The June 22, 2021, meeting of the Cuyahoga County Public Library Board of Trustees was held at the Cuyahoga County Public Library Administration Building Auditorium, 2111 Snow Road, Parma, Ohio. With a quorum of five (5) Board members present, Acting President DePiero called the meeting to order at 5:00 p.m.

President Leonard in advance of this meeting appointed Trustee DePiero as Acting President for this meeting in his absence.

Approval of Minutes: Acting President DePiero asked for a motion to approve the minutes of the May 25, 2021, Board meeting that were sent to the Board members in advance of this meeting.

01-06/2021 Trustee Blakemore moved to approve the minutes, seconded by Trustee Davies. Seeing no corrections, omissions or additions, the minutes of the May 25, 2021, Board Meeting were approved by unanimous vote of the Board members present.

Retiree Recognition: Acting President DePiero recognized and thanked Rosa Minniti for her many years of service to Cuyahoga County Public Library (CCPL) and wished her the best on her retirement. Rosa Minniti was not present at the meeting. (See page 181)

Amendment to the Agenda: Acting President DePiero requested a motion to approve an amendment to the agenda. Under New Business after the Resolution Authorizing a One-Week Fines and Fees Amnesty Period for Visitors to the New Richmond Heights Branch to make an entry for Resolution Seeking Permission to Close the Library Systemwide on November 11, 2021, for Staff Development Day, and Approve update to the Library’s Hiring Process Background Check Guidelines.

02-06/2021 Trustee Blakemore moved to approve, the amendment to the agenda, seconded by Trustee Davies. Seeing no additional discussion, the amendment to the agenda was approved as presented by the Board members present.

Public Comment: There was no public comment.

Report of the Board President: Acting President DePiero stated he does not have a report this month.

Report of the Executive Director: Executive Director Strobel thanked Vice Chair DePiero for accepting role as Acting President this evening.

Executive Director Strobel shared an update on branch circulation and visit statistics. When comparing this May’s statistics to last May, in 2020 we are looking great. Looking back to 2019, for a better reality check we have some catching up to do, which is a theme this summer in our external communications.

Circulation in May of this year was down 29% over circulation in May 2019.

Circulation of digital content in May 2021 was up 21% over May 2019. People over the past 15 -16 months have moved from physical materials that they could not get when our doors were closed to digital materials, and they are continuing with those digital materials. Our physical materials are still very important we circulated 100,000 items in May.

Branch visits in May were down 53% over May 2019. Executive Director Strobel mentioned she is sharing this to make sure our Trustees know that we are paying attention to this and aware that there is work to be done and we are doing that work and we will be continuing to do that work to get our numbers where they should be.

That significant drop in visits is related to the fact that we are not doing much of in person programming, which brings people through the doors. We credit a very large part of our foot traffic every day to program attendance. As social distancing guidelines begin to relax, we certainly welcome larger audiences back to our branches. We are eager to enjoy programming in person. We are starting to do small programs, and outdoor programs. We want to make sure everyone both staff and customers are comfortable.

Director Rich and her team are working on additional strategies to invite our customers back. She is working with WKYC to refresh messaging. There is also a collaboration in the works with United Health Care and the State of Ohio for CCPL to serve as vaccine sites at twelve locations to try and motivate people to come and get their vaccines if they have not yet.

CCPL Communications and External Relations (CER), Branches and our Friends groups are collaborating to host a big book sale event here at the Parma-Snow Branch on August 6 & 7. We paused book donations during the pandemic, and we know when we reopen, the used books will pour in beyond what we are able to store in our branches and we will be working in conjunction with

shipping and different areas internally to make this event happen. We are excited to have a big book sale that will include programming, food trucks and lots of media promotion and remind people that we are open. We have lots to do here to serve the families and residents and try to get them back into the habit of coming to the library after losing that as part of their daily, weekly, and monthly routine. We will be holding an all-staff development day on November 11. Our new strategic plan and brand identity will be unveiled along with keynote speakers and workshops to help prepare us for our exciting future. A lot of what we are planning and starting to plan for the 100-year anniversary will also be focused on. Bringing people back to the library and providing them with programs and services and resources that motivate them after having gotten out of the library habit. Executive Director Strobel welcomed Monique Good, Human Resources Director and introduced Traci Haynes, Engagement and Diversity, Equity & Inclusion (DEI) Manager to give an update on DEI initiatives. She welcomed Ms. Haynes to CCPL.

