1. With reference to your RFE Document dated February 2018, we, having examined all relevant documents and understood their contents, hereby submit our Application for providing architectural planning and engineering services for preparation of master plan and concept plan including technical feasibility report for development of railway stations of Indian Railways. The Application is unconditional and unqualified.

2. All information provided in the Application and in the Appendices is true and correct and all documents accompanying such Application are true copies of their respective originals.

3. This statement is made for the express purpose of appointment as the Architect and Technical Consultant for the aforesaid Project.

4. We shall make available to IRSDC any additional information it may find necessary or require to supplement or authenticate the Application.

5. We acknowledge the right of IRSDC to reject our application without assigning any reason or otherwise and hereby waive our right to challenge the same on any account whatsoever.

6. 7. I declare that: (a) We have examined and have no reservations to the RFE Documents, including any Addendum issued by IRSDC; (b) We do not have any conflict of interest in accordance with Clause 2.3 of the RFE Document; (c) We have not directly or indirectly or through an agent engaged or indulged in any corrupt practice, fraudulent practice, coercive practice, undesirable practice or restrictive practice, as defined in Clause 4.3 of the RFE document, in respect of any tender or request for Application issued by or any agreement entered into with MOR or any other public- sector enterprise or any government, Central or State; and (d) We hereby certify that we have taken steps to ensure that in conformity with the provisions of Clause 4 of the RFE, no person acting for us or on our behalf will engage in any corrupt practice, fraudulent practice, coercive practice, undesirable practice or restrictive practice.

8. We understand that you may cancel the Selection Process at any time and that you are neither bound to accept any Application that you may receive nor to empanel or select the Consultant, without incurring any liability to the Applicants in accordance with Clause 2.8 of the RFE document.

9. We declare that we are not a Member of any other Consortium applying for Empanelment as a Consultant.

10. We certify that in regard to matters relating to security and integrity of the country, we or any of our Associates have not been convicted by a Court of Law or indicted or adverse orders passed by a regulatory authority which would cast a doubt on our ability to undertake the Consultancy for the Project or which relates to a grave offence that outrages the moral sense of the community.

11. We further certify that in regard to matters relating to security and integrity of the country, we have not been charge–sheeted by any agency of the Government or convicted

We hereby irrevocably waive any right or remedy which we may have at any stage at law or howsoever otherwise arising to challenge or question any decision taken by IRSDC [and/ or the Government of India] in connection with the selection of Consultant or in connection with the Selection Process itself in respect of the above-mentioned Project.

14. The tender document fee of Rs. 10,000 (Rupees Ten Thousand Only) has been submitted in accordance with the RFE document.

15. We agree and understand that the Application is subject to the provisions of the RFE document. In no case, I shall have any claim or right of whatsoever nature if the Empanelment and/or Consultancy for the Project (s) is not awarded to me/us or our Application is not opened.

16. We agree to keep this application valid for 90 (ninety) days from the Application Due Date specified in RFE.

17. A Power of attorney in favour of the authorised signatory to sign and submit this Application and documents is also attached herewith in Form 4.

18. In the event of our being selected as the Consultant, I agree to enter into an Agreement in accordance with the RFP. We agree not to seek any changes in the aforesaid form and agree to abide by the same.

19. We have studied RFE and all other documents carefully and also surveyed the Project Site. We understand that except to the extent as expressly set forth in the Agreement, we shall have no claim, right or title arising out of any documents or information provided to us by IRSDC or in respect of any matter arising out of or concerning or relating to the Selection Process including the award of Consultancy.

20. This Application is being submitted as per RFE document. This Technical Proposal shall constitute the Application which shall be binding on us.

