Foreword Contributions to the Technical Committee have been scarce : this fact is probably a sign that the technical evolution of the Class is approaching an optimal balanced stability. Some of the contributions are nevertheless "daring" as shake up somewhat old conventional beliefs or "taboos". The TC wishes anyhow to thank the contributors and encourages them as well as all the Vaurienists to continue debating all themes they feel interesting for a further evolution of the Class. 1. ASV España (Nacho Campos) Current Rule: C.8.4(a)(4): The distance between the transom and the rudder head when set in the rudder fittings as shown in C.8.4.1 shall be between 30mm and 40mm. Change for: C.8.4(a)(4): The distance between the transom and the intersection point of the water line and the leading edge of the rudder blade when set in the rudder fittings as shown in C.8.4.1 shall be between 30mm and 40mm. After thorough debate with the involvement of all presents, the CT rejected the proposal as such, but was entrusted to prepare a comprehensive text treating the various points raised: possible positions of the blade ; a majority is favourable to leave it free between the max and min limits, how to check that these limits are obeyed; shall be as simple and practical as possible, in particular the construction of the line parallel to the transom possible ways of integrating the option of a "dagger" blade to be used instead of the rotating blade for school boats and in case of shallow depth.1) 2. D.5.2 and MF CR D.5.5 Current Rule : D.2.4(a): The shall carry the ISAF plaque permanently fixed on the starboard internal face of the transom. Add :

D.2.4(a): The hull shall carry the ISAF plaque permanently fixed on the starboard internal face of the transom or on the bulkhead. The CT will ask ISAF about the position : whether shall be strictly abode or not. 3. D.10.1 Fittings Following the proposal which was rejected, the following was recommended : D.10.1 (b) Mandatory fittings which position is optional: Add (9) Hinged covers or other devices for closing the draining ports or drains in the transom. D.10.1 (c) Optional fittings : Delete (16) Hinged covers or other devices for closing the draining ports or drains in the transom. 4. F.6.1 (a): The standing rigging shall be of stainless steel. The CT considers that the rod rigging is dangerous as microcracks may go unnoticed. The question of defining the "stainless steel wire" as one "multiwire rope" is left with the CT for the December meeting. 5. MF D 5(5) – CR D.10 (8) Class Rule D.10 (8) and MF D 5.5 are contradictory and shall be put right : only one drainage port is compulsory provided that the indicated surface dimension is obeyed. Other proposals have been made directly by the presents. 6. Transom template The way of using the template for the transom bottom curve shall be defined in the "User guide". 7. Towing rope fixing point The place where the towing rope shall be tied is discussed : CR C.5.1 MANDATORY - (b) NOT FOR USE says : "attached to hull" so that strictly speaking the usual knot around the mast is not permitted. A convenient point shall be found by December meeting. 8. Sail numbers on spinnaker Spinnaker numbers are always a source of controversy at Championships, so several presents ask if an exemption may be called for from ISAF. At present the Class has already an exemption for the letters but many presents push for extending the exemption to the numbers. An enquiry for checking if other classes do not comply with Appendix G of RRS should be made.2) Several presents consider however that such request can be presented to ISAF. 9. Reducing numbers Point 8 went beyond with a query on the possibility of reducing the sail numbers (16 on Main and 5 on spinnaker) by adopting the numbering by country : the difficulty is the large number of old boats which should be deprived of their original number. The use of the "personal" number system (as 470 or 49er) is mentioned by some presents. 10. Forestay fitting The use of the forward hole in the forestay fitting for both the headsail and the forestay is criticized and the introduction of two separate fittings is proposed.

2 The enquiry through most of the double classes shows that many have the same exemption as the Vaurien for letters on the spinnaker, but none for numbers.

11. Mast partner hold The adoption of one system preventing the mast to come off the partners is suggested : for instance with a simple cable rounding the mast. The possibility of extending the partners astern is also mentioned. These two options are already allowed in the current class rules. 12. Paddle The utility of having a paddle like the minimal required is questioned : several other classes have abandoned such obligation (420, 470). The point should be checked with the National Marine Safety Rules. 13. The adoption of the trapeze for light crews is suggested : the authorisation of using the trapeze was adopted in France only for junior crews in the eighties but became lost later. The point is a sensitive one as breaks one of the Vaurien traditional stand: the CT is ready to consider it but thinks that shall be debated by the CIV first. 14. Construction materials The restriction on the usable foam materials for construction of the hull should be revised in the light of the rapidly evolving characteristics, qualities and prices. An enquiry on those new foam materials will be made by ASV España and submitted to CT winter meeting. 15. Batten in headsail The benefit of including short battens in the headsail for better controlling the twist is mentioned; some tests having already been made, the opinion of the manufacturing sailmakers and of others shall be submitted in December.
