INTRODUCTION

hagini Nivedita College, a constituent college of University of Delhi, was established Bby Delhi Administration in August, 1993 under the aegis of ‘Women’s College’. In October 1994, the college was named Bhagini Nivedita College after sister Nivedita, a disciple of Swami Vivekanand, who dedicated her whole life for the upliftment and betterment of women. Bhagini Nivedita College has completed 18 years with an impressive reputation and distinct identity not only in the field of academics but also in sports. It is an esteemed institution with highly qualifed academicians imparting education in different fields. The college believes in providing an atmosphere of academic excellence together with the right amount of extra curricular activities which are necessary for raising the status of women in rural as well as urban areas. The college is located in the peaceful, non-polluting and serene environment of village Kair, about 6.5 Kms from Najafgarh in West Delhi. Presently it is housed in a school building and soon it will have a new building.

Four Year Undergraduate Programme (FYUP) 2013-14

Four Year Undergraduate Programme of studies with multiple degree options to cater Ato the needs of students with diverse talents and aspirations has been introduced from the academic session 2013-14. Successful pursuit of the four year programme shall lead to the award of the Bachelor with Honours/ B.Tech. Degree. Students will have the option to pursue a three year programme leading to award of Bachelor degree and the option to pursue a two year programme leading to the award of Associate Bachelor degree. Students who obtain a Bachelor degree or an Associate Bachelor degree shall have the option to re-join the University subject to conditions and within a time frame to continue their studies leading to award of the Bachelor degree or Bachelor with Honours/ B.Tech. degree. The students will get an opportunity to study Foundation/ Core courses covering the Arts, Sciences, Social Sciences and Commerce subjects. The focus of these courses will be to equip the students with appropriate communications skills, Mathematical ability and other skills which are required to face the real challenges of real life through hands on experience. This will enable integral and all-round development of the individuals. All students pursuing the Bachelor with Honours/ B.Tech. degree shall study 20 Discipline-I papers and 6 papers in discipline-II. Students shall make their choice of the second discipline at the commencement of the second year of their studies. Application papers shall be introduced that are grounded in various disciplines and are aimed at helping students in applying knowledge for solving real- world problems. Students shall be expected to study four Application papers. The Application papers shall be included in the first /second/ third years of the programme. In the fourth year of degree course, students shall be expected to pursue two Research based papers/ Innovation projects. This shall introduce them to the key principles of research methodology in the process of writing a dissertation / doing project work, drawing upon knowledge gained in their first and second disciplines of study. A Value based course (Integrating Mind Body and Heart) courses shall enable students to reflect upon values and culture. This course will be hands-on, interactive and based on a practitioner approach. The courses will address the key needs and challenges faced by the nation. There will be adequate provision with appropriate methodology for due credit for student participation in Sports/NCC/NSS/ECAs etc. Courses are trans-disciplinary and inter-disciplinary in nature.

Peer learning will be promoted and Hands-on learning opportunities will be created. There will be active use of ICT in teaching- learning process. These courses will provide students with sufficient opportunity for self-discovery and make them better citizens.

Important 12. All the courses of study are open to modification/change in title/content after due process during the duration of this programme and enrolment of the student. Students who rejoin the course at any time within the prescribed span period will have to study the courses which will be on offer at the time of her/his readmission to the course. 13. The student who opts for all Six courses of Discipline II (DC II) offered by a department shall be eligible for admission to the respective Postgraduate degree course offered by the Department after qualifying an Entrance Test. 14. Any student shall have the option of not pursuing all 6 courses of DC II in a single discipline and can instead choose 3 courses each in two distinct DC II disciplines from the available list of DC II disciplines offered by the College. 15. The student may opt for any of the Applied Course from among the Applied

Courses offered by the College during a particular academic year. 16. In view of the special needs of the students with disability, suitable modifications shall be made in the curriculum, mode of Instruction and assessment.

2. Admissions Admissions to the four year undergraduate degree programme shall be based on the eligibility criterion for Discipline – I (DC-I). The University offers the following degrees for its undergraduate programmes: 1. Bachelor with Honours/ B.Tech (4 Academic Years) 2. Bachelor ( 3 Academic Years) 3. Diploma ( 2 Academic Years)

3. Requirements for Admission

3.1 Qualifying Examinations Qualifying examinations for the purpose of admission to the first year of undergraduate courses offered by the University shall be Senior Secondary School Certificate Examination (Class XII) of the Central Board of Secondary Education or an examination recognized as equivalent thereto. C a n d i d a t e seeking admission to the courses offered by the University should have passed the qualifying examination obtaining minimum marks as specified for each of the courses in subsequent sections.

3.2 Students from Vocational / Technical Streams a. For admission to Bachelor with Honours / B.Tech as Discipline-I in Arts/Humanities/ Commerce subjects, three Academic subjects and one Vocational subject may be taken into account for purpose of determining eligibility for admission to these courses. b. Academic and Vocational subjects must have the relationship with the main Courses opted by the candidates.

3.3 Age Requirement • There is no minimum age bar for admission to undergraduate courses in

the University/colleges except in professional courses where regulatory body prescribes minimum age requirement (such as MCI, AICTE etc.) (Ordinance I). • Gap year/s would be no bar for purposes of admission to the undergraduate courses.

3.4 Equivalence Criteria The applications for admission to the undergraduate courses in the Colleges in respect of candidates belonging to the Examining bodies of Boards / Universities recognized / accredited by the Association of Indian University / University Grants Commission / Ministry of Human Resource Development shall be considered by the College / Department in terms of the following recommendations as circulated in the University circular letter of 13 - 1- 2005.

3.4.1 That various degrees from Universities recognized by the Association of Indian Universities / University Grants Commission / Ministry of Human Resource Development or by any bilateral agreement be considered as equivalent to corresponding degrees of University of Delhi subject to the conditions that course duration is same as in for purposes of determining eligibility for admission to various courses and further Departments / Colleges may be allowed to evolve procedure through their respective Admission Committees.

3.4.2. Senior School Certificate of various Boards recognized by Association of Indian Universities / Central Board of Secondary Education be considered as equivalent to the Senior School Certificate of Central Board for purposes of eligibility to various Undergraduate Courses.

