Releases and equipment to COLUMBIA’s Brazil projects, and signed a teaming agreement with CH2M Hill Brazil to provide direct sensing and data management services.

“Brazil is a proven significant opportunity for COLUMBIA Technologies and its advanced environmental site characterization services,” said COLUMBIA CEO John Sohl. “Our strong partnership with ARAGON Perfuracoes e Sondagens Ltda and a teaming relationship CH2M HILL Brazil for key clients enables us to support global manufacturers when and where they need it. Governor O’Malley’s trade mission is another important element of support of many that the State of Maryland has provided to us, a small business. COLUMBIA started in the UMBC incubator, developed new technologies under the Maryland Industrial Partnership Program, and initiated its business development efforts in Brazil through the states Maryland Export Grant Program. These efforts have resulted in $7.5M in new payroll alone over the past 10 years for the Baltimore region.”

At a reception on Sunday, the University of Maryland College Park signed a Memorandum of Understanding with SUPERA in Sao Paulo, a nonprofit technology incubator that is a collaboration of the University of Sao Paulo, FIPASE, the City of Ribeirao Preto and SEBRAE. As part of the agreement, UMD’s Maryland International Incubator and SUPERA will share information, collaborate on tech transfer, venture incubation and investment and encourage tech-based industries in both regions through joint ventures.

“The University of Maryland is committed to promoting economic development in Maryland,” said Dr. Patrick O’Shea, Vice President and Chief Research officer of the University. “Our Maryland International Incubator, located adjacent to our College Park campus, supports international companies for successful joint ventures through a targeted array of business services, state-of-the-art facilities, and world-class resources.”

Throughout the mission, Governor O’Malley and the delegation will promote Maryland’s key assets that benefit foreign-owned companies – proximity to federal facilities, outstanding workforce and diverse business and cultural community. The Governor is scheduled to address a number of regional business organizations including the Federation of Industries of Sao Paulo, which represents more than 30,000 industrial companies. Later, in Rio de Janeiro, Governor O’Malley will meet with Governor Sergio Cabral, as well as with members of Brazil’s biotechnology industry, and celebrate the 50 th anniversary of the Maryland-Rio partnership.

The Governor also announced that Sparks, Md.-based consulting engineering firm KCI Technologies Inc. has established a partnering with Brazilian firm Global, Ciência & Tecnologia (GCTbio) to provide integrated research, development, engineering and geospatial solutions for land management, water, wastewater and renewable energy projects.

The KCI/GCTbio partnership will initially focus on development and integration of customized geographic information systems for land mapping and data management that can be used by both public and private-sector organizations in Brazil. The firms will also focus on development, sharing and implementation of advanced technologies in wastewater treatment and bio-energy.

KCI also aims to encourage highly-qualified, recently-graduated student engineers and scientists in Brazil to participate in professional internships with the firm. Working with the Ciência Sem Fonteiras (Brazilian Scientific Mobility Program) initiative, KCI will identify and train Brazilian students who will then return home and thus contribute to the internal education and scientific capacity of the country. The company further intends to hire some of the interns to represent and grow the firm locally in Brazil.

Alberto Arene, CEPA President; Ambassador Mari Carmen Aponte, U.S. Ambassador to El Salvador; Maryland Delegate Ana Sol Guiterrez; and other officials joined the Governor at the signing to kick off the historic inaugural visit to El Salvador. CEPA is the national authority charged with maintaining the infrastructure of ports, airports and railways through innovative models of management; engaging with the private sector; and providing safe, efficient and competitive services.

“I am delighted to welcome my governor to El Salvador,” Delegate Ana Sol Guiterrez added. “This is a truly historic and important visit. The more than one hundred thousand Salvadorans that live in Maryland will be happy to welcome him to our small country that is a key partner to Maryland and the United States.”

Officials hope that the relationship will one day lead to direct service between BWI and .

The event is the first of several during the brief inaugural visit to the Central American country. The Washington/Baltimore area also has the second largest number of Salvadorans in the United States. With over 120,000 residents, Maryland is also home to the highest earning Salvadoran population in the United States. Last year, Maryland participated in $60 million in trade with El Salvador.

Gregg Hershberger currently serves as the Deputy Secretary for Operations for DPSCS, and will take over the department with more than 31 years of experience. Mr. Hershberger joined the Department after graduating from Elizabethtown College in 1976. He began his work with the department as a Correctional Officer at the Maryland Correctional Training Center (MCTC), before becoming a Classification Counselor, also known as a case manager, in the fall of 1983. He worked at the MCTC in a number of capacities before he was promoted to Case Management Supervisor in October 2001.

Later, Hershberger accepted a position as Facility Administrator at the MCTC pre-release complex in December 2005. In December 2006, he was elevated to Assistant Warden, then Warden at Roxbury Correctional Institution (RCI) in July 2009. Among the other positions he has held within the department, Mr. Hershberger also served as a hostage negotiator and defensive tactics instructor.

