MAY 2021- Ward Two Trustee Report

Board Received Funding Profile from Government

§ On March 31, the Alberta government released funding profiles for school divisions in the province. RVS anticipates receiving grants from Alberta Education in the amount of $239.8 million for the 2021/22 school year. For comparison, RVS received $238.5 million in 2020/21. § When Budget 2021 was released in February, Alberta Education stated no school division would receive less funding than they did in 2020/21. This was important because RVS had less students enrolled compared to projections for this year and, per the existing funding formula, could have faced a claw back of funding in subsequent years. § Alberta Education highlighted that RVS would have received nearly $7.2 million less if that funding formula was followed. RVS appreciates that the government is not withholding funds as a result of enrolment fluctuations caused by COVID-19. § Administration continues to work with the Board’s Budget Committee to develop a 2021/22 budget proposal. This will be considered by the Board before the end of May. Board Advocated to Prioritize School Staff for Vaccinations and for Information Relevant to Student Mental Health and Wellbeing

§ The Board passed a motion to write the Minister of Health asking for increased accountability, assurance and transparency of recent decisions and their effect on the student mental health and wellbeing. § Another motion to write a letter advocating that school staff be prioritized in provincial vaccination efforts was also approved by the Board.

Board Affirmed Student Code of Conduct § The Board affirmed Administrative Procedure AP350 – Student Code of Conduct, which sets forth desired student behaviour and lists examples of unacceptable behaviours and consequences. § RVS administration reviewed and edited AP350 in December 2020 to address the requirements of the Education Act. The procedure was revised to reflect current practices, align with Positive Behaviour Intervention Supports in our Inclusion Practice Guide and affirm the rights for each student.

Funding Approved for Education Centre Renovation • The Board of Trustees approved funding previously allocated for renovations to RVS’ Education Centre in Airdrie. The renovations will address some space constraints resulting from RVS’ rapid growth focusing and include adding work/meeting rooms, increasing security at the reception desk and reducing ‘open areas’ in the foyer. § Until the tender for construction is closed and bids are reviewed, the actual cost for the renovation is unknown. Preliminary budget for this project ranges between $850,000-$1.4 million. This wide gap is due to the current difficulty in determining construction costs due to supply chain uncertainties and inconsistent activity in the construction industry. Funds allocated specifically for renovations at the Education Centre will be used to cover the cost of the project. RVS School Councils Well-Represented at Alberta School Councils Conference and AGM § The Board would like to thank those who were able to attend the ASCA Conference and AGM this year, as well as commend all RVS school council members for their dedication and commitment to their respective school councils. § The 2021 School Councils Conference and Annual General Meeting, one of the most important events for parents on school council, was held April 23-25. § The event provides development sessions, information sharing and resources for the school community, as well as the opportunity to engage in provincial education and network with others on school council. § Of the 300 individuals registered to attend the online event, 35 were RVS school council members who signed up to receive funding allocated annually by the Board to support school council advocacy and learning.

Boundaries for Wards 2 and 5 Adjusted § The Board gave three readings to a bylaw amending the boundaries of Wards 2 and 5. These amendments reflect previously approved annexations of lands into the City of and now formally designated to be part of the Calgary Board of Education’s (CBE) service area. § Areas removed from RVS and added to CBE include the Haskayne area on the far west side of Calgary north of the Bow River and south of Crowchild Trail and Belvedere area east of Stoney Trail and north of 17th Ave SE. § The bylaw will now be submitted to Alberta Education for approval by the Minister of Education.

Board Heard Delegations from Prince of Peace Lutheran School § As part of the considerations for the future of Prince of Peace Lutheran School, the Board welcomed a student delegation and a parent delegation to present at the meeting in an effort to gather feedback from the community. § The formal process to explore the future of the school was initiated after the lease for the current facility was terminated by the property owner in February. § The Board will make a decision on the school’s future at its May 13 meeting.

Respectfully submitted, Patty Sproule Trustee – Ward 2 403-936-2385 [email protected]

Timetabling for next year: We have met with every student coming into CHHS next year to help them pick accurate courses for next year. Thank you to Ms. Guitard, Ms. Allan, Ms. Grimbly, Ms. Pollock, Ms. Zaremba, Ms. Schmidt, Ms. Schultz, Mr. Ozcan who all played significant roles in this enormous undertaking. We have more than 900 students registered for next year. Based on staff expertise and student requests, we determined how many of each class we are going to need and then organized them into a matrix that optimizes the percent of student request satisfied. Next step is to figure out how many students will be going online, reorganize this matrix, give schedules to staff and students (hopefully before the end of June).

Graduation Ceremony Update Update for next year – messaging from RVS should be out soon.

As you are aware, we have been working diligently on potential graduation celebrations based on the three potential scenarios dictated by COVID-19 AHS restrictions. Chestermere High School is committed to celebrating our graduands with a commencement ceremony, even if it looks different from previous non-COVID-19 years.

