RELEASE OF PRIMARY CENSUS ABSTRACT: MIZORAM

INTRODUCTION

The final figures of 1991 Census results for Mizoram State is being released on 28th January 1993 in shape of Tables called the Primary Census Abstract (PC A). The All India Release of PCA has been done in New Delhi on 14.1.1993 in a release function held for the occasion.

The release of final PCA this time has assumed more importance in view of the fact that this is being done through the electronic media. This is indeed an important landmark in the history of Census. The Office of the Registrar General, India in collaboration with National Informatics Centre (NIC) had taken up this massive job of entering the entire PCA data in NICNET The NIC has done a commendable job by way of providing the technical inputs required for data entry, storage and dissemination of the PCA data.

The PCA data now being released gives the Census data at State, District, R.D.Block, Village, Town and Ward levels. The PCA includes data by sex, and by place of residence (i.e. Rural, Urban) on (a) Population (b) Population in age group 0-6 (c) Scheduled Caste Population (d) Scheduled Tribe Population (e) Number of Literates (f) Main Workers (g) The distribution of main workers in the nine-fold industrial categories (h) Marginal Workers and (i) Non-Workers.

The data being released is of immense importance to the Government both Central and State, the various Research Institutions, Private Institutions and Companies, Research workers and all other various offices and indi\liduals. It is not enough to reJease the data of such immense importance tor the use of data user but it is also necessary that they are readily available to them without their making much effort in this direction. The PCA data of the entire country is now stored in the main-frame computer of the NIC at New Delhi. The data users located in any corner of the country 2 now have access to census data of any state at any level. They only have to contact the nearest NIC or the Census Directorate, and data will be provided to them as quickly as possible by charging a minimal cost of stationery. The Census Directorate of the State would also provide entire PCA data or any part of it for the same state as per requirement in a floppy disc. For the present, the cost of floppy only would he charged from the customer.

(a) Growth Rate

The population cif Mizoram at sunrise of 1 st March, 1991 ~tood at 689,756, thus recording a net addition of 195,999 persons (101,7J9 males and 94,260 females) from what it was exactly a decade ago. In terms of percentage the decadai growth rate for the decade 1981-91 is J9.70.

The decadal growth rate of population starting from 1901 is given below.

It can. be seen from the above table that the decadal rate of growth for the decade 1981-91 has fallen by 8.85 percentage points from what was in the previous decade. The fluctuations in decadal growth from 1941-51 onwards are indeed baffling and need further indepth study before any simplistic conclusions are drawn with regard to growth of population in Mizoram during the last few decades. s

Given below are the decadal growth rates of population for ~ach district of Mizoram, by sex, for two decades 1971-81 and 1981-91.

During 1981-91, the growth rate in Chhimtuipui district was the highest among all the three districts followed by Aizawl and Lunglei in that order. All the three districts have almost uniformly contributed in the faU in growth rate. It would be worthwhile to note that in Chhimtuipui district, while during 1981-91, there has been a fall in growth rate by 19.74 percentage points in respect of males from the 1971-81 level of 69.18% the female growth rate in the decade in 1981-91 has dropped by only 2.20 percentage points from its 1971-81 level of 53.61%, a matter which needs furthp.r indepth analysis. It Will not be possible to do any further analyses until the final figures with regard to migration, birth rate and death rate whict: are the components of growth, are available.

(b) Sex Ratio

There were 921 females per 1000 males in Mizoram on 1st March, 1991, which was 2 more than the number of females per 1000 males found exactly 10 years ago. The sex ratio in the State was favourable to females upto 1961 in Mizaram, after which there has been preponderance of males over females. 6 Statement 3 gives the sex ratio district-wise from 1971 to 1991.

From Statement 3 it wiU be clear that out of the three districts Aizawl has the highest sex ratio in 1991, with other two districts having sex ratio below State average of 921. The situation was somewhat similar in 1981 when ranked 1st among the 3 districts. However, in 1971 Chhimtuipui registered the' highest sex ratio of 989. In each of the censuses, from 1971 onwards LUI Iylei has recorded the lowest sex ratio. While Aizawl district has shown a declining trend in sex ratio from 1971 onwards, the sex ratio in ' has shown gradual improvement during the corresponding period. The sex ratio in Chhimtuipui district which had recorded a very sharp decline from 989 in 1971 to 898 in 1981 has improved to 910 during 1991 Census.

(c) Literacy

A person is treated as literate if he or she can read and write with understanding in any language. A person who can merely read but cannot write is not literate. In 1991 Census, children of age 6 or less were treated as iUiterate. In earlier censuses, however, children below 5 years of age were treated as ·Illiterates.