Director Good stated she and Ms. Haynes will present a very brief overview of where we are and where we are going with our Diversity, Equity & Inclusion initiatives.

Director Good reintroduced Ms. Haynes who comes to us with 10 years’ DEI experience and 20 years Employee Engagement experience. Welcome Ms. Haynes to CCPL.

Ms. Haynes thanked everyone for welcoming her into the CCPL family. Everyone has been so nice in reaching out to her, and it makes her feel part of the team and she is so grateful to work here.

Director Good gave an update on what we have been doing over the past year with regards to Diversity, Equity & Inclusion. We have had some diversity talks. Starting in June, we had Independent Consultant Katherine Hall talking about systemic racism. These talks were open to CCPL Managers and our next step is to open it up to all staff. We have partnered with some people in the community, and they have come in to talk with CCPL Managers and the Managers were able to ask questions. It was very well attended. These talks were very informative and very comfortable for our staff.

CCPL partnered with Tri-C and conducted a DEI survey. She shared the overall highest rated items; they were rated from one to five. Director Good commented the highest rated items showed that our employees are happy to be working here at CCPL, and they are very interested and very supportive of our DEI efforts and from the comments they want to see more, and they are looking forward to what we are going to do.

In our lowest rated items there was nothing below the middle of the scale, but we know what we must focus on in our diversity strategies. It showed employees are interested in how to move forward in their own career paths. As a result, we are going to focus on expanding our mentorship program, succession planning, and career pathing.

Director Good mentioned we have seen slight movement in our demographics from 2020, and we do have a long way to go, but we are moving in the right direction. She commented all our Hiring Managers are aware from the questions and comments that she is receiving. They are asking questions on what we can do to expand our diverse population? our diverse applicants? and our diverse interviewees? and she is glad about that.

Director Good highlighted our Branch Manager demographics, and this might be changing today because of one diverse hire. She wants diverse hire and says we are going in the right direction.

Trustee Blakemore asked have we talked about any specific steps to help move the needle?

Director Good answered that we have had conversations. We have had talks with Director Jankowski and Director Vicchiarelli. She says the reason she highlights their names is because they are over our largest population which are the branches. Our conversations are what can we do? here is an idea and what do you suggest? They are heartfelt. We have these great positions, and we want to diversify the workforce, but we need to figure out how do we get diverse applicants? where do we get our applicants? How do we get them to know that the library is a good place to work? these are our biggest challenges. Director Good says she and Ms. Haynes will be working on these in the future.

Ms. Haynes shared information about the initiatives we will be doing in the future.

Ms. Haynes stated Diversity, Equity, and Inclusion is very important to us at CCPL. We are looking inward initially by focusing on our workplace culture. The CCPL employees reflect the brand of who we are and how we are viewed. As employees are invited respectfully and freely, share their voice in the organization, we can be the employer of choice.

Ms. Haynes stated here are a few initiatives we are putting into place to help influence an inclusive culture at CCPL:

As we redefine our programs, we will host DEI Talks which are specific subject-focused programs where internal and external guests will share their expertise. To help accommodate various learning styles, these sessions will be in a variety of forms including workshops, presentations, and discussion.

We will continue to host DEI Town Hall meetings. Moving forward, Town Halls will be CCPL staff-led informative engagement sessions. As with the DEI Talks, the DEI Town Hall meeting will accommodate various learning styles, these sessions will be in a variety of forms including workshops, presentations, and discussion.

As Executive Director Strobel mentioned in the Town Hall meeting that was held in May, Affinity Groups will be created at CCPL. Affinity Groups are employee-led, volunteer groups of people who hold a shared or common interest. Affinity Groups promote a work culture where people feel safe to present fresh ideas, have different perspectives or viewpoints and are encouraged to re-examine the norms. Ms. Haynes stated she will manage the groups as they form and as they mature, the groups will be employee-led.

Commemorative observances will recognize, honor, and commemorate specific days, weeks, or months observations where knowledge, history, fun facts, and local events and activities will be shared with the staff. Examples of commemorative observances are Coming Out Day, Universal Human Rights Month, and National Family Literacy Day.

Respecting diversity allows people from a greater range of different backgrounds to participate fully in and collaborate with other workgroups more productively. Some of the best workplace synergies happen when diverse teams are valued, heard, and respect all members, contributing to better ideas, innovation, creativity and enhanced overall performance.

Trustee Blakemore commented using this year as the baseline and actual goals what is the vision to keep the needle moving.

