Legislators are elected by the people to serve as their representative voice in government. The West Virginia Legislature is a citizen legislature -- meaning the members are not full-time legislators, but ordinary citizens who hold other jobs when the Legislature is not meeting. Because the Legislature is comprised of two bodies, the Senate and the House of Delegates, it is called bicameral.
