TINGLEY Party factionalism, individual ambitions, and personal rivalries contributed in 1924 to a situation unique in South Dakota politics. The names of eight candidates vying for one seat in the United States Senate graced the November ballots. Beyond the multiplicity of candidates, the election contest was also marked by its longevity, an element aggravated by a complex primary system initiated by the Richards Primary Law of 1918. Under this law, the election process started on the second Tuesday of November in the preceding year so that almost twelve months passed before final office holders were elected. The 1924 election, therefore, started on 13 November 1923, when every precinct elected three proposalmen for each party. Besides selecting county candidates, these proposalmen also chose three of their number from the county to assemble with other county delegations on 4 December to propose candidates and prepare a state platform for their party. At this state meeting in Pierre, each delegate had the power to cast votes totaling one-third the number of votes cast in his county for the party's gubernatorial choice in the preceding election. Proposal- men who dissented from the majority nomination could file an alternate slate.     Technical Summary WEPX-TV Greenville, North Carolina Channel 36 850 kW 275 (HAAT) ION Media Greenville License, Inc. (“ION”) licensee of television station WEPX-TV, Facility ID 81508, Greenville, North Carolina (the “Station”) hereby submits this Construction Permit Modification application seeking authority to relocate its transmitter from the currently authorized site to a site that will accommodate post-repack operations (FCC LMS File No. 0000034893). This application is necessary because ION does not have access to its current tower for post-repack operations. Following the Commission’s assignment of post-repack facilities to WEPX-TV, ION was unable to reach accommodation with the tower landlord that would permit the station to continue operating from its current site. This forced ION to identify a new site for the station’s post-repack operations. Before selecting the proposed tower location, ION performed a comprehensive analysis of available tower sites in the Greenville market. In the immediate vicinity of the current tower site, ION’s market analysis found no alternatives that would provide equivalent interference-free coverage as compared to the Station’s pre-auction or authorized post-auction facilities. However, ION was able to identify an alternative tower providing superior height and coverage performance to the southeast of the current authorized site. The new tower is located approximately 32 kilometers to the southeast of the current site. Accordingly, the Station’s proposed noise limited service contour (“NLSC”) will shift to the southeast, resulting in some areas of service gain and loss. Figure 1 shows the loss area and the stations predicted to serve the loss areas using the Commission’s standard prediction methodology.

    Dear Taxpayer, Visitors to national parks have been threatened with trespassing charges, obstructed from paying their respects at a memorial to those who lost their lives in service to our country, and turned away from other National Park Service sites closed due to a lack of funding. All of this began occurring before the government shutdown in October. Perhaps more than any other part of the federal government, our National Park System has become the symbol of Washington, DC dysfunction. These cherished national treasures, which were entrusted to the National Park Service to be preserved and protected, have instead been neglected or abused for political gamesmanship. Long before the government shutdown and sequestration, congressional shortsightedness and bureaucratic mismanagement were already plaguing our national parks. Barricaded parks across the country exposed the calamity in Washington in 2013, but the National Park System has long been a microcosm of the irresponsible and misplaced priorities within the entire federal budget. Just as important programs like Medicare and Social Security have been raided for decades to pay for politicians’ pet projects, Washington has also plundered the National Park Service budget to create new parks and programs with little national significance. And as the lack of budget discipline has driven up the national debt and jeopardized the solvency of retirement programs and our nation’s future, the misplaced priorities within the parks budget are endangering the care of the very sites we all revere. Our elected representatives have been too focused on their own parochial political interests to see the state of disrepair that has befallen some of our greatest national treasures.

    REQUEST FOR PHASE CHANGE WWAY-TV, LLC (“WWAY-TV”) seeks a waiver of the post-Incentive Auction Transition Phase assignment, and corresponding testing dates and construction completion deadlines, for WWAY(DT), Wilmington, North Carolina (Facility ID No. 12033) (“WWAY” or the “Station”). The Closing and Reassignment Public Notice assigned the Station to Transition Phase 7, but due to the combined operation with shared equipment at a common site of WWAY with both WECT, Facility ID No. 48666, Wilmington, North Carolina, and WSFX-TV, Facility ID No. 72871, Wilmington, North Carolina, the latter of which was assigned to Phase 5, WWAY was reassigned to Phase 5.
