Page 1 of 5 WAAIHOEK WEF BATTERY STORAGE FACILITY AND RESERVOIR SITE SENSITIVITY VERIFICATION (IN TERMS OF PART A OF THE ASSESSMENT PROTOCOLS PUBLISHED IN GN 320 ON 20 MARCH 2020 1 INTRODUCTION Waaihoek Wind Farm (Pty) Ltd is proposing the construction and operation of the Proposed construction and operation of the Battery Energy Storage System (BESS) and associated infrastructure for the proposed Waaihoek Wind Energy Facility located near the town of Utrecht in the eMadlangeni Local Municipality, Amajuba District, in Kwa-Zulu Natal Province of South Africa. The need for a BESS stems from the fact that electricity is only produced by the renewable energy facility while the sun is shining or wind is blowing, while the peak demand may not necessarily occur during the day-time. Therefore, the storage of electricity and supply thereof during peak-demand will mean that the facility is more efficient, reliable and electricity supply more constant. Currently, the battery technologies being considered are either Solid State Batteries or Redox Flow Batteries. The reservoir will be for water to supply their construction needs (from boreholes). There will be no pipeline as water tankers will take water to and from the boreholes to the reservoir. The location of the BESS will be anywhere in the 130ha BESS assessment area, allowing for micro-siting to avoid any sensitive areas. The water reservoir has 2 alternatives, 1) within authorised substation area (25ha) and 2) within BESS assessment area. In accordance with Appendix 6 of the National Environmental Management Act (Act 107 of 1998, as amended) (NEMA) Environmental Impact Assessment (EIA) Regulations of 2014, a site sensitivity verification has been undertaken in order to confirm the current land use and environmental sensitivity of the proposed project area as identified by the National Web-Based Environmental Screening Tool (Screening Tool). 2 SITE SENSITIVITY VERIFICATION Umlando undertook the HIA for the original Waaihoek Windfarm in 2014. Umlando was requested to assist in the BESS application. There are no recorded heritage/archaeological sites in the application area, and this was verified by the original survey and confirmed in the desktop assessment for the BESS (fig. 1). The BESS footprint is in an area of very low, or no, paleontological sensitivity (fig. 2). This is confirmed by the original PIA report undertaken by Dr Gideon Groenewald. This was confirmed by analysing the original data from the Phase 1 survey reports and Google Earth imagery. 4 NATIONAL ENVIRONMENTAL SCREENING TOOL The Screening tool identified the area as having medium significance due to /mountains/ridges”. While mountains/ridges have the potential for heritage sites, it is not the case in this scenario. I dispute the medium sensitivity rating for the study area as both surveys and subsequent desktops have shown that the study area is of low sensitivity. 5 CONCLUSION The study area was assessed in terms of its location in relation to the Phase 1 reports relating to Heritage and Palaeontology. The findings of these surveys and recent Google Earth imagery confirm that there are no heritage sites in the study area. The study area remains of low significance.
