I am happy to welcome you all to the 38th Dye Chem Bangladesh 2019, most prestigious and exclusive International Exhibition devoted to focus on all kinds of Dyes and Fine & Specialty Chemicals for the Bangladesh Industry jointly being organized by the CEMS Global’s for the ‘20th Textech Bangladesh International Expo 2019”, the biggest & oldest 4-day International Exhibition on Textile & Garment Technology, Machinery & Related services with concurrent exhibitions “16th Dhaka Int’l Yarn & Fabric Show 2019 (Summer Edition)” & “38th Dye + Chem Bangladesh Expo (Summer Edition)” at International Convention City, Bashundhara, Dhaka- Bangladesh.

You may be aware that Basic Chemicals, Cosmetics & Dyes Export Promotion Council, popularly known as CHEMEXCIL is set up by the Ministry of Commerce & Industry, Government of India with the objective of promoting exports of Dyes and Dye Intermediates, Basic Inorganic & Organic Chemicals, including Agrochemicals, Soaps, Detergents, Cosmetics & toiletries, Essential Oils, Castor Oil, etc. from India to various countries abroad. It provides a wide spectrum of services to trade and industry and acts as a catalyst for growth of India’s trade for promoting the above products from India.

CHEMEXCIL has an extensive infrastructure as well as marketing and information facilities that are availed by both exporters and importers.

The total export performance of the items covered by the Council for the period April 2018 to March, 2019 was USD 19.10 billion as against USD 15.91 billion of the corresponding period of last year, registering a growth of 19%. Likewise, the total export performance of these items to Bangladesh during the period 2018-19 has been USD 427.70 million as against USD 384.40 million of the corresponding period last year registering a growth of 11.26%.

Bangladesh as we all know is an important market specially for Dyes & Dye Intermediates and Basic Chemicals. In this context export of Dyes & Dye Intermediates to Bangladesh during the year 2018-19 was USD 145.30 million (Provisional), Inorganic, Organic & Agro chemicals was USD 174.19 (Provisional) and Cosmetics, Soaps, Toiletries and Essential oils was USD 108.04 million (Provisional).

You will appreciate that bilateral relations between India and Bangladesh have witnessed a transformation in the recent times with positive developments like Inland Waterways Authority of India ship carrying Bhutanese cargo was flagged off from Dhubri in Assam to Narayanganj in Bangladesh over Brahmaputra , our Honorable Prime Minister Prime Minister Shri Narendra Modi along with his Bangladeshi Counterpart Honorable Prime Minister Sheikh Hasina jointly unveiled e-plaques for development projects in Bangladesh, recently India has ensured duty-free access of Bangladeshi goods to Indian market, an increase of Bangladesh ready-made garments exports to India last year by 115 per cent (from $ 130 million to $ 280 million), and an increase in Indian investment, including in process, from $ 3 billion to $ 10 billion and also Akhaura-Agartala rail project will provide a major boost to development and economy of eastern Bangladesh and north eastern India.

I am sure, this exhibition will pave the way for increasing the volume of trade of both India and Bangladesh and diversify its composition. I therefore request both the Indian participants and the Bangladesh counterpart to take advantage of this Expo which would provide a window of opportunity to both of them to clinch attractive business deals.

FACT SHEET- BANGLADESH

Background:-

The huge delta region formed at the confluence of the and Brahmaputra River systems - now referred to as Bangladesh - was a loosely incorporated outpost of various empires centered on the Gangetic plain for much of the first millennium A.D. Muslim conversions and settlement in the region began in the 10th century, primarily from Arab and Persian traders and preachers. Europeans established trading posts in the area in the 16th century. Eventually the area known as , primarily Hindu in the western section and mostly Muslim in the eastern half, became part of British India. Partition in 1947 resulted in an eastern wing of in the Muslim -majority area, which became . Calls for greater autonomy and animosity between the eastern and western wings of Pakistan led to a Bengali independence movement. That movement, led by th e Awami League (AL) and supported by India, won the independence war for Bangladesh in 1971.

