Message from Health Secretary

Message

I am pleased to note that Association of International Non-government Organizations (AIN) Health Working Group (HWG) has prepared “Mapping of AIN Members Contributing to Health Sector in Nepal 2014”.

It is interesting to note that almost half of the INGOs working in Nepal works in health sector. The document presents an up-to-date mapping of INGOs who have been contributing in the health sector depicting program areas, major components, geographical focus and financial contribution made in 2013 and plan for 2014. This document will provide precise information to all related stakeholders including ministry of health and population, external development partners and other government line ministries for efficient planning and launching effective health sector programs. This document will also serve ground information for effective collaboration, integration, avoid programmatic and geographic duplication.

I hope that his document will be a step forward in helping deal successfully with the current health challenges in Nepal and those to come. I would like to appreciate the efforts of Association of INGOs, Health Working Group in documenting, publishing and making this document publicly available that provides rich information and learning of the INGOs in Nepal and will be very useful for diverse range of audience.

Thank you so much!

With best compliments

Foreword by AIN Chairperson

I am pleased to introduce the report “Mapping of AIN Members Contributing to Health Sector in Nepal 2014” prepared by the Association of International NGOs, AIN.

The AIN, together with its 112 INGO members, promotes mutual understanding, exchange of information, and the sharing of experiences. It promotes learning of member organizations’ work for further coordination and collaboration. In this context, it gives me immense pleasure to share with you that almost half of our INGO Members serve in aspects of the health sector -- from reducing infant mortality to taking care of the needs of the elderly to improving maternal health and the like, providing much-needed development and affordable humanitarian services that necessarily fall in the cracks between what the market offers and what the government intends to do. As such, this report is expected to serve as a handy advocacy tool for preparing plans for health interventions and services.

This compilation presents an up-to-date mapping of INGOs that have contributed to the health sector program areas. This gives information about successful interventions, and details financial support to districts where INGOs work. This information, AIN hopes, will provide necessary inputs for efficient planning and for the launching of effective health sector strategies and programs that are to be implemented at all levels. Armed with information on who is working where, with whom, on what and with how much fund, we can then reach out and make the whole of the health sector improvement plan bigger than the sum of our individual INGO-level contributions! As such, AIN hopes that this publication will be a step forward to deal successfully with the challenges that Nepal’s health sector faces now and in the near future.

I would like to thank all the members of the Health Working Group, especially its coordinator Mr. Raj Kumar Mahato for compiling the relevant information for publication. Thanks are also due to Ms. Reshma Shrestha for her assistance. On behalf of AIN, I’d like to encourage all the health sector practitioners and professionals to benefit from this report and bring out positive changes in Nepali people’s lives.

Acknowledgement

On behalf of AIN Health working group, I am very pleased to present the document “Mapping of AIN Members Contributing to the Health Sector in Nepal 2014” which covers the rich and precise information about 44 INGOs working in health sector in Nepal.

This document is the third in line to map the contribution of INGOs working for health and nutrition of Nepalese population. This is the continued effort of AIN HWG to showcase and document the amount of technical and financial resources contributed by the AIN members in health and nutrition, through the mapping of INGOs contributing to health sector in Nepal.

The government of Nepal has impressively recognized the role of NGO and civil society organization to accomplish the results, outputs set by Nepal Health Sector Program II (2010 – 2015). Name of Organization ACTION CONTRE LA FAIM (ACF)/ ACTION AGAINST HUNGER (AAH)

Organization Information Action against Hunger was founded in 1979 by a group of French intellectuals in response to the emergency in Afghanistan. ACF’s mission consists of saving lives via the prevention, detection and treatment of malnutrition, in particular during and following disasters and conflicts.

There are 4 key pillars for ACF’s programming:

• Prevention and treatment of under-nutrition • Water, Sanitation and Hygiene • Food Aid and Food Security • Advocacy

Through its nutrition programmes, ACF prevents diagnoses and treats acute malnutrition in those most at risk, including young children and pregnant or breast-feeding women. In addition, ACF also takes into account the quality and nature of the care given to children within the family and the community. Our programmes therefore include the reinforcement of childcare practices and of the parent-child relationship, promoting the child’s physical and mental progress.

our programmes also include mental health segment, providing psycho-social and psychological support.

This aims to increase coverage and maximise effectiveness of treatment. In Nepal the primary vehicle for this is the Female Community Health Volunteer (FCHV).

Inpatient Therapeutic Care (ITC) – involves management of complicated cases of SAM according to WHO protocols on an inpatient basis at tertiary level facilities (hospitals) or specialised units (Nutrition Rehabilitation Homes). Mapping of AIN Members Contributing to the Health Sector in Nepal 19

Outpatient Therapeutic Care (OTC) – involves the management of non-complicated cases of SAM in outpatient care using ready- to-use therapeutic foods (RUTF) provided on a weekly basis, simple routine medicines and monitoring and orientation to the client/caregiver. Outpatient care is offered through decentralized low level health structures (health Posts or subhealth posts) or outreach sites ideally within a day’s walk of people’s homes.

Management of Moderate Acute Malnutrition (MAM) through nutritional counselling and preventive messages for MAM children not to fall under SAM
