievances were received from any of the community. When asked, most of the people told that they are not having any serious grievances against the project, while few grievances demure in nature are settled by supervision consultant team and divisional manager in the beginning itself.

24 COMPLIANCE STATUS WITH RESPECT TO LOAN COVENANT The compliance status with respect to loan covenant is presented in the Table 5 below:

25 CONCLUSION

The project does not involve any land acquisition and involuntary resettlement. All road construction work is being undertaken within the available RoW. Also, Contractors have been clearly instructed to construct the road without affecting any boundary/ fencing of built up private property. In event of any conflict, the contractors were advised to get such incidents to the knowledge of supervision consultant and the local MPRDC officials at AGMs and DM level, well in advance to find out alternate solutions. In case any complaints are submitted, an effective and

9.2 Also, through effective consultation, the participation of the community in the process will be ensured. This in turn will certify that a sustainable growth model is put into action benefitting the local residents and the road users after the completion of the Project. The report confirms that the project does not have adverse social impacts associated with land acquisition and resettlement and it is expected that the project will benefited entire population after the completion of the project.
