VILLAGE OF WYOCENA VILLAGE BOARD MINUTES MONDAY, MAY 10, 2021

Call to order: Village President Kim Bauer called the meeting to order at 7:00 p.m. Roll call: President Kim Bauer, Trustees: Doug Rose, Rusty Schiradelly, Mitchell Walsh, Rebecca Sersch, and Patty Jacobson. Also present: Administrator/Clerk Lori Kratky, Public Works Foreman Jared Anderson, and citizens Gary and Deb Bauman. Absent board member: Kathy Morrison. Proof of Posting: Village Clerk posted the agenda for the May 10, 2021 Village Board meeting on the bulletin board at Wyocena Community Center, Wyocena Post Office, the United Cooperative – Wyocena and the Village website on Thursday, May 6, 2021. Recognition of Visitors: Due to pandemic precautions visitor recognition did not occur. Minutes: Motion by Rose, second by Jacobson, to approve the April 12, 2021 Village Board minutes. M.C. with Sersch abstained.

Reports: Library Director Report: A written report was provided. No questions were asked. Police Chief Report: A written report was provided. No questions were asked. Public Works Foreman’s Report: A written report was provided. No questions were asked. Administrator Report: Kratky informed the board of the following items: 1) The annual weed notice will be posted tomorrow. 2) As part of the American Rescue Plan Act the village will receive approximately $35,000 each year in 2021 and 2022. The money is from a federal grant fund to help government infrastructures recover from the pandemic. Ideas for ways to use the money will be presented to the board for approval. Treasurer Report: Kratky presented the following vouchers for approval. New Business:

Driveway Application For 515 West Monroe Street: Gary and Deb Bauman are requesting to blacktop their existing driveway at 515 West Monroe Street. Kratky explained the proposed driveway does not meet current driveway ordinance requirements. However, due to the unusual shape of the Bauman’s property, parcel 117.10, the village board would be able to grant a variance for the driveway to be up to the West property line. Motion by Jacobson, second by Walsh, to approve the Bauman’s request to blacktop their existing gravel driveway up to the west property line on parcel 117.10 as presented, to abut the neighboring parcel 117.8 blacktop driveway and to comply with all other driveway requirements. Excavation Application – Frontier Communications: Motion by Jacobson, second by Walsh, to approve the Excavation Application from Frontier Communications to install a new underground line in the right-of-way area on the north side of East Polk Street then to cross under Polk Street to the private residence located at 290 East Polk Street. M.C. Village Committee List: Motion by Rose, second by Jacobson, to approve the Village Committee List for May 2021 – May 2022 as presented. M.C. Cost To Deliver Dirt To Residents: Kratky explained the village has been delivering a truck load, approximately 3 yards, of dirt to residents of the village for a cost of $20 per load. Each load takes approximately 30 minutes to complete using two employees, a skid loader, and a truck. Motion by Schiradelly, second by Sersch, to charge $50 per load of dirt for residents of the village. M.C. Water/Wastewater Utility Mutual Assistance Agreement: Motion by Bauer, second by Schiradelly, to enter into a Water/Wastewater Utility Mutual Assistance Agreement with the Village of Pardeeville and the Village of Rio and to approve the agreement as presented. M.C.

Board Comments: Next board meeting will be June 14, 2021. Village Board meeting time will be an item under Unfinished Business on the June agenda.
