And thank you all for joining us—we look forward to Experience Portland 38 sharing ideas with all of you! Sponsors / Partnerships 42 The Academy of Architecture for Justice Advisory Group MESSAGE FROM THIS YEAR’S CONFERENCE CHAIRS We believe that the theme of this year’s conference—Alternative Project Delivery—will have an especially broad bandwidth of interest across the justice marketplace since its context affects every participant in justice facility development: owner/users, design professionals, builders, vendors, financiers, operators, et.al. As the utilization of various delivery methodologies and the technologies that effectively mandate them, such as Building Information Modeling (BIM), evolve over the foreseeable future, the interface between participants must inevitably become a more intimate one. This process of integration will change not only how we practice our professions but also how we will structure our respective business models to successfully engage the changing environment. It will require that, as a community, we become more collaborative and transparent rather than combative and protective, that we mutually respect one another’s needs and motivations, and that we partner in the best interests of our shared project work. Though challenging, we are experiencing one of those exciting periods of change which can and will transform what we do and how we do it. It is the salient issue of our time, yet, in large part, it has progressed in and of its own momentum with limited collective forethought, planning, and discipline. Subsequently, the conference will be comprised of a series of detention/corrections, court, and law enforcement track sessions selected to motivate and encourage discussions which address the utility and financial viability of the various alternative delivery models.

It is the goal of this year’s conference to bring together the entire kaleidoscope of delivery participants to openly share knowledge, best practices, perspective, and concerns across the disciplines in the interest of achieving a more equitable standard of practice in the application of alternative delivery protocols. To this end, the Design-Build Institute of America has most generously and enthusiastically committed its active support to the success of the conference.

Historically, this conference has been a crucible for facilitating discussion and expediting knowledge transfer across our large, diverse community. So come to Portland, promote the dialogue, assist with the formation of our future, and enjoy some of the best wine and food in the country!

Sincerely,

Jim Mueller, AIA Gerald Winkler, AIA, NCARB 2013 Conference Chair 2013 Conference Co-Chair

1 MESSAGE FROM THE AAJ ADVISORY GROUP CHAIR Welcome to our 2013 Academy of Architecture for Justice (AAJ) Conference held in the beautiful city of Portland in Oregon! We treasure this annual opportunity to meet up face to face with our fellow colleagues and partners who share the same passion and interest for justice architecture. We are not “only architects talking to architects” – AAJ membership represents more than 1,800 individuals from every facet of the industry, including design professionals, facility owners and operators, contractors and developers alike.

© Chi Fang Photography I would like to welcome the collaborative participation of Design-Build Institute of America (DBIA) and AIA Project Delivery Knowledge Community. You can earn both AIA and DBIA CE credits for attending this conference. What an exciting step we made for true partnership.

Like a building project, everyone on the team, behind and in front of the scenes, contributes to the successful outcomes. Collaboration should be celebrated at all levels, from the emerging professionals (EP) to the seasoned veterans. This year, we have awarded scholarship to six EP to report for and attend our conference: Ms. Erin Costino, Ms. Jenna Rae Pairolero, Ms. Emily Schilb, Mr. Tommy Sinclair, Ms. Marcia Strange, Ms. Laura Wood, Ms. Roxanne Robles, and Ms. Adrienne Fainman. Please reach out to and share with them your thoughts.

We live in the age of changes where reinventing ourselves is the new constant. It is a new way of life that nothing is quite the same like five, ten or twenty years ago – people (generation and culture), economy, communication, delivery, service model, etc. We need to think outside the box of “business as usual” so we can stay ahead of the game and, better yet, bring along the next wave of changes.

How do we keep up with these changes? What should we do as design and building partners in the justice architecture community to make good changes happen? How can we take advantage of the new technologies to advance ourselves in this business? I believe the simple answer is in us. We, owners, designers, and builders alike, should come together to partner and collaborate for the best results. It would be a win-win project for all – embrace the high efficiency in communication, digital design, virtual construction planning, data-centric documentation, and many more.