3.4.3. Students who pass various Degree / School Examination of Foreign Universities / Boards as have already been approved by the Equivalence Committee, from time to time, be considered eligible as a matter of routine. The cases of only those candidates who do not fall in the list of Association of Indian Universities / University Grants Commission/ Ministry of Human Resource Development recognized accredited Boards / Universities shall be referred to the University on the basis of individual merit.

3.4.4. The admission in any course shall not be granted on predicted scores. 3.5. Grade Conversion [As per AC Reso. No. 319, dt. 22.3.1976] :

5. Rechecking/Revaluation and Compartment Cases

a. The colleges shall consider admission of the candidates whose marks get increased in the process of rechecking/revaluation by their respective boards within the prescribed period of admission provided that such a candidate fulfills the other eligibility conditions laid down for admission.

b. Candidates placed under compartment in one subject only at the Senior Secondary School Certificate Examination of the Central Board of Secondary Education, Delhi, or an examination recognized as equivalent thereto of any statutory University/Board will be eligible for provisional admission in Colleges, and Non-Collegiate Women’s Education Board, if they obtain the required minimum percentage of marks in the aggregate by adding the minimum pass marks of the subject in which the candidate has been placed under compartment to the marks obtained in remaining subjects.

c. Candidates who fail to appear or fail to pass at the Compartmental examination by 31 August of the year of admission shall not be entitled to continue on rolls and their provisional admission will be cancelled without any further reference to them.

d. Candidates placed in Compartment in one/two subjects at the Senior Secondary School Certificate Examination or an equivalent examination who are not eligible for provisional admission to regular Colleges and the Non- Collegiate Women’s Education Board under clause a) may, after clearing their Compartmental Examination and securing at least 40% marks be admitted in a College before the prescribed last date, subject to availability of seat.

NOTE: Candidates placed in Compartment will not be considered for admission to Bachelor (Hons)/B. Tech. Courses under the Faculty of Science.

8. List of Documents Required At the Time Of Admission The applicants shall be required to produce following documents in original with two sets of self-attested photocopies at the time of admission: 1. Class X Board Examination Certificate 2. Class X Marks-Sheet 3. Class XII Marks-Sheet 4. Class XII Provisional Certificate/ Original Certificate 5. Character Certificate (recent) 6. SC/ST Certificate (in the name of the candidate) issued by the competent authority 7. OBC (Non- Creamy Layer) Certificate (in the name of the Candidate) issued by competent authority 8. Transfer Certificate from school/ college as well as Migration Certificate from Board/ University are required from those students who have passed senior secondary exam from outside Delhi 9. At least two passport size self-attested photographs. The University will accept self-attested copies of documents/papers provided by the students. It is made clear that if any false attestation/falsified records are detected, the student will be debarred from attending any course in the University/ or its Colleges for

next five years and in addition, a criminal case under relevant sections of IPC (viz. 470,471,474 etc.) will be instituted against him/her.

9. Reservations

9.1 Reservation of Seats for Scheduled Caste/Tribe Candidates • 22½ % of the total numbers of seats are reserved for candidates belonging to Scheduled Caste/ Scheduled Tribes (15% for Scheduled Caste and 7½% for Scheduled Tribes, interchangeable, if necessary). • It is a statutory obligation on the part of Colleges to fill all seats reserved for Scheduled Caste/Scheduled Tribe candidates. • The Colleges shall not refuse admission to any SC/ST candidate on the basis of medium of instruction. Any deficiency in the knowledge of any particular language should be removed, remedial classes for which may be arranged by utilizing grants that are available from University Grants Commission. • Relaxation to the extent of 5% in the minimum marks will be given to the candidates belonging to Scheduled Caste and Scheduled Tribes to determine their eligibility and merit for admission to the course concerned. • In case, after giving 5% relaxation, the reserved seats still remain vacant, further relaxation would be given to the extent required in order to fill up all the reserved seats.(AC Resolution A88, 14.6.1983) (EC Resolution 157, 24121.2001).

Note: SC/ST students who get admission under open merit will not be included in the reserved quota i.e. 22.5%.

9.2 Reservation of Seats for Other Backward Classes (OBC) • 27% seats will be reserved for the candidates belonging to OBC. • At the time of giving admission to an OBC candidate, the College will ensure that the caste is included in the Central List of OBC. The certificate must mention non-creamy layer status of the candidate; • The OBC candidates shall be given a relaxation of 10% in the minimum eligibility marks of the said course and in the admission entrance test 10% of the minimum eligibility marks prescribed for General Category candidates.

• It is a statutory obligation on the part of Colleges to fill all seats reserved OBC candidates. • The Colleges shall not refuse admission to any OBC candidate on the basis of medium of instruction. Any deficiency in the knowledge of any particular language should be removed, remedial classes for which may be arranged by utilizing grants that are available from University Grants Commission. • If the seats meant for OBC remain vacant on the last date for admission, the same will be filled up by other eligible candidate.

Note: The merit list for the general category seats will comprise of all the candidates in the order of merit. No one will be excluded from the same. In other words, it will also include SC/ST/OBC candidates. If they come in general merit. The candidate cannot be excluded from the general category merit list just because he belongs to SC/ST/OBC. Such a candidate is entitled to be considered under the general category, as well as under the reserved category. Admission to open category seats will be strictly in the order of merit without excluding SC/ST/OBC candidates.

9.3 Reservation of Seats for Persons with Disabilities (PWD) Three percent, (3%) seats in all undergraduate and postgraduate institutions (including professional and technical institutions) will be reserved for candidates having minimum 40% physical disabilities.

