Attached for your consideration is s . 3063, sponsored by Senator McClellan.

The enrolled bill renames the Ozark Lock and Dam on the Arkansas River, Arkansas, as the "Ozark-Jeta Taylor Lock and Dam." Jeta Taylor was a pioneer in the movement that led to navigation on the Arkansas River and worked for more than 30 years to see the Ozark Lock and Dam become a reality.

Jeta Taylor was a pioneer in the movement that led to navigation on the Arkansas River and he worked for more than 30 years to see the Ozark Lock and Dam become a reality. f 2

In recognition of Mr. Taylor's contributions on behalf of this project, S. 3063 would redesignate the Ozark Lock and Dam as the "Ozark-Jeta Taylor Lock and Dam."

Dear Mr. Lynn: This is in reply to your request for the views of the Department of the Army on enrolled enactment S. 3063, 94th Congress, "Designating Ozark Lock and Dam on the Arkansas River as the 'Ozark-Jeta Taylor Lock and Dam'." The Department of the Army recommends approval of the enrolled enactment. The purpose of the Act is to rename the Ozark Lock and Dam in honor of the late Mr. Jeta Taylor. The Department of the Army considers enactment of this measure desirable because the late Jeta Taylor was a leading supporter of the McClellan-Kerr Project for the Arkansas River, and was active in and served as President of the Arkansas Basin Association. Jeta Taylor also was a founder and first President of the Ozark Development Association, and he served as President of the Ozark Dam Society. In addition, Jeta Taylor served as Chairman of the Arkansas River Basin Interstate Committee and as a representative of the of Arkansas to that Committee for many years. At the time of his death on December 31, 1973, Jeta Taylor was serving as First Vice President of the Arkansas Basin Association and as Chairman-elect of the Arkansas River Basin Interstate Committee. In a resolution adopted on February 1, 1974, the Arkansas Basin Association requested that Lock and Dam No. 12 be renamed to honor Jeta Taylor. , Approval of the enactment will have no fiscal effect upon the Department of the Army. The Committee on Public Works, to which was referred the bill ( S. 3063) to provide that the Ozark Lock and Dam, Arkansas River, Arkansas, shall hereafter be known as the Ozark-Jeta Taylor Lock and Dam, having considered the sahle, reports favorably thereon with­ out amendment and recommends that the bill do pass. PURPOSE The purpose of S. 3063, as reported, is to rename -the Ozark Lock and Dam on the Arkansas River, Arkansas, in honor of the late Jeta Taylor, former president of the Arkansas Basin Association. GENERAL STATEMENT Authorized in 1946, the Ozark Lock and Dam is an integral part of the McClellan-Kerr Arkansas River Navigation System. The project provides for navigation and hydroelectric power, as well as other pur­ poses. The lock and dam was completed in 1969, and the balance of the project is nearly complete. Jeta Taylor was a pioneer in the movement that led to navigation on the Arkansas River, and worked for more than 30 years to see the Ozark Lock and Dam become a reality. He was president of the Arkan­ sas Basin Association from 1963 to 1965 and served as a member of the board of directors subsequent to that time. He died in 1973.

CoMMITTEE VIEWS The committee considers that redesignation of the Ozark Lock and Dam as the Ozark-Jeta Taylor Lock and Dam is appropriate in view of Mr. Taylor's efforts on behalf of the project.

CosT OF LEGISLATION Section 252 (a) ( 1) of the Legislative Reorganization Act of 1970 requires publication in this rep01t of the committee~s estimate of the costs of reported legislation, together with e..'ltimates prepared by any Federal agency. There is no cost to the Federal Government authorized by this legislation. Because there is no cost involved, no report of the Congressional Budget Office is included herein.