Ms. Haynes commented yes, we will be establishing goals and moving towards those goals. One skill set is to get together and as we roll out these different initiatives and programs, we will start capturing some data and sharing that out so we can see how and what is working and what is not. The engagement, and DEI is not just a one-person job it is the responsibility of everyone. All the individual contributors, and we need every employee to believe to move this forward and make this a part of the organizational change.

Acting President DePiero thanked both Director Good and Ms. Haynes for that update and encouraged them to keep up the good work.

Executive Director Strobel thanked both Director Good and DEI Manager Haynes as well.

Human Resources Report: Human Resources Director Good summarized the HR report. There are eight (8) new hires, two (2) rehires and one (1) employee increased their hours and ten (10) employees who added a second rate to have an opportunity to serve as a SUB, and one (1) retirement.

03-06/2021 Trustee Blakemore moved approval, seconded by Trustee Shlonsky. Seeing no discussion, the Human Resources Report dated June 22, 2021, was approved as presented by unanimous vote of the Board members present. (See pages 182-187)

Finance Committee Report: Finance Chair DePiero reminded us that the Finance Committee met prior to the Board meeting, and Director Morgan gave an in-depth review of the financials.

Director Morgan gave highlights from the Finance report. He stated we did not receive any additional property tax money for the month because of settlements we received in the first half, and we should start receiving advances in our second half beginning next month in July.

Director Morgan stated the Public Library Fund for the fifth month in a row was an increase over what we received year-to-date last year. There is some additional information that revenues and the State are up from what the original estimates were. We will continue to monitor this account.

Director Morgan stated salaries and benefits are within budget.

Director Morgan stated library materials are 51% spent most of that has to do with some larger expenditures in the month of January. January is typically a large buying month for both categories. (See Under FINANCE

Investments - May Director Morgan stated we had a robust month. We purchased one piece of commercial paper from Societe Generale with a yield of 0.20% and maturing in February of 2022. We also purchased several CDs, spreading the principle out over four banks to keep it within the FDIC Insurance amounts $249,000 each with yields of .05%-.10% all maturing in a year.

We also purchased three agency securities from the Federal Home Loan Mortgage Company with yields from 0.50%-1.00% and maturities range from six months to just under five years.

Transfers There was one transfer for the month. A transfer from the General Fund to MyCom of $10,833.37 for a library match per the grant agreement.

04-06/2021 Trustee Blakemore moved approval, seconded by Trustee Varley. Seeing no additional discussion, the Investment Report Fiscal 2021 – May listing all Money Market Funds, Star Ohio Accounts, U.S. Treasury Investments, Certificates of Deposit and Agency Securities was approved as presented by roll-call vote. (See Under FINANCE)

Purchase Approval List Director Morgan stated that the Purchase Approval List (PAL) was reviewed in depth at the Finance Committee meeting. He gave highlights of the PAL.

Director Morgan stated Item #1 is an encumbrance increase for $50,000 for new building additions to the system wide replacement of library access control system. Item #2 is also an encumbrance increase for $18,500 for system wide computer security. Item #3 is for the design of exterior repairs at CCPL Orange Branch for $68,900. Matthew Ross Architects will oversee this project. Item #4 is for partial conversion of electronic classroom into Human Resources office space for $31,400.00 by Cleveland Renovation LLC. Item #5 is a request for the first year of marketing software subscription for $24,000. Item #6 is for CCPL brand identity redesign by Little Jacket for $132,100.

05-06/2021 Trustee Davies moved approval of Purchase Approval List, seconded by Trustee Shlonsky. Seeing no additional discussion, the Purchase Approval List dated June 22, 2021, was approved as presented by unanimous vote of the Board members present. (See pages 188-189)

Gift Report Director Morgan stated the report includes Friends gifts for branch programming supplies and other generous gifts from individuals. Director Hawes reviewed these gifts in depth at the Finance Committee meeting.

06-06/2021 Trustee Shlonsky moved approval, seconded by Trustee Davies. The gift report was approved by unanimous vote of the Board members present. (See page 190)

 Resolution to Amend Official Certificate of Estimated Resources and Amend Appropriations Director Morgan stated this resolution is to amend our certificate and estimated resources and appropriations for an additional $1,500.00 into our special revenue fund for the Warrensville Heights Garden project. This is a result of a gift that was given.

