Preface

In the context of the UN Millennium Declaration, the crucial importance of Water, Sanitation and Hygiene (WASH) for the attainment of most of the Millennium Development Goals (MDGs) is becoming increasingly evident. In order to halve, by 2015, the proportion of people without sustainable access to safe drinking water and basic sanitation (Goal 7, target 10) in sub-Sahara Africa, it is of vital importance that efforts are intensified to accelerate the development of the water supply and sanitation sector.

In Zimbabwe UNICEF is the lead UN agency on Water, Sanitation and Hygiene and coordinates the Water and Environmental Sanitation (WES) Working Group, which brings together local and international NGOs, donors, UN agencies and Government departments involved in Water, Sanitation and Hygiene. Therefore, UNICEF is strengthening its coordination and lead role through the development of planning tools such as this WASH ATLAS.

This WASH ATLAS provides an overview of the WASH implementing organisations that have been active in Zimbabwe in the period 2005 – 2006 in addition to the Government. The ATLAS is designed to improve evidence-based planning in the Water and Sanitation sector. Within the context of the WES Working Group, this ATLAS is being disseminated bi-annually in order to improve planning and programming as well as coordination of activities among stakeholders.

The data for this ATLAS is drawn from non-profit organisations active in Water and Sanitation (local and international NGOs as well as UN agencies) and donor agencies. Data collection is premised on the basis of an interactive relationship with these stakeholders, which is considered to be a prerequisite for continuous updating of the ATLAS.

UNICEF would like to take this opportunity to express appreciation to all that have contributed to the development of the WES ATLAS. In particular we would like to express our appreciation to the European Commission’s Humanitarian Aid Department (ECHO) for their financial support in the establishment of this ATLAS. Preface WASH ATLAS Zimbabwe Introduction

Safe drinking water and sanitation are basic to human survival, healthy living, dignity and productivity. Lack of these fundamentals is one of the main underlying causes of water related diseases, malnutrition, and child mortality. It is becoming increasingly evident that Water, Sanitation and Hygiene (WASH) is of crucial importance for the attainment of most of the Millennium Development Goals (MDGs). Zimbabwe is currently affected by recurring droughts and a declining economy with limited resources to maintain and operate water and sanitation facilities and services. This is negatively affecting the availability of safe water for drinking, sanitation and hygiene. As a result, vulnerable populations are exposed to increased risk of diseases such as diarrhea, cholera and dysentery, further compromising the immunity of a population already affected by a high HIV/AIDS prevalence. As a response to this situation, a large number of agencies are involved in water, sanitation and hygiene interventions in the country. In order to coordinate these efforts and to maximize the benefits for the affected population, a Water and Environmental Sanitation Working Group (WES WG) was established in 2002 under the auspices of UNICEF. This Working Group brings together representatives from Government, UN agencies, donors, registered international and local NGO’s, private sector and other organisations working in the area of water and sanitation. The Working Group facilitates a coordinated and collaborative humanitarian response with minimum duplication to ensure more effective coverage and improved access to water and sanitation facilities. To support emergency preparedness and a coordinated response, UNICEF has initiated in 2005 an intervention mapping exercise for the WASH sector. Based on this exercise an ATLAS1 was developed that presents a clear overview of who was doing what where in the period 2003 – 2005. This planning tool is considered to be of vital importance for ensuring a coordinated response as it identifies key players for specific activities and their geographical coverage. As such, it was agreed that the ATLAS will be updated bi-annually and disseminated to all relevant stakeholders. In June 2006 UNICEF started the process to update the WASH ATLAS for the period 2005 – 2006, which has resulted in this document.

Methodology

Data collection tool A structured data collection tool was developed in close consultation with all WES WG members. The tool is composed of two separate parts that organisations were asked to complete for each separate project that was partly or fully implemented in the period 2005 - 2006. The first part of the tool was designed to collect general information about the organisation and their planned or implemented WASH projects. The second part of the tool was developed in such a way that detailed information on implemented WASH activities can easily be entered up to ward level. An example of the tool is presented in the last chapter of this document.

Data collection A list was draw up of organisations with a WASH component in their programmes. The list includes members of the WES WG as well as organisations that were reflected in the previous ATLAS1. All organisations were requested to complete the data collection tool and submit to UNICEF. Most of the organisations were visited by UNICEF to provide further background information on the purpose of the data collection exercise and to provide assistance in completing the forms. All data submitted to UNICEF was verified before entering into a database.

Introduction WASH ATLAS Zimbabwe

Limitations This ATLAS does not include Government interventions. Modalities for mapping national level Government programmes have been explored and Government data will be included in subsequent editions. Activities from organisations that are not linked to the National WES WG or were not included in the previous ATLAS have not been mapped. As such, various small Private Voluntary Organisations (PVOs) and Community Based Organisations (CBOs) are not reflected in this ATLAS. Moreover, some organisations could not provide data disaggregated up to ward level as required on the data collection form.

Mapping Data received from the organisations was entered into a database maintained at UNICEF. From this database, a report with data by organisation and geographical area was generated and sent back to the organisations for verification purposes. Once final corrections were received, maps and tables were produced for province and district levels. Interventions could only be mapped if the organisations had provided ward numbers for the implemented activities. In order to allow for a comparison between the water and sanitation situation on the ground and the interventions in each district, selected data from the WASH Inventory ATLAS2 has been included in this ATLAS. More specifically, the Water Coverage Index and the Sanitation coverage have been included for each district. Furthermore, information on the number of non-functional water points has been compared with the total number of repaired and/or rehabilitated water points in each ward.

Structure of the ATLAS

The ATLAS consists of two separate documents. Volume I is the ‘heart’ of the ATLAS and contains a summary of the total number of implemented activities per district (geographical coverage) and per organisation (key players). This overview is followed by provincial and district level maps indicating the geographical distribution of WASH implementing organisations. The district level maps are complemented by tables presenting detailed information on the activities implemented in each ward. Volume II consists of three database reports. The first report presents a list of organisations involved in WASH interventions in Zimbabwe in the period 2005 – 2006. The second report presents an overview of the different projects that have been implemented in this period. Finally, a report is included showing the number of implemented activities per ward by implementing organisation.
