Under normal circumstances, the league usually kicks off early September. This delayed kickoff was attributed to the COVID- 19 pandemic and the subsequent government lockdown. The league was scheduled to end on Wednesday 30th June 2021. However, the league was declared concluded on Tuesday 29th June 2021 due to the second wave of COVID 19 Pandemic and the government lockdown in force, among other reasons. The league was concluded in line with article 18(1) (c) & (d) of the FUFA Competitions Rules (Failure to complete the league due to force majeure situation). Fixture Stability: In 2020/21 the UPL Secretariat only made two (2) adjustments to the fixture compared to eight (8) in 2019/20 Season. Our Goal is to have a more stable fixture which runs the entire season without adjustments unless circumstances beyond our control dictate otherwise. The fixture congestion in both the first round and second round was due to the delayed kickoff that was attributed to the COVID-19 pandemic. Televised Matches: StarTimes-the official broadcaster of the Uganda Premier League aired the league games on Sanyuka TV. A total of 70 matches were televised out of the 213 matches played compared to 69 matches that were televised (Live on Sanyuka TV) out of the 200 matches in 2019/20, 75 matches televised in 2018/19 (Sanyuka TV), 63 matches televised in 2017/18 (Azam TV) and 51 matches televised in 2016/17 (Azam TV). The broadcaster’s target was to televise 130 matches in the 2020/21 season; however with the congested fixture and limited days allocated to the SUPL as per the FUFA calendar, this target was not realized. StarTimes (Sanyuka TV) provided a recording to the Clubs, Officials and UPL secretariat of every match televised. Cases: Twenty-six (26) petitions were referred to the FUFA Competitions Disciplinary Panel for action and were all handled and verdicts communicated. Most of these were attributed to non-compliance with the FUFA COVID-19 Rules and Regulation. Two (2) petitions were sent to the FUFA Referees Disciplinary Panel on poor officiating and all were handled and verdicts communicated. Player’s Data: The issue of player data/Information from FUFA Competitions was resolved by the creation of the FUFA COMPETITIONS MANAGEMENT SYSTEM (CMS). Match Balls: Efforts to get an official match ball sponsor continues. State of Facilities: Compared to the previous seasons, this time round the issue of poor pitches didn’t affect our fixtures. Club and Player Licensing: Some clubs struggled with club and/or player licensing processes. Some clubs provided alternative home grounds few days to the league kickoff. This partly caused delayed fixture release. Relatedly, some clubs did not secure player licenses in time and this resulted into some teams having less substitute players on their technical benches. This is not good for the club and league brands.