07-06/2021 Trustee Varley moved approval, seconded by Trustee Davies. Seeing no additional discussion, the Resolution to Amend Official Certificate of Estimated Resources and Amend Appropriations was approved by unanimous vote of the Board members present. (See page 191)

 Resolution for the Cuyahoga County Public Library to Pick Up the Statutorily Required Employee Contributions to the Ohio Public Employees Retirement System PURSUANT TO I.R.C. SECTION 414(H)(2) During Such Periods that an Employee is Receiving Short-Term Disability Benefits from the Library Director Morgan stated we are asking the Board to approve this resolution for CCPL to Pick Up Employee Contributions to the Ohio Public Employees Retirement System. This has to do with the Short-Term Disability benefit program that we are instituting. With that program the library picks up both the employee and the employer contribution. That is done through a Pick Up plan that is approved by the Board and then forwarded to the Ohio Public Employees Retirement System.

08/06/2021 Trustee Blakemore moved approval, seconded by Trustee Davies. Seeing no additional discussion, the Resolution for the Cuyahoga County Public Library to pick up the Statutorily Required Employee Contributions to the Ohio Public Employees Retirement System PURSUANT TO I.R.C. SECTION 414(H)(2) During Such Periods that an Employee is Receiving Short-Term Disability Benefits from the Library was approved by unanimous vote of the Board members present. (See pages 192-193)

 Resolution Declaring that a Case of Urgent Necessity Exists and Authorizing the Procuring of Proposals and Entering Into a Contract Without Competitive Bidding Director Morgan stated this is a resolution asking the Board to approve a contract without entering into competitive bidding. This is for the replacement of the facade at the CCPL Orange Branch. The facade is delaminating, and this is an emergency nature, and we need to get the work completed this summer. This resolution does allow us to do this project without competitive bidding. We will receive three bids for the contract, and based upon those three proposals, we will choose the lowest bid for the work to be done.

 Resolution to Approve Change Order Number One for Donley’s Independence LLC for GMP/CMAR Services Relating to the new Construction of the Bay Village Library Director Morgan stated we did bid the build out of the second-floor patio area at CCPL Bay Village Library as an alternate, pending gift money to make that happen. We did receive those gifts. This is an increase for the work completed and there is a construction cost component as well as an additional Construction Management At Risk (CMAR) fee. The construction cost is $238,165.00 and the cost for the additional CMAR fee is $18,171.00 bringing the total change order request to $256,336.00.

Seeing no additional discussion, the Resolution to Approve Change Order Number One for Donley’s Independence LLC for GMP/CMAR Services Relating to the new Construction of the Bay Village Library was approved by unanimous vote of the Board members present. (See pages 197-200)

 Resolution Seeking Permission to Close the Library Systemwide on December 26, 2021 Executive Director Strobel stated it is our practice when the holiday falls on the weekend and knowing that there will be significantly fewer visits and it is extremely difficult to staff on a Sunday following a national holiday, we will need Board permission to close systemwide on Sunday December 26, 2021.

11-06/2021 Trustee Blakemore moved approval, seconded by Trustee Shlonsky. Seeing no additional discussion, the Resolution Seeking Permission to Close the Library Systemwide on December 26, 2021, was approved by unanimous vote of the Board members present. (See page 201)

 Cuyahoga County Public Library A Resolution Authorizing a One-Week Fines and Fees Amnesty Period for Visitors to the New Richmond Heights Branch Executive Director Strobel stated it is typical when we open a new branch, we have one week of fines and fees amnesty period and anyone who visits the new CCPL Richmond Heights Branch will have their fines and fees waived. This is a very popular service, and many people are waiting for us to open, and they do travel across the county for the opportunity to clear their fines and fees. We are asking Board permission to do that.

12-06/2021 Trustee Blakemore moved approval, seconded by Trustee Varley. Seeing no additional discussion, Cuyahoga County Public Library a Resolution Authorizing a One-Week Fines and Fees Amnesty Period for Visitors to the New Richmond Heights Branchy was approved by unanimous vote of the Board members present. (See page 202)

Resolution Seeking Permission to Close the Library Systemwide on November 11, 2021, for Staff Development Day Executive Director Strobel stated as you can see from the resolution, we have not done this for 15 years where we have gotten all the staff together and because we have a new strategic plan, new mission, new vision, and new branding we are really excited to come together to hear that message one time, in one space and we would like to start planning that event. We would like to close on November 11, 2021, which is Veterans Day, and many customers are closed anyway, and this date will be least impactful for residents. We are asking Board permission to close the library systemwide on November 11, 2021, for Staff Development Day.

