The procurement committee thoroughly scrutinized each case / bidding documents by comparing arithmetically and financially with schedule of pries / schedule of requirements and criteria for eligibility and minimum qualification as per bidding documents.

SUBJECT: NIT: NO.TC/SDD/NGP/367 DATED 07.11.2016 (Sr. # 29964).
The undersigned is directed to refer to the subject Bid Evaluation Report and to convey the observation/infirmities as under:
i. As per NIT and corrigendum / BDs the bid were to be opened on 10-10-2016, however, corrigendum regarding extension was issued on 18-10-2016, which is of No use. Besides, as per Rule- 22(2), the corrigendum was required to be advertised in a manner similar to original NIT / advertisement. Hence, the corrigendum should have been hosted on SPPRA website. ii. Besides, the bids have been opened on 01-11-2016, as per BER a corrigendum regarding this change / extension has not been furnished. iii. BERs only mention % above / below, BER should clearly mention the amount quoted by bidders. iv. BER and CS are signed by different members. 2. In view of above, the procuring agency is advised to furnish above mentioned documents/clarification and take appropriate action for rectifying the infirmities. It may be noted that the compliance of SPP Rules 2010 (amended 2013) is the sole responsibility of procuring agency in letter and spirit.