9.4 Reservation for Armed Forces 5% of the seats in each course have to be offered to the Children/Widows/Wives of Officers and Men of the Armed Forces including Para-Military Personnel, in the order of preference given below. Such candidates will be required to get their names registered at Room No. 218, II Floor, New Administrative Block, North Campus, University of Delhi (between June 5, 2013 to June 19, 2013 from 10.00 P.M. to 1.00 P.M. excluding Sundays). i. Widows/Wards of Defence personnel killed in action; ii. Wards of serving personnel and ex-servicemen disabled in action; iii. Widows/Wards of Defence personnel who died in peace time with death attributable to military service;

iv. Wards of Defence personnel disabled in peace time with disability attributable to military service; v. Wards of Ex-servicemen personnel and serving personnel including police personnel who are in receipt of Gallantry Awards; (Above categories are also applicable for Para military personnel); Such candidates will be required to get their names registered for Science Courses at the Faculty of Science, North Campus, University of Delhi and other than Science Courses at Room No. 220, New Administrative Block, North Campus, University of Delhi (between June 5, 2012 to June 19th, 2012 from 10.00 P.M. to 1.00 P.M. excluding Sundays). Relaxation to the extent of 5% in the minimum marks in the aggregate or in the subject, as the case may be, will be given to the candidates of the above mentioned categories while determining their eligibility to the course concerned. For purpose of registration, the candidates are required to submit their applications on a prescribed form available at the Registration Centre, along with two self-attested Photostat copies as well as the originals of the required certificates which will be returned to them after endorsement on the reverse of the original certificates. In order to become eligible for the above concessions, the Children/ Widows/Wives of the Officers and Jawans etc. will be required to submit the certificate of educational concessions (in original) from anyone of the following authorities: • Secretary, Kendriya Sainik Board, Delhi • Secretary, Rajya/Zila Sainik Board • Officer-in-Charge, Record Office

• First-Class Stipendiary Magistrate • Ministry of Home Affairs (For police personnel in reciept of Gallantry Awards) Note: For additional concessions, students are advised to contact their college Principal.

9.5 Reservation of Seats for Foreign Students All foreign students, including those who have completed their schooling from an Indian Board may be treated as Foreign Students for the purpose of their registration/

admission in various departments and Colleges of the University and they may be considered for admission under 5% quota prescribed for the foreign students. The Colleges/ Departments are advised to keep a column of nationality in their admission form. 9.6 Sports/ECA Quota It is mandatory for all the Colleges to provide sports facilities and encourage all students to participate in sports and extracurricular activities by introducing inter-class competitions and mass sports. The existing provision of not more than 5% sports and ECA quota (subject- wise) be continued. The Colleges should be free to decide the actual number of seats to be filled on sports basis (not more than 5%) keeping in view the facilities available, requirement of the College and other relevant factors. The guidelines for admissions under Sports/ECA categories will be carried out as per notifications No. Aca. I/Sports/2012/82 dated 18.05.2012 and Aca. Criteria for sports admission in undergraduate courses The college has to notify the requirement of players in different sports along with the respective positions well in advance in their prospects.

I. Super Category: Direct Admission by the College without Trials Sports persons who have participated/represented the country in the following competition(s): a. Olympic Games by IOC b. World Championships under International Sports Federations (IOA and / or

Asian Championships organized International Federation of Concerned game (recognized/affiliated by MYAS and / or IOA). e. Commonwealth Games, S.A.F. Games and Afro Asian Games. f. Paralympic Games (recognized/affiliated by IOC and / or MYAS).

II. Admission based on Sports Trials A. Maximum 50 Marks for Sports Certificates as per the chart enclosed B. It is essential for the candidate to qualify any two of the following Fitness Test items as per the standards laid down by the university (for the general fitness):

The committee agreed that In case student qualifies fitness test, that college will issue a certificate in a particular format to the students. This certificate should be accepted in other colleges also. The format of the certificate will be downloaded from DU website and the web- link sports council. It is recommended that videography will be made during sports trial.

Note: The colleges not having facilities to conduct the above test can contact Delhi University Sports Council for all technical/administrative help by giving advance information.

Note: 1. Minimum 18 marks, is required to be attained by the candidate in sports trial for sports admission. 2. Evaluation and marking shall be done by the technical staff only. 3. The list of finally selected candidates, containing trials marks as well as certificate mark as details and the course allotted shall be submitted along with a copy of qualifying examination (12th Class) to Delhi University Sports Council as the earliest so as to be displayed at the DU website for seven days to take cognizance of the grievances, if any. 4. There shall be a Grievance Committee for Sports Admissions, constituted by the Vice Chancellor, with Secretary, Delhi University Sports Council as its convener. 5. The number of seats reserved for sports in each college shall conform to University of Delhi regulations. Note: An undertaking shall be given by the finally selected candidates on Judicial Stamp Paper of Rs. 100/- that “he/she will play for college and university, all the years, during his/her undergraduate course” at the time of admission.

III. Procedures: 1. Total number of seats reserved as per University regulations in all undergraduate courses (for first year) separately is reserved exclusively for sports.

2. The admissions based on sports be finalized by each college on the recommendation of a Committee consisting of members (as per the New Sports Policy 2012) to be constituted for the purpose by the respective college.

3. Date for filling application and date for admission on Sports basis shall be notified in the College / Department prospectus and shall be put up on their respective Notice Boards/Websites along with the requirement of players in difference sports the respective playing positions.

4. The Sports Admission Committee shall screen / evaluate the applications, fitness and sports trails on the play field and recommend admission on the basis of sports, as per Evaluation Chart Shown (as per the New Sports Policy 2012).

5. The photocopies of the Sports Certificates should be accompanied by a photograph of the Sportsperson duly attested by the respective Issuing authority or Head of the Institution last attended.

6. Any student submitting false / forged / fake certificate will be de debarred from admission to any course in any college for three years. If he/she is admitted, his/her admission will be cancelled. Such cases will be notified to all colleges.

7. The level of competency in the Sport will be determined only of the candidate who has achieved distinction in Sports during the last 3 years in the sports events recognized by AIU and IOA. Preference will be given to sports events in which Delhi University Inter- College and Inter-University Competitions are held.

8. The college must keep a record of the candidates admitted under this category.

9. The applicant as per his/her age must be eligible to participate in Inter-Varsity competitions for the next three years and should not be employed Part-time / Full time anywhere.

A committee at the University level has been set up to scrutinize and supervise all admissions made on sports basis in colleges and to look into any complaint.

Fee Refund Rules for Refund of Fee on account of withdrawl/cancellation for admission, migration, etc. The Executive Council, vide Resolution No. 191 dated 21.03.2012 has revised the Rules for refunded of fee which are as under:

IMPORTANT RULES

Every student admitted to the college is required to maintain discipline and good conduct in and outside the college during the period of her stay in the college. Ragging in any form is strictly prohibited. Violation of discipline rules and acts of ragging are punishable according to Ordance XV-B and XV-C of the University. Students are required to read these rules carefully and ensure good conduct and behaviour during their stay in the college. Parents are also requested to read these rules carefully and ensure good conduct of their wards at all the times during their stay in the college.

