    District likely to ask for extension to meet standard BY STACEY SHEPARD, Californian staff writer Bakersfield Californian, Monday, Jan. 29, 2007 Valley air regulators will likely ask for a delay in meeting a federal air standard today. That's when the San Joaquin Valley Air Pollution Control District will release its latest draft plan for cleaning up ozone, the main ingredient in smog. The current deadline for reducing ozone to levels mandated by the federal government is 2013. "We really have a problem here that no one else in the country has to face," said Brenda Turner, a spokeswoman for the district. Ozone is created when nitrogen oxides -- emitted from vehicle tailpipes, factories and construction equipment -- react with sunlight. Increased ozone is known to aggravate lung disorders. Ozone tends to become trapped here because of the valley's shape, stagnant air and hot temperatures. To make the 2013 deadline, the valley must cut emissions by nearly 70 percent. To do that, the last version of the cleanup plan, released by the district in October, estimated it would take 7.5 billion in taxpayer dollars to fund incentive programs. Even if money weren't an issue, the district doesn't believe the technology is available yet to make the needed reductions by 2013, Turner said. That's why more time seems to be the only alternative. Potentially, the deadline could be extended out by 10 years to 2023. Doing so would drop the price to fund incentive programs to about $2 billion or less, air district officials have said. The state Air Resources Board decides whether to grant an extension.

    Submission No 6 NON-REGISTERED MOTORISED VEHICLES Name: Mr Mark Walker Date Received: 10/03/2013 Mr Greg Aplin MP Chair Joint Standing Committee on Road Safety NSW Parliament 10/03/2013 Re: Inquiry into Non‐registered motorised vehicles Dear Sir Upon becoming aware of the Committee’s Inquiry via an advertisement calling for submissions in the SMH (9‐ 10 Mar 2013), I resolved to make the Committee aware of my concerns in this regard. As I understand it from current road and vehicle regulations: ‐ Mobility scooters are not allowed to travel on public roads, are limited to 10km/h and 110kg unladen mass, but otherwise are not regulated ‐ Electrically‐assisted pedal‐powered bicycles (ADR category AB) are limited to 200W motors, but are otherwise unregulated ‐ ICE‐assisted* pedal‐powered bicycles are limited to 50cc capacity, must comply with certain noise limits, but are otherwise unregulated ‐ Segways are currently banned ‐ Mopeds (being motorised pedal‐assist cycles) must be registered as for ‘motorcycles’ whether electric or ICE‐powered ‐ Quad bikes, pitbikes and other similar small‐capacity motorised vehicles (like buggys) are restricted to ‘offroad recreational vehicle’ licensing for use in designated areas (such as Stockton Beach) but are otherwise unable to be registered or driven on roads and in public areas due to non‐compliance with ADRs. * ICE – Internal Combustion Engine As the Committee’s focus in its terms of reference is ‘usage’ and ‘impact on road safety’ perhaps the latter needs to be clarified, especially in regard to those vehicles specifically designed and only ‘allowed’ to be used ‘off‐road’.

Four key findings have been identified by the E-Truck Task Force as barriers currently affecting the growth and viability of E-Truck sales; 1) high incremental cost, 2) poor vehicle quality and support from supplier(s), 3) unexpected costs and energy planning with infrastructure, and 4) reduced operation in extreme climates. The E-Truck Task Force developed a set of action-oriented recommendations for overcoming each barrier. 1. E-Truck Task Force Background 1.1 Key Findings from 2012 E-TTF Report CALSTART’s E-Truck Task Force (E-TTF) was originally created in 2011 to help understand, support and expand the production and successful deployment and use of plug-in electric trucks and buses. CALSTART published E-Truck Task Force Findings and Recommendations in 2012 based on a year-long research and industry engagement process. In that report CALSTART outlined the best use profiles for successful E-Truck deployment, provided a business case calculator for fleets, highlighted early adopter user experience, developed an infrastructure planning guide, and then established industry recommendations of actions required to speed market success.
