Why TAHUPAC? First!

I can’t give much money so how can my gift make a difference? ● You don’t have to! The BIGGEST PACs in Texas often get relatively small donations but most of their members are giving. It all adds up!

Why should I give to our PAC? ● PAC giving is the strongest indicator of the success of any statewide organization at the Capitol! Only people (not companies) can donate to PACs. Without your donation, we simply won’t have a PAC! ● Large trade organizations like TAHU typically have the biggest PACs. This significantly helps them achieve success at the Capitol. ● The largest political donors in Texas are NOT large corporations or health plans...they are association PACs! TAHUPAC should be one of them.

What’s the difference between TAHUPAC and HUPAC? ● The TAHUPAC is TEXAS! HUPAC is DC. Texas first! Get a rope!

What’s the TAHUPAC mission? ● To support TEXAS candidates who support TAHU’s values and priorities at our state Capitol in Austin.

What does the TAHUPAC use the money for? ● We support TEXAS legislators who work on our issues in Austin.

Don’t my dues support the PAC? ● No! That’s illegal! TAHUPAC is a separate fund. It can ONLY be funded by TAHU member donations (no corporate funds allowed).

I am already a HUPAC donor. Why would I want to donate to TAHUPAC, too? ● Both PACs are important: federal legislators shape health insurance policy at a high level; state legislators tweak those policies to fit our local marketplace. ● Those ACA changes by the feds will trickle down to the state for implementation and interpretation. ● We can also impact state level regulation of fully insured plans.

THE ACA IS ON LIFE SUPPORT - NOW IS THE TIME to flex our muscle and build our PAC in Texas to prepare for the post-ACA future! Texas will lead the way and we want to have the strongest voice possible with the decision makers.

What does my TAHUPAC donation buy? Texas Legislative Successes, past and future including... ● An audience with key thought leaders at local Chapter meetings and at our Day at the Capitol in Austin! ● Authority for TDI to apply for two waivers of the ACA, including a new high risk pool if the feds make funds available; ● A statewide BAN on balance billing; ● A new high/low arbitration process to resolve our customers’ balance billing problem; ● Composite premium rates in small group market; ● Increased access to telemedicine products for our clients; ● Improved formulary disclosure and drug pricing transparency; ● Required licensure, registration and transparency of freestanding ERs; ● More regulation of false advertising and price gouging by freestanding ERs; ● Mental health parity for our customers; ● Market flexibility on short term health plans; ● Coverage mandates including Hearing Aid, Cochlear implants, digital mammography, prescription drugs; ● Improved searchability and updating of provider directories; ● Fewer policyholder hassles for preauthorization requirements; ● Prescription drug co-share improvements; ● Increased provider access for Medicaid patients; ● Changes to Texas Insurance Code to allow employers to pay 100% of the premiums and receive a reduced premium (SB 80)

What will TAHU work on next session? Hot topics will include: ● New approaches to bending the healthcare cost curve; ● Increased stability of the Individual and Small Group Marketplace; ● Possible Medicaid Expansion; ● Expanded state waiver applications from the ACA; ● Creation of a new hybrid high risk pool; ● Help with end of month EDI carrier feeds of employee terminations;

Who does TAHUPAC support? ● Both Republicans and Democrats who understand TAHU’s issues, take action on them as a policy leader, and are in a position to impact them; ● We have made more than 170 donations over the last five years; ● We have a 95% success rate - almost every candidate we supported won their race; ● Successful leaders: The majority of our donees serve in their chamber’s leadership, and/or on the House Insurance Committee or the Senate Business & Commerce Committee that handle our issues; ● Many of those donees are regular speakers at TAHU Chapter meetings and Day At the Capitol; ● We invest your money wisely and effectively; we get more bang for our buck TOGETHER!
