Apologies for Absence Apologies were received from Bob Hepworth 15. Minutes of the Previous Meeting The minutes of the meeting held on 21sth May 2007 were agreed as a true and accurate record following an amendment: Item 5 Public Question Time - Barbara Jones and not Pat Collier as stated raised issue 7 16. Declaration of Interests from Members There were Declarations of Interests from all three Ward Councillors regarding their commitment as trustees to the Newton Boys and Girls Club. 17. Matters Arising from the Previous Meeting a) May issues Item 4.2 – Community Safety Councillor McGuire provided clarification on the location of the alley gates, stating that it was the alleyway at the end of Market Street Item 5 – Public Question Time Issue 1 – Fencing at Acacia Street Mr. Hepworth had confirmed that the land did not belong to the Council. Mr. Holding requested that contact be made with the land owner with a view to enforcing cleaning and fencing the land concerned. Issue 3 – Traffic Calming at Wharf Road The traffic calming speed bumps at Wharf Road is noisy and continues to have a detrimental impact on residents. An update on the current position was conveyed to the committee and attendees: Rory Lingham, Assistant Director- Engineering, is working with Mrs Marsh on the issue. Mrs Mills enquired about compensation for damage to property. Councillor Banks stated that he would keep the residents of Wharf Road updated on the progress made regarding traffic calming. 1 Issue 7 - Councillor McGuire stated that the trees are still visible. Barbara Jones clarified that the specific trees she requested be removed had in fact been removed b) Environmental Project Fund – Update to be tabled The committee considered the updated project fund table and were informed that Two projects showing as still outstanding – The Dingle Park and Cloghe Wood Footbridge had now been fully signed and sent through for works to be ordered. This means that the Ward Committee had achieved a spend of £31,782, £2,155 over the allocation for 06/07. This will be met from the Ward Committee’s allocation for the current financial year. 18. Local Issues 64.1 Councillor McGuire asked if the poplar trees, which are overgrown and attracting rowdy behaviour and anti social behaviour drinking at the rear of Derby Street, could be considered in more detail at the next meeting. Brian Johnson, Civic Pride Manager, will be contacted to assess the situation. 20. Update on Environmental Protection Planned Schemes In order to distinguish between the Environmental Protection Planned Schemes and the Environmental Fund Proposals, the Committee agreed to refer to this item as Engineering Planned Schemes. A report of planned Highway Maintenance schemes was presented to the committee for consideration. 21. Environmental Fund New Proposals 66.1 Sensory Garden Don Crook asked for support with funds for the sensory rehabilitation garden at Newton Hospital in Bradley Road. He is aware that the hospital is located in Newton but asked if funds could be spent from the Earlestown allocation. Ms Clarke informed the Committee that funds could only be spent in the Ward to which it had been allocated. The Chair asked for this to be investigated. 66.2 Christmas Tree 07 Julie Calland asked for consideration for funds be secured for a Christmas tree for this year, with the knowledge that funding had been committed last year. The Committee agreed to support the request to a value of £500. 3 66.3 Waste Bins Regarding an item previously discussed at the meeting relating to takeaways and litter, a proposal was put forward to fund additional waste bins, particularly close to food outlets. An assessment would be needed to establish the number of waste bins required and the environmental impact of the litter in the town. 66.4 Alleyway rear of Bridge Street/Queens Street This alleyway experiences a vast number of bin fires and requires improvements. A proposal for funding the work required was put forward. 66.5 Environmental Gateway Feature The committee agreed to look into making the approach into the town more attractive; the possibility of hanging baskets was discussed but this proposal has revenue implications. Ms Clarke suggested an environmental feature could be feasible. Councillor Deakin clarified the capital requirements of the fund and agreed an environmental ‘feature‘ maybe worth considering in more detail. 66.6 Trees Market Street trees could be replaced, approximately six in total required. 66.7 Newton Boys and Girls Club A request for landscaping at the entrance to the Newton Boys and Girls Club was put forward. A proposal and costing would need to be considered. Discussions on the Club’s own fundraising and the involvement of the Club’s members in the design of the works took place. The committee agreed to take these proposals forward for funding from this Year’s Ward Committee fund allocation. 22. Community Safety Update Ms Clarke referred the Committee and attendees to the Community Safety report (Item 9). As there was no Police attendance at the meeting, Ms Clarke offered to respond to any questions raised but pointed to the key positive statistics contained within the report. 23. Any Other Business The Committee agreed to include Any Other Business as an item on the Agenda. 68.1 Polling Districts Councillor Deakin reported on the Review being undertaken on Polling Districts and Polling Places in St Helens. 68.2 Alcohol Designatory Order- Councillor Deakin circulated an information leaflet on Alcohol Designatory Orders – ‘Your Questions Answered’.