13-06/2021 Trustee Varley moved approval, seconded by Trustee Davies. Seeing no additional discussion, Resolution Seeking Permission to Close the Library Systemwide on November 11, 2021for Staff Development Day was approved by unanimous vote of the Board members present. (See page 203)

Resolution Approval of Updated Hiring Policy Background Check Guidelines Director Good stated we have a grant that requires more stringent FBI/BCI background checks. All our new employees coming in must go through the FBI/BCI background check process. Employees that are in grant funded positions or doing grant funding work, will be required to get an update every five years.

Executive Director Strobel stated the Hiring Policy Background Check Guidelines was reviewed in detail at the Policy, Planning & External Relations (PPER) meeting held on June 8, 2021.

14-06/2021 Trustee Shlonsky moved approval, seconded by Trustee Blakemore. Seeing no additional discussion, Resolution for Updated Hiring Policy Background Check Guidelines was approved by unanimous vote of the Board members present. (See page 204)

10 Resolution of Appreciation for Linda Kaminski

WHEREAS, Linda Kaminski has served with great loyalty as an employee of Cuyahoga County Public Library since her hire on October 8, 1987, as a Public Service Assistant at the Garfield Heights Branch; on May 8, 1989 she was promoted to a Public Services Assistant II at the Strongsville Branch; on February 4, 1992 she transferred to the Parma Snow Branch; on December 6, 1997 she resigned; on December 1, 2003 she rejoined CCPL as a Branch Services Assistant II at the Berea Branch; on August 3, 2005 she resigned; On October 10, 2005 she rejoined CCPL as a Branch Services Assistant SUB; on July 7, 2008 she was promoted to a Branch Services Librarian Supervisor at the North Olmsted Branch; on April 6, 2009 she was promoted to the Public Services Supervisor at the Parma Branch; On April 4, 2010 she was transferred to the Adult Services Programming Specialist in the Adult Services Department; on June 23, 2013 her title was changed to LLD Specialist – Adult Programming, a position she held until her retirement on July 29, 2021; and,

WHEREAS, she was instrumental in growing the adult programming department. Her professionalism and initiative led to partnerships and relationships with hundreds of area organizations and programmers. Her commitment to lifelong learning and passion for creating meaningful and innovative programming impacted thousands of customers; and,

WHEREAS, she displayed superior time management and organizational skills, frequently coordinating over one hundred systemwide programs each quarter. She was reliable and responsive to internal and external customers alike, always conscientious while striving for excellence; and,

WHEREAS, she was always an exceptional team player, enthusiastic and supportive as adult programming evolved to include initiatives focusing on older adults, entrepreneurship, and culinary literacy. Linda was consistently a strong ambassador for CCPL and embodied our commitment to lifelong learning.

OW, THEREFORE, BE IT RESOLVED that the Board of Library Trustees records its appreciation to Linda Kaminski for all the years of service she has rendered to the library and the public and extends to her all good wishes for a happy, healthy, and rewarding life. N

William J. Leonard, President Board of Trustees Cuyahoga County Public Library Date: July 27, 2021 11 EXECUTIVE DIRECTOR’S MESSAGE REASONS TO CELEBRATE As we near the end of summer I want to share some reasons to celebrate.

Throughout the pandemic Cuyahoga County Public Library (CCPL) followed the guidance of public health offi cials to keep our staff and customers as safe and healthy as possible. That guidance led us to take necessary precautions such as closing meeting rooms to the public and temporarily suspending book sales and donations. For more than a year our customers have been asking, “when will your meeting rooms re-open” and “when will you start accepting book donations again?” I am pleased to tell you that time is now.

This July, we re-opened our meeting rooms for the public to reserve and resumed accepting book donations. I know this is welcome news for many of our customers. Our meeting room spaces have long been one of our most valued services and we know they were sorely missed. We also know that many of our customers have been hanging on to books they want to donate to our Friends of the Library book sales, waiting patiently for the day when we would begin accepting donations again. Since we began accepting donations on July 1 we have received an overwhelming amount of books. So many, in fact, that we are going to hold our fi rst-ever Book Blowout Sale at the Parma-Snow Branch from Friday, August 6 through Sunday, August 8, to benefi t our Friends of the Library groups. If you are looking for a great deal on used books, then you do not want to miss this sale.

