Llangadog Community Council meeting held on Tuesday 05 June 2007, in the Pavilion Llangadog at 7.30 p.m.

3222/07 To approve and sign the minutes of the meeting of 01 May 2007: The minutes of the Council Meeting held on Tuesday 01 May were read and it was RESOLVED they be approved as a true record of the Meeting.

3223/07 P C Howie Davies: 1. PC Howie Davies was accompanied by PCSO Stephen Griffiths and Jenna Loyton, a placement student from Trinity College; he apologized for non-attendance last month. 2. He said the there had been some minor accidents in the area but nothing to be concerned about and that he had nothing extraordinary to report and went on to elaborate: 3. The School Crossing Lady had mentioned the increase in Pipe Line Traffic going past the School; speed checks have been conducted directly outside the School and these checks will continue. 4. He was aware of the Car parked on the Common and that the occupant had been sleeping in it; he had received assurance that the gentleman intended moving on. 5. the Surgeries would be starting in the Post Office as soon as Insurances, Health & Safety, etc. were in place 6. He was finding dealing with the anti-social behaviour of the young people in the community a challenge. 7. Lack of Bins in the Village had been noted – namely near the Park/Rhyd y Fro with rubbish being thrown in the Park and near the Paper Shop which now sold Coffee 8. Car Parking was still prevalent in the Square. 9. PC Howie Davies was asked to look at the sharp bend in the road, at New Inn, Gwynfe; both Cllr Hugh Davies and Cllr Ellis Davies had been approached by a member of the Community that it was very dangerous at that point, where an accident had recently occurred. The Chair thanked them for attending.

3224/07 Matters Arising: (1) Welsh Ambulance Services NHS Trust: had replied to our letter stating that “if we require an answer to a specific claim, we need to supply details of call i.e. date, time, location, emergency or urgent call etc.” Out of hours emergency is not in their remit. Noted. (2) BBNPA Consultation Document: the Chair had read the Document and made some important notes which she read to Councillors; it was RESOLVED that the Chair complete the Consultation Document and return it to BBNPA. (3) Email from Mario Cresci: which Councillor Gerallt Davies read out regarding the five points put to them. Noted. (4) Telephone Call from Steve Quick to Clerk; in reply to our letter, to say that he would dispatch a gang to see to the culvert at Capel Maen; Councillor John Price had been notified by the Clerk. Noted.

3225/07 To receive Councillors reports on events and meetings attended for the Council: There were none.

3226/07 Correspondence matters for consideration: 1.1 Notification of CCC’s Public Lighting Department change of address. Noted 1.2 CCC’s Carmarthenshire Local Access Forum Annual Report 2005 -2006. Filed 1.3 Audit Office proposes that BDO Stoy Hayward should continue as the appointed Auditor. Noted and Filed. 1.4 The Standard Board for England – notice of new Code of Conduct; downloaded a ‘Model Code for Parish Councils’ which can be worked on, but since then another letter had been received, apologizing for sending us the letter in error. 1.5 Western Power Distribution Safety Leaflet; especially noted by Cllr. Hugh Davies. 1.6 KOPMPANI Play Areas Brochure. Noted. 1.7 Inspector’s decision on the appeal by Mr Ralph Searle and Mr R Searle site at Godre Waun, Capel Gwynfe, Llangadog, SA19 9RN; APP/P9502/06/1199247 & APP/P9502/C/06/1199459. Noted; filed with Plans for month of June. 1.8 From CCC, about the untidy land between Rhosydd and Millers Rest, Felindre, Llangadog. Noted 1.9 From CCC change of name to Plot 5, Cefn Crewil, Bethlehem . Noted. 1.10 Noah’s Ark Appeal Booklet. Noted. 1.11 Letter from Gwynfe Community Association Secretary, to Chair Cllr Janet Hope informing Council of their £2,000 grant for the continuation of Yoga Practice 1.12 Mid and West Wales Fire and Rescue Authority Draft Risk Reduction Action Plan 2008/09 – asking for input. Also Mid & West Wales, Fire & Rescue Authority Consultation Form ‘to have our say’. Both dealt with previously. 1.13 Cambria Archaeology – invitation to Landscape Investigation Programme Workshop 17 May 2007. Noted 1.14 The Carmarthenshire Community Health Council – vacancies for members and notice of Health Panel Meetings and Three Counties Planning Forum Local Council Clerks Membership; both Cllr Wyn Jones & Cllr Ellis Davies are aware of this. 1.15 Local Council Clerks Membership; also their magazine The Clerk. Noted. 1.16 Mr. Page’s increase for servicing Llangadog Cemetery and Bethlehem Corner: • Cemetery increase to £45 per cut • Bethlehem Corner increase to £15 per cut Debate on Mr. Page’s increase in Fees; Cllr. Geraint Evans to take back Councillor’s comments to Mr. Page and discuss his latest Invoice. 1.17 Carmarthenshire Partnership Annual Forum 2007 on Friday 15 June at Selwyn Samuel Centre, . Noted.

