Chamber | Seòmar acknowledges that Professor Alston visited Scotland as part of his 12-day fact finding visit to the UK, where he heard directly from people affected by poverty; notes with concern the findings of the report, in particular the claim that rising poverty rates have been caused by UK Government policies; believes that the report backs up evidence from organisations working across civil society on the damage caused by UK Government welfare changes and austerity; notes the report's assessment that the UK Government must reverse the many policies that it has pursued, which it believes are increasing poverty and inequality, including it imposing what it sees as regressive measures such as the benefits freeze and two-child cap; believes that the special rapporteur is clear that the UK Government has been failing to listen and is "determinedly in denial" regarding poverty in the UK, and notes the view that the UK Government must take heed of this report and make the radical changes necessary to provide support to people and to actively take action to tackle poverty and inequality in Scotland, including in the Clackmannanshire and Dunblane constituency, and the rest of the UK.

*S5M-17948 Colin Smyth: Idiopathic Pulmonary Fibrosis Week 2019—That the Parliament welcomes Idiopathic Pulmonary Fibrosis (IPF) Week, which takes place from 16 to 24 September 2019; understands that around 2,500 people in Scotland are living with IPF and that, across the UK, an estimated 6,000 are diagnosed with it every year; acknowledges that it is an incurable and life-limiting condition, which results in a build-up of scar tissue in the lungs, restricting normal breathing; understands that current treatments can only mitigate the symptoms; notes the view that more research is needed to help people with the condition, and praises the British Lung Foundation for its "Meet the Expert" events, which allow people living with IPF to speak to specialists, and for raising awareness and funding vital research to improve diagnosis and treatment, which it believes will allow people to have the chance of experiencing a better quality of life.

*S5M-17933 Anas Sarwar: 80th Year of Scotland’s Citizens Advice Service—That the Parliament notes that 2019 marks the 80th year of Scotland’s Citizens Advice Service; congratulates it for the high-quality advice and advocacy that it has provided over the years, which are the twin aims of the service; understands that, in 2018, it assisted nearly 262,000 clients with almost 766,000 issues and that, along with the advice that it provided, its bureaux also helped people complete over 44,100 official forms, with claims totalling nearly £138 million; acknowledges what it sees as the unique advocacy role that it plays, which aims to ensure that the voices of citizens coming into bureaux across communities are listened to, and acted on, by national policy-makers, and believes that the Citizens Advice Service continues to play a valuable role to play in addressing the community and national needs of people in Glasgow and across Scotland

Scottish Railways; understands that the project will see development of the site at Bo’ness with a new fully interpreted visitor trail connecting visitors from the station platform to a new publicly accessible steam engineering facility and the museum itself; notes that a new steam shed is to be built allowing an insider’s view of what is involved in maintaining large steam locomotives; consider that the skills required to maintain steam locomotives are a dying art and that the new steam shed will provide an ideal base for volunteers and staff to carry out their work and support the development of young engineers as part of a planned programme for apprentices and trainees; recognises that the Bo’ness and Kinneil Railway and Museum of Scottish Railways are run by SRPS volunteers and that, in 2011, the society was awarded the Heritage Railway Association’s Peter Manisty Award in recognition of its continuous developments in the presentation of Scottish railway history; further recognises that the Bo’ness and Kinneil Railway has been developed since 1979 on a site at the shore of the River Forth, and now welcomes over 60,000 visitors every year and has been used in films such as The Angel’s Share, Cloud Atlas and The Railway Man; congratulates SRPS on securing this major grant, and looks forward to construction starting, ensuring that the legacy of Scotland’s largest railway museum is secure for generations to come. *S5M-17934 Bob Doris: The Jim Ross Festival, a Fitting Tribute—That the Parliament recognises the success of the Jim Ross Festival, which was held on 15 June 2019 to celebrate the memory and service of Jim, who was a long-serving member of Ashfield FC, giving 63 years in commitment as a treasurer and committee member before sadly passing away in June 2018; understands that, ahead of the festival, Jim’s family, along with ex-Ashfield members and players, held a brief ceremony in his honour; notes that the family shared readings and laid Jim’s ashes on the field; acknowledges that the stadium's owner, Gerry Facenna, arranged for a plaque to be place in commemoration on the main stand wall; believes that this was a fitting way to, not only say goodbye to a loyal friend and member of the club, but to also officially open the weekend for the festival, which welcomed 500 players aged between nine and 12 from 21 teams; considers that this was a fitting celebration of Jim’s life; notes that all of the participants received a medal, with three players also receiving a Player of the Festival medal and three teams being given a Team of the Festival award; congratulates them on their success, but believes that the real winner on the day was the memory of Jim and his lifetime of commitment to Ashfield. *S5M-17931 Jenny Gilruth: Warout Primary School's Warout Warriors—That the Parliament congratulates the Warout Warriors, who are a team of eight pupils from Warout Primary School in Glenrothes, on recently enjoying a taste of life in the fast lane by competing in the annual Fife Goblins Racewell event in a car that they built by themselves and winning the prizes for Best Portfolio and Best Presented Team; understands that the school engaged in the project with the Greenpower Education Trust as part of the development of its STEAM programme and that the team took part in slalom, drag and head-to-head sprint events; acknowledges that the engineering company, DPS Group, sponsored the team, providing each member with safety helmets, race suits and gloves as part of its commitment to the development of the next generation of engineers and technicians; notes that the average car for the event took 15 hours to build and that part of the process involved the children documenting the design build by creating a portfolio from initial conception to finished vehicle, which highlighted the pitfalls and challenges that they faced and how they overcame any potential problems, and sends its best wishes to the pupils and the school.

Progress of Legislation

A list of all Bills in progress can be accessed via the Scottish Parliament website at:

For each Bill, the date of the next (or most recent) event in the Bill’s passage is given. Other relevant information, e.g. about lodging amendments, is given in italics. As soon as a Public Bill (i.e. a Government, Committee or Member’s Bill) has completed Stage 1, amendments for consideration at Stage 2 may be lodged; and as soon as Stage 2 is completed, amendments for Stage 3 consideration may be lodged. The last lodging day for amendments at Stage 2 is four sitting days before the meeting at which those amendments will be considered (e.g. Wednesday for a meeting on Tuesday); at Stage 3 it is five days before. Amendments may be lodged until 4.30 pm on any sitting day, except on the last lodging day for each Stage, when the deadline is 12 noon.

A Hybrid Bill is subject to the same rules except in the case of Stage 2 where amendments for consideration may be lodged no earlier than the completion of any consideration of evidence at Stage 2. Amendments to Private Bills are subject to different deadlines. These are set out in Rule 9A.12 of Standing Orders.

Members are advised to lodge amendments in good time before the beginning of a Stage and as early as possible during the day.
