Allison1,2 1 School of Marine and Environmental Affairs, University of Washington, Seattle, USA 2 Worldfish, Penang, Malaysia Summary • Effects of ocean deoxygenation on people remain understudied and inherently challenging to assess. Few studies address the topic and those that do generally include more readily quantified economic losses associated with ocean deoxygenation, exclude non-use and existence value as well as cultural services, and focus on relatively small, bounded systems in capitalized regions. Despite the lack of extensive research on the topic, current knowledge based in both the natural and social sciences, as well as the humanities, can offer useful insights into what can be expected from continued ocean deoxygenation in terms of generalized impact pathways. • People receive benefits from ocean ecosystem services in the form of well-being (assets, health, good social relations, security, agency). Ecosystem services are translated to human well-being via social mediation, such that differences in levels of power and vulnerability determine how different social groups will experience hazards created by continued ocean deoxygenation. Despite not knowing the precise mechanisms of ocean deoxygenation-driven biophysical change, established social mechanisms suggest that ocean deoxygenation will exacerbate existing social inequities. • Reductions in dissolved oxygen (DO) are generally expected to disrupt ecosystem functioning and degrade habitats, placing new challenges and costs on existing systems for ocean resource use. Coral reefs, wetlands and marshes, and fish and crustaceans are relatively more susceptible to negative effects of ocean deoxygenation. -

Hope Bay (MHB) and Narragansett Bay (NB) is simulated using the unstructured grid, finite-volume coastal ocean model (FVCOM). With an accurate geometric representation of irregular coastlines and islands and sufficiently high horizontal resolution in narrow channels, FVCOM provides an accurate simulation of the tidal wave in the bays and also resolves the strong tidal flushing processes in the narrow channels of MHB-NB. Eddy shedding is predicted on the lee side of these channels due to current separation during both flood and ebb tides. There is a significant interaction in the tidal flushing process between MHB-NB channel and MHB-Sakonnet River (SR) channel. As a result, the phase of water transport in the MHB-SR channel leads the MHB-NB channel by 90o. The residual flow field in the MHB and NB features multiple eddies formed around headlands, convex and concave coastline regions, islands, channel exits and river mouths. The formation of these eddies are mainly due to the current separation either at the tip of the coastlines or asymmetric tidal flushing in narrow channels or passages. Process-oriented modeling experiments show that horizontal resolution plays a critical role in resolving the asymmetric tidal flushing process through narrow passages. -

A Fisherman‐Scientist Collaboration to Project objectives: (1) Repeat a comprehensive diver‐based visual and suction sampling survey of Re‐assess Lobster Nurseries in lobster nurseries in Narragansett Bay and Rhode Island’s outer coast that had Narragansett Bay After Two Decades of been conducted by the same method in 1990 during a time of historically hig h lbtlobster abdbundance. Environmental Change (2) Deploy passive cobble‐filled post‐larval collectors at the same sites, thereby enabling side‐by‐side comparisons of the two methods. MA0003654 Determinations Document July 22, 2002 6.0 CWA § 316(a) - Determination In Response to USGenNE’s Variance Application 6.1 Introduction This section of the NPDES permit development package for BPS presents EPA’s determination in response to USGenNE’s application for alternative thermal discharge limitations under CWA § 316(a) (commonly referred to as “a § 316(a) variance application”). As discussed in the Permitting History section of this document, the thermal discharge limits included in the original October 1973 NPDES permit for BPS were based on Massachusetts Water Quality Standards rather than a § 316(a) variance. This permit included a maximum temperature limitation of 90° F and a )-T limitation of 20° F. The permittee subsequently sought relaxation of those limitations under a § 316(a) variance. The record shows this request to have been extremely controversial. The permit’s maximum temperature and )-T limits were alternately raised and then returned to the original limits in a series of permit modifications and agreements over the years from 1976 to 1979.1 In 1979, a new permit was issued by EPA and MA DEP on the basis of a CWA § 316(a) variance. This permit raised the maximum temperature and )-T limits to 95° F and 22° F, respectively. These limits remain in place in the current permit with certain conditions. See EPA Fact Sheet for BPS Draft NPDES Permit No. MA003654 (June 11, 1993), p. 11. In 1982, although the maximum temperature and )-T limits of 95° F and 22° F remained constant, BPS was nevertheless effectively authorized to discharge more heat (in BTUs) to Mount Hope Bay when another permit change allowed the plant to discharge an increased volume of cooling water flow due to the conversion of Unit 4 from closed-cycle to open-cycle cooling. -

Overlooked by many boaters, Mount Hope Bay offers a host of attractive spots in which to wile away a day—or week—on the water. BY CAPTAIN DAVE BILL PHOTOGRAPHY BY CATE BROWN ount Hope Bay, shared by Massachusetts and Rhode Island, doesn’t get a lot of attention from boaters. But it should. The bay is flled with interesting places to dock, drop an anchor or explore in a small boat, so you could fll an entire week visiting a new spot every day. Every summer, I spend a signifcant amount of time on the bay aboard a 36- foot Union cutter, so I’ve gotten to know and love this body of water, which offers everything from interesting things to see and do to great dock-and-dine restaurants to scenic spots where one can drop the hook and take a dip. Here are some of my favorite places to visit, as well as some points of interest. The main gateway to Mount Hope Bay (which is named after a small hill on its western shore) is via the center span of the Mount Hope Bridge, with Hog Island Shoal to port and Musselbed Shoals to starboard. You can also enter, from the north, via the Taunton River, and from the south, via the Sakonnet River. Although the Army Corps of Engineers maintains a 35-foot-deep shipping channel through the bay up to Fall River, be mindful of navigational aids that mark obstructions such as Spar Island or Old Bay Rock.