Ordinance XV-B: Maintenance of Discipline among Students of the University 1. All powers relating to discipline and disciplinary action are vested in the Vice- Chancellor. 2. The Vice-Chancellor may delegate all or such powers as he/she deems proper to the Proctor and to such other persons he/she may specify on his behalf. 3. Without prejudice to the gererality of power to enforce discipline under the Ordinance, the following shall amount to acts of gross indiscipline. (a) Physical assault, or threat to use physical force, against any member of the teaching and non-teaching staff of any Institution/Department and against any student with in the University of Delhi. (b) Carrying of, use of, or threat to use of any weapons. (c) Any violation of the provisions of the Civil Right Protection Act 1976. (d) Violation of the status, dignity & honoiur of student belonging to the scheduled castes and tribes. (e) Any practice-whether verbal or otherwise-derogatory of women. (f) Any attempt at bribing or corruption, in any manner. (g) Wilful destruction of Institutional property. (h) Creating ill-will or intolerance on religious or communal ground.

(i) Causing disruption in any manner of the academic functioning of the University system. (j) Ragging as per Ordinance XV-C 4. Without prejudice to the generality of his/her powers realting to the maintenance of discipline and taking such action in the interest of maintaining disciplines as may seem to him appropriate, the Vice-Chancellor, may in the exercise to his/her powers aforesaid order or direct that: (a) Any student or students be expelled; or (b) Any student or students be, for a stated period, rusticated; or (c) Be not, for a stated period, admitted to a course or courses of study in a college, department or institution of the University; or (d) Be debarred from taking a University or College or Departmental Examination or Examinations for one or more years; or (e) That the result of the students or students concerned in the Examination or Examinations in which she or they have appeared be cancelled. 5. The Principal of the college has the authority to exercise all such disciplinary powers over students in the colleges, for the proper conduct of the Institution. 6. Without prejudice to the powers of the Vice-Chancellor and the Proctor as aforesaid, detailed rules of discipline and proper conduct shall be framed. These rules may be supplemented where necessary, by the Principal of the colleges, Each student shall be expected to provide herself with a copy of these rules. 7. At the time of admission, every student shall be required to sign declaration that on admission she submites herself to the disciplinary jurisdiction of the Vice-Chancellor and the several authorities of the University who many by vested with the authority to exercise discipline under Act, the statues, the ordinances and the rules that have been framed thereunder by the University.

Ordinance XV-C: Prohibition of and Punishment of Ragging. 1. Ragging in any from is strictly prohibited, within the premises of college/Department or Institution and any part of Delhi University as well as on public transport.

2. Any individual or collective act or practice of ragging constitutes gross indiscipline and shall be dealt with under this Oridinance. 3. Ragging for the purpose of this Ordinance ordinarily means any act/conduct or practice by which dominant power or status of senior students is brought to bear on student freshly enrolled or students who are in any way considered junior or inferior by other students and includes individual or collective acts or practice which: (a) Involve physical assault or threat to use of physical force. (b) Violate the status, dignity and honour of women students. (c) Violate the status, dignity and honour of students belonging to the scheduled castes and tribes. (d) Expose students to ridicule and contempt and affect their self esteem. (e) Entail verbal abuse and aggression, indecent gestures and obscene behavior. 4. The Principal of a college, the Head of the Department or an Institution the authorities of College, or a University Hostel of Halls of Residence shall take immediate action on any information of the occurrence of ragging. 5. Not with-standing anything in clauses (4) above, the proctor may also suo moto enquire into any incident of ragging and make a report to Vice-Chancellor of the identity of those who have engaged in ragging and the nature of the incident. 6. The Proctor may also submit an initial report establishing the identity of the preparations of ragging and the nature of the ragging incident. 7. If the Principal of a College or Head of the Department of Institution or the Proctor is satisfied that for some reason, to be recorded in writing, it is not reasonably practical to hold accordingly.

8. Whne the Vice-Chancellor is satisfied that it is not expedient to hold such an enquiry, his/her decision shall be final. 9. On the recepit of a report clauses (5) or (6) or a determinating by the relevant authority under clauses (7) disclosing the occurance of ragging incidents described in Clauses 3(a), (b) and (c) the Vice-Chancellor shall direct or order rustication of a student for a specific number of years. 10. The Vice-Chancellor may in other cases of ragging order or direct that any student or students be expelled or be not, for a stated period, admitted to a course of study in a

college, department examination for one or more years or that the results of the student or students concerned in the examination or examinations which they appeared by cancelled. 11. In case any students who have obtained degree of Delhi University are found guilty under this Ordinance, appropriate action will be taken under practice or incitement of ragging will also amount to ragging. 12. For the purpose of this ordinance, abetment to ragging whether by way of any act, practice or incitement of ragging will also amount to ragging. 13. All institutions within Delhi University system shall be obliged to carry out instructions/ direction issued under this Ordinance and to give aid and assistance to the Vice- Chancellor to achieve the effective implementation of the Ordinance. The Principal/ Proctorial Board has the right to take action when there is breach of discipline.

Ordinance XV-D: Sexual Harassment “Sexual Harassment” includes any unwelcome sexually determined behaviour whether directly or by implication & includes physical contact & advances, a demand or request for sexual favours, sexually-coloured remarks, showing pornography or any other unwelcome physical, verbal or non-verbal conduct of sexual nature. In case of sexual Harassment students can complain to the college complaint committee.