In other exciting news, we will celebrate the grand opening of the new CCPL Richmond Heights Branch on Saturday, August 14 from 2:00 p.m. to 5:00 p.m. The celebration will be open to the public and will include limited edition commemorative library cards, Pop Culture CLE gourmet ice pops (while supplies last), T-shirt screen printing and other activities. We will also be waiving library fi nes and fees for customers who visit the new branch between August 14 and August 21.

The new Richmond Heights Branch is unique within the CCPL system. Located on the site of the beautiful new Richmond Heights Upper School, it will serve both the school’s students and the general public. We are thrilled to partner with the Richmond Heights Local Schools and Superintendent Dr. Renee Willis on this project and look forward to serving the student body and the public from the new building. Although it is connected to the school, the new Richmond Heights Branch has its own entrance, dedicated parking, will be open seven days a week like our other branches, and will offer public computer stations, meeting rooms and a great selection of materials for all county residents to use and enjoy.

The existing Richmond Heights Branch on Wilson Mills Road will be closed Sunday, August 1 through Friday, August 13, as we prepare to move to our new location. While the branch is closed, the book drop will remain available for returns.

I hope to see you at the grand opening on August 14.

The Garfi eld Heights Branch’s monthly produce distribution was held on June 2. With the help of Branch Manager Megan Barrett, BSL I Generalist Erin Hallahan, and nine volunteers, 217 people in 91 households were able to get a variety of fresh produce. Thirty-nine of the households served were brand new customers!

A customer asked for mysteries and romances written by African American authors at the Maple Heights Branch. Thanks to our DEI collection initiative, the customer was able to fi nd two mysteries and three romances to take home!

Utilizing Creative Bug as a starting point, Solon Branch BSA I Carol Ward hosted 14 patrons for a virtual Japanese book- binding maker program. Material kits to create Japanese side-sewn books were mailed to patrons’ branches in advance and Ward demonstrated step-by-step instructions over Zoom. Promoted as a basic 4-hole binding, time allowed for a second, more detailed binding as well, and all participants stayed on to complete the second book. As a follow up, patrons were sent the Creative Bug link and encouraged to further explore the class and complete additional books on their own.

This month, a young customer started coming into the library after camp to get books to read while he waited for his parents to pick him up. Staff encouraged him to join the Summer Reading Program and he did after learning about the cool prizes he could get for reading. Within the next hour he got several of his friends from camp to sign up as well!

The Southeast Branch African American Authors Book Group had their second Zoom Meeting on June 24 with six attendees. The group discussed African American Cowboys, reading the article, “The Jackie Robinson of Rodeo”. BSA I Sylvia Johnson prepared a PowerPoint on the subject and highlighted the book, Compton Cowboys: The New Generation of Cowboys in America’s Urban Heartland by Walter Thompson-Hernandez.

Mayfi eld/Richmond Heights Branch Adult Department staff have been hosting a weekly “Intro to Mindfulness” virtual program with a speaker from University Hospitals that has been drawing over 20 participants each week, with ages ranging from young adults to senior citizens. They have been excited to learn about how to be more mindful in their daily lives and to try out the meditation practice that the presenter guides them through at the end of each session.

Brecksville and Independence Branch Manager Melanie Rapp Weiss delivered Summer Reading Program signs to Independence homes that were part of the citywide garage sale the last weekend of June. The community members love these signs and were happy to promote our Summer Reading Program.This month the aunt of one of the members of the virtual Young Writer’s Club at the Orange Branch said, “I just wanted to say thank you so very much for getting my niece Ryann involved in your wonderful program!! This is the only thing that truly brought her joy after moving here this year from California. She looks forward to these sessions every month!” 13

South Euclid-Lyndhurst Branch BSL I Generalist Carly Garinger had fun chatting with two young customers before the Monarch Butterfl y program on Monday June 7. They were very enthused about butterfl ies! Garinger also noted that numerous customers loved watching the live caterpillars in their netted cage, as she and the participants crafted during one of her innovation creations program. The discussion was about native plants and how they could register their yard as a Monarch Waystation on monarchwatch.org.

On June 19, now offi cially recognized as Juneteenth, Warrensville Heights Branch Manager Ali Boyd partnered with Uplyff, Inc. and Africa House International to livestream a full Juneteenth celebration at the Dunham Tavern Museum. The celebration consisted of African drum and dance, history lessons, storytelling, poetry, and more. BSL I Jade Walker ran Zoom support for the 29 registrants, many of whom participated in the ongoing discussion with Boyd that occurred in between each presenter at the Museum.

