Journal of the Senate Wednesday, January 11, 2012 -2- JOURNAL OF THE SENATE JOURNAL OF THE SENATE 2012 REGULAR SESSION WEDNESDAY, JANUARY 11, 2012 The Senate met at 12 m. and was called to order by Lieutenant Governor William T. Bolling. The Reverend Jay Kelchner, Shady Grove United Methodist Church, Mechanicsville, Virginia, offered the following prayer: O God, maker of all good things, giver of place, promise and purpose, we acknowledge Your creative power. From the Cumberland Gap, Blue Ridge Mountains and Shenandoah Valley, through the Piedmont and Tidewater to the Eastern Shore, from Northern Virginia to the Southside, we gather in this place united and guided by a common cause. We offer ourselves in humility, sincerity and diligent purpose to be good stewards of that which You have entrusted to us. We thank You for our evening rest, for the joy and promise of the morning and the opportunities that lie ahead. Inspire us now for the work of the people. Guide our thoughts and actions. Give to us the strength to endure and to share the best of ourselves responsibly, effectively and for the common good. O God of new beginnings, for some this is a new journey. We stand in awe of the voices of yesteryear that still resonate within this chamber. As it was for them as they first stood here, there is much to learn and yet much to be offered. Help us to have the confidence in ourselves that others have lent to us for just a season. Grant us clarity of vision and voice. O God of unifying Spirit, remind us that the work that is before us will necessitate cooperation as well as obligation and that our duty goes beyond our constituency. Help us in our responsibility to consider and protect the inherent rights of the people as we are amenable to them, yet again ultimately to You. Where we may not agree on the correct path toward an intended destination, help us to take the next best step. Give to us the resolve to maintain our integrity throughout this journey and to accomplish that which will lead this great Commonwealth forward. I. ADMINISTRATIVE MATTERS A. Call to Order and Opening Comments. Mr. Tommy Thompson, Vice Chairman and Acting Chairman. Mr. Thompson called the meeting to order at 1:06 p.m. He then welcomed new FMFADA Board members Jim Cheng Secretary of Commerce and Trade, who was represented by Carrie Cantrell, Secretary of Natural Resources Doug Domenech, Secretary of Administration Lisa Hicks-Thomas, and Assistant to the Governor for Commonwealth Preparedness Terrie Suit. He added Secretary of Finance Ric Brown has been reappointed. Mr. Thompson also recognized the departing Board members: Secretary Preston Bryant, Secretary Viola Baskerville, Secretary Patrick Gottschalk, and Assistant to the Governor for Commonwealth Preparedness Robert Crouch, Jr. Mr. Thompson informed the Board that the Commonwealth has passed a resolution that reorganizes the FMFADA Board, and that the new Board does not go into effect until July. Since several of the Board members terms expire this month; they must be reappointed. Mr. Thompson has asked Dr. Lett, Secretary Brown and Senator Miller to be on the nominating committee to reappoint the expiring Board members in the interim, and to appoint the new Board that goes into effect in July. He added they will report at the end of the meeting. McDonnell Office of the Governor Patrick Henry Building, 3rd Floor 1111 East Broad Street Richmond, Virginia 23219 Dear Governor McDonnell: On behalf of your staff, executive branch agencies, citizens and stakeholders, it is our pleasure to provide you with this report of the results of the Regulatory Reform Initiative (“RRI”). A year ago, you asked us to begin this initiative to reduce the burdens that regulations place on the citizens of Virginia. We are pleased to report this initiative has yielded significant results. As you said at the launch of this initiative: “While the regulations contained in the Virginia Administrative Code are important parts of ensuring the safety and well-being of Virginians, these regulations can sometimes also be unnecessarily burdensome on the people and job creators of the Commonwealth. Unnecessary administrative burdens hamper job creation by Virginia employers. Smart regulatory reform will produce a freer and better environment for citizens and businesses.” Through this initiative, 931 sections of state regulations have been, or are in the process of being, repealed. Additionally, executive branch agencies have pursued 110 regulatory actions, impacting 678 sections of regulations, to reduce burdens on Virginians and make our regulations easier to understand. This work could not have been completed without the guidance of former Director of Policy Development & Deputy Counselor to the Governor Jeff Palmore, the hard work and tireless efforts of Melanie K. West and the rest of the Economic and Regulatory Analysis Division at the Department of Planning and Budget, and the 29 agencies that participated in this effort.