In addition to bringing in Optum/QSSI, the Governor and Lieutenant Governor announced several other steps to boost enrollment:

1. Extending the enrollment deadline: CareFirst has agreed to allow Maryland to extend the enrollment deadline from December 23 to December 27. This means that Marylanders who enroll through Maryland Health Connection in a CareFirst plan by December 27 can have coverage that begins on January 1; consumers would have until January 15 to pay for their coverage. State officials are actively discussing this possibility with our other carriers as well. 2. Adding call center hours: In the lead up to the enrollment deadline, health exchange officials will keep the call center open longer to maximize phone assistance to consumers. 3. Targeting outreach to consumers: Through blast emails, regular mail, and robo-calls, health exchange officials are contacting consumers who have begun, but not completed, the application process to let them know how to complete their eligibility determinations and enrollment.

According to the data released today the Professional and Business Services sector–which includes cyber security–added 3,100 jobs. The Professional, Scientific and Technical Services subsector gained 2,700 jobs and the Administrative and Support Services subsector added 400 jobs. The Natural Resources, Mining & Construction sector gained 2,300 jobs over-the-month, posting the highest percent change (1.5 percent) of any major sector.

Releases more clients achieve independence than ever before,” said Secretary Dallas.

Maryland has driven up Temporary Cash Assistance (TCA) job placements each of the last four years and 17 percent overall since September 2011, even as welfare rolls are shrinking. There are 26 percent fewer work-eligible TCA recipients today than there were in December 2010 at the height of the Great Recession. Top paying industries where TCA clients found work include:

Health Care and Wellness: Jobs include caregivers, nursing assistants, patient transport, home health aides and pay an average wage of $9.80/hour, working 27 hours per week. Educational Support: Jobs include teacher’s aides and substitute teachers typically make $10.45 an hour and work 25 hours per week. Administrative Support: These positions are a key area of growth for TCA clients. Skills learned are highly transferable, including accounting, programming, data entry and other forms of office support. Workers typically earn $10/hour and work 30 hours/week.

An analysis of Maryland Temporary Cash Assistance outcome data by the Family Welfare Research and Training Group at the University of Maryland School of Social Work shows those who leave welfare and obtain a $10/hour job and work 30 hours a week are far less likely to return. Seven out of 10 TCA clients who leave with a job do not reapply for services within a year, and 60 percent never come back.

Governor O’Malley met with recent graduates of the Johns Hopkins General Services Internship Program, a partnership started this year between Johns Hopkins Hospital System, the Baltimore City Department of Social Services (BCDSS) and the Center for Urban Families (CFUF), a non-profit committed to helping Baltimoreans achieve stable employment, housing and family structures. Clients identified by BCDSS who successfully complete CFUF’s rigorous, month-long STRIVE employment training program are eligible to enroll in a five-month impact training/internship onsite at JHHS where they take classes and shadow workers. Of 48 participants so far, 31 successfully completed the impact training/internship, competed for jobs in their chosen field and are now employed at JHHS where they earn between $10.71 – $12.06/hour.

“I worked for 20 years in health care until I left my job to care for ailing relative. It was humbling turning to DSS for assistance making ends meet,” remarked Terron Tucker, 52, of Baltimore City, who now works on the Inpatient Unit with the Environmental Services team at Hopkins Hospital. “I’m so grateful. I’m employed now. This is the best gift I could have gotten this December.”

“Center for Urban Families is excited to partner with the Maryland Department of Human Resources and Johns Hopkins Hospital to provide essential job readiness skills as conveyed to us by employers,” added Joe Jones, president of CFUF. “It is our pleasure to provide customers of the Department of Social Services with the opportunity to successfully obtain jobs with real potential for advancement and access to additional education.”

Video ANNAPOLIS, MD – The Federal Aviation Administration (FAA) today announced it has selected the Mid-Atlantic Aviation Partnership (MAAP) as one of six unmanned No dates present aircraft systems (UAS) test sites to support integration of UAS into the national airspace system. Maryland’s prowess in UAS research, testing and development is reflected in the University System of Maryland and other renowned educational institutions, federal facilities such as the Naval Air Warfare Center Aircraft Division at Naval Air Station Patuxent River and NASA Goddard Flight Center, local airports, and numerous industry partners to support research and testing efforts. The full support of the delegation representing Maryland was mobilized as well to reinforce the critical capabilities that are being brought to bear.

In collaboration with MAAP, the University of Maryland team will work closely with the FAA to define research outcomes and processes that will lead to the safe, efficient and robust integration of unmanned systems. That integration will be in stages over several years, with the FAA’s rulemaking process guiding the way.

“We have the safest airspace in the world thanks to the FAA and its supporting structures,” said Matt Scassero, Director of the UMD UAS Test Site. “This will be an evolutionary process, implementing new technologies with time-tested methodologies to evaluate them, and a proven regulatory environment to enact the rules that will necessarily govern this new industry.