Introduction: Anil Verma Associates (AVA), Inc. has selected the “Redevelopment of the Railway Station at the Howrah” as a basis for addressing the Understanding of the Terms of Reference (TOR) to the IRSDC or “Authority.” Please note: AVA will refer to the IRSDC as the “Authority” Howrah Station - Recollections:

Howrah Station, located on the banks of River Hoogly and in the vicinity of the world-famous , forms an impressive skyline as viewed from the city of on the opposite bank. The station itself serves as a terminus for national trains, has suburban service & parcel service platforms, and even a Railway Museum. It is possible that a High-Speed Rail System will serve the station in the future, along with Bus Rapid Transit (BRT), and Metro Rail, Monorail and/or People Mover systems to relieve the congestion. The existing ferry service across the Hoogly currently serves the Howrah Station, and it could also improve passenger distribution operations at the Station with better landside ferry facilities, navigational equipment and modern ferries. Howrah Station is one of those rare stations where a roadway for private cars directly serves two side platforms, to facilitate passenger and baggage transfers from car to train. This is a very unique feature indeed! This historic station even has hotel facilities within its bounds and a bus center along with commercial shops, a fish market and other amenities. Project Appreciation and Understanding of Assignment: Railway stations development/redevelopment is a flagship program of the Ministry of Railways to modernise stations to world class standards. The concept is that redevelopment efforts will leverage commercial development of land and airspace in and around the station areas and serve as a means to partly finance the project. As an incentive for developers, the Ministry of Railways has identified contiguous land parcels totalling 10 acres for development. This land is located on a nearby parcel of land of 22.8 acres. This 22.8 acre of houses a complex of offices and warehouses of the former Salt Commissioner of Kolkata (or British India). This historical brick campus is located on the banks of the river Hoogly overlooking the Howrah Bridge. This campus holds all the qualities of a museum of historic importance of the British Raj era, and thus, has the potential to become a future tourist destination site. TOR: IRSDC seeks the services of a qualified firm or consortium for the Development of Public Private Partnership (P3), envisioned as a Design, Build, Finance, Operate and Transfer (DBFOT) model to modernize and deliver a world class station. Preparation of Master Plan and Feasibility Report is needed for determining the technical feasibility and financial viability of the project. Master Plan: The Master Plan and Feasibility Report will firm up the project requirements in respect of development and construction of Howrah Railway Station and Project Facilities, for projected passengers demand for the next 40 years. AVA India will provide preliminary designs and sufficient details to judge the

Some of the requirements will include, but not limited to, the following:  Segregation of arrival/ departure passengers addressing split level access points from both sides  Safe and comfortable passenger amenities/ services added by wayfinding signage, lighting etc.  Superior road connectivity, user-friendly facilities, and barrier free pedestrian access  Adequate parking and multimodal interface to integrate infrastructure facilities within the context of the urban environment.  Concept design will address the feasibility of of Intermodal Transfers from rail to local rail, rail to bus, rail to ferry etc.  Special amenities/ services, for the old, infirm and physically challenged passengers  Improved allied services such as maintenance facilities, parcel & post service areas etc.  Use of modern technologies for design, systems engineering and construction  An architecturally distinctive gateway with respect to the historic character of Howrah Station and specifically addressing the City of Kolkata & Howrah  Iconic urban infrastructure & integration with the surrounding city  Urban commercial development tied to urban policy and financing model  Use of environmentally friendly techniques for construction preserving & enhancing landscape  Minimizing impacts on passengers, road commuters and residents during construction.  Green building project Criteria: Planning and Design of the station will be based upon estimated passenger growth figures (approx. 24.86 Lakh passenger / day in the next 40 years) and land available. This would mean that close to 900 million passengers would be in and out of the station premises every year, causing significant planning impacts to the city of Howrah, and to the city of Kolkata as well. Resulting constraints and challenges will be studied in the overall context to explore suitable resolutions and potential solutions to station design to serve future passenger demands. Traffic & Circulation: Traffic study and development of integrated traffic plans would be undertaken considering transport linkage to Kolkata and Howrah, both during both construction and service life of the station. The integrated traffic plan should review and take into account traffic needs for the next 40 years around 5 km from the project site, and would cover multi-modal interface involving future Metro Rail, High Speed Train and/or Bus Service, etc. The planning and design of the intermodal transfer facility would include interfaces with approach roads and surrounding neighborhood. Required work on surrounding roads will be evaluated. Impacts of current and future projects involving vehicular and pedestrian traffic outside the station project limits would be considered, though availability of land would be a challenge. Local Approvals & Clearances: “In Principle” approvals from IRSDC and all concerned local authorities would need to be obtained. Studies and investigations would be performed in areas such as engineering surveys, building as-builts, condition surveys, utility mapping, geotechnical investigation, assessment of real estate availability and potential for revenue generation, relocation of structures, etc. along with station plans, usage data, and operation/ maintenance infrastructure plans provided by the Authority would constitute design basis – this is a subject that will need a clearer definition between all stakeholders and IRSDC. The AVA team will use the Manual of Standards and Specifications for Railway Stations (the “Manual”) and any other pertinent documents that IRSDC may suggest to guide development of the Master Plan work. The AVA team will be responsible for preparing the Development Agreement/EPC Agreement/item rate contract. Developer/Contractor Selection: We understand the AVA Team will assist IRSDC in selection of prospective developers/contractors for the Howrah Railway Station Project. Our services will include providing technical inputs for preparation of bid documents and evaluating the conceptual designs/technical proposal submitted by the prospective developers/contractors. Our team will perform this task in coordination with the Financial Consultant and legal Adviser appointed by IRSDC. IRSDC’s Financial Consultant and Legal Advisor: The AVA team will work in close coordination with the Financial Consultant and legal Adviser appointed by IRSDC and assist the Financial Consultant and the Legal Adviser by furnishing clarifications as required for the financial appraisal and legal scrutiny of the Project and Bid Documents. Bid Phase Assistance: We will participate in the pre-bid conference as a team, with the Bidders of the Howrah Railway Station Project and manage the process of technical proposal on behalf of IRSDC in normalising the technical aspects of the project, including the Technical Feasibility Report and the Master Plan.