In earlier censuses literacy rate were worked oljt basing on total population. In order to make the literacy rates more meaningful, the popula­ tion in the age group 0-6 has been excluded from the total population. Therefore literacy rate relates to population aged seven years and above. 7 In the. Primary Census Abstract the population aged 0-6 years has been given right upto the viliage/ward level to enable the users to work out the literacy rates at that lower level.

Mizoram, as already known, is one of the most literate States in India. At the 1991 Census in Mizoram pbout 82 out of 100 perso"hG in the age group 7 years and above were found to be literate. Thus, during the ten year period from 1981 to 1991 about 6 more persons have become literate per 100 in the 7+ years age group. The female literacy in the State over the last few decade have grown at a much faster pace than the male literacy. The gap between the male and female literates is one of the lowest in India.

Statement 4 presents the literacy rate district-wise for a11 the districts of Mizoram by sex for 1981 and 1991.

At the 1991 Census, Aizawl was by far the most literate district in Mizoram, followed by Lunglei and Chhimtuipui districts in that order. The situation was similar at the 1981 Census. The highest increase in literacy rate in the ten year period from 1981 to 1991 on the percentage point basis has been recorded in Chhimtuipui where the rate has improved by about 13 percentage points. The literacy rates in Aizawl and Lunglei districts have also shown significant improvements, though with lesser degree. This was, perhaps, due to the fact that the literacy levels in the last two mentioned districts had already reached a plateau. 8 The largest proportions of literates both among maJes are found in AizawJ district. The sharpest increases in the iiteracy rates from 1981 to 1991 for males and females have been registered in Chhimtuipui district being 11.09 and 15.29 percentage points respectively. The gap in literacy

in 1991 between males and ~emales, however is found to be least in Aizawl district.

It would be interesting to study the absolute figures for literates. Statement 5 gives the details of number of literates and illiterates among the population aged seven years and above for Mizoram fo'r 1981 and 1991.,

During the decade 1981-91, the population aged seven years and above has increased by 168,762 constituting of 87,464 males and 81,298 females. During the same decade 170,296 have become literate which is more than the number added to the population of 7 years and above. On the other hand the number of illiterates in the above age group has declined by 1534 out of which 302 are males and 1232 females. Though it is too early to view this as the success of Adult literacy programme in the State, the achievement in the area of literacy can in no way be undermined and cannot be termed anything less than remarkable. However 9 it would be interesting to study the aggregate literacy at the district and lower levels in the State. The age group-wise literacy would also help in providing a better Insight into the progress of literacy in Mizoram.

(d) Urbanisation

The number of towns in Mizoram in 1991 Census was 22, thereby adding as many as 16 towns to the number existing in 1981. Out of the 16 rural constituents which have newly acquired the status of town, 14 are in Aizawl district· alone. In Lunglei this number has increased from 1 in 1981 to 3 in '1991. Chhimtuipui district was the only district where no new towns have been added.

The process of urbanisation in the State is brought out by the following statement.

The proportion· of urban population of the State has increased considerably over the years. In 1951, only about 4 out of 100 persons lived in urban areas, in 1991 about 46 of them were found to be living in urban areas. Mizoram now is one of the most urbanised State in India. On the other hand, only 133 persons have been added in the rural are during the ten year period from 1981 to 199", thus registering a negligible decadal growth rate of 0.03 per cent. 10 However one should be very cautious before making any sweeping conclusion with regard the rapid urbanisation in the State. The factors generally responsible for increase in Urban population are -

(i) Natural increase i.e. birth rate being higher than death rate in the urban areas existing in 1981 Census. W) Increase rlue to net migration in the !1rban areas eXisting during 1981 Census. (iii) Expansion of area of the towns already existing in 1981 Census. (iv) Addition of new towns to the already existing towns in 1981 Census.

While it may not be possible at this stage to measure the extent of influence of the above mentioned first three factors, it cali be easily shown that the fourth factor has been a major factor contributing to the phenomenal urban growth and a near nil growth in rural areas of the State. It can be easily worked out mathematically to show that about one-third of the increase in the population of urban areas is attributed to the above mentioned fourth factor i.e. the addition of new towns.

