Welcome to the 2021 They Represent You (TRY), the League of Women Voters of Tacoma Pierce County’s annual Directory of Elected Officials. This directory can help you contact your elected representatives, and it offers much more information as well. The mission of the League is to encourage informed and active participation in government. One of the principal ways we support your involvement is through publication of this directory. We would like you to be informed and to participate in government at all levels. This booklet highlights ways for you to get involved, starting with planning your advocacy, and then providing directions for letters to the editor, contacting your elected officials, and choosing and supporting candidates. VOTING AND VOTER REGISTRATION

You are eligible to register to vote if you are a citizen of the United States, a legal resident of the state of Washington, and 18 years old or at least 16 years old, and will vote only after turning 18. You are eligible to vote if you are not under the jurisdiction of the department of corrections for a felony conviction. When registering to vote, you need to verify your identity by providing your driver’s license number or the last four digits of your Social Security Number.

You can register to vote: online by going to votewa.gov, in- person at the Pierce County Elections Center (2501 S 35th St, Suite C, Tacoma 98409, M-F 8:30am-4:30pm), or by picking up a mail-in registration form at libraries, public schools, city or town clerk’s offices, most fire stations (call first), the League of Women Voters’ office (call first), and state offices, or at a voter registration event.

Pierce County Elections will mail a registration form if you call and request one (253-798-VOTE(8683)). You must register via the mail or online up to 8 days before any election, or in person all the way up to election night, 8 p.m., at the Election Center.

VOTE BY MAIL Washington State is all vote by mail. Elections officials will mail a ballot to all registered voters 18 days prior to each election in which they are eligible to vote. Ballots need to be postmarked or dropped in an official drop-box (see below) by 8 p.m. on Election Day. The Elections Office advises mailing by the Friday before an election to ensure it’s postmarked by Election Day. Ballots postmarked after election day cannot be counted. No stamp is required when using the mail or a drop box.

VOTING CENTERS For voters who need help casting a ballot, Pierce County will designate one or more Voting Centers, depending on the scope of the election, open from 8;30 am to 8pm on Election Day. See a map of the location(s) at piercecountyelections.org. Locations are listed in the local voters’ pamphlet.

At the Voting Center(s) there will be accessible ballot marking devices. Staff is available to answer questions about replacement ballots or provide provisional ballots, and voter registration.

BALLOT DROP-OFF SITES You can deposit your ballot in a ballot drop box without a stamp. There are numerous drop boxes throughout Pierce County. Drop boxes are open 18 days before Election Day and remain open 24 hours per day. No postage stamp required. Locations, for a particular election, are listed on the Pierce County Elections Center website, as well as in the local Voters’ Pamphlet.

MOVING Within Pierce County: Notify Pierce County Elections of address changes in person, by mail, by phone or online at votewa.gov. Supply old and new addresses and date of birth online or through the mail up to 8 days prior to election day, and in person through election day.

To another County or State: You must register in your new county or state. Contact that jurisdiction for information.

NAME CHANGES If you change your name, you must complete a new registration form. Contact Pierce County Elections.

FELONS’ RIGHT TO VOTE A felon’s right to vote is restored as long as they are no longer in prison or on community custody (supervision, parole) with the Washington State Department of Corrections (DOC). Once their right to vote is restored, a citizen must re-register to vote.

TO SUCCESSFULLY ADVOCATE FOR CHANGES IN YOUR COMMUNITY; MAKE AN ADVOCACY PLAN

Goal: Set your objectives in a few brief sentences. • Identify the problem. • Describe your favored solution.

1. Consider all elements of the problem. • Who opposes changing the status quo and why? • Who can be recruited to support your solution? • Who has the power to change the situation—who will be the final decision-makers? • What are the barriers to your solution? • What resources do you have and what other resources do you need?

2. Research elements of the problem. • What has been done before—what is the history of this problem? • Who has worked on this problem before? • Have solutions been found for this problem elsewhere? • Does the League of Women Voters hold consensus positions on any element of this problem? • What laws, regulations, policies, and/or contracts apply to this problem and your solution? • Who enforces, or does not enforce, these laws, regulations, policies, contracts? • What benefits can you offer to recruit potential supporters?

3. Plan strategies for your campaign. • What allies can be recruited? • What activists can be recruited onto a committee? • How can community awareness be built? • List contacts: Media? Elected officials? Other stakeholders? • What resources for mediation or dispute resolution are available? • Are there legal avenues or courts with the appropriate jurisdiction?

4. Set each promotional activity with a delegated person in charge and a timeline.

CHOOSING AND SUPPORTING A CANDIDATE

Decide what you care about and what characteristics you want in an elected official. • List your priority issues and the personal qualities you think are most important. • Rate your candidates on how closely their views and priorities match yours. • Remember that what they say is not as important as how they vote. • Examine the candidates’ campaign finances at www.pdc.wa.gov. • Choose to support or replace your elected official.

Take action • Back the candidate you believe in. • Talk to your friends and co-workers about your choice. • Dare to ask tough questions at meetings, candidates forums, rallies, and when a candidate or campaign worker rings your doorbell. • Phone TV and radio stations and newspapers to praise or criticize articles, advertising spots, and issues. • Be a letter writer. Tell your representatives, candidates, newspapers, and party leaders how you feel about the issues. • Voice your views on talk radio and use local blogs • Call out unfair campaign practices.