The post-independence AL government faced daunting challenges and in 1975 was overthrown by the military, triggering a series of military coups that resulted in a military-backed government and subsequent creation of the Bangladesh Nationalist Party (BNP) in 1978. That government also ended in a coup in 1981, followed by military - backed rule until democratic elections occurred in 1991. The BNP and AL have alternated in power since 1991, with the exception of a military -backed, emergency caretaker regime that suspended parliamentary elections planned for January 2007 in an effort to reform the political system and root out corruption. That government returned the coun try to fully democratic rule in December 2008 with the election of the AL and Prime Minister Sheikh HASINA. In January 2014, the incumbent AL won the national election by an overwhelming majority after the BNP boycotted, extending HASINA's term as prime minister. In December 2018, HASINA secured a third consecutive term (fourth overall) with the Awami League coalition securing 96% of available seats, amid widespread claims of election irregularities. With the help of international development assistance, Bangladesh has reduced the poverty rate from over half of the population to less than a third, achieved Millennium Development Goals for maternal and child health, and made great progress in food security since independence. The economy has grown at an annua l average of about 6% over the last two decades and the country reached World Bank lower-middle income status in 2014.

ECONOMY - OVERVIEW

Bangladesh's economy has grown roughly 6% per year since 2005 despite prolonged periods of political instability, poor infrastructure, endemic corruption, insufficient power supplies, and slow implementation of economic reforms. Although more than half of GDP is generated through the services sector, almost half of are employed in the agriculture sector, with rice as the single - most-important product.

Garments, the backbone of Bangladesh's industrial sector, accounted for more than 80% of total exports in FY 2016-17. The industrial sector continues to grow, despite the need for improvements in factory safety conditions. Steady export growth in the garment sector, combined with $13 billion in remittances from overseas Bangladeshis, contributed to Bangladesh's rising foreign exchange reserves in FY 2016-17. Recent improvements to energy infrastructure, including the start of liquefied natural gas imports in 2018, represent a major step forward in resolving a key growth bottleneck.

BILATERAL RELATIONS BETWEEN INDIA AND BANGLADESH

India was the first country to recognize Bangladesh as a separate and independent state and established diplomatic relations with the country immediately after its independence in December 1971. The relationship between India and Bangladesh is anchored in history, culture, language and shared values of secularism, democracy, and countless other commonalities between the two countries. It is based on sovereignty, equality, trust, understanding and win-win partnership that goes far beyond a strategic partnership. In the last couple of years, the relationship has been further strengthened including through cooperation in new and high-technology areas.

High Level Visits and Exchanges There have been regular high-level visits and exchanges between the two countries. There have also been frequent visits at Ministerial level as well as between senior officials on a regular basis.

Bilateral Trade and Investment The first Trade Agreement between India and Bangladesh was signed in 1972. The India-Bangladesh Trade Agreement was last renewed in PM’s visit in June 2015 for a period of 5 years with a provision for auto renewal. There are a number of other trade related agreements that have been signed between both countries. Bilateral trade between India and Bangladesh has grown steadily over the last decade. In the five years, total trade between the two countries has grown by more than 17%.India’s exports to Bangladesh in the period July 2016 – March 2017 stood at US$ 4489.30 million and imports from Bangladesh during FY 2016-17 stood at US$ 672.40 million. India has provided duty free quota free access to Bangladesh on all tariff lines except tobacco and alcohol under South Asian Free Trade Area (SAFTA) since 2011. Four Border Haats, two each in Tripura and Meghalaya, have been established for the benefit of bordering communities. Additional Border Haats on the India-Bangladesh border are under consideration. Total Indian investment proposals in Bangladesh registered with the Bangladesh Investment Development Authority (BIDA) exceed US$ 3billion. Indian Foreign Direct Investment (FDI) in Bangladesh reached US$ 88.0million in 2015-16. During PM Sheikh Hasina’s visit in April 2017, 13 agreements worth around US$ 10 billion of mainly Indian investment in power and energy sectors in Bangladesh were signed.