ORDINANCES

Ordinance VII (2) The following provisions shall be applicable to students admitted to the four year undergraduate programme: a. A candidate for the Semester I/III/V/VII Examination shall not be deemed to have satisfied the required conditions of attendance unless she/he has attended, in all the subjects taken together, not less than two thirds of the lectures/practical/presentations/ tutorials required to be attended provided that a student of the Semester I/III/V/VII who does not fulfil the required conditions of attendance, as above, but has attended, in all the subjects taken together, not less than 40 per cent of lectures/practical/presentations during the respective semester, may at the discretion of the Principal of the College concerned, appear for the ensuing semester Examination; but such a candidate shall

be required to make up the deficiency at lectures and practicals, in the next semester of the same academic year. Provided that a student of the II/IV/VI semester who does not fulfill the required conditions of attendance as above, but has attended in all the subjects taken together, not less than 40 per cent of the lectures/practical/presentation/tutorials, held during the respective semester, may at the discretion of the Principal of the College concerned, be allowed to appear at the ensuing examination provided that she/he makes up the deficiency of the said attendance by combining the attendance of the previous semester in the ensuing semester. Provided further that the Principal of the College concerned may permit a student to appear in an examination not withstanding that the student has not fulfilled the attendance requirement, if in the opinion of the Principal, such student shall make up the deficiency in the succeeding academic year. Provided further that a student of the IV/VI/VIII semester who seeks to exit with a Diploma/Bachelor’s degree/ Bachelor’s with Honours/B.Tech degree shall be allowed to appear at the IV/VI/VIII Semester Examination, as the case may be, if by combining the attendance of the two/three/four academic years as the case may be, the candidate has put in two-thirds of attendance, in all the subjects taken together, held during the respective years. b. In the case of a student who is selected as a member of the N.C.C. to participate in the annual N.C.C. Camps or is deputed to undertake Civil Defence work and allied duties or in the case of a student who is enrolled in the National Service Scheme and is deputed to various public assignments by or with the approval of the Principal/ Head of the institution concerned or a student who is selected to participate in sports or other activities organised by the Inter-University Board or in national or international fixtures in games and sports approved by the Competent Authority or a student who is required to represent the University at the Inter- University Youth Festival, or a student who is required to participate in periodical training in the Territorial Army or a student who is deputed by the College to take part in Inter-College sports or fixtures, debates, seminars, symposia or social work projects or a student who is required curricular activities held in other Universities or such other activities approved by the Vice-Chancellor for this purpose, in calculating the total number of lectures etc. delivered in the College, or in the University, as the case may be, for his course of study in each academic year, the number of lectures etc., in each subject delivered, during the period of absence for that

purpose shall be excluded. c. The Principal of a College may consider, on the basis of the Medical Certificates produced, exceptionally hard cases of students who had fallen seriously ill or had met with an accident during the year disabling them from attending classes for a certain period, with a view to determining whether the lectures etc. delivered during the said period, or a part thereof, could be excluded for purposes of calculation of attendance of the year and decide each case on its own merits. d. Colleges shall be required to notify the attendance position of each of its students for each month on the notice board of the College, and clearly indicate the lectures/ practical held subject wise and the numbers attended by each student. e. A College shall notify on the notice board the final attendance position of each of its students within five days of the dispersal of the classes in the last session of the academic year. Not later than five days, thereafter, a student may, by an application to the Principal of the college, claim benefit of exclusion of lectures under sub-clause (a) above on grounds to be specified and accompanied by the relevant documents. All such applications submitted within time shall be considered and disposed of by the Principal of the College at least 3 days prior to the commencement of the examination, in which the student is intending to appear. f. The benefit of exclusion of lectures contemplated in categories above, either separately or jointly, shall in no case exceed 1/3 of the total number of lectures /practicals/ presentations/tutorials. g. In the case of a married woman student who is granted maternity leave, in calculating the total number of lectures delivered in the College or in the University, as the case may be, for her course of study in each semester, the number of lectures in each subject delivered during the period of her maternity leave shall not be taken into account. h. No person shall be deemed to have satisfied the required conditions in respect of his instructions, unless in addition to the requirements regarding attendance and other conditions, he has appeared and satisfied by his performance the Principal of his college in such tests, written and/or oral, as may be held by him in his discretion. The Principal of the College shall have, and shall be deemed always to have had, the power to detain a student in the same class in which he has been studying, or not to send him up for the University Examination, in case he did not appear at the tests a foresaid or his performance was not satisfactory. The Principal of a College/Head

of the Institution shall have power to strike off the name of a student who is grossly irregular in attendance inspite of warning, or when the absence of the student is for such a long period that he cannot put in requisite percentage of attendance.

Ordinance VIII (2) For all students obtaining admission under the four-year undergraduate programme starting 2013-14, the span period to complete the course will be ten years from the year of admission in the First Semester, irrespective of whether the students will be awarded a Diploma, Bachelor Degree or Bachelor with Honours / B.Tech Degree, provided the student has completed all requirements to become eligible for appearing in the University examinations as per rules.

Ordinance IX The following provisions shall be applicable to students admitted to the four year undergraduate programme: a. A student who appears in an odd semester examination or who was eligible to appear in the odd semester examination but remains absent in any or all the papers of the said semester, shall move on to the next even semester irrespective of his/her result in the said examination. b. A student who has obtained 40% on the aggregate taking together all the papers in theory examination (including internal assessment/ project work) and practical examinations, separately, conducted in the first and second semesters shall be promoted tothe second academic year/third semester. c. A student who has obtained 40% on the aggregate taking together all the papers in theory examination (including internal assessment/project work) and practical examinations, separately, conducted in the third and fourth semesters shall be promoted to the third academic year/fifth semester provided she/he has not exercised the option to exit with a Diploma degree. d. A student who has obtained 40% on the aggregate taking together all the papers in theory examination (including internal assessment/project) and practical examinations, separately, conducted in the fifth and sixth semesters shall be promoted to the fourth academic year/seventh semester provided she/he has not exercised the option to exit with a Bachelor’s Degree.

(11) Eligibility for award of Diploma/Degree. The following shall be applicable to students admitted to the four year undergraduate programme: k. If a student has secured an aggregate of minimum 40% marks taking together all the papers in theory examination (including internal assessment) and practical examinations separately till the end of the second year, i.e., up to the end of fourth semester, then she/he shall be awarded a Diploma, if she/he exercises the option to exit at the end of the second year. l. If a student has secured an aggregate of minimum 40% marks taking together all the papers in theory examination (including internal assessment/project/ continuous evaluation, where applicable) and practical examination separately till the end of the third year, i.e., up to the end of sixth semester, then s/he shall be awarded the Bachelor’s degree if she/he exercises the option to exit at the end of the third year. m. If a student has secured an aggregate of minimum 50% marks taking together all the papers in theory examination (including internal assessment/project/ continuous evaluation, where applicable) and practical examination separately till the end of the fourth year, i.e., up to the end of eighth semester, then she/he shall be awarded the Bachelor’s with Honours / B.Tech. n. If a student at the end of the eighth semester fails to secure 50% or more marks in aggregate as above or fails in the final year/ semester examination and opts to quit/discontinue his/her studies for the Bachelor degree in Honours/B.Tech, may, on a written application from the student, be awarded the Bachelor degree, provided such a student has secured at least 40% marks in aggregate till the end of the VI Semester. o. If a student at the end of the sixth semester fails to secure 40% or more marks in aggregate as above or fails in the third year/ VI semester examination and opts to quit/ discontinue his/her studies for the Bachelor degree, may, on a written application from the student, be awarded the Diploma, provided such a student has secured at least 40% marks in aggregate till the end of the IV Semester.

