NOTICE OF RACE

The Marshall Marine Textiles White Sail April League will take place at the Royal , , , on Saturday April 6th, 13th, 20th, and 27th.

1 RULES 1.1 The Regatta will be sailed under the current RRS, the ISA prescriptions, the IRC Rules, part 1, 2 and 3, the IHS handicapping System, Class rules where applicable, by this Notice of Race and by the General Sailing Instructions of the Royal Cork Yacht Club (RCYC) except as amended by this program. Amendments to this program and RCYC General Sailing Instructions will be posted on the RCYC notice board.

1.2 IRC Crew limitations shall not apply.

2 ELIGIBILITY AND ENTRY 2.1 This Event is an open event. Entries under IRC must hold a current IRC certificate. Entries under IHS do not require certificates. Current valid certificates must be submitted to the Race Office before racing in order for a boat to be eligible for a result.

2.2 Entries may be divided into 2 classes depending on the range and number of entries. A number of factors will be taken into account with the object of providing fair sailing and in particular of separating the more race oriented boats from the more cruiser type boats. The factors which will be used for this purpose will include: (i) IRC Non-Spinnaker TCC (ii) Displacement Length Ratio [DLR] (iii) Hull Factor [HF] (iv) Hull length (v) Sailcloth material.

2.3 The cut off date for validation of IRC certificates is Friday the 5th of April 2013. Entries with validation dates after this may only be accepted at the discretion of the Race Committee.

2.4 Entry forms must be completed before Friday April 5th and returned to the Race Office. Late entries may be accepted at the discretion of the Race Committee. Entry forms are available at the RCYC reception and on http://www.royalcork.com.

2.5 Boats which have not submitted an Entry Form before Friday April 5th may not have a result published on the first day of racing.

2.3 Results will only be issued to boats that have valid sail numbers clearly legible on both sides of its mainsail.

3 CLASSIFICATION 3.1 Entries must comply with ISAF Special Regulations Governing Offshore Racing for Category 4 Races. Copies of the Special Regulations are available at www.sailing.org.

3.3 Entrants are required to fly the correct pennant(s). Any boat not flying the correct pennant(s) may not be scored.

3.4 The OA reserves the right to combine Classes if the number of entries does not justify separate Classes.

3.5 Boats shall show their correct Sail Numbers. Permission to race using any other Sail Number must be sought from the Race Office prior to going afloat. Any boat not showing its correct Sail Numbers may not be scored.

3.6 The Race Committee reserve the right to place any boat in any Class they deem appropriate.

4 SCHEDULE 4.1 The Warning Signal for the first start each day is at 14.55hrs

4.2 Races not sailed may be postponed to another scheduled day.

4.3 At the discretion of the Race Officer (RO), more than one race may be held on any scheduled day. Announcements will be made on VHF Channel 71 and the RO will display ICF

‘R’ at the conclusion of the first race of the day.

4.4 The regatta will comprise of a maximum of 4 races.

6 SAILING INSTRUCTIONS The event will be sailed under the General Sailing Instructions of the RCYC.

7 VENUE & COURSES The Event will be held in , its approaches and nearby coastal waters.

8 SCORING 8.1 The Low Point System of Appendix A will apply. 8.2 2 races are required to be completed to constitute a series.

8.3 (a) When fewer than 4 races have been completed, a boat’s series score will be the total of her race scores. (b) When 4 races have been completed, a boat’s series score will be the total of her race scores excluding her worst score.

10 RADIO COMMUNICATION 10.1 Except in an emergency, a boat shall neither make radio transmissions while racing nor receive radio communications not available to all competing boats. This restriction also applies to mobile telephones.

10.2 VHF Channel 71 will be used for race management.

11 PRIZES 11.1 Prizes will be awarded as follows: 1st and 2nd in each class. Prize giving for each race will take place as soon as possible after racing.

11.2 Final prize giving for the league will take place at the overall cruiser prizegiving dinner in November 2013.

12 DISCLAIMER OF LIABILITY The Safety of a boat and her entire management including insurance shall be the sole responsibility of the owner/competitor racing the boat. He/She must ensure that the boat and her crew are adequate to face the conditions that may arise in the course of the Regatta. Neither the establishment of the required safety regulations nor the inspection of any boat in any way limits or reduces the absolute responsibility of the owner/competitor for their crew, boat and the management thereof.

13 INSURANCE Each participating boat shall be insured with valid third-party liability insurance with a minimum cover of €2,000,000 per Regatta or the equivalent.