3227/07 Accounts for Payments: 1) for charitable donations x 8 (see Minutes of 01 May) for signing. 2) to receive the Clerks report of tasks performed during May, and to pay Clerks Salary £200 and Expenses (stamps & telephone calls) £13.02 = £213.02 3) for D Wyn Williams Translation Service £5.30 4) for W C Page Strimming and Mowing all grass areas £105 5) for orchardweb changes to Llangadog website April 2007 £62.50. Also Invoice for £60 for March and May. 6) Football: Angela Howell for 2 Goal Posts £19.94 Maudesports Limited for various articles £136.76 Lighting Hire of Llangadog Athletic Club £55 Full Council RESOLVED that payments be made after discussion on WC Page’s increase (3226/07); Orchardweb should have a ceiling on how much they could spend and there should be a discussion with Red Kite – Cllr Wyn Jones was made aware of these points; discussion also took place on The Football Club; the Clerk was requested to present to the next Meeting, Balances in Council Account, regarding Balchder Bro and Sportslot Grant

3229/07 Statement of Accounts:

The Clerk has completed the Accounts from 01 April 2006 until 31 March 2007 and she presented the Spreadsheets to Council; the Councillors have a copy of the Statement of Expenditure and Income and the forwarded VAT Claim figures. Council approved Accounts for audit and the Clerk will get the Internal Auditor to check documents.

RESOLVED Clerk writes and asks for clarification of exact positioning; County Cllr. Huw Morgan would ask an Officer in BBNPA to look into the matter.

(c) Planning Permission Refused: Application Reference: 06/00686/OUT Proposed 5 No residential dwellings (Outline Application at Land to Rear Old School, Bethlehem, Llandeilo, Carmarthenshire SA19 6YL. Noted.

3231/07 Any items requiring a decision relating to:

Recreation Pavilion: Cllr Ellis Davies reported that he and County Cllr. Huw Morgan had been to a Meeting on 04 June, 2007, and talked about Planning Application for the Balcony on the Building and were notified that it was not needed as Planning Officer has Plenary Powers; if no Grants are forthcoming, the Rugby Club will take on the task of accessing Grants.

Village Green: Boards need freshening up – Cllr. Wyn Jones will see to it. Notice Boards are due soon – Cllr. Wyn Jones will take delivery of them. Common needs trimming before the Carnival - Cllr. Wyn Jones

Lawn Cemetery: Nothing to report.

Roads & Hedges: Menter Bro Dinefwr Meeting was attended today by County Cllr. Huw Morgan and Cllr Ellis Davies; Objective 1 funding will not become available until 2009. Next Meeting on 19 June 2007. Cllr. Ellis Davies had checked all the springs on the gates and everything was okay.

Lighting: Clerk was asked to report to the Public Lighting Section of CCC that a light was out at Dyrfal Bridge near Providence Chapel. The Clerk had already reported a street light cover hanging off, situated between Brane Mill and Baron’s Court; this had been reported to the Clerk by Mrs. Steer.

3232/07 A.O.B: Two late Planning Applications & Planning Permission: re-directed by the ex Clerk - were discussed

(a) RESOLVED that Clerk should write supporting the following two Planning Permission Applications Planning Applications sought Application Reference: 07/01066/FUL Replacement dormer windows at Ynys Y Bont, Road, Gwynfe, Llangadog. Application Reference: 07/00899/CL 7 No 9m IT poles (1.5.to 2m.below ground and 7m above including attachments) at Maes Adda, Heol Y Gelli, Gwynfe, Llangadog.

(b) Clerk had received an email from Cllr. Angela Howell regarding her position as Football Coach and wanting to resign her position; she was informed that it was not a matter for the Council and that Council only held the Sportslot finances in safe keeping. See Accounts for payments 3227/07. It was suggested that Cllr Angela Howell put up Notices in the Village and in the Llangadog District News; June would put an article in The Post and possibly in the Journal.