Gates Mills Branch BSL I Wendy Charny visited Gates Mills Nature Camp where she presented several outdoor programs to a total of 40 children between the ages of 3 and 5. The June 24 lesson focused on birds. Charny read aloud books about owls, and children created a paper owl complete with feathers, then blew bubbles to demonstrate how quietly and softly an owl fl ies.

Budding gardeners at the Chagrin Falls Branch joined BSA II Mary Slater for a virtual program on recycled gardening, “From Garbage to Garden.” Fifteen participants used egg cartons, paper towel rolls, and Styrofoam trays to create seedlings. These green thumbs learned about biodegradability and the scientifi c process through experimentation with their seeds and recyclables.

A summer school class of 28 students and four teachers from the Richmond Heights Upper School visited the Mayfi eld Branch on June 15 for a tour of the building and a lesson on using the library’s electronic databases to research social justice topics. BSL I Sarah Verlie demonstrated search techniques for various keywords related to the students’ selected topics, and showed students how to correctly cite and save resources they were interested in. Verlie also demonstrated how to use the index and table of contents in nonfi ction works. With assistance from reference staff, the students logged on to public PCs to begin their research.

On June 10, 31 children and adults gathered on their blankets under the trees on the Brooklyn Branch’s lawn to listen to the big book story Warthogs in the Kitchen by Pamela Duncan Edwards, at toddler/preschool storytime. Led by BSA I Debbie Szabo, families sang songs, did fi ngerplays and an action rhyme, then were able to come into the branch and get a Grab & Go lunch to eat on their blanket or take home. One grandma said, “This is so great! I don’t like Zoom!”

On June 9, BSA I Bonnie Laessig from the Brook Park Branch and Adult Branch Supervisor Gabriel Venditti from the Brooklyn Branch hosted a painted tote program. Ten enthusiastic participants logged in using Zoom to learn the technique of using shaving cream, fabric paint, and a Cricut-made stencil to create a painted fl ower that they adhered to a tote bag.

The Bay Village Branch Children’s Department led two unique school-age virtual program series in June. At the “Brick Builders” program, 35 participants enjoyed listening to a story at the beginning of the program which created the inspiration for building treehouses, animal crossings and designing their own school. The “First Chapter Doodles” program encouraged 26 kids to draw while listening to the fi rst chapters of an exciting book. Both programs were held three times in June and staff took turns leading them!

A mother and child visited the Parma Heights Branch for some good-fi t fi rst readers. The customers left with a large pile of books. After checking out, mom said, “Thank you for all of your help, you were so helpful! This is really great! We are going to try all these!”

Pop culture historian Bill Brauning extended his record-setting ninth North Royalton Branch Library program when he presented the virtual June 21 lecture, “One-Hit Wonders.” Hosted by BSL II Dan Jezior, 21 individuals logged on for the interesting stories behind the short-lived fame & fortune of a number of musical artists from the ‘50s and ‘60s. 14

The Middleburg Heights Branch installed a Choose Your Own Adventure StoryWalk® at the Middleburg Heights Community center. The 40-plus sign installation features eight different endings and scannable QR codes for the chance to win prizes. On June 4, the Branch held a ribbon-cutting ceremony with remarks given by Cuyahoga County Public Library Executive Director Traci Strobel and Mayor Matthew J. Castelli.

A mom with an infant on her hip stopped in the Parma Branch to thank us for doing Tales to Go. She thinks it is great we are doing it and her baby loves the rhymes. Each week during summer reading we provide a packet with rhymes, fi ngerplays, and activities. Parents can also pick out theme-related books from the display for their own DIY story time! We have given out over 225 packets in June.

The Parma-Snow Branch held its fi rst outdoor storytime on June 15. The theme was pets and some children brought their own stuffed friends from home and got to introduce them at the end of the session. Twenty-four happy customers attended, as well as one very happy children’s librarian who had missed seeing her young patrons.

The Fairview Park Branch’s new BSL I Generalist Jeff Laser taught “How to Start a Podcast at Your Library” webinar for NEO-RLS on June 16.

Twenty people joined the Berea Branch on Zoom for Lou Del Bianco’s fascinating presentation, “Out of Rushmore’s Shadow” on June 7. The presenter is the grandson of the master carver of Mount Rushmore and he brought that story to life for the audience. One customer arrived at the branch, thinking that this was an in-person program, so staff quickly set him up to participate in one of Berea’s Study Rooms. After the program, staff explained how he might participate in future virtual programs from home, but also emphasized that he was always welcome to use a study room for this purpose.

