EPA Export 18-03-2011:13:18:18 SECTION A: NON-TECHNICAL SUMMARY

Advice on completing this section is provided in the accompanying Guidance Note.

A non-technical summary of the application is to be included here. The summary should identify all environmental impacts of significance associated with the discharge of waste water associated with the waste water works. This description should also indicate, where applicable, the hours during which the waste water works is supervised or manned and days per week of this supervision.

The following information must be included in the non-technical summary:

A description of:

− the waste water works and the activities carried out therein, − the sources of emissions from the waste water works, − the nature and quantities of foreseeable emissions from the waste water works into the receiving aqueous environment as well as identification of significant effects of the emissions on the environment, − the proposed technology and other techniques for preventing or, where this is not possible, reducing emissions from the waste water works, - further measures planned to comply with the general principle of the basic obligations of the operator, i.e., that no significant pollution is caused; − measures planned to monitor emissions into the environment.

Supporting information should form Attachment N o A.1

The current domestic population served by the existing networks is estimated at 231. The current total Population Equivalent served by the existing networks is estimated at

288. (Figures from the 2008 “Brief for For Townsinspection purposes and only. Villages”, DCC Sanitary Services Consent of copyright owner required for any other use. Design Office.)

Existing Waste Water Network

There are three small networks within the agglomeration.

1. The oldest, serves the village core. 2. Housing scheme network(An Choill) . 3. New Housing development at the junction of the R259/260.

The village network discharges waste water directly (untreated) to the sea beside the Pier. There is no treatment plant associated with the town sewer network. An Choill, housing scheme, constructed in 2001, carries waste water to a puraflo bed located at the back of the housing scheme on the shores of Leckenagh Lough (a small freshwater lake). The new housing scheme constructed in 2008 carries waste water to a small package plant on the bank of a small stream that flows into Leckenagh Lough.

EPA Export 18-03-2011:13:18:18

Existing Treatment plants

Waste water from the Village core receives no treatment. It discharges directly to the sea beside the pier. There is no treatment plant associated with the main outlet at the pier. The population equivalent being discharged via the main outlet is estimated at 168. Calculations for seasonal variations cannot be estimated at this time but will be taken into account at the design of the new scheme. The review report of 2008 states that Phase 1 of stage 1 of the scheme will have a design PE of 400.

The two small package treatment plants (at the two housing schemes) were permitted on an interim temporary basis pending construction of a new treatment plant for the village. Burtonport Housing scheme No.1 This housing scheme was constructed in 2001. Waste water from the network is collected in a sump at the shores of Leckenagh Lough and pumped to a puraflo bed at the rear of the houses. Further land drains just below the bed dispense the effluent to ground. The design capacity for Burtonport housing scheme No.1 is 60 with a current population served of 45.

Burtonport Housing scheme No.2 This housing scheme was constructed in 2008. Waste water from the network is treated in a package plant consisting of aeration and settlement units, from where the treated effluent is discharged to a stream tributary of Leckenagh Lough. The design capacity for Burtonport housing scheme No. 2 is 60 with a current population served of 50.

Existing outfall

There are three effluent outfalls, one For toinspection the sea purposes from only. the village core and two to Consent of copyright owner required for any other use. surface waters, (to Leckenagh Lough and to its inflowing stream).

Pump Stations

There is one pump station at “An Choill” housing scheme. Waste Water flows by gravity from the network to the pump station and is then forwarded to a puraflo bed at the back of the housing estate next to Leckenagh Lough.

Storm Water Overflows

There are no storm water overflows.

Discharge licences to sewer network.

There are no discharge licence within the agglomeration.

The WWTP is manned part time by the Waste Water Inspector with other supporting inputs when necessary. The Inspector is also responsible for the network by carrying out routine maintenance and scheduled specialised maintenance works.

Proposals for future upgrade

Burtonport is not listed on any development programme at present.

However a brief has been prepared by Donegal County Council(August 2008) for the proposed new Burtonport Sewerage Scheme. Recommendations have been made for construction in the (March 2008) Review Report and are titled Phase 1 of Stage 1. These are summarized as follows. Network 448m of foul sewers in village core 835m of rising main fro PS2 to treatment plant 120m of foul sewers at R259/260 junction to PS1 185m of rising main from PS1 to village core network
