We also refer to your letter dated April 26, 2016 requesting a restructuring of the Project involving amendments to the Loan Agreement and the Project Agreement to facilitate Public Disclosure Authorized implementation of the Project. We are pleased to inform you that after due consideration, the Bank has agreed with your request and hereby proposes to amend the Loan Agreement as follows: (A) The table in Section IV.A.2 of Schedule 2 is amended to read as set out in Attachment I to this amendment letter. (B) Section IV.B.2 of Schedule 2 is amended to read as follows: "2. The Closing Date is December 28, 2018." The attachment to the Supplemental Letter regarding Results Framework and Monitoring Indicators agreed further to Section II.A of Schedule 2 to the Loan Agreement, is revised to read Public Disclosure Authorized as set forth in Attachment 2 hereto. Upon receipt by the Bank of: (i) a duly countersigned original of this amendment letter by the authorized representative of the Borrower; and (ii) a duly countersigned original of the amendment letter to the Project Agreement by the authorized representative of the State of Karnataka, this amendment letter shall become effective as of the date of the last countersignature of the above two amendment letters (except for the provision related to the extension of the Closing Date under paragraph (B) above, which becomes effective upon dispatch of this amendment letter).     Fuel Subsidy Reform in Developing Countries: Direct Benefit Transfer of LPG Cooking Gas Subsidy in India Neeraj Mittal, Anit Mukherjee, and Alan Gelb* Abstract As shown by international experience, efforts to reform energy subsidies have a mixed record of success. This paper provides a detailed picture of the India’s reform of household subsidies for the purchase of LPG cooking gas—the largest cash transfer program in the world. From all available evidence the reform has been a success, both in reducing leakage and diversion of LPG to the commercial market and in improving the quality of service for legitimate beneficiaries. The paper documents the process of implementation, especially de-duplication of beneficiary lists, elimination of price subsidies by direct transfers to bank accounts, and the use of Aadhaar, India’s biometric ID program, to improve access to poor and rural beneficiaries, especially women. Lessons for other countries include: (i) clearly articulating reform objectives helps to build strong political support; (ii) capping consumption of subsidized cylinders together with removal of market price distortion reduces black marketing and improves quality of service delivery; (iii) information campaigns and social media can encourage self-targeting and “nudge” the wealthy to opt out of the subsidy; and (iv) using information technology and digital ID, or Aadhaar, eliminates duplicates and provides fiscal space to target subsidies and expand access to clean cooking fuel for poor rural households, especially women.