The Strongsville Branch “Young at Heart” book discussion was held on June 1. The seven people, attending by Zoom, talked about the book Things Seen From Above by Shelley Pearsall. To make it a special event, BSL II Tim Protiva arranged for the local author, Pearsall, to also attend.

A patron stopped by the Olmsted Falls Branch seeking help with posting a FSBO (for sale by owner) listing on Zillow. After walking her through creating an account, Teen Librarian Lee Ikimis showed her how to crop her photos and upload them to the service. She was thankful and excited because she had been working on the project for a while on her own and kept running into diffi culties.

A regular senior patron walks to the North Olmsted Branch nearly weekly to choose audiobooks to read. With growing concerns about his safety and well-being, staff was able to sign him up for the Library2U program so he can safely enjoy his stories from the comfort of his own home, and gave him some community resources to help with tasks around the house. He has a famously long list of books he’s already read and library staff made them into a shared document to keep the list up to date. Revenues We did not receive any additional revenue for our property tax levies for the month. We should begin to see funds from the second half settlement beginning next month. We are currently with the first half settlements over 50% of expected revenue. This does not necessarily mean we will receive more than our anticipated budget, but we will continue to monitor receipts monthly in anticipation of the second half settlements and final distributions. The PLF distribution for the month was larger than what we received last year in June 2020. This also puts our YTD distribution over what was received last year. There is a smaller amount projected for the year than what we received last year. We will as always continue to monitor the amounts received for the PLF. Patron Fines and Fees collected in June are more than what we received last year. This makes sense as last year we were closed for the month. We expect to see some increases in fines and fees as customer visits increase and we begin to process more passports. We had several items we had for sale on GovDeals that closed during the month. We sold some computer equipment, one of our older maintenance trucks and a forklift we no longer used. Those sales put us over in that particular line item for the year. We will make a budget adjustment later in the year. For Refunds and Reimbursements we received a substantial amount back from the State of Ohio for a large credit balance we were carrying for the payments we made last year for unemployment. Much of this credit was paid to them when we were using the Shared Work Ohio program. It took several months for the state unemployment office to credit our account back with those payments. They would not credit our account back until they received the credits back from the Federal government as part of the CARES Act funds. We needed to request the credit back and it took several months for them to reimburse the funds back to us.

Expenses The Salaries and Benefits accounts are within budget overall. The Insurance Benefits is now within budget. We were showing a little over budget because at the beginning of the year we fund all the HSA accounts with the portion the Library pays. Library Materials overall show an expenditure of over 59% spent. This is because of the larger expenditures in the month of January. January is typically a large buying month for both categories. We have also encumbered funds well into the year to cover best sellers as well as paying for half a year’s worth of Prime Picks at $500,000 and we are currently spending additional funds on electronic materials over what we spent last year. 30 Many of the other expense accounts show either a high percentage or 100% spent. This would account for standing order encumbrances.

Investments We purchased one piece of commercial paper from JP Morgan Securities with a yield of 1.18% and maturing in February of 2022.

Transfers There were two transfers for the month. CUYAHOGA COUNTY PUBLIC LIBRARY

RESOLUTION SEEKING PERMISSION TO CLOSE THE RICHMOND HEIGHTS BRANCH IN PREPARATION FOR THE MOVE TO THE NEW BUILDING

WHEREAS, in partnership with the Richmond Heights School District, a new Richmond Heights Branch was built at 449 Richmond Road, Richmond Heights, OH 44144; and,

WHEREAS, in order to vacate the leased location and to facilitate the move of library materials to the new building, it is necessary to close the current Richmond Heights Branch on Sunday, August 1, 2021, and will re-open at its new location on Saturday, August 14, 2021.

NOW, THEREFORE BE IT RESOLVED that the Board of Trustees of Cuyahoga County Public Library hereby approve the request to close the Richmond Heights Branch on the specified dates with the grand opening of the new branch to commence on Saturday, August 14, 2021.

BE IT FURTHER RESOLVED that all formal actions of this Board concerning and relating to this Resolution were adopted in an open meeting of this Board and that all deliberations of this Board and any of its committees that resulted in this formal action were meetings open to the public in compliance with all legal requirements, including relevant provisions of the Ohio Revised Code (ORC).