We no longer need to work or think in segments. Project delivery can now have the flexibility of blending in different elements of the planning, design and construction at different times. The conventional steps may no longer apply when everything can be seamlessly linked together. We actually have many more choices to work a project out effectively, efficiently and successfully. The traditional way of handing over from one entity to another, from one phase to another may not be the most efficient way of doing business anymore.

The new means will help us get to where we want quicker and easier if we use them wisely. The most valuable and irreplaceable asset is in us, the people. The new “business unusual” is in our hands. The new successful changes are of our own making. Let’s work together to march into the new future of justice architecture!

Sincerely,

Catherine Chan, AIA, HKIA, LEED AP BD+C 2013 National AAJ Advisory Group Chair

Many of those diverse delivery processes are regularly being redefined on an ad hoc, project centric basis, often without equitable consideration of each party’s needs, constraints, and financial capacity. It is the desire of the AAJ, in partnership with the DBIA, that this conference will serve as a catalyst for cross-discipline collaboration in the interest of developing consistency and continuity in the procurement and, subsequently, the delivery process. The goal of this session is to consolidate and bring to bear what we know, as well as what we’ve heard and what we’ve learned, and have an open dialogue addressing where we go from here. Rather than all of the attendees simply dispersing, going their separate ways, and falling back into old, ingrained habits, we would like to generate a protocol for continuing the discussion in a meaningful way...to produce a tangible product which benefits the entire community. Come TRACK CHAIR: JAKE DAVIS, AIA, LEED AP and give us your thoughts. North Central Region Justice + Civic Leader, DLR Group Chicago, Illinois

Oregon Golf Association (OGA) Golf Course d

The home course of the Oregon Golf Association, designed by Bill Robinson, opened in 1993. It came about after Tukwila Partners Development Corp. donated around 180 acres of farmland alongside their real estate development in Woodburn, Oregon. The Audubon Sanctuary- certified course features Poa annua/bentgrass greens and Poa/ryegrass fairways, running along and through a variety of trees and streams. With five sets of tees, this parkland-style par 72 can play as short as 5,500 yards and as long as 6,674 yards. Catering to the members of the OGA as well as the public, this economical golf course is rated as one of the top public venues in the state. It has excellent practice facilities, lesson programs and an inviting clubhouse with free internet access as well as deck views of the course and the best picturesque settings in the North Willamette Valley. Thursday, September 19, 2013, 7:00 pm (Ticketed Event) The Oregon Historical Society 1200 SW Park Avenue Portland, OR 97205

The JFR award submissions provide a unique opportunity to review the most current thinking about justice facility design. In this session, the jurors will share their take on the issues raised about justice facility planning and design—and the new database of past JFR projects will be introduced. OHS Main Entrance Members of the audience will have the opportunity to participate in the dialogue. OHS Main Entrance Four architects and one practitioner in the fields of law enforcement, courts and corrections discuss the emerging trends and issues in justice architecture as demonstrated in the entries and award winners in this year’s Justice Facilities Review. Questions raised include:

• What constitutes excellence—or ‘thought leadership’—in justice facility design? • What are the challenging problems that excellent justice design can address? • How can historical renovations balance preservation with meeting current operational and security needs? • Have high levels of energy and environmental performance become the norm? OHS Plaza • How can we optimize learning from these projects? OHS Miller Pavilion 1 Participants will have the opportunity to debate these questions and others. OHS Miller Pavilion The dialogue begun at this session will then be carried on to a broader 1 audience through AAJ’s social media and website.

• Understand what constitutes excellence in justice facility design. • Know about emerging trends in courthouse and correctional facility design. • Understand the challenges posed by historical renovations of courthouses—balancing preservation with modern functionality and security. • Understand the benefits of post-occupancy evaluations on award- winning projects and the new database of JFR projects available on the AJA website.
