I. MOTION
Move to adopt the attached order.
II. AGENDA ITEM SUMMARY
The Board is being asked to comment on an application to the Oregon Geographic Names Board (OGNB) to formally name a mountain near Springfield located in Lane County.
III. BACKGROUND/IMPLICATIONS OF ACTION
A. Board Action and Other History There is no relevant Board action or other history regarding this item.
B. Policy Issues This action is a part of the process undertaken by OGNB whereby they provide an opportunity for agencies to comment on applications to name features within their jurisdiction.
C. Board Goals This action does not apply to the Lane County Strategic Plan. It is neither aligned with, no contrary to, any element of that plan.
D. Financial and/or Resource Considerations

E. Health Implications There are no health implications associated with this item.
F. Analysis Staff has reviewed the proposal to name the currently unnamed mountain and find that it has merit. The property owner, Knife River Corporation – Northwest, has been contacted and has no objection to the proposed name. OGNB has reached out to several other entities, including the City of Springfield, for a response to the proposal.
G. Alternatives/Options 1. Adopt the Order as written 2. Amend the Order as to either oppose or provide no opinion on the proposal
IV. RECOMMENDATION
Staff recommends that the Board adopt the Order as written.
V. TIMING/IMPLEMENTATION
OGNB is scheduled to meet in June 2019 to review all information received regarding this proposal and forward their recommendations to the United States Board on Geographic Names for final decision.
VI. FOLLOW-UP
Staff will notify OGNB of the Board’s action immediately.

ORDER NO: In the Matter of Commenting On Proposed Name Changes for a Natural Feature Located in Lane County to the Oregon Geographic Names Board
WHEREAS, geographic naming in Oregon is a public process by which anyone can submit a formal proposal for consideration; and
WHEREAS, the Oregon Geographic Names Board (OGNB) is the official advisor and state geographic names authority of Oregon with the purpose of supervising the naming of geographic features within the state of Oregon and making recommendations to the United States Board on Geographic Names (USBGN), which has final approval authority; and
WHEREAS, the OGNB has determined that the mountain has not been officially named; and
WHEREAS, the OGNB has received no additional proposals to name the mountain to date; and
WHEREAS, the OGNB requests comment from the Lane County Board of County Commissioners on naming proposals prior to the OGNB forwarding their recommendation to the USBGN.
NOW, THEREFORE, the Board of County Commissioners of Lane County ORDERS as follows:
Support for the proposed name of “Springfield Butte” for the mountain near Springfield centered at 44° 01' 56" N, 123° 00' 18" W.

The city of Springfield was named after a "spring- in-a-field," which served as the water source for the cabin of the city's founder - Elias Briggs. Elias and his brother Isaac Briggs built a millrace at the base of Springfield Butte in 1852, hence the original name Briggs' Butte. The earliest date for use of the name Springfield Butte is 1983 in Clarke's "The Springfield Millrace & Early Mills," but most likely was used much earlier.