India has extended 3 Lines of Credits to Bangladesh in the last 7 years amounting to US$ 8 billion. This makes Bangladesh the largest recipient of LOC funds from India till date. During the visit of Bangladesh PM to India in January 2010, India had announced a US$1 billion Line of Credit (LOC) for Bangladesh covering projects in public transportation, roads, railways, bridges and inland waterways etc. Most of these projects have been completed and the remaining areat various stages of completion. India had extended the second LOC of US$ 2 billion during the visit of Prime Minister Modi to Bangladesh in June 2015. This LOC covers 15 projects in areas of Roads, Railways, Power, Shipping, SEZs, Health & Medical Care and Technical Education. During the visit of Bangladesh PM to India in April 2017, India extended a third LOC of US$ 4.5 billion to Bangladesh. The new LOC will cover projects in areas of Port. Construction, Railways, Roads, Airports, Power & Energy, Telecommunications, and Shipping etc. In addition to LOC funds, Government of India also providesgrant assistance to Bangladesh for projects under ‘Aid to Bangladesh’. Projects such as construction of school/college buildings, laboratories, dispensaries, deep tube wells, community centres, renovation of historical monuments/buildings etc have been financed by Government of India under this programme. At present, three Sustainable Development Projects (SDPs) are being undertaken in the cities of Rajshahi, Khulna and Sylhet. The extended development work of RabindraNath Tagore’s ancestral house in Shilaidaha is as well as 36 community clinics in selected districts of Bangladeshis also being undertaken. One of the biggest projects under the Indian grant assistance is the Bangladesh section of the Agartala-Akhaura rail-link.

EXHIBITION AT A GLANCE HIGHLIGHTS - 38th Dye+Chem Bangladesh Exhibition’ 2019

As an export promotion measure, CHEMEXCIL has participated in 38th Dye+Chem Bangladesh Exhibition’ 2019 organized by the by “CEMS-Global USA’ and “CEMS Bangladesh” from 4th September to 7th September, 2019 at the International Convention City, Bashundhara, Dhaka, Bangladesh. It was concurrently held with 20th Textech Bangladesh 2019 International Expo and 16th Dhaka International Yarn & Fabric Show 2019.

Dye+Chem Bangladesh exhibition is an exclusive and most prestigious International Exhibition in Bangladesh devoted to focus on all kinds of Dyes and Fine & Specialty Chemicals for the Bangladesh Industry and specially USD 32 Bn Ready Made Garments (RMG) sector. This exhibition is the gateway to the Dyes and Fine & Specialty Chemicals sector of Bangladesh and a perfect B2B platform for overseas manufacturers of Dyes & Dyes Intermediate, Basic chemicals to showcase their products under one roof. This expo has provided an interactive platform for Exhibitors to generate business through displays / direct interaction with the Buyers.

The exhibition venue was spread over 80,000m2 for all the three concurrent shows, evincing participation of reputed producers from around the world. There were total 1250 exhibitors from domestic industry and other countries such as India, China, Turkey, Spain, Indonesia, Sri Lanka, Japan, Italy, Taiwan, Pakistan, Russia, South Korea, France, USA, Germany, Philippines, and Myanmar etc. The exhibits scope varied from textile chemicals such as dyestuffs, pigments, intermediates to textile machinery, fibres, yarns, color card, etc. The exhibition was attended by over 10,000 visitors.

Bangladesh majorly imports dyes & textile chemicals from countries like India, Singapore, China, Taiwan and South Korea etc. The demand for dyes & textile chemicals in Bangladesh is largely driven by exports of knitted and woven garments from the country to international market. The main objectives to participate in this Trade fair were:-

 To establish good contacts with business enterprises and commercial organizations and to build the vibrant platform for promoting exports to Bangladesh.

 To explore the possibilities of expansion of two way trade.

 Possibilities of collaboration in Bangladesh.

The Council had booked an area of 150 sq mt for organising its India Pavilion at Level 2, Hall 5 of International Convention City Bashundra (ICCB), Dhaka wherein 25 Indian exporters had showcased their products. Council had also done special branding in and around the venue to promote brand India.

CHEMEXCIL’s Indian pavilion was inaugurated by Dr. Pramyesh Basall, Second Secretary (Commerce) / Commercial Representative, High Commission of India to Bangladesh along with Mr. Deepak Gupta, Deputy Director- Chemexcil and Mr. Soumen Guha-Regional Officer, Ro Kolkata, Chemexcil. The members-exporters were happy to interact with the visiting dignitaries.

Dye+Chem Bangladesh Exhibition’ 2019 exhibition evinced good response with around 200 visitors to Chemexcil’s India pavilion for their sourcing requirements and networking with Indian exhibitors.