One therefore should adopt great degree of caution while anal ysing the rural-urban differentials of any characteristics of the population and draw any conclusions on the basis of it. Rural-urban comparisons with past censuses can lead to disastarous conclusions being drawn. Further any attempt to study the rural-urban differentials and making rural-urban comparisons with the past censuses, in respect of economic characteristics of population will lead. to faulty conclusions. A closer look of the data on economic characteristics of the population of the new towns will reveal that the pattern of economic activities persued in these towns more or less confirm to that persued in the rural areas of the State, with very high concentration of workers engaged in agricultural activities.

Aizawl town has crossed the 1 lakh mark of population and therefore has now qualified to be called a City as per census terminology. It is easily the biggest urban constituent in Mizoram with 22.51% of t.he total population of the State and 48.83% of the total urban population of the State living in it. About a third of the total popUlation of Aizawl district live in Aizawl City. 1 1 (e) Working PopulatlOl.

The Primary Census Abstract provides the number of main workers and also their nine-fold classification. The number of marginal workers and non-workers are also gi ven.

The participation rate of persons 'as main workers in Mizoram, which had declined in 1981 from 1971 level, has shown a marginal improve­ ment in 1991 and now stands at 42.09 per cent. This increase is mainly due to increase in participation rate of females as main workers, which has increased 1.63 percentage points during the decade 1981-91. The male participation rate, however, has gradually declined from 1971 onwards. The real employment scenario of one census can be better compared with the earlier census, if the rates are worked out in relation to the working age group say 14-65 years. Such comparisons will be possible only when detail tables on workers by age group are available.

Statement 8 reveals that the total workers in Mizoram has increased by 3.47 percentage points for all persons from the 1981 level of 45.44%. While the increase in proportion of main workers is very insignificant, beirig 0.36 percentage points, the proportion. of marginal workers during the same period has improved from 3.71 per cent in 1981 to 6.82 per cent in 1991. It would be interesting to note that while during the decade 1981-91, the total workers among males has increased by a mere 1.33 percentage points, the corresponding increase for females total workers has been to the tune of about 6 percentage points. The rapid increase in female total workers can, however, easily be attributed to the sharp increase in female marginal workers rather than female main workers. 13 The above table also clearly brings out the f8t:t that during the decade 1981-91, the increase in proportion of female total workers has been significantly higher than males for all the three districts of Mizoram. The sharpest increase of female total workers is recorded in Lunglei district being 10.91 percentage points followed by Chhimtuipui and Aizawl districts with increases of 5.00 and 4.68 percentage points respectively. So far total workers among males are concerned Chhimtuipui district is the only district which has registered a fall from 54.13% in 1981 to 52.99% in 1991.

Interestingly at the 1991 Census Chhimtuipui district has the largest proportion of main workers for all persons and females. However, the largest proportion of marginal workers, in 1991, for all three categories i.e. persons, males and females are found to be in Lunglei district.

Aizawl City has registered phenomenal increase in the proportion of total workers from 32.91% in 1981 to 45.28% in 1991. The female total workers in this nerve centre of Mizoram has shown an improvement of 19.10 percentage points, which is indeed remarkable. However the main reason for these increases can mainly be attributed to sharp increases in the participation of people in the City in work in a marginal way.

Statement 9 gives the nine-fold industrial classification of workers from 1971 Census onwards.

There has been a significant fall in proportion of cultivators among the workers since 1971 for both the sexes. In 1981, the fall in proportion of cultivators among the main workers from the 1971 level was accompanied by increases in proportions in all other industrial categories. These upward trends in proportion of workers, in all other industrial categories more or less continued upto 1991, with a few exceptions of insignificant magni­ tude. Significant increases in the proportion of main workers in 1991 when compared with 1981 can be noticed in other services in case of males and other services and Trade and Commerce in case of females.

It would be interesting to note that out of the net addition of 48403 main workers among m3les between 1981 and 1991, 15325 (31.67%) were cultivators and 20462 (42.27%) were workers in the category of other services. In case of females the net increase in main workers during the corresponding period was 35850, out of which significant additions were in the industrial categories of Cultivators, Trade and Commerce and Other Services being 17234 (48.07%), 6339 (17.68%) and 8904 (24.84%) respectively.

Statement 10 presents the percentage distribution of main workers by industrial category in the three district of Mizor'am at the 1991 Census. 15

The pattern of distribution of the main workers in the three districts of Mizoram suggest a much more diverse economic activities being persued in Aizawl district when compared with the other two districts. This is true for both the sexes, though with lesser degree for females. The largest proportion of cultivators is in Chhimtuipui district for both males and females. In case of all other industrial categories Aizawl ranks first for both the sexes, except, in the category of Agricultural Labourers where Lunglei district is the leader with 3.84% of male main workers and 3.25% of female main workers engaged in this category.