ORDINANCE XV-B

Maintenance of discipline among Students of the University 1. All powers relating to discipline and disciplinary action are vested in the Vice - Chancellor.

2. The Vice-Chancellor may delegate all or such powers as he/she deems proper to the Proctor and to such other persons as he/she may specify in this behalf. 3. Without prejudice to the generality of power to enforce discipline under the Ordinance the following shall amount to acts of gross indiscipline: a. Physical assault, or threat to use physical force, against any member of the teaching and non-teaching staff of any Institution/Department and against any student within the University of Delhi b. Carrying of, use of or threat to use of any weapons c. Any violation of the provisions of the Civil Rights Protection Act, 1976 d. Violation of the status, dignity and honour of students belonging to the scheduled castes and tribes e. Any practice-whether verbal or otherwise-derogatory of women f. Any attempt at bribing or corruption in any manner g. Willful destruction of institutional property h. Creating ill-will or intolerance on religious or communal grounds i. Causing disruption in any manner of the academic functioning of the University system; j. Prohibition of Ragging as per Ordinance XV-C. 4. Without prejudice to the generality of his/her powers relating to the maintenance of discipline and taking such action in the interest of maintaining discipline as may seem to him/her appropriate, the Vice-Chancellor, may in the exercise of his/her powers aforesaid order or direct that any student or students -

a. be expelled; or b. be, for a stated period rusticated; or c. be not for a stated period, admitted to a course or courses of study in a College, Department or Institution of the University; or d. be fined with a sum of rupees that may be specified; or e. be debarred from taking a University or College or Departmental Examination or Examinations for one or more years; or

f. that the result of the student or students concerned in the Examination or Examinations in which he/she or they have appeared be cancelled. 5. The Principals of the Colleges, Heads of the Halls, Deans of Faculties, Heads of Teaching Departments in the University, the Principal, School of Open Learning and Librarians shall have the authority to exercise all such disciplinary powers over students in their respective Colleges, Institutions, Faculties and Teaching Departments in the University as may be necessary for the proper conduct of the Institutions, Halls and teaching in the concerned Departments. They may exercise their authority through, or delegate authority to such of the teachers in their Colleges, Institutions or Departments as they may specify for these purposes. 6. Without prejudice to the powers of the Vice-Chancellor and the Proctor as aforesaid, detailed rules of discipline and proper conduct shall be framed. These rules may be supplemented, where necessary, by the Principals of Colleges, Heads of Halls, Deans of Faculties and Heads of Teaching Departments in this University. Each student shall be expected provide himself/herself with a copy of these rules. At the time of admission, every student shall be required to sign a declaration that on admission he/she submits himself/herself to the disciplinary jurisdiction of the Vice-Chancellor and several authorities of the University who may be vested with the authority to exercise discipline under the Acts, the Statutes, the Ordinances and the rules that have been framed therein by the University.

ORDINANCE XV-C

Prohibition and Punishment for Ragging 1. Ragging in any form is strictly prohibited, within the premises of College/Department or Institution and any part of Delhi University system as well as on public transport. 2. Any individual or collective act or practice of ragging constitutes gross indiscipline and shall be dealt with under this Ordinance. 3. Ragging for the purposes of this Ordinance, ordinarily means any act, conduct or practice by which dominant power or status of senior students is brought to bear on students freshly enrolled or students who are in any way considered junior or inferior by other students; and includes individual or collective acts or practices which -

a. involve physical assault or threat to use of physical force b. violate the status, dignity and honour of women students c. violate the status, dignity and honour of students belonging to the scheduled caste and tribe d. expose students to ridicule and contempt and affect their self-esteem e. entail verbal abuse and aggression, indecent gestures and obscene behavior. 4. The Principal of a College, the Head of the Department or an Institution, the authorities of College, or University Hostel or Halls of Residence shall take immediate action on any information of the occurrence of ragging. 5. Notwithstanding anything in Clause (4) above, the Proctor may also suo moto enquire into any incident of ragging and make a report to the Vice-Chancellor of the identity of those who have engaged in ragging and the nature of the incident. 6. The Proctor may also submit an initial report establishing the identity of the perpetrators of ragging and the nature of the ragging incident. 7. If the Principal of a College or Head of the Department or Institution or the Proctor is satisfied that for some reason, to be recorded in writing, it is not reasonably practical to hold such an enquiry, he/she may so advise the Vice-Chancellor accordingly. 8. When the Vice-Chancellor is satisfied that it is not expedient to hold such an enquiry, his/her decision shall be final. 9. On the receipt of a report under Clause (5) or (6) or a determination by the relevant authority under clause (7) disclosing the occurrence of ragging incidents described in Clause 3(a), (b) and (c), the Vice-Chancellor shall direct or order rustication of a student or students for a specific number of years.

10. The Vice-chancellor may in other cases of ragging order or direct that any student or students be expelled or be not for a stated period, admitted to a course of study in a college, departmental examination for one or more years or that the results of the student or students concerned in the examination or examinations in which they appeared be cancelled. 11. In case any students who have obtained degrees or diplomas of Delhi University are found guilty; under this Ordinance, appropriate action will be taken under Statute 15 for withdrawal of degrees or diploma conferred by the University.

12. For the purpose of this Ordinance, abetment to ragging whether by way of any act, practice or incitement of ragging will also amount to ragging. 13. All Institutions within the Delhi University system shall be obligated to carry out instructions/ directions issued under this Ordinance, and to give aid assistance to the Vice-Chancellor to achieve the effective implementation of the Ordinance.