Our Graduation Committee will be working toward celebrating our graduands at the end of the school year. As part of their graduation fee, our graduands will be given a gown, v-stole, cap & tassel on Friday, May 21st, 2021 so that families can arrange for family pictures in the week before the graduation ceremony.

With the constant change and unpredictable nature of the COVID-19 restrictions, we have developed graduation commencement ceremony options for each AHS scenario. Below, I have outlined four potential scenarios:

Virtual Grad with Gift Pick-up and Photo Opportunity • Grad Gifts and Mementos Scenario 3 • Virtual ceremony with speeches and student profiles and School Closed quotes, shared online. • Grad gift pick-up and photo opportunity outside of the This is our current school. scenario. • Similar to last year. 'Walk the Stage' Commencement with graduands only. • Single ceremony. • Indoor in the Wilson Gym – graduands only. • Guests to watch ceremony from home via the internet. • Ceremony to include (following all AHS guidelines):

o Graduands to watch speeches in class groups from Scenario 2A classrooms, then each class to walk across the stage, sequentially.

School Open with o Parent/guardians and guests to watch ceremony Restrictions online. (No indoor groups • Date/Time: approx.1:00 P.M. on Saturday, May 29, 2021. allowed) Make-up date for any students in isolation on June 12,

2021. • Student organization will be by class groupings. • Graduands to arrive already wearing cap/gown. • Estimated time: approx. 2 hours (approx. 1-hour speeches, 1-hour for graduands to cross the stage). 'Walk the Stage' Commencement with Graduands and Guests • Staggered ceremonies depending on the size of groups allowed by AHS/RVS. • Indoor in the Wilson Gym – graduands and 2 guests each. • Guests would attend at the same time as graduands. • Ceremony to include (following all AHS guidelines):

Scenario 2B o Graduands and guests to watch speeches online before or after, then each group of graduands to walk across the stage, sequentially and at staggered School Open with times. Restrictions

• Date/Time: approx. from 12:00 – 3:00 P.M. on Saturday,

Indoor Groups are May 29, 2021. Make-up date for any students in isolation permitted by AHS and on June 12, 2021. guests allowed in school • Student organization will be by class groupings. by RVS • Students/guests enter and exit gymnasium from entry/exit doors – families will be together in assigned seating/standing areas. • Graduands to arrive already wearing cap/gown. • Estimated Time: approx. 3 hours with students and guests being grouped at staggered times. • Full sanitizing would occur between groups. Full 'Walk the Stage' Commencement Ceremony • Due to CBE and Calgary Catholic grad cancellations, BMO Scenario 1 has cancelled all high school grad bookings, including our booking for a ceremony and banquet. • We would host a ceremony in the CHS gymnasium with No restrictions potentially two sessions to accommodate entire graduating class (approx. 142 graduands and 285 guests in two Double Ceremony in sessions). CHS gymnasium • Full grad ceremony with speakers. • Capacity rating would restrict audience to 2 guests per graduand.

These options give us the flexibility to offer a Grad Commencement Ceremony where graduands can 'walk the stage', receive a certificate, wear their dresses/suits, and celebrate their graduation achievement, regardless of the AHS scenario and restrictions. RVS will be making a final decision on the ceremony format at a later date. Until then, our Grad Committee will move forward with the planning for all these scenarios and, regardless of the decision AHS/RVS will make in terms of scenario and format, we will have a plan to celebrate our graduands with a Commencement Ceremony that minimizes health risks due to COVID-19 and formally celebrates the achievements of our graduands. Chestermere High School will not be offering a banquet option. Our volunteer time and efforts will be applied to providing our graduands an opportunity for a formal 'walk the stage' commencement to celebrate their graduation from high school.

HR changes: • Ms. Bernstein was hired as a Learning Assistant to replace the retirement of Ms. Bremmer. • Ms. Campbell was hired to replace Ms. Martynova to teach in the science department. Some have actually been hired by RVS immediately after their graduation in order to help out with substitute teaching during quarantines. • Ms. Grimbly has been accepted into a Masters of School Counselling degree at the University of Alberta. • Ms. Dahl will be joining our learning support department in September. • Ms. Gegolick has officially

MADD Canada Zoom Presentation Monday, April 19, 9:15 - 10:15 was very impactful and engaging for our students. MADD presented a video of students moving through a tragedy that I think spoke well to their age group. Thank you for Ms. Schultz for organizing. We are trying to schedule the Barbara Coloroso – Anti-bullying presentation but hoping to have it once students are back in school. We may have to postpone until September.

Final Exams No Final Exams at the end of this semester. Breakfast Club Grant Our application for funds to further support and enhance our Breakfast Program for next year was approved. We were granted the money required to purchase toasters, serving dishes, a bread slicer and a vacuum sealing unit. This is an amazing acknowledgement for our program and a tremendous support to the staff who organize this and the students who need this support.