Form-7 Methodology and Work Plan Methodology: AVA India will review previous reports/drawing/data and verify the available site drawings for accuracy or request latest survey drawings. Then, a project specific Master Plan would be developed for the Station site (Part I) and for the surrounding railway land (Part II). Part II will identify work needed for surrounding roads adjoining the land boundary of the site. The AVA team will utilize existing land and infrastructure in the best possible way to maximize efficiency. Two to three alternatives (conceptual designs) would be prepared together with cost/benefit analyses and will discuss merits and demerits of each. The Master Plan will include sufficient details of commercial space and other service buildings to be built above and around the station premises, in the air space above railway tracks (air rights), and the surrounding railway land. Adequate open space for public use, such as, parks, fountains, amphitheatre, and landscaping would be provided as spill over areas for waiting and transfer passengers. The concept of “Transfer of Air Rights’ of the area above stations’ premises will be discussed with reference to zoning and Floor Space Index (FSI) or Floor Area Ratio (FAR). Feasibility Report: A feasibility report would be prepared by AVA India for review and comments by IRSDC. The report would include a Master Plan, real estate report, financial analysis report, and other deliverables such as preliminary drawings, land acquisition, structure relocation, and other requirements under the project scope. Any comments from IRSDC will be reviewed, reconciled, and incorporated into the Final Feasibility Report. Context: We have preliminary visited the project site to obtain an objective understanding of the station, its site, urban context and the neighborhood characteristics. The purpose was to gain insight into possible traffic and passenger flows to ensure continuous and smooth operations, construction work, staging areas, storage areas, and other land-use issues. We have studied ground-level information visually with site visits, and studied aerial photographs, various maps, and reviewed existing station boundaries and analysed possible future construction methods appropriate for this site from a very general point of view. This analysis is done to the maximum extent possible, with the limited or no interaction with IRSDC and none what so ever with other stakeholders. In short, with our knowledge, understanding of the issues, and experience on similar projects, we can analyse alternative conceptual designs, develop construction methods, establish design philosophies, prepare packaging plans and RTP for DBFOT contract, and devise ways to minimize adverse effects on the community. However, this exercise without interaction would lead to blind alleys, and be non productive. Therefore, we sincerely emphasize that constant and on going input will be needed from IRSDC and other stakeholders to the extent possible to achieve meaningful results. Work Plan: Sequence of Activities 1) Mobilization: The AVA team will mobilize upon selection as a firm consortium for preparing Technical Feasibility Report(s) and Master Plan and Concept Plans for the development of a Railway Station project. AVA personnel such as Team Leader, Anil Verma and others will meet with IRSDC to understand the intricacies and nuances of the agency’s vision. 2) Data Collection and Analysis: AVA personnel will then go to the site to collect data and compare it with the pre-existing as-built information, as well as pre-existing surveys, and engineering/circulation reports. AVA will then synthesize the newly acquired data with that of the pre-existing data to present to IRSDC. At this point, AVA will determine what other information is needed from the IRSDC and stakeholders and proceed with the site plan. The site plan will document the modifications needed for optimal redevelopment and will adhere to applicable codes and design criteria. 3) Planning: The planning for the station facilities will include 2 & 3 alternatives design concepts. Each alternative concept will have a different configuration of the elements of the respective station. This will be done in conjunction with a three-dimensional concept plan with fly thru animation to present to the IRSDC and stakeholders for concurrence. AVA’s Chief Architect, Somesh Debnath and Station Planning Expert, Rolando Barlaan will lead this effort. 4) Design: Once presented and accepted by the IRSDC and stakeholders, design will move from the concept level to the preliminary engineering level to provide to IRSDC a realistic estimate of the cost to construct it. AVA will continuously interface with the IRSDC and stakeholders to get the Master Plan design to 30-60-90-100% levels of completion and work with the budget of IRSDC to construct the optimal design which meets their vision, and that of action plans of the stakeholders.

