Update on Children’s Community Health Services Project

Purpose of Report

1. Children’s Community Health Services in Wiltshire are currently being re- tendered to seek a single contract/provider of children’s community health services. This will lead to more equitable support across the county, easier access to services and the potential for improved joint work with GPs, and other partners to improve the health and wellbeing of Wiltshire’s children and young people. This report provides information on the background to this joint commissioning project.

Background

2. Community Child Health Services in Wiltshire are currently provided by five organisations with some variations in service models and pathways. The five providers are Great Western Hospitals NHS Foundation Trust, Sirona Care & Health, NHS Foundation Trust, Royal United Hospital NHS Foundation Trust and Borough Council. The following services - currently commissioned by Wiltshire CCG, NHS England Area Team and Wiltshire Council - are part of this project:

Following a detailed and robust engagement process, an over-arching service specification for Wiltshire Community Child Health Services was developed.

Part One of this specification sets out the over-arching requirements of the whole service including a set of 8 principles developed with stakeholders. Feedback from parent carers has confirmed that they fully support the content of the specification and feel it reflects their input during the stakeholder engagement process.

Part Two sets out each of the fourteen service elements to be delivered as part of this overarching service. A service description, key deliverables and outcomes are set out for each service element.

The statutory national specifications for Health Visiting, the Child Health Information System (CHIS) and Family Nurse Partnership are attached in full in an appendix.

A Quality Schedule sets out quality and performance indicators for each of the principles of the over-arching specification and then specific indicators for each of the service elements where applicable.

It is expected that a detailed score card will be developed with the provider once the contract has been awarded.

Main Considerations for the Council 3. The project is overseen by a project steering group chaired by Carolyn Godfrey, Director of Children’s Services, Wiltshire Council, with membership representing all partners. The Vice Chair of the group is Ted Wilson – Group Director of NEW in the CCG. Dr Martin Foley and Dr Debbie Beale are the Clinical Leads on the group. Progress on key elements of the project is set out below.

The tender was advertised in mid-December 2014 and six Pre-Qualification Questionnaires (PQQs) were submitted. Five of these providers were successful at PQQ evaluation and were invited to submit a tender application.

As agreed at the Steering Group, the evaluation of bids is being undertaken by a core group of evaluators including:  Deborah Fielding - Chief Officer, NHS Wiltshire CCG  Dr Martin Foley – GP and Clinical Lead for this project  Julia Cramp - Joint Associate Director – Children’s Commissioning  Susan Tanner - Head of Commissioning and Joint Planning Wiltshire Council Children's Services  Justine Womack – Public Health Consultant, Wiltshire Council  Debbie Hirons – Project Manager  Jo Gray – Public Health Programme Manager, NHS England  Chris Phillips – Public Health, NHS England

Additional evaluators for specific elements such as Safeguarding; HR; Estates, finance and external evaluators for clinical elements (Community Paediatrician; Therapist; Public Health Nurse; Paediatric Nurse) were recruited to support the core evaluation team.

A recommendation on a preferred provider will be made to Cabinet in September.