WRITING LETTERS TO THE EDITOR Let your voice be heard!

Part of civil discourse is letter writing. A well-crafted letter with supportive facts can help shape community opinion. Letter writers are most persuasive when they have done their homework. Do not rely only on your common sense and generalized knowledge; do some research as well. Before you send a letter, contact agencies involved with your issue to confirm your understanding of the issue.

If you have personal experience and expertise to bring to a issue, don’t hesitate to share it. Choose one or more of the publications below - some are online and some are print - according to what audience you wish to reach.

When sending a letter by e-mail, include “Letter to the Editor” in the subject line to call attention to your note’s importance. You must include your full name, address, and phone number for verification purposes. Your address and phone number will not be printed. Check with the publication for word limitations (frequently 250 words), and how often they will publish a letter from the same person. Be timely, be civil, be brief – and keep trying!

FORMS OF MUNICIPAL GOVERNMENT

Municipalities organized under Title 35 RCW (Revised Code of Washington, the state’s set of adopted laws) may choose from the Council-Manager, Mayor-Council, or Commissioner forms of government. Municipalities organized under Title 35A RCW may choose from the Council-Manager or Mayor-Council form of government.

Council-Manager The legislative body of council-manager cities is the city council. The mayor is the ceremonial head of the city and chair of the council. The mayor is a member of the city council and as such can vote on all matters before the city council. The city manager is the administrative head of the city and is appointed by the council. In most cities, the mayor is elected by the council, but in other cities may be elected directly by the voters.

Mayor-Council The legislative body of mayor-council cities and towns is the council. The mayor is the chair of the council but is not a member of the council. The mayor is elected by a vote of the people to be the administrative head of the city. The mayor can vote only to break a tie vote of the council as long as the matter is other than the passage of any ordinance, grant, or revocation of franchise or license, or any resolution for the payment of money. The mayor has the power to veto ordinances. The council may override the veto by a majority vote plus one.

MUNICIPAL CLASSIFICATIONS

First Class Municipalities and Charter Cities A first class city is one having at least ten thousand (10,000) inhabitants at the time of its organization or reorganization. The form of government and the manner and mode in which these cities exercise the powers, functions, and duties conferred upon them by law is decided by the citizens through the adoption of a local charter. They operate under chapter 35.22 RCW. Tacoma is the only first class city in Pierce County. Initiative and Referendum: First Class cities have the authority to adopt the powers of initiative and referendum in their charters. The citizens of Tacoma have adopted these powers in their charter.

Second Class Cities Second class cities have over 1,500 residents at the time of organization. They do not have a home rule charter. There are no second class cities in Pierce County.

Optional Municipal Code Cities The Optional Municipal Code was designed to provide broad statutory home rule in matters of local concern. Any unincorporated area with a population of at least 1,500 may incorporate as an optional municipal code city. Those with over 10,000 residents may adopt a charter. Those with charters may adopt the powers of initiative and referendum. Those without charters may be granted such powers by the Legislature. There are 16 code cities in Pierce County.

Towns A municipal corporation of the fourth class, which shall be known as a town, is one having not less than three hundred (300) and not more than fifteen hundred (1,500) inhabitants at the time of organization. Towns operate under chapter 35.27 RCW. The general powers of initiative and referendum are not available to towns. There are six towns in Pierce County.

Further Information The authority to incorporate into cities is found only in the state constitution. “…the legislature, by general laws, shall provide for the incorporation, organization and classification in proportion to population,…” of all cities and towns (Article XI, Section 10 Washington State Constitution).

How these laws are administered and implemented is found in the Washington Administrative Code (WAC). The municipal classifications are first class, second class, towns, and code. They are defined in chapter 35.01 RCW and chapter 35A.01 RCW.

ABOUT THE LEAGUE OF WOMEN VOTERS OF TACOMA-PIERCE COUNTY

We are people of all ages and backgrounds who want to make a difference in our communities, our country, and our world. We encourage informed and active participation in government. The League is political, but nonpartisan; our organization does not rate, endorse, support or oppose any political candidates or political party. • Membership is open to all people age 16 or older, with Associate Membership available for those younger. • In order to increase understanding on major policy issues, we research issues from many points of view and educate ourselves, the public, and decision-makers. • We are nonpartisan. We do not support, oppose, or rate candidates. • We do support (or oppose) issues and legislation, after member study and agreement. We mobilize people to vote and to have a say in the complex decisions which affect us all. • We sponsor and assist with candidates’ forums – on television and in public places. • Our other activities include free public forums on issues, voter registration drives, and nonpartisan election guides. • Current issues we are studying include Affordable Housing & Homelessness in Pierce County and Climate Change. We seek to increase League and citizen involvement in: • local governments and boards, • contributions to traditional and online publications, • public service. Involvement means: • voting, • paying attention to government meetings, • contacting (by phone, mail, e-mail, visit) elected officials, • joining citizen advisory commissions and task forces, • joining advocacy groups, • running for public office.