Management Approach Philosophy: The AVA Team’s philosophy is shaped by our awareness of the extensive integration and co- ordination requirements, with both the internal team and external stakeholders to execute the Master Plan and Feasibility Report, and to systematically advance the process to final design, construction stage activities, and beyond. We understand that we will influence the process and the process will influence us, and which ultimately reflects our absolute commitment to collaboration and cooperation that we will foster with our Authority partners and all other project participants in order to advance this project successfully through RTP and beyond. These principles that have served us well on other transit/ station projects:  Investigation Program  Planning & Design Management  Interface coordination and Stakeholder Consensus  Comprehensive Risk Management Team Based Approach: As a consultant to the Authority, we will implement a team-based management approach with open lines of communication between our AVA team and the Authority. The most effective way to accomplish this is to establish a precise scope of work, goals, procedural policies, and submittal requirements, while maintaining the schedule. Working with the Authority, we will clearly identify and verify the work products (deliverables) expected from the consultant, including type and number of reports, preliminary engineering plans, specifications, cost estimates and schedule. Design formats and criteria, as well as operational/ system requirements, must be fully defined at the outset of the project. Team Leader, Anil Verma will establish these details with IRSDC-Project Manager. Alternative Considerations: With the overall project objective in mind, we envisage other alternatives to Howrah Station, such as shifting of fish market, reorientation of traffic pattern in coordination with W. B. Govt. transport master plan, and improved river crossing facility. Innovative ideas will be presented to the IRSDC for consideration. We will prepare a list of essential requirements for segregation of local trains and long-distance trains, and also, between E. Railway. and S. E. Railway, identify restrictions imposed by the traffic coming down from Rabindra Setu and find ways to mitigate the challenge of interfacing with the transport network plan being undertaken by W. B. Govt. while maintaining the project schedule. Investigation Program Site Conditions: We will carry out detailed survey of the site covering railway land. The planning/design process will largely depend upon accurate information of various investigation reports. Investigations will be conducted for geo-technical information, real estate records, utilities and existing condition. Existing records and surveys will be reviewed for evaluation of buildings and structures. Traffic survey, passenger survey and demand assessment would establish the basis for the planning and design. Environmental Impacts: We will undertake an environmental impact assessment in order to identify adverse impacts. An environmental management plan will quantify the impacts and address the mitigation measures. The mitigation measures will be discussed with the Authority to find out the best ways to address from a management and budget perspective. Cost of remediation is critical to decision making. AVA’s Environmental Expert, Betsy Lindsay will layout the plan, address mitigation measures as necessary, and develop the environmental management plan. Design Management Inception Report and Quality Assurance Plan: Within 3 weeks after Letter of Award, we will prepare and submit design management plan and deliver the Inception Report and Quality Assurance Plan (QAP). The Inception Report will further elaborate our understanding of the RFP, the methodology to be followed and our work plan. It will include a schedule for various presentations, submissions of reports, and deliverables. Design Management: As part of our design management plan, we will describe the development of project office and management of off-site design activities. A Delhi project office will be established. Most design work will be performed in our project design office at a suitable local location. Most critical tasks will be performed in the project office, with personnel from sub-consultants working under the direction of Team Leader, and/or project manager. However, where there are specialist design elements that can be defined as essentially stand-alone, and where significant economic benefits can be obtained, work will be performed in our home office. In those instances, a number of management tools will be used to ensure that our efforts are coordinated. In the project office, the AVA Team Leader, Anil Verma will coordinate all activities with key members and other design staff and identify any resource or information needed to maintain the schedule. It will allow the key members to coordinate the production of time-sensitive reports, plans and specifications. Periodic quality audits will be performed at all locations to help the project manager anticipate problems and take timely corrective action.

