1. Adoption of agenda LIBE_OJ(2019)1106_1

The draft agenda was adopted with the following changes: - Point 4: the presentations by the EEAS and the UNHCR were replaced by a presentation by Michael Koehler, Deputy Director-General, DG ECHO, European Commission - Points 10 and 11: the adoption of the draft reports on the Conclusion of a Protocol between the , the Swiss Confederation and the Principality of Liechtenstein as well as the Protocol between the European Union, the Republic of Iceland and the Kingdom of Norway concerning the criteria and mechanisms for establishing the State responsible for examining a request for asylum lodged in a Member State or in Switzerland regarding the access to Eurodac for law enforcement purposes were postponed.

Delegated and implementing acts

Presentation by the Commission of two delegated acts, one in relation to the Internal Security Fund (Borders and Visas), and another one in relation to the Asylum, Migration and Integration Fund. In the last mandate the EP plenary voted to object two delegated acts one on AMIF and another one on ISF. On 15 October 2019, the European Parliament received two (new) delegated acts (C(2019)7314) in relation to the Internal Security Fund (Borders and Visas), and (C(2019)7329) in relation to the Asylum, Migration and Integration Fund. A deadline of 2 months for Council or European Parliament to object applies (15 December 2019). Several political groups (S&D, GUE, Greens, RE) have requested that a point be added to the LIBE agenda in order for the committee to be informed of the background and main elements of the delegated acts as well as the decision-process given that it appears that Parliament was not informed on the drafting of these two new acts. This presentation is to take place in good time before the two-month deadline for objecting to those delegated acts lapses.

The Director-General of DG HOME had been invited to present the two delegated acts at the LIBE meeting of 21 November 2019. This presentation will be preceded by a technical meeting with political advisors on 11 November 2019. On 30 October 2019, the Parliament received Commission Implementing decision of XXX amending Commission Implementing Decision C(2015) 1585 final, as regards the title and the list of supporting documents to be submitted by applicants for short stay visas in Azerbaijan.

The reception of this implementing act was communicated to all LIBE Members via the LIBE DIA Newsletter of 31 October 2019 and an internal deadline for proposing an objection was set to 13 November 2019 at 12:00.