Note: Order of the Vice-Chancellor in pursuance of Ordinance XV-C: Where incident(s) of ragging are reported to the Vice-Chancellor by any authority under this Ordinance, the students(s) involved in ragging, shall be expelled for a specified term, designated in the order. Non-students involved in reports of ragging will be proceeded with under the criminal law of India; they will also be rendered ineligible for a period of five years from seeking enrolment in any of the institutions of the University of Delhi. Students against whom necessary action is taken under this note, will be given post decisional hearing, with strict adherence to the rules of natural justice.

ORDINANCE XV-D

Sexual Harassment 1. Short Title and Extent The present Ordinance is based on the Policy against Sexual Harassment by the Delhi University and seeks to maintain and create an academic and work environment free of sexual harassment for students, academic and non-teaching staff of the Delhi University. The Ordinance will also apply to outsiders and residents, on the Delhi University campus, to the extent specified herein these rules and procedures.

2. Definition : i. “Students” includes regular students as well as current ex-students of Delhi University. ii. “Teaching Staff” include any person on the staff of the Delhi University or any colleges or institution affiliated to it, who is appointed to a teaching and/or research post, whether full time, temporary, ad-hoc, part-time, visiting, honorary, or on special duty or deputation and shall also include employees employed on a casual or project basis. iii. “Non-Teaching Staff” includes any person on the staff of the Delhi University or

of any colleges or institutions affiliated to it, who is not included in the teaching staff. It includes employees who are full-time, temporary, ad-hoc, part-time, visiting, honorary, or on special duty or deputation, and employees employed on a casual or project basis. iv. “Member of the University” includes all those included in categories (i)-(iii) above. v. “Resident” includes any person who is a temporary or permanent resident of any of the accommodations or premises allotted to an employee by the University of Delhi or by any of its affiliated colleges or institutions. vi. “Outsider” includes any person who is not a member of the University or a resident. It also includes, but is not limited to, any private person offering residential, food and other facilities to students, teaching staff or non-teaching staff of the Delhi University or any college or institution affiliated to Delhi University. vii. ”Campus” includes all places of work and residence in the Delhi University or any college or institution affiliated to the Delhi University. It includes all places of instruction, research and administration, as well as hostel, health centres, sports grounds, staff quarters and public places (including shopping centres, eating places, parks, streets and lanes) on the Delhi University campus or the campus of any college or institution affiliated to the Delhi University. viii. ”Sexual Harassment” includes any unwelcome sexually determined behaviour, whether directly or by implication and includes physical contact and advances, a demand or request for sexual favours, sexually-coloured remarks, showing pornography or any other unwelcome physical, verbal or non-verbal conduct of sexual nature.

Explanation: “Sexual Harassment” shall include, but will not be confined to the following: a. When submission to unwelcome sexual advances, requests for sexual favours, and verbal or physical conduct of a sexual nature are made, either implicitly or explicitly, a ground for any decision relating to employment, academic performance, extracurricular activities, or entitlement to services or opportunities at the Delhi University. b. When unwelcome sexual advances, and verbal, non-verbal and/or physical

conduct such as loaded comments, remarks or jokes, letters, phone calls or e-mail, gestures, exhibition pornography, lurid stares, physical contact, stalking, sounds or display of a derogatory nature have the purpose and/or effect of interfering with an individual’s performance or of creating an intimidating, hostile, or offensive environment. c. When a person uses, with a sexual purpose, the body or any part of it or any object as an extension of the body in relating to another person without the latter’s consent or against the person’s will, such conduct will amount to sexual assault. d. When deprecatory comments, conduct or any such behaviour is based on the gender identity/sexual orientation of the person and/or when the classroom or other public forum of the University is used to denigrate/discriminate against a person or create a hostile environment on the basis of a person’s gender identity/sexual orientation.

Scope of the Ordinance: This Ordinance shall be applicable to all complaints of sexual harassment made: i. By a member of the University against any other member of the University irrespective of whether the harassment is alleged to have taken place within or outside the campus. ii. By a resident against a member of the University or by a member against a resident irrespective of whether the sexual harassment is alleged to have taken place within or outside the campus. iii. By an outsider against a member of the University or by a member of the University against an outsider if the sexual harassment is alleged to have taken place within the campus. iv. By a member of the University, against an outsider if the sexual harassment is alleged to have taken place outside the campus. In such cases the Committee shall recommend that the University/ College authorities initiate action by making a complaint with the appropriate authority. Further the Committee will actively assist and provide available resources to the complainant in pursuing the complaint.

Complaint Mechanism: Implementation of the University policy against sexual harassment shall be achieved

The Apex Complaints Committee (ACC), which shall be an apex regulatory and appellate body of the University of Delhi for redressal and resolution of complaints. ii. University Units Complaints Committees (UUCC), which shall be set up in clusters of University Departments/Centres as complaints and redressal bodies. iii. College Complaints Committees (CCC), which shall be set up in each College of the University of Delhi as complaints and redressal bodies. iv. Central Pool Complaints Committees (CPCC), which shall be complaints and redressal bodies (one each for the North and South Campus) for those units that are not affiliated to any College/Department/Institution and have not been included in either CCC or UUCC.

Redressal : i. UUCC/CCC/CPCC/ACC may ask the College/University to suspend the alleged harasser from an administrative post/class if his/her presence is likely to interfere with the enquiry. ii. The victim of sexual harassment shall have the option to seek transfer of the perpetrator or her/his own transfer where applicable. iii. Notwithstanding the contents of any other Ordinance relating to service conditions etc. the Head of the Institution upon receipt of the enquiry report, shall refer the same to the Governing Body/ Executive Council (EC) and take disciplinary action on the basis of recommendations of the Complaint Committees provided that in the case of termination of service the existing rules of the University will also be forwarded. iv. The disciplinary action shall be commensurate with the nature of the violation.

A. In the case of University/College employees; disciplinary action may be in the form of: i. Warning ii. Written apology iii. Bond of good behaviour iv. Adverse remarks in the Confidential Report

v. Debarring from supervisory duties vi. Denial of membership of statutory bodies vii. Denial of re-employment viii. Stopping of increments/promotion ix. Reverting, demotion x. Suspension xi. Dismissal xii. Any other relevant mechanism. B. In case of students, disciplinary action may be in the form of: i. Warning ii. Written apology iii. Bond of good behaviour iv. Debarring entry into a hostel/campus vi. Withholding results vii. Debarring from exams viii. Debarring from contesting elections ix. Debarring from holding posts x. Expulsion xi. Denial of admission xii. Declaring the harasser as “persona non grata” for a stipulated period of time. xiii. Any other relevant mechanism. C. In the case of third party harassment, the University/College authorities shall initiate action by making a complaint with the appropriate authority.

