AIRCRAFT AFFECTED

The following is a list of aircraft models that may have the discrepant hubs installed. The list is not necessarily complete. Because a hub can be interchanged and reidentified as another model with the installation of different studs or adapters, the hub may have been reidentified as a different model. The first hub model listed in Table 1 is the configuration the hub was shipped from McCauley.

REASON

ASB251A supercedes ASB251 dated September 8, 2005. A total of 40 threaded retention constant speed and feathering hubs have been manufactured with improperly machined socket retention threads. The condition can cause concentrated loading on the threads that could result in hub cracking and blade separation. The hubs were delivered in 2004 and 2005. Instructions provided in this alert service bulletin affect the continued airworthiness of these propellers. McCauley has not yet determined a root cause for the problem and replacement hubs are not yet available.

DESCRIPTION

Alert Service Bulletin 251 specifies the removal from service of affected propeller hubs.

COMPLIANCE

MANDATORY. Within the next 10 hours of operation, all affected propellers must be removed from service. The propeller must be returned to a McCauley Service Center for disassembly and the hub replaced with a serviceable hub. See attachment for your closest McCauley Service Center. NOTE: At the current time we do not have any replacement hubs. We expect up to a 60 to 90 day lead-time to supply replacement hubs. Once available, hubs will be supplied on a first ordered basis.

CREDIT PROGRAM:

Hubs not installed will be credited for parts at cost plus associated freight charges when documentation is submitted with the claim by an authorized McCauley Service Center. Hubs that have been installed will be credited for parts and labor in accordance with the following schedule for work completed and claimed by an authorized McCauley Service Center: 2 blade constant speed and feathering hubs: Labor: • 2*** Hours Removal and installation from a Lycoming engine or 1.5*** hour removal from a Continental engine. • 3 hours propeller tear down and clean up, and 4 hours propeller assembly (Add 1.0 hours if feathering hub.) • 1 hour static balance. • 1 hour per blade if deice boot is replaced. 2 blade constant speed hubs - summary • Total Labor 10 hours for Lycoming installed propellers, plus deice boot labor if applicable. • Total Labor 9.5 Hours for Continental installed propellers, plus deice boot labor if applicable. 2 blade constant speed feathering hubs - summary

• Total Labor 11.0 hours for Lycoming installed engines, plus deice boot labor if applicable. • Total Labor 10.5 hours for Continental installed engines, plus deice boot labor if applicable. Parts: We will provide parts credit for the hub**, seals, O-rings, gaskets, damaged retention nut*, ferrules requiring removal that have reached their maximum number of installations* and deice boots* if applicable, if the parts are ordered through McCauley and a warranty claim is submitted by your McCauley Service Center. *Parts that must be returned with the claim. ** Hub must be returned, with warranty claim reference, within 5 days of removal. *** Requires outside work order to be submitted to the McCauley Service Center to be claimed as outside labor on the McCauley claim. Freight: Documented freight charges associated with shipment of affected hubs will be paid when documentation is submitted with the claim. ACCOMPLISHMENT INSTRUCTIONS 1. McCauley Service Center requirements: A. Disassemble the propeller and reassemble in accordance with the applicable overhaul manual. B. Before assembly into a replacement hub, inspect the retention nut threads with a 10 power magnifier for any signs of damage including: galling, heavy localized loading, thread deformation, or chipped threads that may have been caused by thread interference in the hub. C. All affected hubs must be returned to McCauley with a warranty claim. 2. Owner/Operator requirements A. Make a logbook entry stating that propeller maintenance records have been checked and compliance with this alert service bulletin has been accomplished.

PURPOSE

To transmit McCauley Alert Service Bulletin ASB251A: Hubs Manufactured With Improper Retention Threads. According to McCauley, "A total of 40 threaded retention constant speed and feathering hubs have been manufactured with improperly machined socket retention threads. The condition can cause concentrated loading on the threads that could result in hub cracking and blade separation."

COMPLIANCE

Mandatory: shall be accomplished within the next 10 hours of operation as described in McCauley Alert Service Bulletin ASB251A (or latest revision).

ACCOMPLISHMENT INSTRUCTIONS

1. Determine if an affected propeller hub is installed by reviewing the airplane and propeller paperwork such as logbooks and/or applicable work orders and sales/shipping receipts or visually inspect the propeller hubs.

A. If it is determined that an affected propeller hub is installed, proceed to Step 2.

B. If it is determined that an affected propeller hub is not installed, proceed to Step 5.

2. Prepare the airplane for maintenance.

A. Make sure that all switches are in the OFF/NORM position.

B. Disconnect electrical power from the airplane.

(1) Disconnect the airplane battery.

(2) Disconnect external electrical power.

C. Attach maintenance warning tags to the battery and external power receptacle that have "DO NOT CONNECT ELECTRICAL POWER - MAINTENANCE IN PROGRESS" writtenonthem.

3. Do the attached McCauley Alert Service Bulletin ASB251A (or latest revision)

4. Remove maintenance warning tags and connect the airplane battery.

5. Make an entry in the airplane and propeller logbooks as applicable that states compliance and method of compliance with this Service Bulletin.

NOTE: This information shall be considered an amendment to the Cessna Manufacturer's Service/Maintenance Manual or Instructions for continued airworthiness and must be accomplished for ongoing airworthiness compliance as required per 14 CFR Part 43.13.

On October 17, 2005 the following Owner Advisory message will be sent to applicable owners of record in MEB05-8A. Dear Cessna Owner: This Owner Advisory is to inform you that Service Bulletin MEB05-8 has been issued to transmit McCauley Alert Service Bulletin ASB251A: Hubs Manufactured With Improper Retention Threads. According to McCauley, "A total of 40 threaded retention constant speed and feathering hubs have been manufactured with improperly machined socket retention threads. The condition can cause concentrated loading on the threads that could result in hub cracking and blade separation." Compliance is mandatory; shall be accomplished within the next 10 hours of operation as described in McCauley Alert Service Bulletin ASB251A (or latest revision). The information contained in the referenced Cessna Service Bulletin shall be considered an amendment to the Cessna Manufacturer's Service/Maintenance Manual or Instructions for continued airworthiness, and must be accomplished for ongoing airworthiness compliance as required per 14 CFR Part 43.13. A parts and labor allowance credit will be provided for affected propeller hubs as detailed in McCauley Alert Service Bulletin ASB251A (or latest revision).