Quality Management Program

Quality Management Plan: A quality management program will be prepared immediately upon award. The quality management is a key component ensuring that the necessary programs are established and closely adhered to. A summary of our Quality Assurance plan is presented below. The program will meet the requirements of the ISO 9000 series of standards and will be consistent with the Authority’s applicable quality program. The program will govern all activities of the AVA team. This will be based on the following principles:

 Consistent implementation throughout the project team.  Consistent enforcement of the design control program, ensuring consistent reviews and approvals.  Consistent application of the corrective action program, ensuring issues are identified and mitigated throughout all project activities.  The applications of lessons learned throughout the project team.  Consistent application of oversight mechanisms.  Consistent reporting of quality issues to management, ensuring that they are immediately and completely addressed.

The program will be implemented to ensure that critical aspects of the project are controlled and under the umbrella of the quality management program.

Interface Coordination

External Interface and Coordination with agencies and third parties will be a critical function throughout the Master Plan and Feasibility study preparation phase. Interface consists of communicating with various government agencies, utilities, and stakeholders of the communities that are involved with a project of this magnitude. Interface coordination will span the duration of the project. At the start of the project, an interface

Comprehensive Risk Management

Risk Assessment and Management: Uncertainties in technical requirements, operational requirements, community expectations, constructability, construction phasing, equipment deliveries, weather etc. are often associated with major capital projects. All these are risks, and can lead to “scope creep”, lost growth, and schedule delays. Risk management is the process by which these uncertainties about the outcomes of those and other events taking place during the project are identified, reduced and controlled through effective management response, thus keeping the project in scope, on schedule, and under budget. We will engage our Program Manager, Rick Rye to review and address Risk Assessment and Management issues.

Risk Specialist: AVA team has experts who specialize in managing risks on complex projects. Our work will start immediately upon award. The risks will generally fall into the categories of internal risk and external risks. The internal risks are usually related to engineering, contract development, contract packaging, property acquisition and procurement. The external risks usually include political risk, community risk, budget risk, and third-party coordination risk. After consultation with the Authority, we will develop a specific management plan for each risk and assign it to the appropriate key member for resolution. We will also develop a risk register and

risk management plan for DBFOT portion of the project, since they will be somewhat different from the risks encountered in traditional construction contracts.

Project Approach Sample

A Vision of Howrah Station: The AVA team has developed a Concept Vision Plan based solely on our understanding of the project and its site. This concept addresses many issues that need further examination to resolve conflicts of understanding, if any, which we believe can only be resolved with direct interface with IRSDC, and other stakeholders. Master Plans of such complex projects with multiple stakeholders and many conflicting plans by other city agencies that require patient understanding, and a synthesis of ideas to develop “win-win” solutions.

The AVA Team has years of experience with such station infrastructure projects, which will allow the process to move forward to success. Therefore, the attached vision concepts are for IRSDC’s review, and as our means to promoting our team’s understanding. AVA will work with “Team IRSDC” to make this project a total success!