Note: The composition of the Committees, mode of election/nomination powers, duties and procedure to be followed is outlined in the Appendix to Ordinance XV-D in the University Booklet entitled ‘Policy on Sexual Harassment’, which will be read as part and parcel of Ordinance XV-D.

IMPORTANT FACILITIES & ACTIVITIES

The college has a well-stocked library having about 21953 books, 52 periodicals and journals and 14 newspapers. The total number of books added during the year 2011-12 was 988. The Library is fully furnished with wide range of reference books on the subjects taught. The library has an open access to its collection. The library subscribes to different academic Journals and periodicals of varied interest. The reading room has a seating capacity for 50 students. Three reader’s tickets will be issued to the students admitted under FYUP programme. Books are issued to the members for 7 days. It is advisable not to keep the book beyond its due date. In normal cases, the overdue charges will be 50 paise per day per book. Book bank facility is also availabe for poor and needy students. The book bank Library is fully computerised and is working efficiently.

Student’s Union There is a students’ Union affiliated to the Delhi University Students’ Union (DUSU) in the college. Elections for the posts of President, Vice-President, Secretary, Jt. Secretary and 2 members of DU Central Council are held every year. Every bonafide student of the college is a member of the students union.

Magazine The College brings out its magazine “ATAMJA” which contains essays, articles stories and poems written by both the teachers and the students. Students are advised to contact the

Various academic and cultural societies function in the College with a view to unfold the potential of the students and cultivate extra curricular interest in them. The annual reports of these societies are published in the College Magazine.

Extracurricular Activities: The students have the option of choosing any of these activities: N.C.C./N.S.S. & N.S.O.

N.S.S. The overall objective of NSS is to enable the students to participate during their degree course in various programmes of social service and national developmnet, and to help to community. A student enrolled under NSS is required to put in miniumum 120 hours of social service, besides special Coamping programme, in an academic year and during their course shall be entitled to get a Certificate of Merit from the College. Special Camping Programme is an integral part of NSS and a number of other activities like debate, tree plantation, dancing are conducted N.S.S. for volunteers N.S.S. day and Aids DAy are also celebrated. University of Delhi organizes N.S.S. festival where the volunteers get an opportunity to participate in activities like play, poster making etc. The volunteers also get an opportunity to visit different states of India as well as abroad during the camps which are fully sponsored by the Ministry of Youth Affairs.

N.C.C. The aim of the National Cadet Corps is to develop Character, Comradeship, ideas of service and capacity for leadership in the youth of the country by providing service training to youth and to build up a reserve to enable the Armed Forces to expand rapidly in case of a national emergency. There are a number of incentives for the cadets like relaxations in Employment & Academic Field, Scholarship, CAsh Awards and Prizes/Medals/Trophies etc. Many different activities are conducted by the NCC for the cadets like Institutional Training, Community Development, Youth Exchange Programme, Sports Adventure Training, NCC Day, Republic Day Camp etc. The cadets get an opportunity to visit different cities/states of India during various camps. The college also has an Associate NCC Officer (Lt. Parminder Sehgal) under whose guidance activities are conducted.

N.S.O. The aim and objectivies of NSO depend to a great extent on these points-

• The development of organic fitness. • The development of neuromuscular skills. • The development of a student morally, socially, physically, psychologically and enrich the development of a student by obtaining different types of physical and mental abilities. NSO is responsibe for organising the sports day. Hence, various kinds of tournamnets are organized for faculty and non-academic staff as well as students are given chance to engage in sporting events on the sports day. Any student can take part in sports and games without any hesitation and experience the feeling of pride and loyality whiel representing the college in various touranments like fencing, yoga, aerobics, kabaddi, taekwando, boxing, volleyball, kho-kho, kick boxing. Playing sports at college and the university level can actually open professional avenues. For this, NSO had introduced a career oriented course in 2011, titled, fittness, aerobics and gym operation course for realizing the importance of sports and physical education as a career. If a student wants to pursue sports as a career then they can think of a career in physical education. The career opportunities are fitness industry, corporate sector and social worker/volunteers for communities, participation in social sports. Career opportunities are also available in hotels, gym, health club, recreation centers and beauty clinics. After doing this course one can have a responsible job and handsome pay package.

Scholarship to SC/ST Students Candidates belonging to scheduled caste/tribes are awareded scholarship by the state to which they belong. Such students are advised to obtain application forms from the Accounts Section immediately after their admission and submit the same duly completed along with required certificates on or before the 20th Oct. Claims of those students, who do not submit their application in time, will not be entertained. The Continuance of any Freeship, scholarship or grant or other privileges depend on satisfactory academic progress, regular attendance, discipline and good coduct. Every stipend holder has to abide by the college rules and regulations.

Student Aid Fund There is a facility of STUDENT AID FUND in the college to help the economically weak and meritorious students.

Fee Concession & Stipends:

The college awards fee concession to needy, deserving and meritorious students to the extent of 20% of the total fees collected during the year on the basis of their result. Applications on prescribed forms are to be submitted to the Accounts section by 31st August.

Migration The college does not permit any migration from the college in the first year. Distance will not be considered as a criteria for migration for any of the courses. In the second year, migration in the same course to some other college is not permitted.

Identity Card and D.T.C. Pass: After admission every student is required to contact the office for her identity card and D.T.C. pass. Further, she is, required to carry with her the identity card every time in the college and produce it on demand.

Bus Service Ladies Special Buses ply from Ghumenhera, Dhansa & Punjabi Bagh upto College in the morning and from College to Ghumenhera, Dhansa, Tilak Nagar & Punjabi Bagh in the afternoon. Buses plying between Najafgarh & Mitraon are: 822, 824, 826, 827, 835, 844, 848, 942 The college bus will ply between Mitraon and College during college hours.

College Timings: Timings for teaching in college are 9.00 a.m. to 4.20 p.m. The college office and library function till 5.30 p.m. Principal

Delhi University is partnering with Delhi Police and world lung foundation-South Asia in promoting a tobacco free enviornment. As a step in that direction, smoking is banned in our college.
